0. Choosin1 A New President

t.~onday evening the Citizen's Association rr.eets to choose a new president and <:et ·.m-:ler way fo:- the coming year. The by-laws of the Ass:;c i'l. t: :· r. :,rovide that vacancies shall be filled by u.e ue.-:•Jti :.re Ccr..­~ittce, but since this vacancy is in tt.e of!'ice of president, and occurred at the very r,e;cin~,inr cf the term, the Executive Com'71i ttee wisely decided t:> ·re­fer the matter to the membership. It r.as teen sug­gested th&t tr.e rules on by-laws be suspenoed t0 al­low the Association to do this. The by-laws 1-rovide that tbe rules of proceaure ccntained in ~obert's Rules of Orqer shall govern the Association in all cases which they ap]Jly and where they ar"1 consistent. with the by-laws. ~ examination of the by-laws reveals no provision for the suspension of the rules. According .to Robert's Rules, no moticn is in order that conflicts voitn the laws of the naticn or state, or with the Assembly's constitution or by~ laws and if such a motion is adopted, even by a unanimous vote, it is null and void.

Neither can the by-laws be amended, as a fu.ll meeting' E; notice is required to do that, and even a unanimous vote would be null and void as s•lcr. a rule exists for the protection of absentees. The Execu­tive Committee, however, is suhject to the will cf the parent authority, the Associatit:'n, and the·As~o­ciation may direct the Executive Co~ittee to name as president the person elected ~~cnday night.

Care should be taken in the selecti rJn c f a .;.-r,..:si~ dent that he be a person who has der..onstrated his ability and willingness to df·vo te himself to the affairs of the Associatic·n. The Association adopted a resolution at the October meeting requestinp; a declaratir•r. from each candidate that he ·wc~ld serve if elected. The now resigned president ~ave such assent, and his res:ir:nation at the very next meeting was most reprehensible. ~:uoting from Robert• s Rules "There is something in the nature of a contract between a society and its officerc which either~r~ can modify to some nxtent, <.r even terminate, b•1t it must be done with reasonable consideration for the other party • . A secretary, for instance, t.as no right to refuse to pPrform his duties on tr.e rrc und that he has handed in his resi12;nation. 0::1· the other hand, the society canr•ot compel hi:n to ccn­tinue in office beyond a reasr•nable time t.-; al::.cw for choosing his successor."

Certainly 'the reestablishment of U'.e Citizenshtp Association as the effec-tive medium cf expression for the wl:ole town is a :r.ajor problem.

The Health Asscciation seem~ to have reached a plateau in its development. Before we accept this ph teau ss tt.e permanent one 1 we must l9tudy care­fully the possibility that major· chan~es might be made in its program in order to increase its value in the community. All who are interested ir. fostel'­ing group activity for the comn:o n good should give careful attention to the Health Association during the corning year.

'l'he Third Annual Town Fair will certainly be a chief activity for the year, and good as the past ones have been, much can be done to make this event more than ever, a true ex~ression of the ~reatcom­munity of interests irnerent in Greenbelt.

And l't'hile we are striving to accomplish such of these or other ~,in~s as we may decide should be done, let us strive particularly to increase ~~ng us, a true regard for the fundamental brotLerlineaa of all peoples, without prejudice of any sort. The P.T.A. meeting will be held in the Greenbelt high school at 8:00 P.~., Tuesday-January 7, 1941. The meeting will consist of a s~ort business meeting followed by a school program devoted to the extra­curricular activities and special clubs. The pro­gram's purPJse is that of demor:strating and explain­ing the aims, values, and nature of the special classes in the school.

The school's part of the meeting will begin wi~~ a demonstration by the mol;iel airplane ~roup led by its sponsor, Mr. Paul Brengle. This will be follow­ed by a short talk by Mr. Sliker. The music group will then ~ing two· selections under the .Jirection of Miss Elizabeth Poffenberger. To illustrate the ac­tivities of the remaining clubs, demonstrations will be prepAred in the respective rooms, ~nd it is plan­ned to have the parents visit these at will.

The usual hour of parent-teacher visitation will be held from 9:00 to 10:00 P.!l.

Is he pleasant and cheerful t-ecause he hears no impatient crabbing or na~~i~~ within the four walls of his home? Does Johnnie talk frankly with you because he knows that you are never too tired or too busy to find tin:e for his ir.terests? Last year I ~ondered where I would put. one bike ar.d a wagon. This year another bike is plain­tively askin~ for storage space on rainy days. And t>ecause my small daughter thinks it is beautiful enough to name G~nevieve, I should be happy to have it ~race the living room. And I who love peace and q~et a:n listening all day and half the night to all the thrille.rs that can be had from the radio I, in cne of my v:eak moments b•ught my son :for Christmas! Year. ~~n, Christmas -was such a success we are, and no doubt there are a hundred million others :teduced to cr.e dish meals for the next six weeks. RULES FOR UTERARY GOLF CONTEST

Li ter&J-y Golf is a very interesting game--the ;..laying rules are similar to those of regular golf_, tl'.e object in both cases being t.o play each hole wit~ t.t:e fewest possible strokes. The exercise is ll'f'ntal instead of physical.

At each hole a number of letters are shown sca-t­tered over the fairway between tee and f1ag. These letters are hazards, and the player must overcome tt;er.-. by assembling them into words. Now, since each we>rd so formed ccr.stitutes a stroke, he will natur­al1;; save strokes b~ using long. words. Words of two letter~ or more that are shown in Funk and Wagpall's Dictionary may be used. Proper nouns may be used if so shown. Only the letters shown on fairway n.ay be used ir. tl'.e words assembled for that. hole, and no individual letter can be used more times in the list c,f words than it is shown in group on fairway.
