Dennis W. BeachNew City ManagerBy Sandra King, Public Information

Officer

Dennis W . Beach was selected by

the City Commission to take the

helm as City Manager following an

extensive selection process that

included pre-screening by an

executive recruitment firm, rounds

of interviews, presentations and

in-depth reference and background

checks . Mr . Beach succeeds Keith

Chadwell, who resigned in June .

Dennis Beach joins the City of

Pompano Beach from Ft . Pierce,

Florida, where he served as the

City Manager for thirteen years .

Under Dennis Beach’s leadership,

the City of Ft . Pierce became the

re-development success story of

new urbanism . During Mr . Beach’s

tenure from March 1995 to October

2008, he spearheaded strategies and

initiatives to enhance both public

and private sector sustainability .

Dennis Beach guided the design of

a $29 million capital improvement

program that upgraded the City’s

infrastructure, expanded it marina,

and built a downtown library,

police substation and visitor’s

center . He then led fundraising

efforts that brought in another $36

million for capital improvements,

including street reconstruction, a

marina park, storm water control

and golf course improvement . The

Fort Pierce Redevelopment Agency

was expanded from 20 blocks to

four square miles, resulting in new

resources for capital improvements .

In addition to his years of service in

Ft . Pierce, Beach has extensive city

management experience including

a total of thirteen years as City

Manager in three cities in

Oklahoma and also held the

position of Assistant City Manager

in Port St . Lucie, Florida, Mineral

Wells, Texas and Okmulgee,

Oklahoma .

“We feel extremely fortunate to

have someone of Dennis Beach’s

caliber accepting our invitation to

join the City of Pompano Beach,”

said Mayor Lamar Fisher . “We are

excited about the new ideas that

Mr . Beach will bring to our City .

His knowledge, leadership and

extensive community development

and revitalization experience is

especially important in this

challenging economy,” commented

Mayor Fisher .

Mr . Beach received his Master of

Science degree in Human Services

/Public Administration from Nova

University School of Business and

Entrepreneurship in Ft . Lauderdale,

Florida, as well as a Bachelor of

Science degree in Business

Management from Southeastern

Oklahoma University in Durant,

Oklahoma .

The City Commission Chambers

were filled to capacity with proud

family members, smiling supporters

and cheerful city staffers as four of

the six City Commission members

were inducted into office .

Lamar Fisher (Mayor-at-large), Barry

Dockswell (District 1), Rex Hardin

(District 3) and George Brummer

(District 5) were sworn into office

on March 16th at noon . Mayor Fisher,

Commissioner Dockswell and

Commissioner Hardin won their seats

without opposition and Vice Mayor

Brummer won the election with 72%

of the vote .

The joyful ceremony was followed

by the election among the new City

Commission to appoint a vice mayor .

George Brummer was unanimously

elected to serve as vice mayor . The

Mayor serves a three year term, City

commissioners serve a two-year term

and the vice mayor serves a one year

term .

Settle Your Code Enforcement Fines at a DiscountBy Sandra King, Public Information Officer

The City of Pompano Beach is

offering residents an opportunity

to erase financial burdens on their

properties at significantly discount-

ed payoff amounts . The Amnesty

Program is an effort to bring more

properties in compliance which will

help the City continue to maintain

its neighborhoods, protect property

values and preserve quality of life

for its residents .

The Pompano Beach City

Commission passed a resolution on

January 26th offering a temporary

period of amnesty for code

enforcement fines . Owners of

properties that are in compliance

with their code cases may settle

their debt to the City by

paying the lesser of 25% of the face

value of the lien or a flat $500 . The

Code Enforcement Lien Amnesty

Program will be in effect from

February 18th until August 18th, 2010 .

Property owners will also be

provided an option to settle the

reduced amount under the Amnesty

Program via a payment plan with a

six month payment term . Owners

of non-compliant properties that

are brought into compliance during

this Amnesty Program are also

eligible to settle their accrued

code liens in accordance with

program guidelines, based upon

their compliance date, as issued

by the case code enforcement

inspector . Compliance will be

verified by the code enforcement

inspector, prior to the execution of

the order to reduce the code lien

amount .

Property owners who simultane-

ously have Code Enforcement Liens,

Nuisance Abatement and Unsafe

Structure Liens on their property

must settle the Nuisance Abatement

and/or Unsafe Structure Liens, in

full, prior to receiving a reduction in

the outstanding Code Enforcement

Lien amount .

Pompano Beach residents are now

able to watch City Commission

Meetings broadcasted live on the

Internet . You can also instantly

replay all or part of those meetings at

your convenience through a link on

the City’s website mypompanobeach.

org by clicking on the Pompano

Beach Web Streaming link . Links are

on the Home Page, Commission Page,

Resident Page and Meetings Page .

