1. INTRODUCTION

1.1 Tamil Nadu Newsprint and Papers Limited (Project Proponent)-TNPL

Tamil Nadu Newsprint and Papers Limited (TNPL) was promoted by the

Government of Tamil Nadu for the manufacture of newsprint and printing and

writing (P&W) papers, using bagasse as the principle fibre source.

TNPL established a Greenfield mill to produce 200,000 tpa of multi layer coated

boards along with a captive power plant and other utilities/auxiliaries, at Mondipatti

in Trichy District, Tamil Nadu, referred as TNPL- Unit 2, while the existing mill at

Kagithapuram is referred as TNPL-Unit 1.

In order to further strengthen its position in printing and writing (P&W) paper

segment, TNPL is contemplating expansion of unit 2 by adding a P&W paper

machine along with a new chemical hard wood pulp mill, chemical recovery, power

plant and utilities.

1.2 Overview of Existing Facilities

The existing facility was accorded Environmental Clearance vide letter no. SEIAA-

TN/F.No.1203/2013/5(i)&1(d)/EC-11/2014 dated: 06.02.2014 for the installation of

Multi-layer Double coated paper Board plant with 30 MW captive power plant at

Mondipatti village, Manaparai Taluk, Trichy District. Copy of the Environmental

Clearance is enclosed as Annexure 1.

TNPL is regularly submitting Environmental Compliance Report to the Regional

Office, Chennai of MoEF&CC and has complied with all conditions of the

Environmental Clearance issued by SEIAA, Tamil Nadu.

The industry has obtained Consent to Operate vide No. T12/TNPCB/ F.0142TRY/

RL/TRY/A/2016, dated: 18/01/2016 and T12/TNPCB/F.0145TRY/RL//TRY/A/2016

dated: 18/01/2016 under Air (Prevention and Control of Pollution) Act, 1981 and

CTO vide No.T12/TNPCB/F.0142TRY/RL/TRY/W/2016, dated: 18/01/2016 and

T12/TNPCB/F.0145TRY/RL/TRY/W/ 2016 dated: 18/01/2016 under Water

(Prevention and Control of Pollution) Act, 1974. The existing mill facility is located

in an area of 303.35 acres, with vacant spaces well covered with greenery.

In order to further strengthen its position in printing and writing (P&W) paper

segment, TNPL is contemplating expansion of unit 2 by adding a P&W paper

machine along with a new chemical hard wood pulp mill, chemical recovery, power

plant and utilities.

The project will consist of the following facilities;

2. ENVIRONMENTAL MANAGEMENT ASPECTS IN THE EXISTING FACILITIES

2.1 Details of the Existing Facilities

The existing facility has been implementing various Environmental Management

Programs and is complying with all Environmental Regulations and Standards. A

dedicated Health and Environmental Cell headed by a Chief General Manager

(Board Plant) is monitoring and implementing various environmental programs in

the existing facility. Six monthly compliance reports for the EC conditions are being

regularly submitted to Regional office, MoEF&CC, Chennai.

The emissions from the stacks are regularly monitored and the concentrations of

stipulated pollutants are being maintained well within the standards.

2.2 Existing Pollution Sources

In the process plants along with the useful products, several waste products are

also generated. These waste products include flue gases, wastewater and solid

wastes. The waste gases include the flue gases generated from boiler stack. The

atmospheric pollutants from the stacks of these sources include Particulate Matter,

Sulphur dioxide, Nitrogen oxides.

The quantities and the composition of the gaseous, liquid and solid waste that are

generated in the plant are regulated such that their final disposal into the

environment meets all the statutory requirements and the environmental impacts

are minimised. Electrostatic Precipitators are installed in the boiler flue gas

streams to control the particulate matter emissions. Tall stack of height 100 m was

installed on the boiler stacks as per the CPCB minimum stack height guidelines.

