A terrorist cell; members or agents work under cover in an area until galvanized into action.
Secretive group with suspected links to a terrorist organization.
Terrorists pretending to be normal human beings, living prima facie as peace loving normal people among the rest in society
Members remain dormant member of a group while belonging to another (parent) group for undisclosed reasons.
Status of a sleeper cell is kept secret. 7

An umbrella organization of various Islamist militant groups based in the northwestern Federally Administered Tribal Areas (FATA)
Most, but not all, Pakistani Taliban operate under the TTP
In the beginning about 13 groups united under the leadership of Baitullah Mehsud to form the Tehreek-e-Taliban Pakistan.
Among stated objectives are resistance against the Pakistani state, enforcement of their interpretation of Sharia and a plan to unite against NATO-led forces in Afghanistan.

CELLS
Ideological basis: Young, educated, and affluent boys
pretending to live normal lives but working as UNDERCOVER
for Al-Qaeda and waiting for orders to unleash terror
Some of madrassas: Sanctuaries/safe havens of terrorism in
the country.
Unemployment: The mother of all evils; young people have
been found working for RAW as undercover agents.32
ANALYSIS : ROOT CAUSES OF TERROR SLEEPER CELLS
Free flow of funds: There seems to be no check on free flow of funds for members,i.e,the handlers of Raw’s sleeper cells have reportedly found to be based in Canada and Malaysia, but there is uninterrupted flow of funds to their agents in Karachi
Nexus of crime and politics: The nexus of crime and politics turned Lyari into a lawless territory
Poor intelligence: The airport attack in 2014 and Mehran airbase attack in 2011 speak volumes about poor intelligence.

CONCLUSION TO ANALYSIS
Success story of Karachi operation:60% drop in terror-related incidents in the last two years.
However, the issue of terrorism in Karachi, or for that matter in the country at large, will not just go away unless network of sleeper cells is annihilated.