Once on the web streaming page, the

video player window will include the

Commission Meeting Agenda with

direct links to access specific agenda

item discussions within the archived

meeting . Meetings will be archived

and available for viewing for one

year . In addition, there is a search

feature where you can enter key

words on any topic to view that item .

The City officially launched the new

webcasting technology in January

enhancing the accessibility of local

programming to citizens who may

not have access to Comcast cable

service, but do have a broadband

Internet connection .

individuals intended to be institutionalized;

OR• A public or private place not designed for, or ordinarily used as, a regular sleeping accommo-

dation for human beings .

And• Must have a valid and verifiable plan of action that will enable them to obtain/maintain income and secure long-term housing stability after receiving HPRP

assistance .

The Broward Regional Health Planning Council, Inc . serves as the lead entity in the administration of the HPRP program for Broward County, as well as cities of Fort Lauderdale and Pompano Beach . The Broward Regional HPRP Collabora-tive includes the following partners: 2-1-1 Broward First Call for Help, Broward County’s Homeless Initiatives Partnership (HIP), The Shepherd’s Way, Inc ., Crisis Housing Solutions, Women In Distress, St . Lawrence Chapel and Legal Aid Services of Broward County .

Homeless Prevention & Re-Housing Program

The Homeless Prevention and Rapid Re-Housing Program (HPRP) is part of the American Recovery and Reinvestment Act of 2009 (the Stimu-lus Bill) and is designed to either pre-vent individuals and families from becoming homeless or help those who are experiencing homelessness

to be quickly re-housed and stabilized .

The HPRP is now taking applications for emergency housing assistance from Pompano Beach residents . The program will assist eligible low-income residents with late rent and utilities as well as provide those who are already homeless with move-in assistance towards rental housing .

The program can assist eligible and qualified low-income residents with emergency financial assistance with late rent at their current home hous-ing, or provide move-in assistance to move into permanent housing . Under HPRP guidelines, financial assistance will be provided only for the eligible expenses of short-term rental assistance (up to 3 months), medium-term rental assistance (up to 6 months when applicable), move-in assistance of first or last month’s rent, and vital utility payments (i .e . electricity, gas and water only) . The HPRP program is designed to meet

the needs of two target populations:

1. Individuals and families who are still housed but at risk of becoming homeless .2. Individuals and families who

are already homeless .

eligibility criteriainclude:• Legal resident of Pompano Beach

• Household income at/or below

50% of Area Median Income:

• At risk of becoming homeless and meet both of the following

circumstances: OR• Meet HUD definition of being currently homeless, which

states:

- An individual who lacks a fixed, regular, and adequate nighttime residence

And- An individual who has a primary nighttime residence that is:

• A supervised publicly or privately operated shelter designed to provide temporary living accommodations (includ- ing welfare hotels, congregate shelter, and transitional housing for the mentally ill);• An institution that provides a temporary residence for

CRA Signs a$15 Million Bond

Purpose: Fund projects that have been

identified by CRA planning

consultants as key elements to

jump-start the CRA Redevelopment

Plan for the CRA East area . Through

investment in these projects, the

CRA anticipates attracting private

sector reinvestments in properties

along the corridor . Additional

private investment will increase the

tax base within the CRA East area

and provide additional tax increment

funding for use in future projects .

East District .

tax increment:The CRA is funded through Tax

Increment Financing (TIF), which

raises revenues for development

efforts without raising taxes . When

the CRA was created, the value of

the property in the CRA district

was established as the “base year”

amount . Property taxes received in

subsequent years over the base year

amount (called the tax increment) go

to the City and County that then pay

the increment or the increased value

over the base year, back to the CRA

for redevelopment purposes .

The continuous source of annual

funds from tax increment is used to

pay back the bonds during their 20

year term .

Helping Hand for Haiti

The City of Pompano Beach is

partnering with Food For The

Poor to help the people of Haiti

after the devastating earthquake

that occurred on Tuesday, January

12th . There are two locations in the

City of Pompano Beach to drop off

specifically needed items . One is

the Emma Lou Olson Community

Center located at 1801 NE 6th

Street and also the E . Pat Larkins

Community Center located at 520

Martin Luther King Jr ., Boulevard .

City personnel will then collect

the items and deliver them to Food

For The Poor who will transport

the goods to Haiti to distribute

among the needy . Pompano Beach

residents, city employees and

businesses have shown an out-

pouring of concern and desire to

provide assistance . The City of Pom-

pano Beach is proud to partner with

Food For The Poor to get desperately

needed help to the people of Haiti .

