Here, they explain, drug users collect clean needles from an organisation and are expected to dispose of used needles by dropping it in the box. However, they say each week parents pick up used needles and empty bottles of sa- line water used to clean the needles around the park. According to Summer Greens Neighbour- hood Watch (SGNHW) chairperson Gary Ja- cobs the box was installed approximately two months ago and has resulted in patrol- lers picking up needles almost every night. “The area near Emerald Park is a problem area. Now each week there is this organisa- tion that gives users free needles. The prob- lem is they don’t dispose of the needles safely and we end up having to pick it up on our patrol. We don’t know who put it there and it was not discussed with us. This has made the area very unsafe and its is unaccepta- ble,” he says. Ward councillor Joy McCarthy says no person or organisation has applied for per- mission to install the box on City of Cape Town property. Summer Greens Ratepayers’ Association (SGRA) chairperson Nino Arendse says resi- dents have been questioning why the box was installed at the park, but they were una- ware of who was responsible. TygerBurger called the number found on a note placed on the box and was directed to TB/HIV Care Association. According to advocacy and psychosocial coordinator Shaun Shelly the organisation distributes needles to drug users but did not place the box on the fence. This project, he says, is an HIV prevention project in line with international best practices and ac- cordance with the recommendations of many international bodies and local guide- lines such as the National Drug Master Plan. “The project is endorsed and supported by local and national departments of health, so- cial development, Sanac (the South African National Aids Council) and has support from local academics and other organisa- tions.” According to Shelly, the box was placed there by community members who did so after some lengthy discussion among them- selves regarding the potential problem of needles being discarded in the area. “Drug use is criminalised under current legislation. As such the possession of used needles has resulted in the arrest of many drug users around the country. Understand- ably there is a reluctance by some members of the injecting community to carry their needles with them. For this reason, so as to minimise potential harm to the wider com- munity, members of the community decided on their own initiative to mount this box so as to minimise the risk of exposure to used injecting equipment by people utilising this public space. “Considering the difficult circumstances and environment injecting drug users face, this was seen to be the responsible thing to do by the injecting drug users themselves. As such THCA was not instrumental in the putting up of the box, although we do clear the medical waste in this box on a regular basis in the interests of civic duty.” V To page 2. Mystery surrounds the installation ofa box for used drug needles at a chil-dren’s play park in Summer Greens.

The box has raised the ire of residents whoclaim the activities of drug users are violat-ing their right to a safe and clean environ-ment.

bers” do not consist of anyone on theSGRA and says the committee had beenplanning to raise the issues around thisbox with the association.“We want to speak to them and raise

our issues. While we understand whatthey are trying to do by giving out cleanneedles, they have to communicate withthe community. The community mem-bers he refers to do not include the SGRAand I do not know who he is speakingabout,” Arendse elaborates.When TygerBurger questioned his re-

sponse, Shelly, said the communitymem-bers referred to were largely made up ofdrug users.Jacobs, however, questioned the validi-

ty of this and said the association couldnot rely on drug users to make decisionswhich affect the entire community.“You know honestly, when they shoot

up they don’t care. By the amount of nee-dles we have picked up I think that isproof that this box thing is not working.”Shelly explains the association also col-

lects needles, directly from those access-ing services as well as through a clean-upprogramme which is done on each visitto an area.“We further encourage service benefi-

ciaries to return used needles. Under-standably, in the current policy environ-ment and considering that possession ofused needles can potentially result in ar-rest, many are prevented from doing soin spite of best intentions. In the sameway, any pharmacy that supplies needleswill encourage the appropriate disposalof any medical waste, but cannot guaran-

tee it.”Jacobs says the SGNHW believes the

handingout ofneedles inSummerGreensis fuelling the drug problem and sayswhile the community works hard to keeptheir suburb safe, these initiatives havea negative impact.According to Shelly, the opposite is

true.“There is sufficient data from an abun-

dance of international literature support-ing my view and no data supporting theviewof thosewhowouldmake such a sug-gestion. Having said this, I do acknowl-edge that drug use is an emotive issue,and if one does not understand the dataor have the experience, the essential ser-vices we are providing may seem coun-ter-intuitive.”He says drug users have always been in

this area and prior to the association’sproject being run in Summer Greens,there was no collection of needles. Headds that the risks of HIV and other bloodborne viruses are significantly reducedthrough the provision of injecting equip-ment.Residents, however, disagree and ex-

plain the lack of communication on thematter has made this an emotive topic.“We know there is a drug problem in

Summer Greens and we have all bandedtogether to take a stand.After the commu-nity march many people are now awareof the drug issues and have started to re-port it more regularly. They cannot saydrug users decided the boxmust be there.At a children’s park?According to aMaycomember for com-

She explained the City’s law enforce-ment agencies would be carrying out opera-tions around themall, while the mall’s man-agement embarked on an education drive.

