ABOUT THE COUNTY

Stanislaus County is located in Central California within 90 minutes of the San Francisco Bay Area, the Silicon Valley,

Sacramento, the Sierra Nevada Mountains and California’s Central Coast. With an estimated 538,388 people calling this

and has a total land area of 1,515 square miles. Temperatures range from an average low of 38 degrees Fahrenheit in the

winter to an average high of 85 degrees in the summer.

ABOUT THE HEALTH SERVICES AGENCY

The Health Services Agency (HSA) serves as the local Public Health Department, and operates a network of outpatient

medical programs and services. HSA includes medical offices in seven locations throughout Stanislaus County, provides

traditional public health services, health education programs and participates in the Valley Consortium for Medical

Education (VCME), a California nonprofit public benefit corporation which trains resident physicians. HSA has

approximately 500 full-time and 100 part-time employees, facilitates an active volunteer program, and hosts formal and

informal internships.

The Public Health Division resides within HSA and is responsible for promoting, protecting and improving the health of the

entire County. The Public Health division manages and directs a range of programs and services: children’s medical

services, emergency preparedness, community wellness and prevention, family health, and communicable disease

prevention and control. Public Health is committed to protecting and improving the health and well-being of its residents,

through the effective use of data, implementation of prevention strategies, continuous quality improvement, advocacy,

ABOUT THE POSITION

The Supervising Epidemiologist is responsible for leading and directing the CAPE (Community Assessment, Planning and Evaluation) unit and assuming the primary role of defining, articulating and implementing epidemiological activities to ensure a data driven approach to program planning, implementation and evaluation. Providing technical leadership and guidance to public health professionals and overseeing, guiding and coordinating the work and activities of epidemiologists across multiple public health programs

COMPENSATION AND BENEFITS

Annual Salary: $69,180.80—$103,750.40

The current salary range for this position is open with hiring dependent upon experience and qualifications. The County

of Stanislaus provides a competitive and comprehensive benefits package for regular full-time County management

TYPICAL TASKS

• Lead, direct and guide the

work of Community

Assessment Planning and

Evaluation team (CAPE);

• Develop and implement

protocols, policies and

procedures for methods of

collecting, analyzing,

interpreting, and disseminating

data;

• Oversee the design

development and quality of

surveillance systems and

activities;

• Review completed work of the

CAPE team for accuracy,

substance and completeness to

ensure alignment with

organizations policy and

positions;

• Provide orientation and

training for new

Epidemiologists;

• Advise the Director of Public

Health, the executive and

program management on

issues of epidemiology,

patterns of morbidity and

mortality, and health risks in

the County population;

• Represent the division as

required in public forums with

public and private agencies;

• Direct the development and

design of reports and

publications addressing

complex public health

problems and functions as lead

author as indicated;

• Design, manipulate, and use

databases for analysis of health

problems;

• Perform Quality Assurance

procedures on data received by

the various programs;

• Provide scientific advice and

technical assistance to

communities and outside

partners;

• Help recruit and select staff for

Epi team, conduct employee

performance reviews;

• Participate in writing grants

and other funding proposals

and help develop evaluation

plans;

• Participate in after-hours

activities including partner

meetings, investigations, and

community outreach;

• Develop and monitor budgets;

and

• Use a community-driven

approach to document

community health status and

related inequities and assess

the effectiveness of health

interventions through a health

equity lens.

Education and

Experience

• A Master’s degree from an accredited college or university in Public Health or closely related public health field with specialization in Epidemiology or its equivalent; AND

• Five (5) years experience as an Epidemiologist preferably in a public health setting focusing on communicable disease, chronic disease, and reproductive health; AND

• Five (5) years of experience managing data, planning, designing and implementing, surveillance systems, analyzing, evaluating and interpreting health-related epidemiologic studies and field of investigations; AND

• A minimum of three (3) years supervising professional/technical staff.

SKILLS/ABILITIES

• Excellent written and oral communication skills;

• Ability to conduct community health assessment and

analyze current community health trends;

• Experience working in a government public health

agency including programs such as Chronic Disease,

HIV/AIDS, Tuberculosis and Maternal Health;

• Manage programs within assigned budget parameters;

• Write grants and proposals;

• Prepare clear and concise reports and correspondence;

• Proven ability to lead and work within multidisciplinary

teams and with communities;

• Experience working with a Statistical Analysis Software

(SAS) package, Microsoft Access, and Microsoft Excel to

import/export, manage large data sets (data cleaning,

data mining, data matching/merging), and analyze data

(e.g., descriptive statistics);

• Experience working with and interpreting qualitative

and quantitative methods, trend data, and cross-

sectional data;

• Good interpersonal skills with the ability to actively

listen, integrate input from diverse sources, and work

collaboratively; and

• Ability to create and maintain a collaborative and

supportive environment that encourages teamwork,

innovation and high performance.

KNOWLEDGE

• Principles and practices applicable to the surveillance

and investigation of diseases;

• Public health practice, community engagement

principles, social and economic determinants of health,

and principles of health and racial equity;

• Performance management frameworks, public health

accreditation, program evaluation, and quality

improvement approaches;

• Privacy laws and ethical principles in preparing and

submitting publications;

• Epidemiologic principles and methods to implement

and maintain disease surveillance programs;

• Principles of management, organization, training and

evaluation;

• Principles and procedures of epidemiology including

design, evaluation of epidemiologic research,

epidemiology of common communicable and chronic

diseases and methods of disease control;

• Methods and formats for preparation of scientific

papers;

• Principles and practices of statistics as applied

in epidemiology;

• Applications for the storage, management,

manipulation and analysis of large databases; and

• Environmental, social, economic, cultural and other

issues impacting health outcomes.

LICENSE

• Applicants must possess and maintain a valid California

Driver’s License and remain free from repeated

preventable accidents.

CLASSIFICATION INFORMATION

Unless otherwise provided, this position is part of the

Unclassified Service of the County and considered “at will”

for labor relations purposes.

Incumbents are also subject to overtime, standby, callback,

weekend, holiday and shift assignments. The individual

selected will participate in the Stanislaus County Pay-for-

Performance program, as well as receive additional

benefits.