1. If you have an alarm system at your house or a police emergency, BSO Marine Patrol can respond and locate your residence from the water .

2. If you have a child or pet fall into the water, a neighbor across the canal or a passing boater will be able to tell 9-1-1 operators the exact loca-tion to respond .

3. If a neighbor or passing boater observes a vessel behind your residence taking on water, they will be able to direct assistance to the proper location .

4. If a neighbor or passing boater observes injured wild life or a possible crime in process, they will be able to tell authorities an exact location .

The Pompano Beach Marine Advisory Board recommends placing house numbers to the rear of your resi-dence if your home backs up to the Intracoastal waterway, the C-14 Canal, the Pompano Canal or any one of the finger canals branching off of them . There are many advantages to voluntarily placing your address to the rear of your residence from both a law enforcement and civilian point of view . Here are just a few quick reasons it may benefit you .

Did you know… the Pompano Beach Municipal Golf Course is rare in that it is surrounded by woodlands and not houses? Not only that, it is one of the only courses in South Florida that allows walking . The golf course has two 18 hole champion-ship courses, a practice bunker, two practice putting greens, chipping green and grass driving range . Get out there and tone up your game on one of our practice areas or enjoy a

relaxing round of golf .

WOW Award

The 2010 Pompano Proud WOW Award for Home Beautification has been presented to Timothy Wilson of 227 NE 16th Avenue . The house was built in 1950 by Tim’s father, Maxie Wright Wilson who was a carpenter and supervisor for a local company- Eustis Orr Construction .

When Tim inherited the family home, he decided to renovate the yard . He wanted hurricane resistant landscaping with low maintenance and little watering needs . He removed the grass and planted a variety of native trees and shrubs . Tim always had an interest in butterflies, so he planted specific plants to attract various species . Butterflies fill the yard . The Julia butterfly feed on Milkweed, Popcorn Cassia and Firebush . The established Wild Lime tree is the larval host for the Giant Swallow-tail . Backyard arbors support the unusual Dutchman Pipe Vine which attracts the Polydamus Swallow-tail and the native Purple Passion flower is food for the Zebra Longwing, our State Butterfly .

Hummingbirds are naturally attracted to the variety of nectar sources and birds feed on the seeds

of the Jamaican Caper trees .

The original mango and avocado trees that Tim’s mother and father planted over 50 years ago are still standing .

This Certified Wildlife Habitat yard naturally reseeds itself and Tim enjoys sharing native off springs

with his neighbors .

Pompano Proud, a beautification or-ganization, presents several WOW awards each year . The winner receives public recognition at a City Commission Meeting where Mayor Lamar Fisher presents the owner with a commendation . In addition, the winner is given a WOW award sign to display in front of their home, as well as a gift certificate to The Garden Gate to continue beautifying their landscape .

Thank you and congratulations to Tim for contributing to the

beautification of our City .

Pompano Beach residents will soon

enjoy their very own off leash dog

park! The City Commission recently

passed a change to the ordinance

providing for an area where dogs

can run, play and socialize with

other dogs off leash . The park will be

located at the NW corner of Federal

Highway and NE 10th Street .

Construction is underway and the

park should open in March .

The park will consist of an entry

area where dogs can be leashed and

unleashed prior to entering the main

areas . There will be two main areas

for off leash activity . One for large

dogs and the other for smaller dogs

(under 25 pounds) .

There are no plans to charge an

admission, so for the most part, this

will be a self policing park . That

means the patrons will need to be ex-

ceptionally courteous by immediate-

ly picking up after their dog, keeping

aggressive dogs at home and paying

close attention to their dog while in

the park . Many residents have hoped

and waited for their own Pompano

Beach dog park . Responsible dog

owners make an off leash park a fun

place to let their dogs run and play

with other dogs . It’s very important,

however, to keep a close eye on your

dog . Even the friendliest dogs can

become a nuisance to other patrons by

jumping on them . Personality clashes

between pets can result in injuries .

Park rules will be clearly posted

and the Animal Control Division will

patrol and respond to complaints .

Animal Control is pleased to have

a place to send those who want to

let their dogs run off leash . We will

aim to help keep the park a safe and

enjoyable place for responsible dog

owners . In anticipation of the

opening of the new dog park, The

Parks and Recreation Department

in cooperation with the Dog

Pack of Pompano Beach, Inc . will

offer a free 90 minute presentation

on dog park etiquette . It is offered

the first Monday of each month

at the Emma Lou Olson Civic

Center at 7:00 pm . Please call to

reserve your seat .

In addition, other dog training

classes will be offered including:

Puppy Kindergarten for dogs under

six months old, Beginner Obedience

for dogs over six months old and the

Canine Good Citizen Evaluation, an

American Kennel Club program for

dogs who know basic obedience .

