    Te RIBA has launched acompetition for the design of anindoor childrens play space andan exterior roof garden at theHOK-designed Royal LondonHospital (pictured), due to openin east London in 2012. Tedeadline for pre-qualicationquestionnaires is 15 September.

    South yneside MetropolitanBorough Council is on the huntfor a landscape architect todesign a 1.5 million public park.

    Te waterfront park, near themouth of the River yne, is part ofa masterplan for the regenerationof a 35ha browneld site intove mixed-use neighbourhoods.enders must be received by31 August.

    Te annual eVolo SkyscraperCompetition has been openedto both students and architects.Entrants are encouraged toquestion the use of traditionalmaterials, technologies, andaesthetics within skyscraperconstruction and establishunique ways of looking at the

    relationship between skyscrapersand the city. Winners of the rstprizes will be awarded US$5,000.Registration closes on 16November and the deadlinefor entries is 11 January 2010.

    RIBA proposes penalty to stopdevelopers ditching architects

    Te RIBA has unveiled a plan todeter developers from replacing aprojects original architect with a

    cheaper rm.Under the proposal, which

    would be part of the Section 106agreement, developers would haveto pay planning authorities if theydropped the original architect.

    architects after winning planning.In 2007, David Chippereld

    Architects was replaced byHamiltons on a 15 millionresidential scheme in north

    London (AJ 12.07.07), eventhough the practice was includedin the Section 106 agreement.

    Under the RIBA plans,planning authorities could usethe funds raised through penaltiesto pay the original design team tomonitor detail schemes, in orderto prevent value engineering.

    Adam said: Its the onlyseriously watertight attempt tocure the problem of sacking thenamed architect after planningconsent has been granted.

    RIBA planning spokespersonPeter Stewart said: Local

    authorities will tell you its hardto turn down an oer based onquality of materials. Whats

    needed is expert scrutiny and thisis a method for demanding it.

    Te draft goes as far as ispossible within what can bedone legally, he added.

    Andrew Hanson, managingdirector of Hanson + ConfederateArchitects, said: Tis documentis interesting and very clever. Ihave had problems in the past

    with companies substituting usfor a cheaper rm after gainingplanning consent, with absolutelydisastrous results.
