    THE BOTTOM LINE

    Man has come a long way from Stone Age. With the present technological tools coming in

    place, and rapid rate of advance in newer technology for communication and information flow

    using e-governance systems and e-solutions, soon our present will be the new Stone Age

    The sustainable and complete growth of a nation without compromising the quality of life of its

    citizens requires the optimal and intelligent use of its human resource through meticulous

    planning and implementation. To make such a scenario a reality we need smarter structure,

    planning, development and at the core of it all smarter and more efficient systems that get thework done at a fast rate and yet keep in the cycle of progress, an inherent sustainability. E-

    governance and E-solutions are key aspects for such systems. They simplify and quicken certain

    slow and inefficient processes and also lead to the creation of new and smarter governance.

    Knowing is half the battle. The opportunities of a smarter world are tremendous and it has

    unending implications..

    EXAMPLE OF AN E-SOLUTION

    Problem

    The attendance of staff nurses at government run nursing homes is very low. This is the reason

    for the poor treatment and care given to pregnant women and new born babies.

    Solution

    To increase the attendance of staff nurses we need to monitor their presence and incentivize

    their work. Moreover we must make sure that the registers which help monitor their

    attendance is available to both the government and public on demand.

    We may do so by developing an app that orders the head at the nursing home to get a random

    set of nurses in a random order at a random time (during working hours) once every day as

    judged by the app in queue in front of a camera which would take their photo in that order and

    through facial recognition identify them. The data is transferred to an online portal available to

    both higher authorities and possibly public on demand. This policy can be implemented at the

    ground level and may be made mandatory keeping in regard judicial provisions and policy

    implementations of it. Hence the app in one go makes the head of the nursing home as well as

    the staff nurses highly accountable without spending much money, much of their time. In fact it

    is a leap from the traditional registers and paperwork and may also save a lot of time andmoney that way, apart from its main implication of increasing the attendance of the

    government employees.

    Hence this e-solution not only tackles the main problem but also removes other bottlenecks

    and inefficiencies in chain of processes.

    (Note: This is a brief part of the solution just to incorporate in you an idea of how the basic part

    of the solution may look like.)

    PROBLEM STATEMENT

    We have identified some sectors for you and done some basic level research.

    EDUCATION

    The educated differ from the uneducated as much as the living differs from the dead.

    AristotleWith India aiming to evolve as one of the most powerful and developed nation of the world

    by 2020, it is imperative to ensure that the education sector of the country keeps up with the

    time. For sustained economic growth, India must produce more skilled individuals that may

    take part in the development. However the countrys education system, particularly the

    higher education system is often accused of being over-regulated and under-governed.

    Further, with population increasing at such a rapid rate, its proving to be very difficult for the

    government to provide optimum quality education to each and every citizen of the country.

    Although the concept of effective school governance is not new, it needs to be thoroughly

    innovated to be able to effectively deal with new challenges confronting us. With scienceand technology evolving at such a rapid rate, the conventional classroom education we offer

    can hardly be described as sufficient. In this context, e-governance and e-solutions can

    facilitate in improving program and bringing efficiency in all aspects of the education.

    SOME OF THE MAJOR ISSUES

    The population of the country being so huge, It is very difficult for the government to

    ensure a good quality education to its entire citizens effectively especially in the remoteparts of the country.

    Lack of quality teachers and education in the rural parts of the country

    Absence of teachers performance review system.

    Lack of research facilities in higher secondary level.

    Lack of required number of vocational education institutions in the country.

    Lack of participatory, accountable and transparent system in the country.

    Lack of effective redressal mechanism

    Lack of central database required to make accurate statistical analysis.

    PROBLEM

    Suggest e-solutions and products to tackle the issues and challenges faced by the education

    system of the country with existing resources. The focus must lie on modernizing the present

    procedures as well as coming out with products that will use the available resources to tackle

    the issues in a better way. Also suggest use of new resources if possible that open up with the

    use of e-solutions etc.

    ENERGY

    In present day world, with the demand for energy growing at an impeccable rate unmatched by

    the growth of its supply, we are on the brink of a major crisis. The aggregate demand for energy

    in India is 40% more than the aggregate supply. With problems such as 50% energy losses

    during transmission and the fast diminishing reserves of coal, we face a potential threat to not

    only the growth of the economy but also the survival of life on earth. The growing need to

    replace these old and unyielding systems with new, interconnected and smarter system with the

    potential of generating its own energy, is a reality that we cannot turn our backs to.

    In such a scenario where we face this energy crisis, one must focus on rapid and effectiveinnovation in the system, to make more energy efficient designs and implement them on a large

    scale with both the uniformity of the policies throughout the country and yet keeping the

    variations required by each region.

