To report matters re-lated to the JivitadanaSangha Hospital (Manda-lay), I made interviewswith responsible personsat the hospital on 18 Aprilafternoon.

In the interview, a re-sponsible person said thatduring the inspection tourof PyinOoLwin a year ago,the Head of State gave guid-ance to officials to chooseabout 40-acre land wherehealth care services can beprovided to about 200 in-

patient monks and 50 in-patient nuns in line with theVinaya rules in addition tothat of a Sangha Hospital(40-bed) in Mandalay witha view to upgrading healthstandard of the monks andnuns. Afterwards, thepresent site close toSagaing, Mandalay andAmarapura was chosen.The hospital is located on39.84 acres of land.

It was learnt that thedepartments concerned ofthe government, town-selders and wellwishersprovided necessary assist-ance for construction ofthe hospital.

The new Sangha Hos-pital was built in accordwith the characteristics ofa modern hospital such as14 medical wards andother supporting facilitiesincluding the administra-tion office, the monks’out-patient ward, the nuns’out-patient ward, five 36-bed-capacity monk patientawards, two 25-bed-ca-pacity monk wards, two36-bed-capacity nun pa-tient wards and one 25-

bed-capacity nun patientward, the operation thea-tres, the intensive careunits and the laboratories.At the same time, about250 in-patient monks and100 nuns can be separatelywarded at JivitadanaSangha General Hospital(Mandalay). Furthermore,modern hospital equip-ment has been provided tothe hospital in addition toone ambulance and threevehicles for the hospital.

Plans are underway to open the surgeryunit, the general care de-partment, the eye care de-partment, the ear, nose andthroat department, the or-thopedics and prosthesisphysiotherapy depart-ment, the child care de-partment, the mentalhealth department, thegastroentrology depart-ment, and the cardiac andneurology department atthe hospital.

Arrangements are be-ing made to offer suitablemeals to ailing membersof the Sangha and nuns inline with the Vinaya rulesin addition to the food forthe monks and nuns whoare accompanying ailingmembers of the Sanghaand nuns to assist them.

Moreover, clinicalpsychologists and otherspecialists including localretired medical professors,physicians, surgical spe-cialists and urosurgicalspecialists will providehealth care services to thepatients at the hospital.

Veterinary surgeons of Livestock Breedingand Veterinary Department of Myanmar incooperation with experts from FAO, OIE, localauthorities, those from Myanmar Livestock BreedingFederation conducted a series of laboratory tests on19-1-2008 and confirmed that the nation was freefrom the disease.

The LBVD under the Ministry of Livestockand Fisheries on 20-4-2008 announced to OIE andFAO in accord with procedures and prescriptions that

the nation was free from Bird flu virus three monthsafter culling infected poultry and disease carriers.

Bird flu broke out in Sagaing and MandalayDivisions on 8-3-2006 as the first incident. But thenation was able to announce itself free from the viruson 4-9-2006.

It is certain that every Myanmar citizen of todaywants democracy and wishes for establishment ofdemocracy if they are asked.

What is democracy? Primarily, it is the in-clusiveness. Such right is the fundamental right aswell as the duty of every citizen.

On 10 May 2008, every Myanmar citizen willhave the right to vote in the national referendum inaccord with the law. Having the right to vote meansto people basically enjoy the principal right of thefundamental rights. In other words, the right to voteis to serve the primary duty out of a lot of duties.

Despite having the right to vote in the nationalreferendum, perhaps one does not go to the pollingbooth or casts ‘No’ vote, what will happen? There isan expression, Don’t postpone the work to be donetoday until tomorrow. It is sure that it may prolongthe time for both the country and the people.

The draft constitution that has to be approved bythe majority vote of the people in the nationalreferendum fully guarantees for restoration ofdemocracy for both the nation and the people.

Only when the constitution is approved, canpeople’s democratic administrative system bepracticed. The basic foundation of people’sdemocratic administrative system is the newconstitution. Only when there is infrastructure, cansuperstructures such as political, economic andeducation, health and social sectors be undertakenfully.

