Executive summaryn Over 600,000 people live within a 30 minute peak time recruitment

catchment serving manufacturers and similar firms in Telford.

n This recruitment catchment has a relatively stable and broad age structure with forecast growth of 1% among those of working age over the next ten years. This is above the forecast increase for the West Midlands or England.

n Manufacturing employment is comparatively high in the catchment with a large proportion of jobs involved in machinery manufacture and engineering related activities compared to the region or England.

n There is a high proportion of employees with skilled trades in the workforce.

n Professional and semi-professional staff are more likely to be involved in science, engineering and technology related positions here than the regional and national pattern suggests.

n The employee training participation rate is above regional and national average. This is particularly the case among employees in the production industries.

n Proportionately more of the catchment’s working age population hold NVQs at levels 1, 2 and 3 than in the regional and national workforce.

n School attainment results in the catchment outperform national average when considering those obtaining 5 or more GCSEs graded A* to C and average GCSE and A level scores.

n Some 133,000 students attend nine universities serving the catchment of which around 44,500 graduate annually.

n The proportion of students enrolled on engineering and technology courses and in science subjects is higher than national incidence.

n The cost of employing staff in Telford is competitive against many UK locations whilst maintaining a large choice and quality across most recruitment requirements.

About the location reviewIntroduction

The following Location Review covering Telford’s recruitment catchment provides a thorough and independent assessment of the demographic profile, local labour market conditions, target recruitment groups and extent of recruitment potential for employers. The contents of the report are our own and without editorial influence of Telford and Wrekin Council or any third party.

All data in the report relate to the current observed Journey To Work Area (JTWA) that the majority of staff working across a range of manufacturing jobs in Telford travel from unless otherwise stated. The JTWA takes account of travel to work methods, competing employment locations and transport conditions in the area.

The data draws on official statistics, adjusted and presented to reflect the true recruitment area for employers in Telford. It is the most relevant and up to date source of information on the workforce scale and characteristics in the area.

More detailed information including a comprehensive set of demographic, workforce, training, skills and labour market cost data for the area is available from the authors or Telford and Wrekin Council.

HGV drivetime zones

Most of the UK’s largest and busiest ports and airports are reachable within the statutory four and a half hour HGV driving limit from Telford, including the busiest seaports of the Humber (Grimsby and Immingham) and the busiest freight handling airport, Heathrow.

Some major ports and airports lie within a two hour HGV drivetime. Included among these are the UK’s second and fourth largest freight handling airports, East Midlands and Manchester and the UK’s fifth busiest seaport, Liverpool Docks.

Not included in the diagram but of equal importance is Hams Hall Railhead, 10 miles north of Birmingham Airport. This major rail hub is well within an hour’s HGV drive of Telford.

Other major distribution hubs, such as those near Daventry, Leicester and Northampton on the M1, are within a two hour HGV drivetime. Swindon and Slough along the M4 corridor fall within a three hour HGV drivetime.

Summaryn Over 615,000 people live within a 30 minute peak time Journey To

Work Area (JTWA) serving Telford.

n Similar scaled manufacturing catchments include Newton Aycliffe in the North East (607,800), Winchester (612,650) and Warrington (632,550).

n The catchment’s of working age (OWA) population accounts for 63.5% of total, proportionately above the West Midlands average of 62.9%. Males form a majority of this group, making up 50.5%, above 50% regionally and the national incidence of 49.8%.

n Both the catchment’s overall population and those OWA have experienced growth since 2001 with the overall population increase being slightly above that of the region.

n Looking ahead, as more 5 to 14 year olds replace those retiring from the working age group, the OWA population is forecast to grow by 1% by 2022. This increase stands above the growth predicted in either of the West Midlands or England over the same period.

n Over a quarter of a million employees were OWA. Men formed a majority of 53.5% among both of these employee groups.

n Young employees, those aged between 16 and 24, accounted for 12.7% of total, slightly above 12.4% regionally and the national incidence of 12.3%.

n Employees aged between 25 and 34 represented 16.9% of total. This falls significantly below the West Midlands average of 20.8% and 22.8% in England.

n Employees continuing to work beyond the official age for retirement accounted for 4.1% of total, close to 1% above the regional and national averages. This reflects the mixed urban-rural nature of the catchment area.

n 37.5% of all jobseekers were in their twenties.

n The catchment’s average claimant count of 4% is below the West Midlands and English rate. More localised rates within the catchment vary from a low of 0.6% to a high of 10.8%.

n More importantly, some 19,300 as yet economically inactive individuals have expressed a preference to work given suitable employment opportunities.

n Often quoted obstacles to taking up work are poor access to childcare and inflexible hours. Employers addressing these issues will open up further choice from the local population.

Summaryn Over 71,000 residents benefitted from work related training during 2012. At 18.3% OWA, the

catchment’s training participation rate is 4% above the West Midlands and almost 1% above the national rate.

n Training rates are relatively high across all types of employment. 20% of people in production industries, including construction, had received training against 16.1% in the region and 18.6% nationally.

n Close to 300,000 OWA residents hold NVQs with almost a quarter of these holding a level 4 NVQ, broadly equivalent to a degree.

n Proportionately more of the catchment’s residents possess NVQs at levels 1, 2 and 3 than reported regionally and nationally, these being around 1% higher in most cases.

n The rate of NVQ2 qualifications in the catchment population is 2% above the English average of 16.6%.

n Moreover, some 74,200 residents with NVQs are not currently working. 16,500 hold NVQ3s and 13,650 hold NVQ4s. All are important , skilled groups for recruitment targeting.