    In this context, e-governance and e-solutions can facilitate in improving the program,

    implementing innovation, decreasing energy consumption and bringing to aspects of the energy

    sector an impeccable design based on sustainable use of energy,

    LAW AND ORDER

    Law and order exist for the purpose of establishing justice and when they fail in this purpose

    they become the dangerously structured dams that block the flow of social progress.

    Law and order are necessary to maintain the social fabric of society and ensure a proper

    framework for economic and social development. For India to achieve Vision 2020 goal, it is

    imperative that innovative solutions be found to the problems that plague the machinery that

    ensures law and order in the country. A growing population, escalating crime rates and a

    booming economy, all call for e-solutions to the problems relating to law and order.

    SOME OF THE MAJOR ISSUES:

    The police force and its machinery have been alienated from the common man. A large

    number of crimes go unreported.

    The present system of FIRs is multi-tiered, which means that a particularly difficult case

    takes a lot of time to move up the hierarchy, delaying and hence denying justice.

    There are reports of manipulation in criminal investigations. Transparency in policing

    has become the need of the hour.

    E-Databases of criminals to ensure faster identification of the convicts.

    Improvement in internal administration to ensure efficiency and uniformity inrecruitments, promotions, rewards, etc.

    Even though we claim the crime rate is decreasing, it is far from truth. Special care need

    to be given to women and child related crime.

    HEALTHCARE

    Healthy citizens are the greatest asset any country can have.

    A country of open farms, crowded villages, and tumultuously active cities, India possesses a

    seemingly endless pool of human capitaland growing economic capitalbut relatively little of

    it spent on healthcare. With the projected growth rate around 8.2 % for the next five-year plan,

    India is poised to continue on its prosperity path. However, the government pays only 1.1% of

    its gross domestic product (of a total $1.1 trillion) on public healthcare, and an additional 3.7%

    is privately financed, for a total of 4.8% of GDP on health spending.

    Indian healthcare today is crippled by many gripping issues from low rural healthcare facilities,

    inadequate medical workforce, gaping infant and maternal mortality rate to the high cost of

    medical care. With India aiming to evolve as one of the most powerful and developed nation of

    the world by 2020, it is thus imperative to ensure that the healthcare sector of the country

    keeps up with the time.

    Although the concept of effective medical care governance is not new, it needs to be

    thoroughly innovated to be able to effectively deal with new challenges confronting us. With

    science and technology evolving at such a rapid rate, the conventional system of healthcare

    and medical facilities we offer can hardly be described as sufficient In this context, e-

    Huge disparity between the average income and the cost of medical facilities. ,

    compounded by the lack of awareness regarding availing medical health insurance.

    Prevalent inertia amongst pharmaceuticals companies to introduce new molecular

    entities owing to the tight governmental price regulation and the drive to bring me-too

    products at lower cost.

    Low infrastructural support abysmal number of well-equipped hospitals, nursing

    homes, dispensaries.

    Problem of inadequate number of doctors, trained specialist, nurses available,

    compounded by the inertia of doctors to serve in the rural areas and the choice of many

    to shift their practice to western countries.

    Lack of emergency medical services, workforce of paramedical and emergency trained

    technicians along with problems of congested roadways hindering availability of quick

    medical support.

    Growing impact of sedentary lifestyle and consumption of processed food on health.

    our economy. Cities could not exist if we didn't have transportation systems to move people and

    goods in, out and around them. It has been a leading driver behind globalization: shrinking

    GENERAL SUGGESTIONS

    One of the KEY uses of E-governance/E-solutions is faster and increased information

    flow. Any E-solution incorporated by the government may use this increased flow of

    information and data by collecting, reporting and tracing the information/data faster

    and more efficiently.

    The policy implications, economic feasibility and reach of the solutions govern the

    magnitude of its impact and hence its success. Hence they should be fully analyzed.

    Removal of bottle necks in most government procedures using e-based systems and

    solutions is also a good idea. Think of using the voluminous amount of data government has, use probabilistic and

    statistical approach to generate information from them.

    JUDGING CRITERIA

    Feasibility (economic and otherwise fundamental) of the solution/solutions given in thedifferent fields and the implications of the solution at the ground level.

    Impact of the solution/solutions at the national level and to the common man (withspecial regard to impact on marginalized classes).

    Ability to implement the solution, keeping in mind our judicial system and thegovernment policies both at the state level and the central level.

    Both quality and quantity of proposed solutions in terms of the fields covered and abilityto create impact.

    RULES AND REGULATIONS

    1. The competition is open only to the students studying either in the country or abroad.

    2. All the teams have to register on the website which will generate their Team Id.

    3. Maximum number of members in the team must not exceed 4.

    4. Decision of the judges shall be treated as final and binding.

    5. The teams must strictly follow all the deadlines failing to which will lead to their

    disqualification.