At the time the mall’s management ex-plained taxi drivers with valid permits canmakeuse of thedesignatedpick-upanddrop-off facility located on the far left corner ofthe P3 roof parking. The education cam-paign was focussed on advising commutersto make use of this designated area whentaking a taxi.Centremanager Aadilah Ryklief confirms

the mall’s management has concerns abouttaxis and says these issues have been raisedwith the City of Cape Town’s transport de-partment.Asked whether the awareness campaign

helped with the taxi problems at the mall,Ryklief says this worked well for the firstfew weeks of the operation, however there-after as theTraffic Service’s presence on sitedissolved, the situation reverted to what itwas before.“Our security guards continually engage

with the taxi drivers in an attempt to keepthe traffic flowing.”Responding to questions, Traffic Service

TheDunoonneighbourhoodwatchhaveraised their concerns about groups ofmen who are targeting school chil-

dren.The watch says the men sit in the thick

bushes along a fence where temporaryclassrooms have been erected and wait foryoung children to walk by.Armed with gloves, axes and boots, the

watch held a clean-up in the area near Si-yahlala section and removed several treeson Saturday afternoon.Curious onlookers quickly joined and

shared stories of how their children havebecome victims in recent weeks.

The watch was assisted by Milnerton po-lice.Neighbourhood watch chairperson Cyn-

thia Ludziya explains children living in Si-yahlala section have to walk across thedusty field each day to access schools.“This is the only route they can take and

over the last few weeks we have been toldby parents that their children are beingrobbed. They sit here, smoke drugs and tar-get the children for the little money theyhave.”Ludziya says the watch suspects the men

responsible are unemployed and are knownfor abusing drugs and other substances.“We want to make it uncomfortable for

them to do these things. If you look at howthick those bushes are, you can see it is a

very nice hiding place and the women andchildren are very unsafe when walkinghere,” she says.Ludziya explained parents also raised

concerns about the smell of dagga waftinginto classrooms.Addressing the issues raised by parents,

Ludziya explains without cooperation fromparents the watch cannot achieve much.“Wehave heardwhat the parents arewor-

ried about and we are here today to assistbut theymust also do their part. Informal trading in Table View took cen-tre stage last week after a man found sell-ing goods near McDonald’s was caught

with stolen goods and drugs.This followed a Parklands woman’s hunt

for her stolen property onWednesday 3 Feb-ruary. ResidentTraceyFranco explains dur-ing the early hours her car was broken intoand various valuables stolen while parkedin a secure complex.She suspects the thiefmay have gained ac-

cess as another resident was leaving. Thenext morning she noticed her valuableswere missing and reported the incident atParklands Police Station.Anxious about recovering her goods,

Franco drove along Parklands Main Roadand questioned homeless people. She cameacross two women who informed her theyknew where her valuables were.“I thought I would wait a long time for my

things to be recovered and decided to see

what I could do. These ladiestookme to the informal tradingsite atMcDonald’swhere amanwas seen sitting with my bag. Inoticed a patrol officer fromComplexPatrols and askedhimto come with me.”The Complex Patrols securi-

ty officer agreed and togetherthey approached the informaltrader. Franco explains whenthe officer opened the bag shewas shocked to discover theman was also in possession ofdagga and mandrax hidden innewspaper.“The officer called Table

View Police and the man wasarrested. I was very grateful toget my belongings back and forthe help of these two womenand the officer. After the whole ordeal I gaveboth women a reward for assisting me.”The trading site at McDonald’s has been

a bone of contention for several months as

residents have complained about the lack ofpedestrian access as traders trade on thepavement. Under the City of Cape Town’snew informal trading plan for the Blaauw-

berg Subcouncil area, this spe-cific site is set to be removed.

In previous comment, theCity has explained this sitewas not one of the approvedsites for the greater TableView community. The plan iscurrently being rolled out.

Police spokesperson War-rant Officer Daphne O’Reillyconfirms the arrests and ex-plains the 23-year-old man ap-peared in court last weekwhere the case was postponedfor further investigation. Theman has been charged withpossession of suspected stolenproperty, possession of narcot-ics and theft out of motor vehi-cle.

run the KFM Gun Run to raise money forthe Peanut Welfare animal society. He wasonly allowed to enter the 10km run but com-pleted it in 01:02:28 and raisedR12 500 aswellas food for the animals.Speaking toTygerBurger, Gareth displays

a profound love for animals and communitywork. With three cats, two guinea pigs andthree tortoises he keeps his mom, Rache,busy as she helps him care for his rescuedpets. “I do havemany pets but I love animalsand these have all been rescued. When I

heard about the announcement I wasshocked for a while but then I got used to it.I really do like helping others and I thinkweshould all do our bit to give back,” he says.The young teen has now embarked on a

drive to form his own charity called HelpingHands which is aimed at promoting a spiritof giving back among young children.Among some of the first initiatives in the

pipeline, Gareth has started collecting usedand unwanted sports gear to be donated toan organisation which then donates thesegoods to schools and clubs in need.“The collection drive will run until the

Rich win illuminates jockey’s futureAyoung apprentice jockey

from the Cape Jockey Acad-emy in Milnerton and the

racehorse trainer took the topspot at the Investec Day ofDreams held in Kenilworth.

