NEW developments along our coast will bepushed back a further 50m to accommodateseal level changes, erosion and severe storms.

A predicted increase in vertical sea levelsfrom 0.38m to 0.9m will result in an increaseto the horizontal setback for the general guidefrom 100m to 150m.

While the State Government in WA is con-fident the revised policy will accommodatecoastal processes across a 100-year planningtime frame, the Urban Development Instituteof Australia (UDIA) is concerned the StateGovernment’s revision to the coastal planningpolicy was too rigid.

UDIA CEO Debra Goostrey said while shedidn’t disagree that sea level rises needed to beaddressed, she did think that there are best-practice solutions that could be consideredother than just a blanket set back.

“UDIA believes that more flexibility fordevelopers is required to ensure that land isnot unnecessarily sterilised for any form ofdevelopment,” she said.

“Alternatives such as sea walls could beimplemented in some cases to protect devel-opment from a potential (sea level) rise.

“Worldwide new technologies and engi-neering solutions are popping up all the timeand it is important to acknowledge that therecould be other ways of protecting new devel-opment.”

Planning Minister John Day said the WA

Planning Commission found it necessary toamend the policy in recognition of nationallyaccepted and adopted increases in sea levelrise projections.

“The practice ofrequiring developmentsetbacks and foreshorereserves has been inplace in WA since the1930s, which meansWA is somewhat bet-ter placed than otherstates to deal with theimpacts of rising sealevel and stormevents,’’ he said.

“The decision hasfollowed careful consideration and reflects thelatest information from the International Panelon Climate Change (IPCC) (2007) and the

Australian Commonwealth Scientific andIndustrial Research Organisation (CSIRO)(2008), and is consistent with other state juris-dictions’ policy positions,” the minister said.

“The position statement places the State ina sound position to avoid negative and costlyimpacts of sea level rise on coastal develop-ment.

“It will ensure our state’s coastal planningguidelines are based on the most up-to-dateinformation, common sense and a precaution-ary approach.”

Ms Goostrey said there should be greaterflexibility and freedom for developers andbuilders.

“If a developer choos-es to use the land forrecreation facilities orrestaurants, and they areaware there is a risk thatin 50 or 100 years thatarea may be affected bysea level rise, it should beup to them to take thatrisk,’’ she said.

A full review of the State Coastal Plan-ning Policy has begun, with proposed

changes expected to be released for public consultation by the end of theyear. ■

The current R30 zoning created the unusualopportunity for developers, as the two blockscombined would allow for five new homes.

Abel McGrath said nearby neighbourswould be pleased to know the new ownersplan to renovate and update the homes tomodern standards. ■

It mainly affects the lungs anddigestive system, and there is a1 in 25 chance of carrying thegene.

Investors lose out onmillions in benefitsWITH building approvals for higher densityhomes such as apartments and units skyrocket-ing, a growing number of WA investors aremissing out on hundreds of dollars in tax bene-fits.

According to tax depreciation experts DEP-PRO, first-time investors fail to understand thattax benefits are just as important as rentalincome.

New ABS figures show residential buildingapprovals in WA for higher density homestotalled $1.17 billion last financial year, indicat-ing a rise of more than $320 million.

The central Perth area, which includes thewestern suburbs, accounted for about 23 percent of all building approvals in the metro areaduring this period.

DEPPRO said higher density living hadbecome increasing popular in Perth, particular-ly along the northern coastal strip with theStirling coastal area accounting for over $50million in building approvals in the past year.

“It is unfortunate that many first-time prop-erty investors who purchase apartments and

units for investment purposes are still the mostcommon group of investors who fail to obtainthe full tax depreciation entitlements,’’ she said.

“While there are many issues concerningthe depreciation entitlements on properties, inmost cases, strata style homes such as apart-ments provide a higher rate of depreciationthan houses.”

Ms Tucker said when you consider that thepurchase price of these new apartments/town-houses can start from over $450,000, aninvestor could achieve significant tax benefitsthrough depreciation.

“Most investors do not realize that tax ben-efits obtained through depreciation can beequivalent to 60 per cent of the total purchaseprice of the property,’’ she said.

“For a new apartment in Perth this canequate to over $250,000 in possible tax bene-fits through depreciation.A large proportion ofthese tax benefits are never claimed whichmeans that each year hundreds of millions ofdollars in tax benefits are lost every year byinvestors not claiming their entitlements.” ■

LUIS La Pegna is proof that when itcomes to design flair, either you haveit or you don’t.

Nine years ago, the then 30-year-old decided to move away from acareer in hospitality and into interiordesign.

Without any formal qualifications,he established boutique design con-sultancy Dlux Inte-riors, which helater expanded intoa retail showroom.

Earlier thismonth, Mr La Pegnaopened his secondstore, a larger, moreupmarket show-room, in Nedlands.

“I’ve always hada passion for furni-ture and interiors,and my flair wasnurtured by familyand friends,” hesaid.

“It has remaineda constant part ofmy life.”

When he estab-lished Dlux Interi-ors in 2001, theWest Perth resi-dent said that Perthpeople were stillshy in their interi-ors, afraid to tryanything too boldor new.

“I’m drawn to French deco andHollywood Glamour,” he said.

“And I love black and white, thecombination is so timeless.

“I also have a penchant for arm-chairs. I just think they add so muchto a room.

“They can change a whole space

and so much can be expressedthrough them.”

Mr La Pegna said he wanted to cre-ate a store that was both unique and

overwhelming. And the Nedlandsshowroom is just that.

Hollywood-esque black and whitestriped awnings hover above the

glamorous window displays – a com-bination of strik-ing pieces, both

imported andfrom interstate,

but all as opulentas one another.Having a pres-

ence on StirlingHighway has longbeen a dream of

Mr La Pegna’swho says that

approximately 50per cent of his

clientele arefrom the west-

ern suburbs.“Customers

have been over-whelming with

support; it’s beena long time com-

ing,” he said.With two sis-ters and two

other designerson board, Dlux

Interiors hasgone from

strength tostrength.

What next? The anticipated open-ing of Beluga, a new restaurant in

Claremont Quarter, for which Mr LaPegna styled the interior.

Due to open in February next year,the wait almost seems unbearable for

Dlux enthusiasts. ■
