The Library was founded on November 1, 1909 under the name of “The City Public Reading Room”. From 1909 to 1911 it was located
at 18 Kalnciema Street.
From 1911 to 1981 the Library was located at 4 Zeļļu Street. In 1918, the Library acquired the name of the Library No 2 of Riga City.

As of 1986, the Library is located at the current premises at 6 Lielirbes Street.
In 2012, the Library was awarded the name of Sampeteris Branch Library.
At the end of 2011, the Library was temporarily closed to carry out the furnishing work of the premises.

Branch Library carries out work in regional studies of several directions. For example, it collects information about a dwelling area.
On April 2011, the thematic event “Riga Grand Oaks” with an emphasis on Sampeteris neighbourhood.
In 2012, Power Point presentation “Sampeteris. Promenade” was developed.
In 2012, photo competition “Sampeteris into my zoom lens”.
In 2009, in honour of the 100th anniversary of the Library, Power Point presentation “Sampeteris Branch Library of
RCL at the turn of the century” was developed.
On February 2011, the thematic event “Transport – work and hobby”.
On May 2011, the tour of library employees and readers to the Latvia Railroad Museum.
On November 2012, meeting with a musician, poet and writer Andris Kivics.
As of 2009, the Branch Library takes part in the reading promotion program “Children Jury” of the State Culture Capital Foundation and the Children’s Literature Centre, involving reading experts and organising final events with different activities.
For example, in 2011 the event “Joy of reading has won” with the Power Point presentation “Results of the Children Jury”.
On October 2012, the event for experts “Leaders are readers”.
In years 2009, 2010 and 2012 the Branch Library participated in the international project – »Nordic Library Week”.
In 2009, the event “For Peace and only Peace”. The world of Astrid Lindgren.
In 2010, two events for two age groups “Let’s help to a polar bear!” and…
… and “Reading aloud for teenagers in the candle light”,
In 2012, reading aloud “Hour of twilight”.
The Library took part in the summer reading activities organised by RCL
“Attention! Guys are reading”, “Read and collect stamps”. 2010
The theme “Workshop of enchanting changes” of the program of reading and creative activities “Idea factory in the book”.

On August 2012, the Library acquired Microsoft XBox 360 game console and Kinect movement sensor, as
well as TV screen.
Sampeteris Branch Library cooperates with pre-school educational establishments and schools of a dwelling area.