2.2.1 Stack Emissions

One common stack connected to 2 numbers of 90TPH Boilers is the only air

pollution source in the existing facility

The controlled emissions of PM, SO2 and NOx are monitored by installing online

continuous emissions monitoring system and also through an accredited third part

environmental testing lab. Summary of stack details is given in Table 2.1 and the

emissions details from the stacks of plant data, TNPCB test report and external lab data are given in Table 2.2, Table 2.3 and Table 2.4

It is observed that the values are well within the emission standards prescribed by

Central Pollution Control Board (CPCB) and Tamil Nadu Pollution Control Board.

2.2.2 Summary of Ambient Air Quality

Ambient air quality is monitored inside the project site by MoEF&CC accredited lab

for designate criteria pollutants. Summary of ambient air quality data in the project site of plant data is given in Table 2.5 and external lab data are given in Table 2.6

It is observed that the values are well within the Ambient Air Quality Standards

prescribed by Central Pollution Control Board (CPCB) and Tamil Nadu Pollution

Control Board.

2.2.3 Summary of the Noise Levels at the Facility

The ambient noise level quality during Day and Night are monitored inside the

project site by MoEF&CC accredited lab. Summary plant data of Average Ambient Noise level data is given in Table 2.7.

It is observed that the values are well within the Ambient Noise Level Standards

prescribed for Day and Night by Central Pollution Control Board (CPCB) and Tamil

Nadu Pollution control Board.

2.3 Water & Waste Water Management

TNPL has constructed a water storage reservoir within the Mill site. During lean

season, the stored water is utilised. The existing fresh water consumption in the

plant is about 7,700 m3/day as against the consented level of 12,500 m³/day.

About 7000 m3/day of water is being recycled within the board machine section

without discharging into the effluent treatment plant. About 1000 m3/day of treated

wastewater from effluent treatment plant also is reused in the main plant. Effluent

generated from the plant is treated in the existing Effluent Treatment Plant with the

capacity of 9,000 m3/day. The treated waste water is used for horticulture

applications within the facility area.

The summary of the quality of the raw and treated wastewater generated from the plant is given in Table 2.8.

prescribed by the CPCB.

2.4 Existing Green Cover TNPL has so far planted about 3.94 lakhs tree saplings in the existing facility. The

photographs of the existing green cover are given in Figure 2.1.

2.5 Compliance with Earlier EC The following depicts the environmental compliance status as per the EC granted

to the existing facility, vide Environmental clearance letter No. SEIAA-

TN/F.NO.1203/2013/ 5(I) & 1(d)/EC-11/2014 dated 06.02.2014 accorded for TNPL Unit-II by SEIAA, Tamil Nadu. Copy of the letter is enclosed as Annexure 2.

i) There shall not be any pulp making / manufacturing in the project of production of Multi-layer Coated Boards as committed and the entire requirement of pulp for the process activity of paper board manufacturing plant shall be outsourced as reported and the documents in this regard shall be maintained.

Complied with. There is no pulp making/ manufacturing in the present scope of the project. The entire pulp required for the operation is being outsourced/ produced from recycled paper.

ii) Air Pollution Control Measures such as Electrostatic Precipitator (ESP) shall be installed for two coal fired boilers proposed in the power plant with common stack of height 100m above G.L for controlling the process emissions so as to achieve the participate emission below 50 mg/Nm3.

ESP has been installed and 100 M tall Chimney has been provided for controlling the emissions from the Power Boilers so as to achieve the particulate emission below 50 mg/Nm3.

iii) In the power plant area, dust collector shall be provided at coal crusher, coal bunker, fly ash silo, bed ash silo and transfer points. Enclosed shed and automatic water sprinkling system with CO detection mechanism (carbon monoxide sensor) shall be provided at coal stock yard and coal handling area to suppress dust

galvaume roofing. Both Power boilers are being operated continuously to meet the steam and power demand for the Paper Board Manufacturing and self utilization. CO detection mechanism has been provided along with on-line Ambient Air Quality station unit.

iv) The fly ash generation from the coal fired boilers at power plant shall be collected in dry form as reported and no ash pond shall be provided for storage of wet ash. The fly ash generated shall be disposed of in accordance with the provisions of the Fly Ash Notifications, 2003.

