The purpose of the meeting is to discuss the various emission factors from the 1996 Gas Research Institute (GRI) / U.S. Environmental Protection Agency (EPA) Study, the 2015 Washington State University led Environmental Science & Technology published article “Direct Measurements Show Decreasing Methane Emissions from Natural Gas Local Distribution Systems in the United States”, and the ARB-funded Gas Technology Institute (GTI) Report entitled “Quantifying Methane Emissions from Distribution Pipelines in California” dated December 2015. These applications in sum request approximately $1 billion in annual funding for Program Administrators’ energy efficiency programmatic efforts through 2024. This informal question and answer session will allow program administrators to present a high-level view of their respective Business Plans to stakeholders and Commissioners. Additionally, program administrators will be present to field questions from stakeholders and other interested parties as they complete their initial review of the Business Plans and develop respective comments that will be filed in February 2017.

A September 14, 2016 Assigned Commissioner Ruling in R.13-11-007, which was subsequently ratified by D.16-11-005, required Pacific Gas and Electric Company, San Diego Gas & Electric Company, and Southern California Edison Company to submit applications by January 20, 2017, proposing programs that will reduce dependence on petroleum, meet air quality standards, lower greenhouse gas emissions, achieve the goals set forth in the Charge Ahead California Initiative in the Health and Safety Code and be in the interest of ratepayers. This meeting will offer interested parties a chance to hear about the utilities’ proposed programs.

The 510 area code is expected to use up all available prefixes by June 2018. To ensure the availability of numbers in the 510 area code region, the California Public Utilities Commission (CPUC) has begun the process to consider the introduction of a new area code to the geography now served by the 510 area code. Adding a new area code to the 510 area code is known as an overlay, which was proposed by the telecommunications service providers. The proposed overlay, pending CPUC approval, will allow all existing customers to keep their current phone numbers, including the 510 area code.

The Energy Division has prepared Draft Resolution E-4824 for the February 9, 2017 Commission Meeting. This Resolution adopts revised Self-Generation Incentive Program rules pursuant to Decision (D.) 16-06-055. The Safety and Enforcement Division has prepared Resolution ST-198 for the February 9, 2017, Commission meeting. This resolution grants approval of the final report, titled “2016 Triennial Safety Review of San Francisco International Airport AirTrain Automated People Mover,” dated December 9, 2016. The report compiles the results of the Commission staff’s review of the AirTrain’s safety programs. Resolution T-17545 approves funding for the grant application of LCB Communications LLC (U-7243—C)/Digital Voice Service provider, South Valley Internet, Inc.,(U-1312-C) from the California Advanced Services Fund (CASF) in the amount of $1,120,408 for the Light Saber Project in Paradise Valley, a portion of the rural unincorporated area of Santa Clara County. The Communications Division has prepared Resolution T-17548 for the February 9, 2017, Commission Meeting. Resolution T-17548 approves funding in the amount of $41,780,141 from the California Advanced Service Fund (CASF) for the grant application of Inyo Networks, Inc. (Inyo) to construct the Digital 299 Broadband Project (Digital 299), which includes both middle-mile and last-mile facilities. The proposed project will provide high-capacity backhaul infrastructure and interconnection points to communities along the California State Route 299 (Highway 299) corridor. The Communications Division has prepared Resolution T-17549, which proposes adoption of $25.461 million in California High Cost Fund-A support for calendar year 2017 to be disbursed to seven of ten Small Incumbent Local Exchange Carriers for the February 9, 2017, Commission meeting. The Division of Water and Audits has prepared Proposed Comment Resolution W-5131 for the February 9, 2017, Commission Meeting. Proposed Comment Resolution W-5131 authorizes surcharges to recover expenses and lost revenue due to mandatory conservation in Golden State Water Company’s nine districts, to be paid by the Ratepayers.


The ALJ Division has prepared Resolution ALJ-338 for the March 2, 2017, Commission Meeting. This resolution resolves the appeal K.16-01-006 of Citation No. CPED FC-839 issued to Crossroads Investments, Incorporated, doing business as American Limousine Services by the California Public Utilities Commission’s Consumer Protection and Enforcement Division Citation No. CPED FC-839 assesses a fine of $8,000 for eight violations (29 counts) of Public Utilities Code and Commission’s General Orders 115-F and 157-D during the period of March 1, 2016 through June 21, 2016.