It was a dream come true storywhen a relatively unknown race-horse from a small yard and anapprentice jockey won the richesthorse race in South African histo-ry on 23 January.

Illuminator, the colt everyoneis talking about, cost ownersFrancis Carruthers and Ian Rob-inson just R180 000 when theypurchased him at the CTS CapePremier Yearling Sale in March2014. Their win saw the ownersreceive a cheque of R8m.

Illuminator’s trainer, GlenPuller, at the time advised bothowners that Illuminator was agood horse with potential butwould only be able to race to-wards August of the followingyear. Glen told owners Francisand Ian that no matter what, theycouldn’t rush him.

“He would tell me when he wasready. He needed to take histime,” Glen says. “I knew fromfirst seeing him that he was some-thing special; there was reallysomething there,” Glen saysabout Illuminator.

His prediction was correct withIlluminator running in his first race in Sep-tember 2015 with the jockey for that race be-ing none other than apprentice Heavelonvan der Hoven.

Heavelon and Illuminator have raced to-gether three times and have won all threeof those races, with the victory two weeksago by far the sweetest to date.

“I had an idea, a feeling that I might be ableto win. I know Iluminator well. But not ev-erything in horseracing works out asplanned. But with 300m to go, I knew I couldwin it,” Heavelon says.

Heavelon, the 23-year-old apprentice fromNamibia, was another real hero of the day.Growing up with horses on a farm from an

early age cemented his true love of these ani-mals and his desire to become a jockey.

Having the right build just added to mak-ing this dream a reality. His nickname maybe “Heavy” but heavy he certainly is not.Heavelon says keeping fit and at the correctweight is hard work, but “the more you race,the fitter you become and the better you get”.

He joined the South AfricanJockey Academy, a world leaderin jockey development, in 2011and will graduate from there atthe end of this year, after whichhe will see what his options areboth locally and abroad. What re-mains in no doubt is that the fu-ture of this talented jockey is verybright. “It is hard to explain. Themoment took my breath away. I’dsaid to ‘Heavy’ that Illuminatorlikes to be on the outside on hisown; it’s worked before, maybe itwill work again. He can get dis-tracted if he’s in a crowd and youcan’t rush him,” says Glen.

Watching the race in the backwith the grooms, Illuminator didwhat Glen knew he could. He tookhis time; found his place. “Oncehe hit the straight and was in theopen, it was his time. This was hismoment. I could see him stretch-ing. Nothing was going to stophim. It was fantastic,” recallsGlen who says after the win thegrooms, many of whom he didn’teven know, picked him up andcarried him around sharing inthis phenomenal celebration.

The story is even more in-triguing when one realises thatHeavelon was a last minute re-placement for another jockey,and asked to be given the chanceon the very morning of the race.

With most racing fans who attended In-vestec Day of Dreams watching race day fa-vourite Silver Mountain, Heavelon and Illu-minator seemed to come from nowhere towin. A day of dreams it certainly was.

“There are great things ahead for them,”Glen says about both Illuminator and Heav-elon.

Heavelon van der Hoven and Illuminator took the top spot in the Investec Day of Dreams held in Kenilworth.

I would like to report on thegreenbelt running from San-down Road to Boom Bend (pastElkanah Primary School) andthe litter strewn in thisgreenbelt.

I have contacted Nora Grose,the DA ward councillor forWest Beach, who did send a“someone” to investigate inDecember 2015.

Law enforcement arrivedbriefly with regard to vagrantssetting fires in the bush andliving behind the wall of theMontego Bay flats on thecorner of Sandown and Sailstreets, but were never seenagain. She said that she hadmet with the City of CapeTown, and I have no doubt thatshe did, however none arrivedand this was two months ago!I regularly do a clean-up

there, however I just can’tkeep up with the ongoingdumping of litter and theterrible filth and stenchemanating from the greenbelt.

Greenbelt: let’sclean it up ourselves

I also can’t get into the middleof the reeds as the mud is deepand rubbish is literally in themiddle of a BOG.

Where there were once frogsand red bishops, nothingsurvives here any longer.

