Maintain regional mobility during construction for freight users and access to businesses and homes.

Deliver Advanced Bridges within programmed budget.

Construct Advanced Bridges in three years (2016-2018).

Maximize the opportunity for prequalified and non-prequalified small business consultants while increasing the technical capacity for small businesses to become prequalified and grow their technical capacity.
