Newsletter Issue 1 – August 2013 Restart@Work: paving the way for an European Outplacement Strategy R@W - Restart@Work a strategic pattern for outplacement Quick overview: R@W Restart@Work will run from October2012 until September 2014 and will strengthen and exploit the model deve- loped by Fòrema in Italy to facilitate reintegration into the job market of redundant workers and fight unem- ployment. Target groups in Spain, Bulgaria and France will be involved to transfer and reinforce the model. Fig. 1 – The Restart@Work Model - Forèma pag 1/3 The successful recipe to facilitate the outplacement and reintegration of redundant workers in the labour market, through the update of the competences in cooperation with companies, social partners and public services at local level has been successfully created and tested by Forema. The model and the experience is going to be transferred to Spain, France and Bulgaria. The Partners will adapt and enrich the model and the tools, in order to ensure its transferability at European level and improve the existing set of actions in Italy as well. Although since the beginning of the project, in October 2012, the unemployment rate in the Union remai- ned substantially stable, rising from a 10,7% to a 10,9% in June 2013, the partners countries are severely suffering from an above-average unemployment rate. Particularly in Spain, the crisis lead to a dramatic 26,3% rate. Such a challenging situation might hinder the achievement of Europe 2020 strategy’s goals. The key success factors of the Restart@Work model are the close cooperation of all the private and public stakeholders involved and the individual training and tutoring provided to each worker toward the outplacement. To support the transfer to the Spanish training agency Indico, the Bulgarian professional network Assist Net and the French Université Blaise Pascal, and integrate the outcomes in Italy, a pool of relevant orga- nisations provide their experience and expertise. Namely the Province of Padua, the regional trade union CISL, the company Cartotecnica Postumia, the University of Padua and the service agency of the regional association of entrepreneurs Confindustria Veneto SIAV will aim to improve services quality provided by VET and labour system and bring at EU level the adapted Outplacement Strategy.

The focus groups and the Cross cultural analysisThe University of Padua – Department FISPPA proceeded to the context analysis supported by two focus groups organized in cooperation with Fòrema. Highlighting the cultural differences between Italy, the country in which the R@W model has been developed, and the three “importing” cultures might help to focus on a cross-cultural perspective that is useful to understand and predict how and when there might be cross-cultural discrepancies. The first focus group involved the experts who applied the outplacement model in Italy, and they provided to the University of Padua with suggestions and comments about its application.They highlighted the importance of a mutual trust relationship with the workers, to enhance her/his moti-vation and facilitate peer support during the action. The participation to the action shall be on a voluntary basis and traditional training activities shall be replaced by customized actions and assessment of skills.The second focus group involved the Italian stakeholders, which participated to the outplacement inter-ventions with Fòrema, namely the regional trade union CISL, the Province of Padua and the regional Bank Foundation. The participants underlined several issues to consider within the model, namely: the impor-tance to train the individual career counselor and to answer to job market needs (eg. Technical training) the need to ensure a horizontal governance to the process (public and private), the opportunity to integra-te the outplacement protocol with competencies certification systems and the need to foster geographi-cal mobility.The output is the draft guideline prepared to transfer the R@W model and to minimize the negative influence that the process of translation and adaptation has on the effectiveness of localized outplace-ment interventions.Three main issues are tackled1. Italy, Spain, France and Bulgaria compared according to Hofstede’s 4 factor model of national culture;2. Basic concepts in cross-cultural research and main steps of the translation process;3. Implementing the adapted R@W protocol: the importance of context analysis. Moreover, to ensure transferability at EU level, the model will embed the EQF and ECVET stan-dards concerning competence and learning outcomes description, as well as apply the EQARF recommendation to ensure the quality of the VET systems involved.

EventsR@W partners organized three Kick off meetings in Italy, Spain and Bulgaria, involving 170 civil servants, social partners, trainers and practitio-ners in the fields of employment, training, social development, business and banking. A fourth meeting will be organized in France in 2013.
