WHILE owning your first home is moreattainable now than it was five years ago,buying your dream home near the river oralong the coast may is still no easy task.

The median house price in Perthdropped $50,000 to $420,000 in the yearended December 31.

Housing Industry Association chiefexecutive Chris Lamont said lowermortgage rates and the boost of the firsthomeowners’ scheme had made it moreaffordable for first-home buyers to owntheir own home.

“For would-be first-home buyers,conditions have improved significantly andclearly many Australians are taking up theopportunity to get into home ownership,”

Mr Lamont said.“Previously, a household would have to

be earning in the order of $85,000 toafford a modestly-priced home withoutgoing into severe mortgage stress,” MrLamont said.

According to a federal governmentreport, this figure is now $70,000.

Mr Lamont said the improvement inhousing affordability means that even thoseon a more modest income can nowcontemplate a home of their own.

Prices in Perth’s affluent suburbs mayhave fallen up to 20 per cent over the pastyear, but this represented a fall in currentselling prices and not real values.

According to veteran Western Suburbsagent David Airey, buyers and sellersneeded to distinguish between paperprices and real prices to get a properunderstanding of the blue-chip marketwedged between the river and the sea.

“A better way to measure value trendsis by looking at the resale price of aproperty,’’ he said.

“In other words, did the house increasein price or go backwards between sales?”

Recent analysis by REIWA found that of

the 1266 sales in the Western Suburbs lastyear, only 29 - or about two per cent -recorded a negative resale value.

“This REIWA data also shows that theaverage fall of those which went backwardswas 7 per cent, while the average gain inthose which had positive growth betweensales was a healthy 133 per cent,” Mr Aireysaid.

Wembley recorded the greatestnumber of negative resales, with fiveproperties selling for less than they werepurchased for.

This was followed by Claremont andMosman Park with four negative resaleseach. Cottesloe had three and City Beach,Floreat, Nedlands and Subiaco had twoapiece.

REIWA president Rob Druitt said whilehouse prices in the Western Suburbs haddropped slightly, the demand to live thereremained high.

“If sellers are in no hurry to sell thenprices will remain strong,’’ he said.“However, if unemployment fallout fromthe resources downturn ripples throughthe Western Suburbs then we may seemore people having to downsize.’’ ■

Buyers and sellers need to distinguish between paper prices and real prices.

THE social structures of some ofAustralia’s wealthiest suburbs coulddeteriorate as quickly as theirhouse prices, while “underdog”locales become increasinglygentrified.

Dozens of traditionally wealthysuburbs – including Subiaco andFloreat in Perth’s Western Suburbs– have all seen average house pricestopple in the past 12 months,according to sales data compiledfrom property information serviceRP Data.

Demographer Bernard Salt, apartner at KPMG, said the financialcrisis was taking a toll on poshersuburbs – and a new breed ofwealthy residents would surface.

“The ‘oomph’… has been takenout of the top 20 per cent ofincome earners,” Mr Salt said.

“People just don’t have themeans to maintain those expensivelifestyles any more.”

Mr Salt said he expected pricesto continue to fall in affluentsuburbs over the next 12 months.

Louis Christopher, managingdirector of SQM Research, said theupper end of the market was alwaysmore volatile when the economywas suffering.

“I think we can directly attributethe falls to the economicdownturn,” said Mr Christopher,who also heads property researchat Advisor Edge. “When you see arecession, the upper end of themarket tends to be more affected.

“Finance executives have beenhit hard.”

Many homes in posh suburbswere being rented out becauseowners were having trouble selling,he said. “They’ve ended upbecoming reluctant landlords.”

Mr Salt said people such asbanking executives, who havetraditionally populated prestigioussuburbs, would be forced to moveout and workers in high-growthsectors would most likely replacethem.■ Mark Schliebs

Backing for agreen causeTHE Federal Government plans to provide freeinsulation in about 2.7 million homes, with its $4 billionEnergy Efficient Homes Package.

The package aims to cut their energy waste, makinghomes more comfortable and helping home ownerssave up to 40 per cent on their electricity bills.

From July 1, 2009, owner-occupiers without ceilinginsulation will be eligible for free product andinstallation (capped at $1600).

As an interim arrangement, from February 3 untilJune 30, 2009, eligible owner-occupiers who installceiling insulation in their homes will be able to seekreimbursement (up to $1600) after the programcommences.

The Government estimates 2.2 million owner-occupied homes will benefit from this program.

To help renters lower their emissions and savemoney on energy bills, the Government will also doublethe rebate available under the Low Emissions Plan forRenters for landlords to install insulation in their rentalproperties – from $500 up to $1000 – from February 3,2009, until June 30, 2011.

The Government estimates 500,000 rented homeswill benefit from this program.

The Energy Efficient Homes investment alsoincreases the Government’s Solar Hot Water Rebatefrom $1000 to $1600 and will not be means tested.

Under the Energy Efficient Homes package,homeowners will be able to access either the insulationprogram or the solar hot water rebate. ■