Dog Park for Pompano BeachBy Jason Soldini, Animal Control Officer

Name the Dog Park Contest

The City of Pompano Beach is

sniffing out the perfect name for its

newest city park and we want to

hear from you . We need a unique,

interesting name to invite dog

lovers from not only Pompano

Beach but people from all over who

may visit the park . The new park

will be located in the South East

corner of the Municipal Golf Course

property which is at the intersection

of Federal Hwy and NE 10th Street .

It is very easy to participate . Simply put on your thinking cap, do a little brain storming, and bark out

whatever comes to mind .

Upon completion of the contest, a panel of independent judges will review park name submissions and choose the winner based on its originality and uniqueness . The author of the winning entry will be featured in Trade Winds Magazine, posted on the City of Pompano Beach website and acknowledged at a City

Commission Meeting .

The contest winner and runners-up will be given a certificate of

recognition for their contribution .

A Ribbon cutting ceremony was held at North Broward Park where construction is now complete on the new basketball courts . The

structure is approximately 110 feet long and 100 feet wide with a

ceiling height of 40 feet .

Historic Register Information

The City is seeking nominations for

its Historic Register . Nominations

may include properties owned

by private citizens, businesses

and nonprofit organizations . The

properties or sites must reflect a

distinct architectural style that is

worthy of preservation or must

represent a person, event or era that

was important in the history and

development of Pompano Beach .

In general, properties should be at

least 50 years old . Inclusion on the

City’s Historic Register in some

cases qualifies properties for state or

federal historic preservation grants .

The City of Pompano Beach and

Broward County also offer tax

incentives for properties on the City’s

Historic Register . Info. 954-786-4629

There is no limit to the number of

entries an individual may submit,

but all park name suggestions must

be submitted separately (only one

park name per entry) . The deadline

for submission is April 30th, 2010 .

It has, and still does, go by many names . East of Dixie Highway, it is just NE 3rd Street, but to the west it might be called Martin Luther King, Jr . Boulevard or Hammondville Road . Some old timers remember it as the Hammon Road, and to some it was simply the “Rock Road .”

During Pompano’s early years, the Dixie Highway was its north-south roadway to other cities, but to move east or west, local residents were forced to travel over what were little better than dirt footpaths . As long as the community remained small, and farmlands were nearby, this was adequate . However, as the town grew and farming became more lucrative, more and better roadways had to be built .

As early as 1900, local farmers were lobbying the Dade County government for improvements to the local roads . In 1907, Captain George Baker, the county commissioner representing the northern portion of Dade County, was able to convince his colleagues

to fund a rock road for five miles west from Pompano .

The road was an extension of what at least one old map refers to as Statler Avenue . How the road got that name is anyone’s guess, since there does not appear to be any evidence of a Pompano resident by that name . In any case, it must not have been that significant to the locals, since the name was lost to history without any protest .

Hiram F . Hammon, had come to what is today Palm Beach around 1870, and is acknowledged to be one of its first settlers . For many years he was involved in agriculture and tourist-related activities around Palm Beach, but in 1919 he began growing beans, tomatoes, and eggplant at Canal Point, near Lake Okeechobee . Soon thereafter he acquired land west of Pompano .

The area that Hammon chose was so far out of town that it was impractical to transport farm workers from town to the fields every day, so he built quarters for his workers and a house for his supervisor . The small settlement soon was known as Hammonville, and would later contain a store and a school . Following his death in 1922, Hammon’s nephews, Pompano residents Horace P . and Wallace Robinson, directed the Hammon Development Company’s operations in Broward County .

The road from the Hammon farm to Pompano became known as the Hammon Road, or Hammonville Road . At some point (but certainly by the mid-1930’s), the name was corrupted with the insertion of a “d”; thus the current name, Hammondville Road .

Because of modern housing pat-terns, many current Pompano Beach

residents believe that the FEC Rail-road tracks constituted a dividing line between blacks and whites . Histori-cally, this was not always the case . Whites resided in several neighbor-hoods west of Dixie Highway, most notably in Monticello Park, and some black families lived east of the tracks, albeit for the most part in farm labor quarters . Likewise, Hammondville Road was a mixture of white and black businesses -- restaurants, bars, retail stores and grocery stores -- patronized by members of both races .

In the 1950s, as the Civil Rights movement began to gather steam, Pompano Beach’s black population was not unaware of its implications . Although segregation remained firmly in place, its petty humiliations were viewed as increasingly onerous, and with the economic hold of the farmers waning, Pompano Beach’s black residents, felt more free to protest the “old ways .”

