Show Low, Arizona, is the commercial and tourism hub of theWhite Mountains of Arizona. Our rural progressivecommunity was established in 1870 and incorporated in1953. It is located at an elevation of 6,400 feet in the midstof the largest forest of Ponderosa pine trees in the United

States. And it all began with a card game.

Marion Clark and CorydonE. Cooley, a famous IndianScout, were partners andhomesteaded their land in1870, fencing off some100,000 acres with barbedwire. Part of their ranch isthe present town site ofShow Low. Some years later,the two partners had adisagreement and decided to

dissolve the partnership with a game of cards called “Seven Up” —the winner would buy out the loser. As the story goes, the partnersplayed all night. On the last hand Cooley needed just one point towin. At that moment, Clark is reported to have said, “You ‘ShowLow’ and you win!” Cooley cut the deck and came up with theDeuce of Clubs, thus winning the game and the land, andproviding the name for the future town of Show Low. Today, themain street is called the Deuce of Clubs.

Show Low is the most populated community in Navajo Countywith 12,400 year-round residents, and yet it continues to retain its“small town” character and family values reminiscent of its modestbeginning.

Just three or four hours driving time from Phoenix, Tucson,Flagstaff and Albuquerque via three regional highways (260, 60and 77), Show Low attracts thousands of visitors and seasonalresidents. All enjoy our moderate four seasons, beautiful outdoors,abundant water supply, nearby forest lakes and streams and acommunity full of friendly people.

Show Low is located in northeastern Arizona, at theintersection of state highways 260 (from Payson), 60(from Globe and Eagar/Springerville) and 77 (fromTucson and Flagstaff/Holbrook). The City is alsoaccessible to Interstate 40 to the north. I-40 is a major

east-west route spanning coast to coast.

Voted the 2007 Airport of the Year by the ArizonaDepartment of Transportation (Aeronautics Division), theShow Low Regional Airport is the premier air transportationfacility in the White Mountains. Just two miles east ofdowntown Show Low, the airport boasts two runways withparallel and connecting taxiways, a modern 6,400-square-footterminal building, short- and long-term vehicle parking lotsand three aircraft parking ramps. An on-site fire stationprovides fire and safety coverage for the airport’s users 365days a year. A new 5,500-foot crosswind runway is planned toreplace the current 3,920-foot crosswind runway.

The airport offers daily scheduledcommuter air service between Show Lowand Phoenix seven days per week viaGreat Lakes Airlines. Utilizing twin-engine Beech-1900 pressurized aircraft,passengers can fly one-way between thetwo cities in a little under an hour versus afour-hour, 180-mile one-way driving trip.Great Lakes passengers can connect to anyof the major airlines operating fromPhoenix’s Sky Harbor.

Passenger bus service is also available sixdays a week between Show Low andPhoenix, via Payson. The service connectsto any terminal at Sky Harbor Airport.

Getting around Show Low and theimmediate area is not a problem. TheFour Seasons Connection provides publictransit service throughout the Show Lowand Pinetop-Lakeside area. A secondpublic transit system, The WhiteMountain Connection, provides dailyservice along State Highway 77 betweenPinetop-Lakeside and Holbrook, thecounty seat, with stops in Snowflake-Taylor. Privately-operated taxi cab serviceis also available within the Show Low area.

In 1200, a tribal village was established in thearea of present-day Show Low, but was laterabandoned for unknown reasons. Threecenturies later, Francisco Vasquez de Coronadoleft his footprints in the area searching for the

Seven Cities of Gold. He was followed another threecenturies later by mountain men Ewing Young andKit Carson, as they led a trapping party down to theSalt River Canyon in 1829.

In 1856, Show Low’s founder, Corydon Cooley, leftVirginia at age 20 to come to the New MexicoTerritory. After service in the Union Army and as ascout and interpreter for General George Crook,Cooley married into the White Mountain ApacheTribe. Chief Pedro became his father-in-law. Thetribal center is located in White River and old FortApache approximately 40 miles from present dayShow Low.

In 1873, Cooley moved his family to a small cabinon the banks of what is now Show Low Creek andbecame a ranching partner with Marion Clark. Afterthe legendary card game of 1876, Cooley named hisnewly-acquired ranch “Show Low” and hiredMormon settlers David Adams and Alfred Cluff asworkers on the ranch. Adams and Cluff would soonhave their own ranches. In 1880, Cooley and theHuning brothers became partners in the Show Low

Ranch property and opened the first store in ShowLow three years later. Cooley and the Huningsdissolved their partnership in 1888 and the ranchwas sold to Henry Huning.

