held an amazing September 11th Ten Year Remembrance Event at the Pompano Beach Amphitheater. Close to 2,000 people proud-ly waved their American flag souvenirs and watched as Pompano Beach Fire-Rescue and Broward Sheriff’s Office honor guard along with the Black Pearl Pipe and Drum Corps presented the colors. The evening featured Chuck Lanza, Broward County Di-rector of the Emergency Management Division, as the key note speaker. The event also featured the incredible Liberty Voices, an eight piece a cappella singing group. Clergy of different reli-gions offered one minute inspirational prayers followed by live entertainment. The night was one to remember and one that sent everyone home feeling proud to be an American.

he City Manager and staff recently pre-sented the Fiscal Year 2012 Recommended Budget to the City Commission. The bud-get totaled $212,818,466, which is slightly

less than last year’s adopted budget. The Recom-mended Budget provides for a tax rate of $5.20 per every $1,000 of your property’s assessed value. Com-pared to last year, the tax rate is 6% higher; however, since property values declined, the City will actually be collecting a little over 1% more in property taxes.

So what does this mean for you? As with most taxes there is no simple answer. It depends when you pur-chased your property and how it is classified (Home-stead, Commercial, etc.). For instance, if your home is a Non-Homesteaded property, you may end up paying less taxes next year. If you are a more recent Home-steaded homeowner, then you may pay close to what you paid last year, plus or minus.

On the other hand, if you have lived in your home a long time and have been eligible for Save Our Home Exemptions, then you could be paying more in taxes next year. The main reason for this is that these homes are still valued below market; therefore, the value of the home will increase, which for next year is 1.5%. As you may well know, Save Our Home Properties increase by the rate of inflation up to a cap of 3%. There are still homes, albeit not many, whose values have yet to catch up to market values.

It is important to note that when you receive your property tax bill in the mail, Pompano Beach is only a portion of that bill. In fact, on average about $0.22 of every dollar paid in taxes goes to the City. Most of it goes to the School Board and Broward County. Some additional monies may go towards the Hospital District, South Florida Water Management District and other smaller taxing districts. Often times, the City gets calls about property taxes that are not associated with the City. A contact number should be provided on your notice for each entity that plans on levying a property tax.

Finally, it is no secret that no one likes to pay property taxes, especially during tough economic times. Your elected leaders recognize this and over the past four years alone have reduced budget expenses by close to $17 million, which has helped the City maintain a low tax rate. Additionally, less than a quarter of the City’s proposed budget is funded with property taxes. The remaining amount is funded through other fees and revenue. The amount that is collected helps fund Police, Fire, Emergency Medical Services, Parks andRecreation, Public Works, etc.

MUNICIPAL GOLF COURSE

GREG NORMAN BEGINS PLANNING, DESIGN & CONSTRUCTION

reg Norman Golf Course Design is working with the City of Pompano Beach to plan, de-sign and renovate the City’s Pines and Palms golf courses. The project is currently in the

design and documentation stage. Greg Norman and his staff have made several site visits to the course to help facilitate their design efforts. The project, which will commence construction in the summer of 2012, will in-clude a complete redesign of the Pines Course, including landscape improvements, re-grading and re-grassing of all playing surfaces. Both the Pines and the Palms course will receive a new state of the art irrigation system, which will help the City’s golf course staff keep these courses in top condition. The extensive redesign work on the Pines course will result in a Greg Norman Signature Golf Course

that upon completion, is expected to rank among the top municipal courses in the State of Florida.

One of the more significant changes will involve re-con-figuring the first three holes in an effort to remove the current bottleneck that slows down play between the first and second holes. The revisions to the current layout on the Pines course should help separate the golfers and allow them to start and maintain a better pace of play, which will be a welcomed change by both the City and the golfers.

“We are extremely excited to be working with one of golf’s legendary players and his golf course design company to oversee the redesign of the City’s Pines Golf Course,” said Bob Loring who is the Head Golf Professional at the City’s course. “We are certain that Greg’s involvement and his commitment to excellence will produce a signature golf course that the City of Pompano Beach can be proud of.”

“Having the opportunity to create a Greg Norman Signature Design for the City of Pompano Beach is

really a great honor. Municipal golf is at the very heart of the game, and I’d like to do my part to

give back to the game that has given me so much,” said Greg Norman. This will be Norman’s first municipal golf course project in the United States. It is fitting that the project is in Pompano Beach, just a short drive from Norman’s home in Hobe Sound, Florida and company headquarters in West Palm Beach, Florida.