Many festering issues came into public view when, in June 1966, the white owner of a Hammondville Road store slapped a black 10 year old . That night several hundred black youths staged protest, bottles and rocks were thrown and twenty- five arrested . The following evening over 100 law enforcement officers -- Pompano Beach Police and Broward County Sheriff Deputies marched four abreast down Hammondville Road brandishing nightsticks and dogs .

The show of force and arrests ended that demonstration, but did not solve the underlying problems . Other disturbances flared up, including a more serious riot in 1970 that followed the shooting of a black resident by a Pompano Beach police officer .

Groundbreaking at the Sample-McDougald House

A groundbreaking ceremony was held for the final phase of the Sam-ple-McDougald House restoration: site development and landscaping of the grounds for Centennial Park on February 18th .

Commissioner Barry Dockswell, Commissioner Rex Hardin, Vice Mayor George Brummer, County Commissioner Kristin Jacobs, Mayor Lamar Fisher, County School Board Member Dr. Bob Parks, County Commissioner Albert Jones, Commissioner Woodrow Poitier

African-American community had the ironic result of decreasing the diversity of businesses on Hammondville Road . Many white business owners closed or sold their businesses there . This, in turn, increasingly led to the perception that Hammondville Road was primarily a black business area .

At the western end of the road, the Hammondville settlement came to an end in the early 1950’s, when developer Victor Semet purchased 1,900 acres, much of it from the Hammon Development Company, and began building a subdivision called Hammon Heights . In 1955, he sold his holdings to Jack Mar-qusee who built and incorporated the City of Margate . Although Ham-mondville was gone, Hammonville Road was the new municipality’s only road to Pompano Beach .

In the 1960’s, Pompano Beach businessman Robert Bateman purchased land between Margate and Pompano Beach and began development of Coconut Creek . In order to better market the new residential neighborhood and disassociate it from what was perceived to be an outdated reference

to the old farming community, the developers petitioned Broward County and had the road’s name changed to Coconut Creek Parkway, from the Turnpike west to State Rd . 7 .

As the decades passed, many members of Pompano Beach’s African-American community began to question the relevance of the road’s name -- “Hammondville” had little meaning for many residents and for those who remembered what it meant, it conjured up images of a less than happy past .

In February, 1990, a contingent of black citizens began formally lobbying the Pompano Beach City Commission to change the road’s name from Hammondville to Dr . Martin Luther King, Jr . This proposal exposed a still-simmering racial divide; many white residents objected to the name change, asserting that it would come at the expense of the area’s agricultural heritage . There were counter proposals that the civil rights leader be honored by naming some other municipal facility in his honor, but the black leadership rejected the renaming of a park or building .

At a contentious meeting in October, 1990, the commissioners finally ad-dressed the issue . Advocates for and against renaming Hammondville Road spoke with passion, following which the commissioners voted . Cheers erupted when the renaming proposal appeared to win by a 3 - 2 vote, but within 20 minutes they turned to jeers when Mayor Nat Braverman announced he had cast his vote in error and changed it, thus defeating the measure .

The resulting furor led the City Commission to form an advisory committee to find a “fitting memorial” to the slain civil rights leader . The committee’s recommendation was to establish dual names for Hammond-ville Road, from Dixie Highway to the Florida Turnpike, designating the thoroughfare Dr . Martin Luther King, Jr . Blvd ., while retaining the name Hammondville Road in smaller let-ters below the new name . The City Commission approved the compromise on December 11th, 1990 .

For the past two decades the old road’s name(s) have remained unchanged, and it appears that almost everyone is satisfied with the status quo .

Hurricanes or other disasters such as tornadoes, fires, hazardous materials incidents and acts of terrorism have proven that the initial hours following a disaster may overwhelm emergency and rescue personnel . And while emergency preparation may not be possible for every individual, or for every type of emergency or disaster, the importance of preparedness

planning cannot be overstated .

Planning ahead and knowing the risks within your community will help you make sound decisions during a

crisis and keep your family safe .

Consider the following questions when preparing your family for

emergencies:

Benndale, Mississippi, located

approximately 50 miles northwest

of Mobile, Alabama, was ground

zero for Hurricane Katrina in 2005 .

Like other communities in this

region the damage was extensive

and crippling . Benndale was espe-

cially in dire need of a fire truck . At

a meeting on November 24, 2009,

the City Commission of Pompano

Beach voted to allow Fire Chief

Harry Small to donate a 1996 Emer-

gency One Pumper to the Town of

Benndale . This particular fire truck

had been previously replaced with

a new unit and was slated to be

put up for bid at the City auction .

The donated truck, driven by

volunteers, was delivered to an

enthusiastic Benndale fire depart-

ment and community in January .