In her book, Show Low Dreams, author andhistorian Jane Stump wrote: “In 1903, the HuningRanch was sold for $13,500 to a group of sixMormons (Flake, Willis, Owens, Hansen and twoEllsworths). The sale was negotiated by WilliamFlake…the property had increased to more than onehalf million acres…”

Show Low was incorporated in 1953.

n 1953, the Arizona Legislature approved the incorporation of theCity of Show Low. With this new title came a new government.Show Low has a non-partisan City Council-City Manager form ofgovernment. The mayor is elected at-large, as are the sevencouncil members. The mayor, mostly an honorary position, serves

as chair of the council and presides at civic functions.

The actual day-to-day running of the City falls on the shoulders ofthe city manager who is employed by the city council. The managersupervises the City, a workforce of more than 150 full-timeequivalent individuals. The City also has a director of public worksresponsible for the Roads, Water and Sewer and CemeteryDepartments.

Show Low’s Police Department is divided into two sections: SupportServices, supervised by the Deputy Police Chief, and Patrol Services,supervised by the Captain. Support Services consists of the DetectiveDivision, Prosecution, Communications, Records Division andFacility & Grounds. Patrol Services consists of Patrol Division,Training Division and Animal Control.

The City’s Public Works Department provides sewer and waterservices and contracts for refuse collection. City water is pumpedfrom underground reservoirs. Private utility companies providenatural gas and electricity, and some areas of the city are serviced byprivate water companies.

Planning is a vital component to city life. Maintaining the City’sMaster Plan, reviewing current projects, preparing studies, workingwith other departments of the City, providing administrative supportto various committees of the City and meeting with property ownersand developers to explain rules, regulations, ordinances andprocedures are just a few of the duties performed by the Departmentof Planning.

The Parks and Recreation Department is an important ingredient tosustaining the high quality of life the citizens of Show Low enjoy. Thedepartment maintains a system of eight parks and an indoor familyaquatic center, and also offers a very diverse assortment of organizedrecreational opportunities. Amenities within the parks include a dogpark, a BMX track, a skateboard park, Frisbee golf, softball fields andbasketball and tennis courts.

Business Development is housed within the city manager’s office andfocuses on facilitating development activities and diversifying thelocal economy.

The Show Low Fire Department is a full-time department organizedas an independent fire district and governed by a board of directors.The department has three fire stations within Show Low andcurrently employs 36 career and 15 reserve firefighters and threeadministrative personnel. The department’s mission is twofold:Prevention and Emergency Response. Prevention is accomplishedthrough the education of the community; by inspection to ensurethat existing structures and methods are within safety guidelines; byinsuring new buildings comply with strict fire codes; and throughcareful inspection after a fire to determine its cause and how it maybe avoided in the future. Emergency response services includeparamedic engines, fire suppression, a regional Haz-Mat team, ARFF(airport rescue fire fighting), wildland fire fighting, fuel mitigationand fleet support.

Downtown development is happening in the “old town” district ofShow Low, which has been – and still is – undergoing a majorrevitalization. The rejuvenation of the area will offer newbusinesses a spot in the center of Show Low’s popular commercialsector.

New and existing businesses in Show Low are afforded severalsupportive resources in the area, including Northland PioneerCollege’s Small Business Development Center, the ArizonaDepartment of Commerce and U.S. Small BusinessAdministration office.

how Low is at the center of spectacular scenery and uniqueplaces to go, thanks in large part to the beautiful forest thatsurrounds the City. The Apache-Sitgreaves National Forest isa 2.63 million-acre U.S. National Forest, which runs alongthe Mogollon Rim and the White Mountains and extends

into New Mexico. The forest has more than 400 species of wildlifeand more than 40 lakes and streams in Show Low’s immediate areathat allow for various recreational opportunities.

The Mogollon Rim, a geological fault line that extendsapproximately 200 miles through central Arizona, runs along thesouthern border of Show Low. Many people travel along the Rim,camping near the cliffs and taking in the magnificent vantagepoint overlooking central Arizona. Locals enjoy the Mogollon RimInterpretive Trail located a mile south of the Show Low city limits.

Show Low’s vibrant downtown and business districts are highlyvisible indicators of our community spirit and a visual image ofour heritage and community pride. During 2010, three majordevelopments will take place downtown: 1) an extensivestreetscaping project; 2) the addition of a larger and more modernlibrary and conference rooms; and 3) Show Low’s City Hall willrelocate to the present library building.