Construction has started on Pompano Beach Boulevard. Key improvements include the installation of a beach plaza featuring an interactive water feature, a comprehensive dune restoration project, widening of the sidewalks, on-street parking and the installation of new lighting and the existing bath-rooms will be renovated. Decorative concrete pavers will be installed on the sidewalks. A Request for Qualifica-tions on the Pier Development Site has now been closed. It is the intent of the City to enter into a contract with the most qualified respondent based on a competitive evaluation of proposals received. This 8-acre site is a prime redevelopment parcel prominently located between A1A and the ocean,

and between Atlantic Boulevard and NE 5th Street, including the pier-surface parking lots. The site is intended to provide a combination of restaurants and eateries, beach and pier oriented retail, surface or structured parking, passive open space, plazas and general areas that attract families and visitors.

Improvements to Atlantic Boulevard are now underway. This project in-volves the reconstruction of Atlantic Boulevard from Federal Highway to A1A and undergrounding of FPL and Comcast overhead utilities. Through a partnership with the Florida Depart-ment of Transportation (FDOT), the CRA will build wider sidewalks, improve landscaping, and implement pedes-

trian lighting improvements through-out the corridor. FDOT will remove one travel lane from both the North and South sides of the Boulevard. This will enable the CRA to construct wider side-walks and create an enhanced pedestrian experience with outdoor seating and pedestrian-friendly features. The Boule-vard is intended to become a focal point to local residents and visitors alike.

The Harbor Village Improvement Project located on the north side of Atlan-tic Boulevard between NE 26th Avenue and NE 28th Avenue on East Atlantic Boulevard has the construction drawings complete and will be ready to start soon. The CRA will also be expand-ing the sidewalks, reconfiguring the public parking facilities, and providing grant funding to install a covered arcade to encourage a more pedestrian friendly environment. // Northwest CRAFaçade renovation work associated with the CRA incentive program is in prog-ress on Freeman Funeral Home, located at 738 Hammondville Rd./Martin Luther King, Jr., Blvd. in the Hammondville Rd./Martin Luther King, Jr., Blvd. Corridor. Several properties in Old Pompano have also participated in the incentive pro-gram and are undergoing façade reno-vations. Freeman Funeral Home, Pom-pano Pharmacy, T&M Services, Blaise’s, and the building that houses the newly opened Pompano Beach CRA Business Resource Center have all received grants to improve their exteriors. The next set of buildings that will be under construc-tion are the businesses at 204, 206, 208, 210 and 212 North Flagler Avenue.

The Downtown Connectivity Project is underway. This project will target streetscape and hardscape improve-ments on Hammondville Rd./Martin Lu-ther King, Jr., Blvd. from I-95 to Dixie Highway and across Dixie Highway onto Old Pompano, where Flagler Avenue

and other local streets will receive a major face-lift. Designers are working diligently to prepare construction drawings that the CRA can break ground on or about Fall 2012.

Two upcoming developments that will be built by the CRA include an 8,000 sq. ft. retail/office space located at 731 Hammondville Rd./Martin Luther King, Jr., Blvd. and the Blanche Ely Re-tail Center, a 25,000 sq. ft. retail/of-fice space also located at the corner of Blanche Ely and Hammondville Rd./Mar-tin Luther King, Jr., Blvd. The CRA is currently pre-leasing both properties.

The Pompano Beach CRA Business Resource Center is now open for busi-ness! This newly renovated facility lo-cated at 50 NE 1st Street, is home to the Microenterprise Business Loan Fund Program, the new Business Incubator Program and the new Job Placement Center. magine a group of time travelers going back 90 years to 1921 Pompano. Looking around, they would be hard pressed to find a recognizable landmark; in fact, if

the travelers did not know the year they had arrived at, only the presence of automobiles might give them a clue as to the year. Everything else about the town would more closely resemble a settlement from the Civil War era than it would to the 21st century. Were our visitors to jump forward just seven or eight years, they would instantly recognize where they were and be astonished by the changes that had taken place in Pompano.

The decade of the 1920s is often referred to as the Great Florida Land Boom. It was a time of expanding population and new wealth throughout the State. Dur-ing these years, Pompano saw a commercial building boom and expanding government services that greatly altered the life of the community.

On Monday morning, September 25th, 1922, the Bank of Pompano opened for business in a brand new ma-sonry building at the corner of NE 1st Street and 1st

Avenue. Recognizing the significance of the event, local residents gathered to witness the opening cer-emonies which included speeches by local leaders, re-freshments served by the wives of the bank’s directors and an ongoing concert from an orchestra made up of local musicians. Pompano’s first bank took in several thousand dollars in deposits that day.