Mr . Pat Dillon (retired FDNY) and

his organization, Squad 363, worked

behind the scenes to transfer the

fire truck to Benndale and facilitate

the arrangements . There is little

doubt that the donation of this fire

truck to the Benndale community

will have a significant impact on

public safety and will ultimately

save lives . This donation was done

in the spirit that in these times it is

more important than ever for

communities to help each other .

Pompano Beach Fire Rescue Station

61 located at 2121 NW 3rd Avenue .

Honeywell Hometown Solutions

donated more than $10,000 in

materials and more than 60

employees volunteered their time .

The Honeywell employees, who

were visiting Broward County for an

annual business kick off, helped

restore the fire station by painting

the fire rescue station’s interior and

exterior, including fire engine red

on the front pillar, refinishing the

station’s deck and assembling newly

donated patio furniture, installing a

handmade firehouse-shaped mailbox

and installing new carpeting .

“Our emergency responders greatly

appreciate the efforts by Honeywell

and Rebuilding Together to help

restore our fire rescue station which

serves as both a work place and a

home away from home during the

long hours our firefighters are on call

for emergency response,” said Chief

Harry Small of Pompano Beach Fire-

Rescue .

Halloween Fun Fair

Where were cool costumed little ghouls and goblins on Halloween? They were at the Halloween Fun Fair! The City of Pompano Beach Parks & Recreation Department scared up hundreds of children at the Pompano Beach Amphitheater where every child got the chance to parade across the Amphitheatre stage displaying their wicked costume and receive a cer-tificate of participation . There was an abundance of fun including a bounce house, rock climbing wall, games, antique fire truck and refreshments .

Piano Competition

Over 100 children from South Florida serenaded judges in the 15th Annual Children in the Arts Piano Competi-tion . The children competed all day to win first, second or third place in individual categories ranging from primary to advanced levels . The top three winners in each category performed in an evening recital .

This year’s winner of the Steinway Young Virtuoso Scholarship was Gabri-elle Chou . Congratulations Gabrielle!

Senior Thanks-giving Luncheon

Hundreds of seniors gathered at theE . Pat Larkins Comminuty Center to take part in the Annual Senior Thanksgiving Luncheon . Choral groups and local performers joined in song and inspirational words reminding us to be thankful for all that we have .

Yuletide on Atlantic Parade and Celebration

The Yuletide on Atlantic Celebration rang in the holiday season with a festive parade and celebration . The parade had over 100 entries and fea-tured former Miami Dolphin John Offerdahl as the Grand Marshal . There were floats, bands, horses, fire trucks, theme characters, hotdogs, cookies and of course pictures with Santa Claus!

This article is required by the Federal Emergency Management Agency (F .E .M .A .) to satisfy provisions in the Community Rating System (C .R .S .) for reduced costs for flood insurance . The following is offered to Pompano Beach residents to help prevent and minimize the impact on lives and property caused by floodwaters .

Flood Hazard MapThe City’s Engineering Department has prepared a Flood Criteria Map identifying flood zones for all properties in the city; it determines the flood hazard associated with any parcel in the City . The map is located in the Building Department at City Hall .

Flood RiskAlthough we have been fortunate for the past 30 years, Hurricane Andrew and the 17 inches of rain that fell from Hurri-cane Irene reminds us of the possibility of flooding with every major storm .

Flood warning systemThe City of Pompano Beach, in coor-dination with Broward County, has a warning system to notify residents of impending flood danger . Warnings will be transmitted on public address systems, television, radio, telephone and on a door-to-door basis . Listen for instructions during times of flood risk .

Flood safetyThese are precautionary steps to consider before possible flooding:• Listen to radio or television for warnings .• Obey warning & evacuation instructions from disaster officials .• Know your evacuation zone & route.• Take your own essentials (food, toiletries, clothes, blankets, etc .)• Turn off the electricity and gas before leaving your home .• Bring a battery-operated flashlight.• Be careful at all times, particularly at night, & try to remain calm .

Flood insuranceMost homeowners’ insurance policies do not cover property losses due to flood waters . To insure your property for flood damage, you need a flood in-surance policy . If you do not have valid flood insurance, contact an agent imme-diately . Property owners can insure prop-erty; renters can insure possessions . The City of Pompano Beach participates in the National Flood Insurance Program (N .F .I .P .) to provide city residents with the initial qualification to purchase flood insurance . We applied to F .E .M .A . for participation in the C .R .S . program to enable our residents to qualify for lower flood insurance premiums .

