Program On-Bill Financing

• In January 2020, on-bill financing will available to eligible customers participating in the Heating & Cooling and Income Qualified Programs

• Customers will be screened for initial eligibility upon application processing

• Interested customers can apply during or immediately following their audit

• On-bill financing vendor for 2020 is SlipStream

• All Program Allies must register with SlipStream prior to program participation

• SlipStream will provide additional training prior to program launch

Program On-Bill Financing – Qualifying Factors

• To qualify for on-bill financing a customer must meet all of the following criteria:

Applicant must have an active Ameren Illinois account

Applicant must be current on their bill

Applicant must be the primary account holder

Applicant can never have had a write-off

Applicant can not be on a pay agreement

Applicant cannot have had a disconnect in the past year

Minimum credit score applies

• Customers that do not qualify for on-bill financing are still eligible to participate in the program

Program On-Bill Financing Process

1. The HES team will confirm customers understanding of the loan terms prior to work scope approval.

2. Once a work scope is approved by a technical reviewer and loan terms approved by the HES team, the project is released.

3. Any changes to the project scope need to be reviewed and approved by technical reviewer.

Review of HEIQ Program Guidelines

Major changes in PY2020 include:

• Timeline for project completion required:

– Audit completed within 30 days of receipt

– Project completed within 60 days of receipt

– Incentive paperwork completed and submitted within 90 days of receipt

• No bonuses

• Instant Saver Assessment will be the first touch point for the customer

2. During the assessment the Energy Advisor will receive eligible DIMs.

3. Referring Program Ally will receive their customer lead from the Program for a PY2020 project.

PY2020 Instant Savers Assessment Process

• Instant Savers Assessments will be the first point of contact for all customers

• Program staff will perform the Instant Saver Assessment (ISA) and install eligible DIMs

• This will reduce or eliminate the amount of potentially non-viable projects

• Project Coordinator will provide eligible customers to their referring Program Ally

• Program Ally will then perform a full audit and develop a project that meets current program guidelines

– Cannot be installed next to any appliance that is tall enough to block air flow

– Install in a space with excess heat, such as a furnace room

– Removes moisture from a space, like a dehumidifier

• Allies with 7 total points from their last 7 inspections will be placed on 100% inspection rate until that point value drops below 7

• Allies with 10 total points in their last 7 inspections will be placed on a work stoppage until training is completed to ensure all initiative guidelines are followed moving forward

• Continued instances of work stoppage or failure to correct identified issues may result in a reduction of allocated projects or suspension from the program

• If a follow-up inspection is not necessary, the Field Energy Specialist will confirm there are no outstanding issues with the project