Soon other businesses opened. The Bailey Hotel, next

door to the bank, which opened at about the same

time, might be considered the first real hotel in town.

Prior to the Bailey, most overnight accommodations

had been rooming houses. Even so, the Bailey was pri-

marily a place for working men -- it would be a couple

of years before Pompano got a full-service hotel.

When it opened in 1925, the Walton Hotel was deemed the “biggest and finest structure in the City.” It was designed by noted Fort Lauderdale architect John Peterman, who would design the Broward County Courthouse a couple of years later. Located at the southeast corner of NE 1st Street and 1st Avenue, the three-story Walton Hotel contained 34 guest rooms and a dining room that was the place to eat Sunday dinner.

Another important 1920’s structure was the two-story Pompano Mercantile Company on Flagler Avenue. Fol-lowing its opening, it quickly became the main purvey-or of just about anything that a farmer or contractor might need; from a hoe to dynamite.

Across the Dixie Highway, additional commercial structures were built including, in 1925, the large two-story Kester Building housing offices and retail stores. East of downtown, at the corner of NE 1st Street and 4th Avenue, the 650-seat Pompano Theater, opened in 1927, billing itself as the only movie house between Fort Lauderdale and Delray Beach.

Less than 700 people lived within Pom-pano’s municipal boundaries in 1920, but within half-a-dozen years, the population had easily quadrupled. This led to an intense housing shortage and plans for new residential subdivisions. Many were never built, but a few, such as Monticello Park (located West of Di-xie Highway, between NW 10th and 13th Streets) were quite successful.

This growth forced local government to expand its services significantly. By the decade’s midpoint, Pompano’s streets remained unpaved. Some were surfaced with crushed rock, but the farther one traveled away from Dixie Highway, the more primitive the road-ways. Around 1926, Northeast 1st Street became the first road to be paved by the City of Pompano. The paving went from Flagler Avenue East about half of a mile.

It took almost 20 years after incorpora-tion for Pompano to establish a munic-ipal water system. Built in 1926-1927, the system consisted of a 193 foot deep well and a 300,000 gallon water tank, standing over 125 feet high. Both the well and storage tank were located at what would become Founders Park (North of NE 2nd Street between 3rd and 4th Avenues). Initially, water lines were limited to the immediate area.

At about the same time, Pompano’s first sewer system was installed on NE 5th Avenue. It ran toward the Pom-pano Canal, where a large septic tank was located. Sewage was then filtered through a drain field before being discharged into the Pompano Canal.

In 1925, Pompano’s town council agreed that with all the new construction the municipality needed a more modern fire-fighting system. The Pompano City Council voted to build a fire station on NE 4th Avenue and ordered a brand new LaFrance Pumper and received its fire truck on July 13th, 1926.

Although not a project of the city gov-ernment, electricity came to Pompano on April 1st, 1924. On that date, the Pompano Electric Light and Ice Com-pany powered the grid, and lights were turned on. Residents celebrated the event with a street dance. The com-pany’s electric power plant was located on the Southeast corner of what is to-day NE 4th Street and Flagler Avenue.

Beyond new buildings and City services, Pompano was attracting professionals and business people. Dr. George Mc-Clellan, originally from the little North Florida town of Wellborn, settled here in 1921 and stayed. He worked out of a small office at the corner of NE 1st Avenue and NE 2nd Street, with his residence next door. For over three de-cades Dr. McClellan would be considered the town’s primary medical provider.

One of the founders of the Pompano Jewish community, Abe Hirshman, arrived here in 1928 and opened the Bon Ton Dry Goods store on NE 1st Street. New businesses opened in Pompano’s black community, too, including Tony and Luetta Alexander’s Dry Cleaning store on Hammondville Road, said to be the first such establishment in the City.

Other new ventures in Pompano includ-

ed the City’s first newspaper, founded in 1924 as the Pompano News, a Cham-ber of Commerce and a horse racing track southwest of town.

Perhaps nothing did more to boost Pompano’s civic pride than the opening of the town’s first high school in 1928. Prior to this, Pompano’s white high school students took classes at and graduated from Fort Lauderdale Cen-tral High School, which had been Bro-ward County’s only high school from the time it was built in 1915.

Pompano’s black community would not get a high school until 1952, but in 1928, the Broward County School Board allocated a little less than $30,000 for a two-story six-classroom masonry building on NW 6th Avenue. Originally known as the Pompano Colored School, it would later be renamed Coleman Elementary.