Property ProtectionThere are ways to minimize property losses from flood damage, including:• Move furniture and other household valuables to rooms or spaces in the upper story of a two-story dwelling or a location higher than the regular floor elevation in a single story home .• Place sandbags in strategic places around your property prior to flood status . When sandbags are placed correctly at proper locations, they can slow up and divert flood waters .• Upgrading your property can include building flood walls or elevating a structure .

Development PermitsAll development (new construction, additions, renovations, alterations to properties, etc .) in the City of Pompano Beach require a construction permit . Major Improvements: The N .F .I .P . and the South Florida Building Code require the entire building to conform to the requirements for a new building when building repairs or alterations exceed 50 percent of the building’s market value . All applicable building permit applica-tions must conform to this requirement when submitted to the Building Depart-ment . The requirement may also apply if a building is substantially damaged due to flooding .

stormwater ManagementStormwater is managed through a system of drainage canals maintained

regularly by our Public Works Depart-ment and the Broward County Office of Environmental Services . Constant water flow through these canals, especially during heavy storms, is essential to flood prevention in the City . City and state laws prohibit dumping trash in water-ways . Report violators to Public Works Department at 954-786-4060 .

Natural HabitatState regulations protect those natural areas that help to reduce the risks associated with flooding . Along the beach, no new structures are permitted seaward of the Coastal Construction Line without permission . Other restric-tions prevent some wetland areas from development .

Additional informationWe urge city residents to contact or visit the Building Department to determine the flood zone and flood elevation for their property . The library at the Building Department is available for your reference . Pompano Beach City Hall is at 100 West Atlantic Boulevard, Pompano Beach, Florida . The Pompano Beach Branch of the Broward County Library, located at 1213 East Atlantic Boulevard, has information on flood insurance, flood protection and flood plan management .

Rate ReductionsOn June 11th, 1993, the City received a letter from F .E .M .A . commending our efforts to exceed minimum standards of the National Flood Insurance Program to meet the requirements for a Class 9 rating in the C .R .S . . These actions earned Pompano Beach residents a five percent discount for N .F .I .P . policies issued or renewed on or after October 1st, 1993 . In September 1994, the city received official notification that Pompano Beach residents are eligible for an additional five percent discount, or 10 percent total, on flood insurance based on the City complying with the requirements for a Class 8 rating in the C .R .S . .

|Hours of OperationThe public beach is open 365 days a year. Swimming areas guarded seven days a week 9:00 am - 4:45 pm. During day light savings the guards extend their coverage until 6:45 pm.

Restroom facilities, showers, picnic shelters w/tables, playground and barbecue grills are located on the beach.

The Municipal Pier, 222 North Pompano Beach Boulevard is open 24 hours a day. Food and beverages can be purchased at the Pier.

The public beach has two beach chairs which makes the beach accessible to our special needs residents & visitors. The beach chairs are available at the Main Lifeguard Headquarters seven days a week on a first-come, first-served basis.

|Ocean RescuePompano Beach Ocean Rescue is part of the Pompano Beach Fire-Rescue Department. The Beach Patrol consists of 17 full-time and 20 part-time highly trained men and women who protect swimmers along 1,200 yards of beach. All of our Ocean Lifeguards are certified First Responders or EMT’s who are trained to handle any emergency and are equipped with full basic life support equipment such as AED’s and oxygen. Our agency’s lifeguard certification is provided through the U.S. Lifesaving Association. Our Ocean-Rescue Lifeguards also have extensive knowledge of the ocean and beach en-vironment and are always happy to an-swer questions from the public. Inquire about our information flyer.

|Special ConsiderationsBoogie Boarding is allowed everywhere on the beach, however, surfing is only allowed in designated areas. Wrist or ankle leashes are mandatory.

Hobie Cats, Kite boarders, paddle and wind driven vessels can be launched

at NE 13th and 16th Street only and must stay 100 yards off the public beach. Boats (both sail and motor) must also stay 100 yards off the public beach.

Boat and Jet Ski launching is available at Alsdorf Park on NE 14th St. Causeway and the Intracoastal Water-way. A playground picnic area is also available at this site.

|Beach Picnic Pavilions, Sand Volleyball and Soccer CourtsPavilions and Courts are available on a first-come, first-served basis; however, to rent either one for a special activity, an application must be filled out at the Emma Lou Olson Civic Center, 1801 NE 6th Street. Info: 954-786-4111.North Ocean Park, NE 16th Street offers a picnic area.•Alcohol is prohibited on the public beach and in all parks.•Pets are not allowed on the beach or in City Parks.

The center, named in honor of the astronaut who flew the fatal Challenger mission, is located between Atlantic Boulevard and Martin Luther King Boulevard, on NW 27th Avenue.

