Glossary of Housing Terminology
Fair Market Rent: The estimated amount of money a property with a certain number of
bedrooms, in a certain area of the country, will rent for. It is a gross rent estimate that includes the base rent, as well as any essential utilities that the tenant would be
responsible for paying, such as gas or electric. It does not include non-essential utilities such as telephone, television or internet
Area Median Income (AMI): Refers to the household income level that occurs most often among households within a certain geographic area. A person's income is compared to the
AMI to determine qualification for housing assistance from government housing programs.
Housing Choice Voucher Program (Section 8): The federal government's major program
for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. In order make rent affordable, the Public Housing Authority (PHA) pays any rent which exceeds 30% of a tenant's adjusted monthly
income.
For example, if rent costs $500 per month and a tenant earns $1,000 per month, the
tenant would pay $300 (30% of monthly income) and Section 8 would pay $200 (the difference between what the tenant can afford and what landlord charges).
In general, the family's income may not exceed 50% of the Area Median Income for the county or metropolitan area in which the family chooses to live. Learn more about the

Project-Based Voucher Program: Under the project-based voucher program, a PHA enters into an assistance contract with the owner of the Apartment to make specified units
within the complex affordable to low-income households. The PHA refers families from its
Housing Choice Voucher [Section 8] waiting list to the project owner to fill vacancies. Because the assistance is tied to the unit, a family who moves from the project-based
unit does not have any right to continued housing assistance. However, the family may
switch to the PHA’s tenant-based voucher program when the next voucher is available. FAQ about Project-Based Voucher Properties Here
Low Income Housing: Broad term that describes housing designed for persons living below the Area Median Income (AMI).
“Low Income” = Household Earning less than 80% of the AMI
“Very Low Income” = Household Earning less than 50% of the AMI “Extremely Low Income” = Household Earning less than 30% of the AMI
Subsidized Housing: Describes housing that is financed in whole or in part with government funding.
Affordable Housing: A broad term used to describe decent, safe housing which is
affordable for individuals who, generally, earn less than 80% of the Area Median Income (AMI).

Eligibility
A housing voucher is based on the total annual gross income and family size. In general,
the family’s income may not exceed 50% of median income. By law, we must provide 75
percent of our vouchers to applicants whose incomes do not exceed 30 percent of area
median income.

Application Process
Public Housing Authorities collect information on family income, assets and family
composition. This information is verified with other local agencies, employers and financial
institutions and is used to determine program eligibility and the amount of the housing
assistance payment. Since the demand for housing assistance exceeds the limited
resources available long waiting periods are common. Local preferences, i.e., families that
are living, working or going to school move ahead of other families on the list who do not
quality for any preference. Once we approve an eligible family’s housing unit, the family
and landlord sign a lease and at the same time the landlord and Section 8 sign a housing
assistance payments contract that runs for the same term as the lease.