All this growth and prosperity came to an abrupt end in the latter years of the 1920’s. Economic collapse and dev-astating hurricanes plunged Pompano and the rest of South Florida into de-pression. The good times were gone, but while it lasted the Land Boom had changed Pompano forever.

s many of you may have noticed, the water meters have been undergoing an upgrade to a “remote read” system. This means there will no longer be a meter reader ar-

riving at your meter box each month to look inside and read the meter.

Concurrently, Africanized Honey Bees have made their mark on the South Florida landscape. One of their

traits is their tendency to inhabit the meter boxes. The once-a-month check by meter readers gave us the ability to clear any

bee infestations from the meter boxes shortly after their arrival. Last year

the Animal Control Division re-sponded to remove beehives

from 75 meter boxes, and so far this year, we have removed 41.

If you have had bees inhabit your meter box, it is likely they will return. We have seen some meter

boxes reinfested even three or four times over the course of time. The scent of a previous colony must be attractive to new swarms. If your meter box has not been infested, it may be only a matter of time. Africanized Honey Bees reproduce rapidly and send out new colonies (swarms) to locations within a few blocks of the originating colony every

couple months.

When a bee colony is located at ground level, such as inside a meter box, the risk of disturbing the colony

and potential injury is increased. The meter box tends to be in a place where

there may be activity that could set them on the

attack such as yard work, children and pets playing. Lawn mowers are guar-anteed to aggravate

a bee colony when you mow near it, so check be-

fore you begin mowing or

let your lawn service know of the potential risk.

Remember to “bee” alert and check your meter box periodically by simply observing the outside lid. If there are bees in the meter box, you will see some flying to the lid and going in the small access hole and others will be crawling out of the hole and flying away. They will be active during the daytime. Observe from a distance. Do not attempt to open the lid or use a bug or wasp spray as that will only affect a small portion of the colony and will invite the wrath of the rest on yourself and others in the area.

Without the monthly visit of the meter reader, there is increased potential for these bee colonies to grow larger before being noticed, so “bee” on the lookout. If you notice bees have moved into your meter box, call us at 954-786-4027 to report it, and we will get them removed safely. // A newly

Hurricanes or other disasters such as tornadoes, floods, fires, hazardous material spills and acts of terrorism have proven that the initial hours following a disaster may overwhelm emergency and rescue person-nel. While emergency preparation may not be possible for every individual, or for every type of emergency or disaster, the importance of preparedness planning cannot be overstated. FIRE PREVENTION

This year, National Fire Prevention Week is

October 9th until October 15th. Focus will be

on fire safety and prevention. Many potential

fire hazards go undetected because families

simply do not take the necessary steps to protect their

homes. Electrical accidents and fires cause personal

injury to homeowners, our loved ones and millions of

dollars of damage to homes each year. These tragedies

often result from poor installation, outdated

components and systems that have not been

maintained properly.

To protect you, organizations like the National Fire

Protection Association (NFPA) provide and continually

update electrical standards for homes and communities

like yours. These standards protect you, your home and

your family from fire. Additionally, the electrical

industry is frequently improving technology to make

your home safer. The electrical codes are constantly

updated to reflect the new technology. However, many

of these technologies are installed with outdated wiring.

If your home hasn’t been updated with the latest

standards, you have a potential hazard in your home. Fires are

real threats but with the proper steps they can be avoided.

Many fires are caused by misuse or poor maintenance

of electrical devices, careless use of candles, smoking

in bed and children playing with matches and lighters.

Most potential hazards can be addressed with a little

common sense. For example, be sure to keep flammable

items like bedding, clothes, curtains and towels at least

three feet away from portable heaters or lit candles, and never smoke in bed. Also, items like appliances, portable A/C’s, irons, lights, fans, etc. should not be operated if they have frayed power cords. Electrical outlets should

never be overloaded.

// To help in preventing these threats, it is important to ask yourself the following:

Do I have a fire evacuation plan for my family? (50

million Americans do not have a fire escape plan.)

When was the last time I saw my fire extinguisher? (37 million Americans do not own one and if they do,

they have not tested them.)

Have I ever had a professional check my smoke

alarms? (7 million Americans do not own a smoke

alarm.)

Do you know you should have the batteries in your

smoke detectors changed once per year and cleaned to ensure safety? The smoke alarm should also be replaced every 7-10 years, along with being installed in the appropriate places. Don’t forget most electrical fires can be prevented with regular scheduled maintenance. With homeowner education, improved safety standards and local fire safety programs, our homes and loved ones are being protected and saved.

hat is an Enterprise Zone? An area or locality in which businesses are al-lowed certain tax advantages and are subject to fewer government regulations in order to

stimulate its economy.