A resident took his dog for awalk and the dog went into thegreenbelt water and sank intothe filthy mud, ingested some ofthe water and became terriblyill, subsequently having to berushed to Panorama Vet andkept there for a few days.

I am prepared to assist with aclean-up of the entire greenbeltas The City of Cape Town isstill ‘on their way’ 2 monthslater. I ask if the communitycan assist me in the fight torestore our environment to itsformer beauty.

People walk their dogs pastme whilst I am cleaning, thankme for helping, then complainabout the terrible conditionsand decline of the greenbelt andcontinue to walk on – neverreturning to do their bit!

If we all have this attitude,this will get out of control.

chairperson of the Tygerberg Rugby Foot-ball Club.Criminal elements in and around the fa-

cilities are damaging the property and de-stroying the legacy the club has built overthe past 50 years.As the season is slowly changing to-

wards autumn and the sun sets earlier, thevarious teams will not be able to train atnight as the floodlights have also been van-dalised. “This is a huge problem for us andthis needs to stop. Things cannot go on likethis; we need to take action and send astrongmessage that this destruction of ourclub will no longer be tolerated. The de-struction of our perimeter fence alsomeans that we will not be able to host anyhome games,” said Kiewitz.On Saturday 13 February from 09:00 to

12:00 the club needs the help of the commu-

nity to restore the club. They need extrahands and have asked residents to bringblack bags, gardening tools, brooms andother tools to help clean the club.The club nurtured some of the finest tal-

ent such as Justin Geduld (played his jun-ior rugby at Tygerberg RFC prior to his

Blitzbok fame), Eddie Andrews (WP andSpringbok colours), Norman Jordaan(Blue Bulls and Springbok colours), EgonSeconds (WP and currently a referee in theWP structures) to name a few.From an existing team perspective, the

club produced the following players for the

WP emerging team: Christo (Tiny) vanWyk, Shameegh Allen, Lester Phillips andDaleWilson. Armien Bailey and Leroy Bit-terhout also represent the WP 7s team.“Our current head coach, Richard

(Ricky) Petersen, played for Tygerberg andis currently the WP 7s coach. Our currentpresident, Pieter Jooste, played rugby atthe highest level pre-democracy and cur-rently serves on the executive committeeof WP Rugby and as the national convenorof selectors for the Springbok team. I couldcontinue, but I think the aforementionedlist sketches the picture that TygerbergRFC develops playing, administrative andcoaching talent for our club, our provinceand our country,” says Kiewitz.“It is therefore ofutmost importance that

the club be restored to keep producing fu-ture stars andbeabeaconofhope foryoungchildren. the popular Masters tournament on 19 and20March. This elite tournament is exclusiveto selected and invited players and promisesa showcase of top class bowls.Teams from across the country will flock

to Cape Town for the All Cape Tournamentwhich is one of the highlights on the calen-dar. The tournament will take place from 24to 30April. Entries have closed and the entryof 200 teams will bring 800 bowlers onto thegreens in and around Cape Town.This tournament is hosted annually with

Cape Town being the venue once every fouryears. The process of draws and venue allo-cation is now under way and will soon be fi-nalised. CYCLING: WOOLCOCK TAKES HONOURS

New recordfor 99erWayne Woolcock won the coveted

King of the Mountain title onSaturday at the 18th 99er Cycle

Tour.Woolcock also won the 102km event in

a time of 2:33:39.This popular eventwaswell supported

with 4 126 cyclists taking part, setting anew record for the number of road en-tries.The women’s 102km event was won by

Carmen Buchacher in a time of 2:47:03.Conditions were good on race day and agreat race was enjoyed by all. The prizegiving was opened by provincial minis-ter for economic opportunities, AlanWinde, who is a keen cyclist.The 99er Cycle Tour included a 102km

and 64km road race and a Kiddies BikeRide and is the third largest cycle racein the Western Cape.The 99er Cycle Tour is organised and

hosted byEl Shaddai Christian School inDurbanville.The inaugural race took place in 1999

and was 99km in length and thus thename The 99er was born.

The 99er Kiddies Bike Ridewas a greatsuccess, with 70 children aged 3 to 10years taking part.Each child received a medal and a

drink. There was a special prize giving,with some great prizes, for these stars ofthe future.The main lucky draw prize giving at

this year’s 99er Cycle Tour had R170 000worth of great prizes up for grabs, whichincluded a R130 000 bike, sponsored byGiant Durbanville.The race organisers extended a token

of appreciation to the City of Cape Townfor repairing the road surface.Due to the growing popularity of The

99er Cycle Tour and its sister event, The99er MTB Challenge, the two events arebeing held on separate dates this year.Road cycling and mountain bike enthu-siasts now have the opportunity to takepart in both of these great events.The 99erMTBChallengewill be taking
