curred Aug. 8 on Stacie Drive in Violet, Sheriff James Pohlmann said.

Charles McElveen, 25, of the

4600 block of South Park in Ba-ton Rouge, was booked with at-tempted second degree murder, convicted felon in possession of a firearm, and illegal discharge of a firearm.

Micale Hensley, 22, of the 2900 block of Stacie Drive in Vi-olet, was booked with accesso-ry to attempted second degree murder.

On Aug. 8, around 8:30 p.m., Sheriff Pohlmann said, depu-ties responded to a call about a shooting in the 2900 block of Stacie Drive in Violet.

When deputies arrived on the scene, a male victim suffering

from two gunshot wounds, one to the hip and another to the leg near the groin area, was being transported to University Hospi-tal to be treated for his injuries.

Based on information ob-tained by eyewitnesses, detec-tives with the Criminal Investi-gations Bureau determined the suspect, identified as McElveen, had fled the scene with Hensley. Both McElveen and Hensley were apprehended shortly after.

During the course of the in-vestigation, detectives learned McElveen and the victim, who are acquaintances, had been involved in a verbal altercation

A Sickness in Our NationLast weekend, our neighbors in El Paso, Texas, and Dayton,

Ohio, came under the fire of two deranged mass shooters. There is a growing sickness in our nation. Our religious and community in-stitutions — the very glue that holds us together — are declining as a central force in American society, while the politicization of every aspect of our lives is on the rise. These shooters turned to hatred and violence, and as a result, dozens of Americans are dead.

These events should be classified as domestic terrorism, and I’m glad that in the case of El Paso, the FBI is treating it as such. We must do a better job of supporting law enforcement and giving them the tools they need to identify problems before other mas-sacres happen. There is clearly a culture of death in America to-day. Violence is glorified and normalized on our screens every day.

Instead of seeking professional help for mental health problems, these homegrown terrorists are being radicalized in online forums. This must stop.

In a media culture that encourages viewing people solely through hyper-partisan lenses, and not as neighbors and fellow citizens, dangerous division and hatred of those we disagree with is the out-come. This can often lead to violent consequences, as I have expe-rienced personally.

These events are tragedies. Reducing them to talking points and name-calling in support of narrow political agendas only further di-vides our country.

Jennifer and I pray for the people of El Paso and Dayton. May God help us and may God heal this great nation..

Baton Rouge Border Patrol Arrests Accused Illegal Alien Pedophile

Louisiana Lottery Has Best Year Ever, Contributes Over $184 Million To State Treasury For 2019

U.S. Border Patrol (USBP) agents assigned to the Baton Rouge Station arrested an illegal alien Wednesday afternoon who is wanted in East Baton Rouge Parish for Felony Carnal Knowledge of a Juvenile and Forcible Rape and being present in the United States illegally.

USBP agents responded to a call for assistance Aug. 7 on In-terstate-12 from the City of Walker Police Department regarding three individuals. Upon arriving on scene, agents encountered the vehicle containing the occupants, two of whom admitted to being illegally present in the United States. The two subjects, both Gua-temalan citizens, were taken into custody and transported to the Baton Rouge Station for processing. The third occupant present-ed a valid permanent resident card and was released.

During processing, it was revealed that the driver had provided a fraudulent name, and was actually Pascual Mas-Xocholij, a 40-year old Guatemalan citizen, who is wanted in East Baton Rouge Parish for Felony Carnal Knowledge of a Juvenile and Forcible Rape. The second subject, also a Guatemalan Citizen, was pro-cessed for being illegally present in the United States and turned over to ICE/ERO.

“For the third time in the past few months New Orleans Bor-der Patrol worked closely with a local department, this time the excellent Walker PD, to arrest an illegal alien accused of bringing harm to our most precious resource – our children,” said New Orleans Sector Chief Patrol Agent Gregory Bovino. “I also find it remarkable that a large percentage of the New Orleans Border Patrol are deployed to South Texas to assist in the humanitarian mission, including caring for children, while our staff here in Loui-siana does the same in a different way—by going after illegal alien child predators.”

Mas-Xocholij was turned over to the East Baton Rouge Sheriff’s Office and will face deportation from the U.S. on the charge of 8 USC 1325 Illegal Entry into the U.S., upon his release from jail.

USBP Baton Rouge is part of the USBP-New Orleans Sector, located in the historic Custom House, located on Canal Street in New Orleans, and is responsible for patrolling areas between the ports of entry in Louisiana, Mississippi, Alabama, and the Florida Panhandle. Individuals can report suspicious activity by calling (504) 376-2800.