The City of Pompano Beach Enterprise Zone was created in 2010. It joined Broward County and six other cities in their efforts to encourage economic growth and investment by offering tax advantages and incentives to businesses located within the boundaries of each area’s Enterprise Zone. The eight Enterprise Zones are part of the Florida Enterprise Zone Program.

Pompano Beach believes the most effective route to achiev-ing its economic development goals is through coordination among the City Manager’s Office, the Office of Housing and Urban Improvement and its Community Redevelopment Agency. In addition to funding assistance and other incen-tives offered by the City, businesses located within the En-terprise Zone are entitled to unique State tax benefits.

The City of Pompano Beach’s Enterprise Zone Program is administered by its Office of Housing and Urban Improve-ment. The Zone is bordered on the west by the CSX railroad line, the east by I-95, the south by McNab Road and the north by Copans Road.

// Building Materials Sales Tax RefundA refund is available for up to $10,000 of sales taxes paid on the purchase of building materials used to rehabilitate real property located in the Enterprise Zone. Offering cash back for sales taxes paid on building materials, it is by far the most popular Enterprise Zone Program.

// Jobs Tax Credit (Sales Tax) The Jobs Tax Credit allows Enterprise Zone businesses who collect and pay Florida sales and use tax, a monthly credit against their tax due on 20 or 30 percent of wages paid to new employees in a new full-time job. Qualifying employees may live in any Enterprise Zone, though, not just Pompano Beach’s, or they may be Welfare Transition Program partici-pants. The Sales Tax Credit cannot be used in conjunction with the Corporate Tax Jobs Credit.

// Jobs Tax Credit (Corporate Income Tax)Like the sales and use tax credit, Enterprise Zone businesses who pay corporate income tax may re-ceive a corporate income tax credit for 20 or 30 percent of wages paid to the same class of em-ployees as those qualifying for the sales and use tax credit. A five-year carry-forward provision is available for unused portions of past credits. (The Corporate Tax Credit cannot be used in conjunction with the Sales Tax Credit.)

// Building Equipment Sales Tax RefundA refund is available for sales tax paid on the purchase of certain business proper-ty, (e.g. tangible personal property such as office or warehouse equipment and some industrial machinery and equip-ment), which is used exclusively in the Enterprise Zone for at least 3 years.

// Property Tax Credit (Corporate Income Tax)New or expanded businesses lo-cated within the Enterprise Zone are allowed a credit against Flor-ida corporate income tax equal to 96% of ad valorem taxes paid on the new or improved property. The credit can be claimed for five years, up to a maximum of $50,000 an-nually if 20% or more of its employees are residents of any Enterprise Zone; otherwise, the credit is limited to $25,000 an-nually. R E VO LV I N GLOAN PROGRAMThe City of Pompano Beach Revolving Loan Fund (RLF) Program provides loan funds to eligible businesses with the ultimate ob-jective of creating jobs for low income people. “Low Income” guidelines are determined by the U.S. Department of Housing and Urban Development (HUD). The RLF can assist businesses in order to create or retain jobs. Pompano Beach can lend up to $20,000 per full-time job created.

Each job created or retained must be a full time equivalent permanent job. The employer must obtain documentation from the job applicant at the time of hiring that the applicant falls within the low income guidelines for their household size. At least 51% of the jobs created or retained must be made available to low income workers.

A business must be able to demonstrate that the CDBG as-sistance is necessary for new job creation or retention. A qualifying business can use the funds for several purposes in-cluding land or property acquisition, equipment, furniture and fixtures or working capital. Use of RLF funds for wages related to construction, rehabilitation or installation requires the pay-ment of either state or federal prevailing wages, whichever is higher. There is no cost to apply. he City Charter requires the City Commission to apportion the City into consecutively numbered and reasonably compact voting districts so that the apportionment is in accordance with the Constitu-

tion of the United States and of the State of Florida.

Reapportionment is the process of using a government’s (local, state and federal) population to decide how many representatives it receives. Redistricting is the process of redrawing City Commission voting district boundary lines. The City’s Charter requires the City Commission to examine potential changes to its district boundaries during the calendar year following each decennial census. The latest decennial census was completed in 2010 by the U.S. Census Bureau. The City currently elects five City Commission members and a mayor-at-large. The City Commission selects a vice mayor.