The Center has an arts and craft, game and club room as well as a gymnasium, and offers recreation programs for city residents of all ages. The facilities are available to rent on a limited basis by community groups or individuals. To reserve a room call 954-974-7394.

|City ParksCity Parks - All City Parks are opendaylight to dusk seven days a week.

Apollo Park • 240 NW 16 AvenueThis 4.4 acre park may be small in size, but it is big in amenities. Two lighted basketball courts, two handball courts, two picnic shelters, playground, two tennis courts, a walking path and restrooms. Named after the Apollo Space Mission, a part of that space shuttle is on display at the park.

Cresthaven Park • 1320 NE 27 Ct.This 1.47 acre park may be small but its facilities are many. You will find grills, horseshoes, picnicking, a playground & a volleyball court for your enjoyment.

Exchange Club Park • 2800 NE 24 St.A peaceful 7.7 acres on the Intracoastal Waterway with a picnic area, restrooms, a playground and walking trail.

Fairview Park • 801 SW 8 St.This one acre park offers a lovely shaded picnic area, restrooms, a tots playground, basketball courts and an open area for soccer or field sports.

Founders Park • 316 NE 3 St.This 1.6 acre park offers Bocci Ball andTennis Courts, restrooms, a playground & is the home of the Pompano Beach Historical Society. Two “Kester Cottages,” built in the 1930’s, are featured at this location. One is furnished as a ‘30’s cottage and the other is a museum containing historical memorabilia. The park houses the first Pompano Fire Station built in1926 and renovated by the firemen of the 5555 Society. The station hosts the City’s first fire truck, a 1926 American La France, restored by the firemen and purchased with the help of the Pompano Beach Historical Society. As well as a 1948 American La France fire truck. This park is also home to the Dick & Miriam Hood Center built as a meeting place for the Historical Society in 1995. Harbors Edge Park • 1210 NE 28 Ave.A beautiful park nestled in a cozy community offering a playground, par course in and open picnic area. No cooking in this facility.

Kester Park • 801 NE 4 St.Kester’s 8.4 acres features baseball fields and a football/soccer field with concession stand, picnic pavilion area, playground, restrooms and sand volleyball court. Reservations for pavil-ion use are suggested but not required.

Mitchell/Moore Park • 901 NW 10 St.Mitchell/Moore Park is located adjacent to the Blanche Ely High School. This 16.1 acre park offers five lighted basketball courts, football/ soccer fields, picnic pavilion, restrooms, four lighted tennis courts, handball/racquetball courts, volleyball courts and an Aquatic Center.

North Broward Park • 4400 NE 18 Ave.This 20.4 acre park offers baseball, basketball, room rentals (75 capacity), lake, football, picnicking, playground, soccer, softball and volleyball.

McNair Park • 951 NW 27 Ave.Although small in size, this park is one of the most utilized in Pompano Beach. Its 6.4 acres offers two lighted basketball courts, lighted baseball/softball fields and football/soccer fields, picnic pavilion and restrooms.

McNab Park • 2250 E. Atlantic Blvd.McNab Shuffleboard Center is located on the northern half of McNab Park. The park offers some of the finest shuffleboard courts in the area, as well as tennis, racquetball and basketball courts, restrooms and a playground.

Norwood Pines Park • 570 S. Cypress Rd.This 4.7 acre park has a picnic/pavilion, playground, restrooms, two handball courts, 2 tennis courts & walking trail.

Pompano Community Park • 2001 NE 10 StThis is the City’s largest park, with 43.5 acres of picnic and playground areas, two basketball courts, baseball and softball fields, picnic shelters, restrooms, barbecue grills, playground, Aquatic Center (pool), Tennis Center,

Amphitheater, Municipal Baseball Stadium, volleyball courts, a 4.4 mile bike path, exercise course and a 1.25 mile walking/jogging trail.

Highlands Park • 1650 NE 50 Ct.This 3.3 acre park offers basketball, a Community Center with rental space, multipurpose field, picnicking, playground, small shelter & volleyball.

Sandspur Park • 4231 NE 15 Ave.This 1.84 acres park offers picnicking and playground facilities.

Weaver Park • 800 NW 20 St.This 11 acre park has two pavilions, many picnic areas throughout the park (uncovered), 2 playgrounds, basketball courts, restrooms, a .97 mile walking/jogging trail.

Hunters Manor Park • 1801 NW 4 St.This City’s newest park consists of 8.43 acres and has a tennis court, full length basketball court, handball court, two playground (w/equipment for 2-5 yr. olds & 5-12 year olds), 2 pavilions, nature walking/jogging trail w/12 exercise stations, restroom facility, 12 picnic tables, 8 grills, 20 benches, 16 litter receptacles & 2 bike racks.