Approximately 300 people each day read and relax in our publiclibrary. The children’s room has books, videos, audio/cassettes,exhibits, story hour and other fun activities. Through computertechnology, shared resources and innovative programming, thelibrary provides comprehensive services for all. Located on thelibrary property are shaded grass areas for relaxing and the City’smilitary veteran’s memorial for remembering.

The Show Low Historical Society Museum is comprised of 15rooms of exhibits, which highlight and preserve the community’searly history. The museum features a re-created 19th century

kitchen, authentic tools from an original blacksmith shop, a largeprivate Native American artifacts collection, a room dedicated tothe 2002 Rodeo-Chediski fire and many more exhibits andmaterials from the area’s rich heritage.

Don’t miss a visit to one of the two large lake recreation areaslocated adjacent to the City. The Fool Hollow Lake RecreationArea is an 850-acre state park featuring a 149-acre lake great forboating and fishing, as well as an amphitheater, play area and sitesfor camping. Managed by the City of Show Low, the 100-acreShow Low Lake Park is also a popular site for camping, picnicking,boating and fishing.

Situated a mere 2.5 miles north of Show Low on State Route 77,the Severnson Wildlife Trail consists of an environmental area andthe Pintail Lake Wildlife Viewing Area, which provides an outdoorclassroom. In the planning stages is the Show Low Creek Trail. Thetrail is aimed at linking all areas of the Show Low community,from local businesses to neighborhoods and schools, to the FoolHollow State Recreation Area and the Pintail Lake Wildlife Area.

Another popular site for visitors is the Hon-Dah Resort Casinoand Conference Center in nearby Pinetop. The award-winningcasino houses slot machines, Blackjack tables, a Poker room, aswell as a children’s arcade area and a full-service restaurant andlounge, which offers live entertainment six nights a week. A host ofevents and festivals are located on the casino grounds, includingoutdoor concerts and the “Pow Wow in the Pines.”

Northland Pioneer College is a two-year accredited institutionthat serves the residents of Navajo and Apache countiesthrough four regional campuses and six learning centersscattered over more than 21,000 square miles of northeasternArizona. The Show Low White Mountain campus ofNorthland Pioneer College is the largest of the communitycollege’s 10 locations. major medical center and numerous privately-owned healthcareclinics and professional medical offices form our “medical district”on the south side of the City. An urgent care and rehabilitationclinic on the Deuce of Clubs and several managed-care facilitiesare components of Show Low’s health services industry.

Summit Healthcare Regional Medical Center is a private, not-for-profithealthcare facility that is community-owned and governed by a seven-person board. It is the only public full-service hospital in Navajo andApache Counties. Summit Healthcare is one of the first rural hospitals tobe certified within the Arizona Perinatal Regional System and was thefirst hospital in Arizona to have a designated Level IV Trauma Center.

Every year critical steps are taken to ensure that patients at SummitHealthcare Regional Medical Center are provided with state-of-the-arthealthcare close to home by investing millions of dollars in equipmentand technology and by attracting an outstanding physician staffrepresenting a variety of medical specialties. For example, SummitRegional Medical Center has acquired a new, state-of-the-art CTimaging system. It is the world’s first Volume Computed Tomography(VCT) system that will offer an innovative way for physicians to obtainthe information they need to diagnose disease and life-threateningillnesses, including cardiovascular disease, stroke and chest pain.Physicians will be able to capture images of a beating heart in fiveheartbeats, an organ in one second and perform whole body trauma in10 seconds, more than twice as fast as conventional multi-slice CTscanners. This speed is especially helpful in shortening breath holds forgeriatric patients, patients who are on ventilators and pediatric patients.

A five-story expansion was recently dedicated to provide for an ICU andMedical/Surgical unit on the first floor, a Medical/Surgical unit on thesecond floor and an obstetrical and women’s health unit on the thirdfloor. The unit houses an observation nursery and 20 private rooms forcouplet care, allowing for mom, baby and family to room together. Thefourth and fifth floor will be shelled in as we anticipate further expansionas our population grows.

The East Campus building at Summit Regional Medical Center providesoutstanding community health services. Here you’ll find healthpromotion, disease prevention and occupational health services rangingfrom a supervised exercise program and nutritional counseling to cardiacrehabilitation and immunizations.

In addition to the Summit Healthcare facility, a number of assisted livingfacilities are located in and around Show Low as well as privately-operated counseling centers and a hospice and palliative care business inneighboring Lakeside that provides care within the patient’s home or atits inpatient unit.