The City contracted with Kurt A. Spitzer Associates (KSA) of Tallahassee, Florida to provide technical assistance and advice to the City Commission on how best to comply with this City Charter requirement. This consultant was directed design districts in a way that minimized voter confusion, maximized the ease of conducting elections, took into consideration natural and man-made boundaries and communities of interest, and achieved compliance with federal, state and local voting district laws. During this time, City staff also worked with KSA to obtain public input about voting districts and the redistricting process through a series five meetings that were held in each of the existing commis-sion districts in August 2011. Based on this information, guiding principles, laws, and population data, KSA prepared two maps, one showing current commission districts with 2010 U.S. Census popu-lation data for the City and one alternative map showing different set of district boundaries for City Commission consideration.

In the September 13th Commission Meeting, the City Commission voted and chose to keep the current district boundaries. They will formally establish the boundaries by Ordinance in future City Commission Meetings.

// CRA Business Resource Center Grand Opening/Ribbon CuttingIn May, the City of Pompano Beach CRA Business Resource Center opened its doors for business. The Resource Center is home to the Microenterprise Business Loan Fund Program, along with the Business Incubator and the Job Placement Center. The International Enterprise Development, Inc. has been contracted to create, de-velop, administer and operate these programs.

// East Atlantic Boulevard GroundbreakingAs the first shovel broke ground, you could feel the excitement in the air! The Pompano Beach Community Redevelopment Agency held a Groundbreaking Cer-emony for Streetscape Improvements to East Atlantic Boulevard between A1A and Pompano Beach Boulevard.

The planned improvements include reconfigured street lanes which will have a calming effect on the roadway making the businesses more noticeable to motorists, wider sidewalks for outside dining, and enhanced landscaping. This project is intended to become the focal entry point to the beach and will help attract new businesses to the area. The CRA is also working with the businesses on this block to update their facades using our incentive programs. // George Brummer Park Groundbreaking The City of Pompano Beach held a Groundbreaking Cer-emony in May for the new Palm Aire Park which has been offi-cially named the George Brum-mer Park after Vice-Mayor George Brummer for his many contributions and years of public service. The park is locat-ed at 3500 W. Palm Aire Drive. The City of Pompano Beach purchased the five acre parcel of property in 2009 which was the former location of the Oaks Tennis Club. The City was award-ed an $87,779 Land and Water Conservation Grant to assist in funding the purchase of the property. Amenities in the Park will consist of six tennis courts, volleyball, playgrounds, hand-ball courts, two tot lots for different age groups, bocce ball courts, basketball court, state-of-the-art exercise pavil-ion and restrooms.

// Fire Station DedicationThe Pompano Beach Airpark Fire Station, located on the corner of Federal Highway and Northeast 10th Street, has been dedicated to James E. Soderlund in recognition for his unequaled contributions as firefighter, fire chief and city manager.

// Fire Station 11 Groundbreaking The new Fire Station 11, known as the Beach Fire Station, broke ground in July. The new station will be built at 109 North Ocean Boulevard replacing the original beach fire station which was built in 1957. This new two-story 13,000 sq/ft fire station will be designed to provide a safe and efficient fire station that will meet the emergency fire and rescue needs of Pompano Beach residents.

Contractors Forum - Late last year, the Development Services Department held it’s first Contractors Forum inviting residents, contractors, developers, busi-ness owners and builders to help improve Pompano Beach’s permitting process. Over the last six months, Development Service employees have been working hard to im-plement the recommendations that came out of that forum. On August 23rd, the Development Services Department held a second Contractors Forum to demon-strate progress and to receive additional feedback. These Contractors Forums have been popular, well attended and appreci-ated by both contractors and City staff. PLACES TO GO, PEOPLE TO MEET

// Free Tree Give-Away: This highly popular program was another great success! With thousands of participating residents and

over 2,300 native trees adopted, we’re certainly on our way to a greener City.

The City of Pompano Beach annually sponsors the Free Tree Program by giving out thousands of native trees to residents of Pompano Beach. All trees given out start off as seedlings culti-

vated by Public Works City Nursery employees until they reach two to six feet in height. For more information: 954.786.5516

// Student Government Day: In April, students were selected from Blanche Ely High School and Pompano Beach High School to participate in Student Government Day at Pompano Beach City Hall. These students were paired up with the Mayor, Vice Mayor, Commissioners and City Department Head staff members to learn about the responsibilities of their counter-parts.

Later in the morning, the students took part in a one-hour mock com-mission meeting to discuss transpor-tation issues within the City. There-after the students and counterparts regrouped at the Elks Lodge for open forum, plaque presentations and lunch.