The Louisiana Lottery Corporation ended its fiscal year with more than $526.6 million in revenue, making 2019 the Lottery’s best year ever in its 28-year history. Resulting transfers to the state treasury for K-12 public education were more than $184.3 million, up over $12.3 million from last year and exceeding budgeted transfers by more than $21.2 million.

“The Lottery team is proud to have topped the half-billion sales mark for the second time in our history,” said Lottery President Rose Hudson. “We will continue to work hard and challenge ourselves in the new year to fulfill our mission of maximizing revenue for the state of Louisiana.”

Scratch-offs continue to be the top seller in the Lottery’s game portfolio, ending the year at $225.5 million, up approximately $8.4 million from last year.

Sales of Mega Millions and Powerball, the Lottery’s most popular draw-style games, experienced a $22.7 million increase in combined sales from fiscal year 2018 due to large advertised jackpots, includ-ing the record $1.537 billion Mega Millions jackpot hit in October.

In addition to state coffers, local businesses that sell Lottery prod-ucts also benefited from the Lottery in fiscal year 2019 with total re-tailer compensation of more than $29.1 million, which includes sales commission, incentives for cashing winning tickets and bonuses for selling winning tickets.

Fourth quarter figures for fiscal year 2019 show Lottery revenue totaled $124,663,133 with $43,632,102 being transferred to the state treasury.

The Louisiana Lottery ranks second among state lotteries in per-cent of revenue transferred to its government. By law, at least 35 percent of Lottery proceeds are transferred to the state treasury and dedicated for K-12 public education. Roughly 53.7 percent of sales fund prizes, 5.6 percent is paid to retailers and less than 6 percent is used to operate the Lottery.

The Lottery's total fiscal-year state transfers were $184,318,132. Since the Lottery began operations in 1991, more than $10.4 bil-lion in revenue has been generated, primarily from ticket sales. More than $3.7 billion has been transferred to the state treasury.

Lottery ticket purchasers must be at least 21 years of age. The Lottery encourages anyone with a gambling problem, or friends of anyone with a gambling problem, to call toll-free 1-877-770-7867 for assistance. Sheriff Pohlmann has served in virtually all areas of the depart-ment, including Communications, Corrections, Patrol, Traffic, Criminal Investigations and SWAT. He has also held various com-mand posts throughout his career, including SWAT Commanding Officer and Chief of Field Operations.

After serving as chief deputy for former St. Bernard Sheriff Jack A. Stephens for nearly four years, overseeing all law enforcement operations, he was first elected sheriff in November 2011, and was also re-elected without opposition in 2015.

Positive West Nile Sample In St. Bernard Parish

This week the Louisiana Animal Disease Diagnostic Laboratory has confirmed positive sample results for West Nile Encephalitis, otherwise referred to as WNV in St. Bernard Parish.

These positive test results were collected in the Meraux area, specifically Zone 7. This is a very active year for mosquito-trans-mitted viruses throughout Southeast Louisiana; West Nile has been detected in numerous surrounding parishes.

Spraying will be conducted on the evenings of August 9th thru August 11th. Residents should be aware that most people infect-ed with West Nile do not experience symptoms. The Center of Disease Control recommends residents living in areas where West Nile has been detected to take the following steps:

• Dispose of tin cans, plastic containers, ceramic pots or similar water-holding containers

• Pay special attention to discarded tires• Have clogged roof gutters cleaned every year• Turn over plastic wading pools when not in use• Turn over wheelbarrows and eliminate stagnate water in bird-

baths• Aerate ornamental pools or stock them with fish• Clean and chlorinate swimming pools, not in use• Mosquitos may even breed in the water that collects on pool

covers.• Use landscaping to eliminate standing water that collects on

your property• Please wear protective clothing and apply proper mosquito

repellent when going outdoors• Potted Plants - add a few drops of vegetable oil to the tray to

coat the standing water so larvae won’t matureSt. Bernard Parish Government and Mosquito Control Services

are working to keep our citizens informed and safe against mos-quito-borne viruses. Parish Government will continue to keep res-idents informed of future test results.

was injured and one of the weapons, a Smith & Wesson .9mm, was recovered.

A criminal history check was conducted on both suspects, which revealed McElveen is a convicted felon currently on parole for a homicide conviction.

The investigation is ongoing and additional charges may be filed.