Every citizen is responsible for approval of theconstitution in the national referendum.

Here is a question. Why should we support theconstitution? The easiest and simplest answer is thatadministration with a constitution is more democraticthan administration without a constitution. Theconstitution provides anyone with equal rights beforethe law. It also protects anyone equally by law.

Towards the future State ofloyalists and men of integrity

A retired civil servant

The draft constitution was published nationwidefor study. One may think that there are difficult legalterms in the constitution. It is clearly written foreveryone who can read Myanmar to understand.

In the draft constitution there are preamble and 15chapters. Just read the Chapter 8 showing citizens andtheir fundamental rights and duties without readingany other chapters. Then one can be proud to be ameaningful national who enjoys rights on equal termswith others.

After reading the Chapter 8, one is urged to readthe Chapter 1 stating the fundamental principles of theState. The future State will be built in accordance withthe fundamental principles included in the Chapter 1.The Chapter 1 covers the practice of genuine discipline-flourishing multiparty democracy, the Union Systemand its formation, the practice of market-orientedeconomic system as well as independent, active andnon-aligned foreign policy.

If one studies the draft constitution, one will findthat it is the most suitable constitution, which hasvested all the citizens with cent-per-cent fundamentalrights and other rights.

It can be reviewed that criticisms levelled at the 25percent participation of representatives from militaryservice and 75 percent participation of representatives-elect in the parliament are none other than the instigationof politicians craving for power.

This is because the 25 percent participation ofmilitary servicemen, though they are not elected, isjust to handle the situation of the country throughcheck and balance on behalf of the people if defectsand loopholes occur in exercising legislative, executiveand judicial powers.

The very essence of the present constitution is thatit has been formulated to help practise a genuine multi-party democratic system with the flourishing discipline.This is the way paving for the promising future of each

and every citizen.It can also be analysed that the present constitution

will not cause any problems at all like the problemcreated by the political parties while they were vyingfor power in practising parliamentary democracy inaccord with the 1947 constitution and the problemthat occurred because of the single power-wieldingparty in practising one-party system in accord withthe 1974 constitution.

It is the undeniable fact that the three branches ofState powers, legislative, executive and judicial, arenot in the hands of Tatmadaw at all. They are in thehands of the people and they are within the nationalsovereignty. The three powers are being shared toensure check and balance.

There is no doubt about the policy of foreignaffairs. The Chapter Detailed Basic Principles of theState describes as follows:

Article 41 states the State practises independent,active and non-aligned foreign policy, aims at worldpeace, and friendly relations with nations, and upholdsthe principles of peaceful co-existence among nations.

Article 42 statesa) the State never starts aggression against any

nation;b) no foreign troops are permitted to be deployed

within the borders of the Union.No matter what those opposing say, the world

always respects and recognizes Myanmar’s foreignpolicy. The London Times (1, November 1971 issue)states in its editorial as follows:

“If there is a country from Asia that deserves towin a prize for practising non-aligned policy, thatcountry should be Myanmar. While the rival nationswere cajoling other nations into being their followerswith the use of carrots when the Cold War was at itspeak, Myanmar was able to stand firm and could notbe influenced. The country has its loyalty and integrityin spite of being poor.”

The world has recognized that Myanmars haveloyalty and integrity. Such characteristics come fromMyanmar’s having patriotism, cherishingindependence, wanting perpetual sovereignty andloathing for being a follower of the colonialists and apuppet government.

I, therefore, believe that all citizens with loyaltyand integrity will support and cast ‘yes’ vote for theapproval of the constitution in the nationalreferendum.

Dutch troops have been participating in theNATO-led operation in Afghanistan since 2006. TheDutch government decided last year to extend themission in southern Afghanistan until 2010 after aheated debate and under pressure from allies.

The survey by pollster Maurice de Hond, releasedlate on Friday, showed that 49 percent of the Dutchwere against the mission, up from 44 percent about sixmonths ago. Support for Dutch participation shrank to46 percent from 51 percent.