// Memorial Day: Cook-outs in the backyard and excursions to the beach filled the long weekend, but not before many gathered to commemorate our fallen men and women who gave their lives protecting the country in which we live. Memorial Day began early at West View Cemetery with a service, then proceeded to Pompano Beach Ceme-tery with a parade doused in red, white and blue. Patriotic participants and on-lookers then closed with a ceremonial observance.

// Olympic Day: In June, the Parks and Recreation Department hosted Olympic Day for the first time. The event was for children enrolled in Parks & Recreation Summer Camps in Pompano Beach. // Pompano Beach WOW AwardThe Pompano Proud WOW Business Award for 2011 is presented to Kristy and Roque Cavazos, own-ers of “By Their Fruits” located at 40 West McNab Road Pompano Beach. Their friendly neighborhood fruit, vegetable and “more” market has been at this location for 6 years. Kristy and Roque have proven that a small store front can have big curb appeal. The bright cornucopia mural and the inviting colorful flower baskets shows it does not take much to WOW a little area. Thank you and congratulations to Kristy and Roque for contributing to the beautification of our city.

// Arbor Day: The City of Pompano Beach’s City Officials and staff were in attendence to lend a helping hand to the students of Markham Elementary School for this years Arbor Day celebration. Sixty students from each grade level took part in an Arbor Day celebration to learn proper planting techniques and the benefits of trees in our community.

// Health & Financial Wellness Fair: Every year in August for the past nineconsecutive years, the City of Pompano Beach has been hosting the Health and Financial Wellness Fair to help educate our residents and City employees on personal fitness and financial wellness. This event is always free and open to the public. Our residents’ well-being is important to us, so we hope to see you at the next Health Fair August 8th - 9th, 2012. // Crockett Foundation Life Skills Clinic & Football Camp: The Crockett Foundation, founded by former NFL football players and brothers Henri and Zack Crockett, annually unites hundreds of local youth with dozens of NFL players from around the country as a part of its Life Skills Clinic and Football Camp. The camp provides mentoring with football, educational opportunities, health and awareness, as well as inspires today’s youth to overcome social limitations and realize their full potential.

The Crockett Foundation is a South Florida based non-profit organization committed to improving quality of life and building strong communities locally and internationally, wherever there is a need.

// Clint Session 55 Football Camp: Professional football player Clint Session, in conjunction with the City of Pompano Beach, hosted their 2nd Annual Clint Session 55 Football Camp on June 18th.

Clint Session, an Outside Linebacker for the Indianapolis Colts, hosted the football camp in an effort to give back to the community in which he grew up. The event fea-tured drills, tournaments, motivational speeches, awards, autograph session, complimentary lunch and T-shirts.

Hours of Operation: The public beach is open 365 days a year. Swimming areas guarded seven days a week 9:00 am - 4:45 pm. During day light savings the guards extend their

coverage until 6:45 pm.

Restroom facilities, showers, picnic shelters and tables, barbecue grills and children’s playground are located on the beach.

The Municipal Pier, 222 North Pompano Beach Boulevard is open 24 hours a day. Food and beverages can be purchased at the Pier.

The public beach has two beach wheelchairs which make the beach accessible to our special needs residents and visitors. The beach chairs are available seven days a week on a first-come, first-served basis. For more information go to Lifeguard Headquarters (10 North Pompano Beach Boulevard) or ask any lifeguard.

OCEAN RESCUEPompano Beach Ocean-Rescue is part of the Pompano Beach Fire-Rescue Department. The beach patrol consists of 17 full-time and 25 part-time highly trained men and women who protect swimmers along 0.8 miles of beach. All of our Ocean Life-guards are certified First Responders or Emergency Medical Technicians who are trained to handle any emergency and are equipped with full basic life support equipment such as AED’s and oxygen. Our agency’s lifeguard certification is provided through the United States Lifesaving Association. Ocean-Rescue Lifeguards

receive extensive training with Pompano Beach Fire-Rescue. Our Ocean Lifeguards also have extensive knowledge of the ocean

and beach environment and are always happy to answer questions from the public.

SPECIAL CONSIDERATIONSBoogie boarding is allowed everywhere on the beach, however, surfing is only

allowed in designated areas. Wrist or ankle leashes are mandatory.

Hobie cats, kite boarders, paddle and wind driven vessels can be launched at NE 13th and 16th Streets only and must stay 100 yards off the public beach. Boats (both sail and motor) must also stay 100 yards off the public beach. Vessel exclusion buoys are an added visual reference.

Boat and jet ski launching is available at Alsdorf Park on NE 14th Street Causeway and the Intracoastal Waterway. A playground picnic area is also available at this site.