St. Bernard Sheriff’s Office to participate in ‘Back to School Safe Driving’ enforcement campaign

The St. Bernard Sheriff’s Office is participating in the “Back to School Safe Driving” law enforce-ment campaign to bring attention to distracted driving in school zones with a special emphasis on prohibited cell phone use in those areas.

With the beginning of the 2019-20 school year this week, deputies with the Field Operations Bureau Traffic Division will be making extra patrols on parish streets and highways to participate in the campaign, which is a collaborative effort between the Louisiana Highway Safety Commission, the Strategic Highway Safety Plan and the New Orleans Regional Traffic Safety Coalition.

Sheriff James Pohlmann urges residents to drive cautiously and obey school zone speed limits in the mornings and afternoons.

“We want residents to be mindful of reduced speed limits near our schools, to stay off their cell phones and watch for students walking in the areas near schools,” the Sheriff said. “Also, be pre-pared for school buses making frequent stops to pick up or drop off students. You don’t want to have a mental lapse and make a mistake you would regret forever.”

Sheriff Pohlmann said speeding through a school zone will come with a hefty fine and a manda-tory court appearance.

The Sheriff also would like to make residents aware of the new laws for vehicle child safety re-straints which went into affect Aug. 1. Please see the attached chart with the new laws according to Louisiana State Bill 76.

Sheriff Pohlmann, who is a member of the Louisiana Highway Safety Commission, representing the 1st Congressional District, feels initiatives such as this one are an important safety tool.

"These types of programs promote safety on our roadways,” Sheriff Pohlmann said. "We will not tolerate motorists driving irresponsibly and putting our children at risk.”

Louisiana Child Passenger Safety Law

A child who can be placed in more than one category shall use the more protective category. Child safety seats must be used according to the manufacturer’s instructions.

DAR Members Attend Annual Workshop

Members of the St. Ber-nard Parish Drug Court team recently participated in the RISE ’19 Confer-ence in National Harbor, Maryland, which was held by the National Associa-tion of Drug Court Profes-sionals (NADCP). RISE is an annual training confer-ence that reflects on col-lective missions to rise in service of those with substance abuse use and mental health disorders while advancing a justice system that elevates both public health and safety.

The conference’s agen-da focused around continuing education for Drug Court Profes-sionals; A collaborative approach to combat the Opioid Epidemic; Crisis Interventions; Policies & Procedures; Federal Resources to help respond to the Opioid Epidemic; A Focus on Community Im-provement.

The St. Bernard Parish Drug Court works in cooperation with community and governmental agencies to provide a multi-disci-plinary approach to reduce recidivism and to address substance abuse issues.

St. Bernard Parish President, Guy McInnis, and The Flood Pro-tection Authority (FPA) Board President, Herbert Miller, would like to extend their thanks to the St. Bernard Parish Council and the FPA Board of Commissioners for their passing of the agreement to permit the transfer of the drainage canals and pump stations in St. Bernard Parish to the local governing body. Willie was born in New Orleans, LA and was a longtime resident of St. Bernard Parish before settling in Hammond, LA. He was a US Army Veteran and proud to be a retired New Orleans Fire Fighter with over 30 years of dedicated service. He was also a member of Local No. 632 International Association of Fire Fighters. Willie loved all sports but his top choices were baseball, golf and fishing. He coached baseball for many years at Borgnemouth Park earning the name Coach Willie. In his later life, he truly enjoyed spending time with his grandchildren and great grandchildren frequently taking them on excursions to the Audu-bon Zoo. He will be deeply missed by his family, friends and all of those whose lives he touched.

Relatives and friends were invited to attend a visitation at St. Bernard Memorial Funeral Home, 701 W Virtue St., Chalmette, LA on Saturday, August 10, 2019 from 11:00 a.m. to noon. A funeral Mass began at noon. He was laid to rest with military honors in St. Bernard Memorial Gardens. Evelyn Orr AgnellyEvelyn Orr Agnelly, wife of the late Peter C. Agnelly, of Poplarville,

Mississippi, formerly of Meraux, Louisiana, passed from this life on Sun-day, August 4, 2019 at the home of her daughter, Diana Agnelly in Slidell. Evelyn was the daughter of H. Henry Orr and Marquerite Knollman Orr and was born in New Orleans on 13 June 1943.

A Celebration of Evelyn's Life was held at Ruth Memorial Presbyteri-an Church, 809 S Julia St, Poplarville on Saturday, August 10, 2019 at noon. The family received friends and had visitation one hour prior to the service. Rev. Sally Lodge-Teel and Elder Dr. Rita Diggs-Jones was the officiate.