Pompano’s Municipal Golf Course consists of two 18-hole championship courses; The Palms and The Pines. Surrounded by beautiful woodlands, this is the closest championship golf course to the beach conveniently located on N. Fed. Hwy (US1) 10 blocks north of Atlantic Blvd.

This article is required by the Federal Emergency Management Agency (F.E.M.A.) to satisfy provisions in the Community Rating System (C.R.S.) for reduced costs for flood in-surance. The following is offered to Pompano Beach residents to help prevent and minimize the impact on lives and property caused by floodwaters.

// Flood Hazard MapThe City’s Engineering Department has enhanced FEMA’s Flood Criteria Map identifying flood zones for all properties in the city. The map depicts the flood hazard associated with any parcel in the City. The map is located in the Building Inspections Division at City Hall and is available in electronic GIS format.

// Flood RiskAlthough we have been fortunate for the past 30 years, Hurricane Andrew and the 17 inches of rain that fell from Hurri-cane Irene, reminds us of the possibility of flooding with every major storm.

// Flood Warning SystemThe City of Pompano Beach, in coordination with Broward County, has a warning system to notify residents of impending flood danger. Warnings will be transmitted on public address systems, television, radio, telephone and on a door-to-door basis. Listen for instructions during times of flood risk.

// Flood SafetyThese are precautionary steps to consider before possible flooding:

• Listen to radio or television for warnings.

• Obey warning and evacuation instructions from disaster officials.

• Know your evacuation zone and route.

• Take your own essentials (food, toiletries, clothes, blankets, etc.).

• Turn off the electricity and gas before leaving your home.

• Bring a battery-operated flashlight.

• Be careful at all times, particularly at night, and try to remain calm.

// Flood InsuranceMost homeowners’ insurance policies do not cover property losses due to flood waters. To insure your property for flood damage, you need a flood insurance policy. If you do not have valid flood insurance, contact an agent immediately. Property owners can insure property; renters can insure possessions. The City of Pompano Beach participates in the National Flood Insurance Program (N.F.I.P.) to provide city residents with the initial qualifi-cation to purchase flood insurance. We ap-plied to F.E.M.A. for participation in the C.R.S. program to enable our residents to qualify for lower flood insurance premiums.

// Property ProtectionThere are ways to minimize property losses from flood damage, including:

• Move furniture and other household valuables to rooms or spaces in the upper story of a two-story dwelling or a location higher than the regular floor elevation in a single story home.• Place sandbags in strategic places around your property prior to flood status. When sandbags are placed correctly at proper locations, they can slow up and divert flood waters.• Upgrading your property can include building flood walls, elevating a structure or raising the floor.

// Development PermitsAll development (new construction, addi-tions, renovations, alterations to properties, etc.) in the City of Pompano Beach require a construction permit. The N.F.I.P. and the Flor-ida Building Code require the entire building to conform to the requirements for a new building when building repairs or alterations exceed 50 percent of the building’s market value. All applicable building permit applica-tions must conform to this requirement when submitted to the Building Inspections Division. The requirement may also apply if a building is substantially damaged due to flooding.

// Stormwater ManagementStormwater is managed through a system of pipes and drainage canals main-

tained regularly by our Public Works and Utilities Departments. The Broward County Office of Environmental Services and South Florida water Management District. Con-stant water flow through these canals, es-pecially during heavy storms, is essential to flood prevention in the City. City and state laws prohibit dumping trash in wa-terways. Report violators to Public Works Department at 954-786-4060.

// Natural HabitatState regulations protect those natural areas that help to reduce the risks associated with flooding. Along the beach no new structures are permitted seaward of the Coastal Construction Line without permission. Other restrictions pro-tect some wetland areas from development.

// Rate ReductionsOn June 11th, 1993, the City received a letter from F.E.M.A. commending our efforts to exceed minimum standards of the National Flood Insurance Program to meet the requirements for a Class 9 rating in the C.R.S. These actions earned Pompano Beach residents a five percent discount for N.F.I.P. policies issued or renewed on or after October 1st, 1993. In September 1994, the City received official notification that Pompano Beach residents are eligible for an additional five percent discount, or ten percent total, on flood insurance based on the City complying with the requirements for a Class 8 rating in the C.R.S.

// Additional InformationWe urge City residents to contact or visit the Building Inspections Division to determine the flood zone and flood elevation for their property. The library at the Building Inspections Division is available for your reference. Pompano Beach City Hall is at 100 West Atlantic Boulevard, Pompano Beach, Florida. The Pompano Beach Branch of the Broward County Library, located at 1213 East Atlantic Boulevard, has information on flood insurance, flood protection and flood plain management.