The Repass celebrating Evelyn’s life as held at one of her favorite places to eat Scooter's Restaurant following the Church service.

Evelyn was a very giving person who never met a stranger. She played the organ, was an Elder and filled in as Preacher at Carolyn Park Presbyterian Church in Arabi, Louisiana and Ruth Memorial Presbyteri-an Church in Poplarville, Mississippi. She was also a guest organist at Gethsemane Lutheran Church.

Evelyn founded the Animal Adoption Society, Inc in 1991 in St Ber-nard Parish, Louisiana then after Hurricane Katrina in 2005 relocated in Poplarville, Mississippi. She was often seen at Nursing homes with Therapy Animals.

Evelyn organized and volunteered in many programs that helped bring joy to many, the Prison Fellowship Angel Tree, Santa’s Helpers, Helping Hands at Carolyn Park Church, Several Food Pantries. She vis-ited aids Patients at Lazarus House and mentored adults. She handed out backpacks filled with food to the homeless and always included food for their animals.

Evelyn was loved by all and will be missed by many as well as her Furry Friends.

Left to cherish her memory are her daughters Diana Agnelly (Dan-ny Jimenez) and Debra A. Metoyer (John), Grandchildren William Da-vid Chatham III (Candace), Samantha Metoyer, Tiffany Chatham, Great Grandchildren Malayna, Breanna and Brycen Chatham, Sister Beverly Kennedy (Jim). As well as numerous cousins, nieces, nephews, great friends, awesome church families, devoted best friend/sister Reisie Muchison and her favorite Quote “Where’s your Daddy?” Jimmy Murray.

Evelyn has requested that her friends and family wear their favorite animal T-Shirt to her Celebration.

The family would like to extend their gratitude to her doctors, the staff at Slidell Memorial Hospital, The Threshold Choir and the St. Joseph Hospice Staff. A special thanks to her Hospice Nurse Rick who was there for her until the time she was called home.

In lieu of flowers Evelyn would love contributions to Animal Adoption Society or Ruth Memorial Presbyterian Church Blessing Box.

and fondly remembered by many nieces, nephews, cousins and dear friends.Bernadette was born in New Orleans, LA and was a longtime resident of St. Bernard Parish before settling

in Kenner, LA. She truly enjoyed life through her simple pleasures of sewing, reading, crocheting, dancing and playing cards with friends. She found pleasure in the details of everyday life and caring deeply for others. She will always be remembered for her dedication to her family, her caring and loving spirit and her laughter. She will be deeply missed by all.

2019 at the age of 82. Beloved husband of almost 60 years to Emily Louque Gebhard. Proud father of Sheradie Gebhard Tassin (Terry), Sean M. Gebhard (Nikki) and the late Wade D. Gebhard. Son of the late Weldon Gebhard Sr. and Mathilda Oramous Geb-hard. Brother of Melvin Gebhard (Pat). Grandfather of Tia Serigne (Jared), Troy Tassin (Lindsey), Aaron Tassin (Brooke), Becca Tassin, Ravyn Zahn (Sal), Samantha Jeanfreau (Shane), Sean Gebhard Jr., Colin Gebhard, and Caylee Gebhard. Also survived by his 16 great grandchildren and many nieces, nephews, cousins and friends.

Weldon was a devoted Christian and family man. His many accomplishments include serving as Church Council President of Gethsemane Lutheran Church and President of

the St. Bernard Chamber of Commerce. He also volunteered with the Junior Achievement Program along with serving as a mentor to many youth over the years. Weldon enjoyed many things; sailing, books, hunting, fishing, traveling but most of all he enjoyed his family. As we all know, Weldon loved to share and impart his wisdom to all whenever and wherever he had an opportunity. It could be said that Weldon never met a strang-er. He will be deeply missed by his family, friends and all of those whose lives he touched.

Buck was a lifelong resident of St. Bernard Parish where he proudly served his country during the Korean War and was a member of the VFW. He enjoyed a long career as a carpenter and was a longtime member of the Carpenters Local Union 1846. He took early retirement in 1982 from Kaiser Aluminum after 30+ years of service. His fondness of woodworking was surpassed only by the love for his grandchildren. Buck will always be remembered for his loyalty and dedication to his family, his loving spirit, his laughter, and spoiling the grandchildren. He was a wonderful example of what it means to care for others and will be deeply missed by us all.