The entire fly ash generated collected in dry form and being supplied to TNPL’s cement plant & other Cement plants for manufacture of Cement. Since fly ash is handled in dry form, no ash pond is provided for handling of fly ash in wet form.

v) In-plant control measures for checking fugitive emissions from all the vulnerable sources like spillage/ raw materials/coal handlings etc. shall be provided. Water sprinkling and black topping of internal roads shall be carried out to control the fugitive dust emissions due to vehicular movement.

All the required in-plant control measures shall be carried out during the plant operations. All the internal roads are concretized to avoid fugitive dust emission owing to vehicular movements. Road sweeping machine is being engaged to collect the fine dust accumulated on road surfaces.

vi) Ambient Air Quality Monitoring Stations shall be set up in the down wind direction as well as where maximum ground level concentration of RSPM, SO2, NO, are anticipated. At least four ambient air quality monitoring stations should be established in the core zone as well as buffer zone for monitoring RSPM, SO2 and NOX. Location of the monitoring stations should be decided in consultation with State Pollution Control Board based on the meteorological data, topographical features and environmentally and ecologically sensitive targets and frequency of monitoring etc.

Six numbers of Ambient Air Quality has been established in consultation with Deputy Chief Scientific Officer, District Environment Laboratory, TNPCB, Trichy. Monthly Air Quality monitoring including noise level monitoring are being carried out through an independent NABL accredited and MoEF recognized laboratory from May’16.

vii) The water requirement for the project shall not exceed 19,500 KLD including recycling water quantity of 7000 KLD and it shall be met from collector wells proposed to be located in the Cauvery river. Necessary

Permission obtained for drawl of water from River Cauvery vide order No. G.O. (MS) NO. 18 dated 22.01.2015 from Principal Secretary To Government, Public Works Department, Government of

S.No Terms & Conditions Compliance permission from Competent Authority shall be obtained for supply of water for the project from the Cauvery river. Under any circumstances, ground water shall not be drawn for the project without approval.

Tamil Nadu. A copy of the permission order for the drawl of water from River Cauvery is submitted as Annexure I.

viii) Water conservation scheme including rain water harvesting measures to augment ground water resources shall be implemented as per the proposal furnished.

141 numbers of individual rain water harvesting pits are provided at the roof tops of nine major buildings to cover about 21000 Sq. Meter area to recharge the ground water table during rainy season. Details of Rain water pits installed are enclosed in Annexure II.

ix) STP and ETP shall be provided for the treatment of sewage and process effluent from Board manufacturing plant & waste stream from raw water treatment. Flow meters with computer recording system shall be installed at appropriate places in the treatment plant to monitor the quantity of waste water flow & quality of treatment. For this, on-line monitoring mechanism with linkages to Care Air Centre of TNPCB shall be established. The treated sewage and trade effluent shall confirm to the discharge standards prescribed under the EPA Rules (or) SPCB Norms whichever is more stringent.

Combined ETP is provided for the treatment of effluents from both Paper Board Plant and Captive Power Plant and in operation. Required flow meters have been provided for monitoring of quantity of inlet and outlet of effluent treatment plant. Individual STP has been provided for Paper Board Plant with a capacity of 20KLD and Power Plant with a capacity of 10KLD. Continuous treated effluent online monitoring system has been commissioned and uplinked to Water Quality Watch Centre, TNPCB, Chennai. The treated effluent and sewage water quality are being maintained within the norms prescribed by TNPCB.

x) Suitable water conservation measures and waste minimation techniques shall be implemented to reduce generation of waste water at sources itself. Also a suitable proposal shall be drawn to adopt recycle/reuse of treated effluent (more than 1000 KLD) in the process to the maximum extent possible to reduce raw water consumption.

The process plants being procured by TNPL emphasize the need for conservation of water. The recycling of treated effluent is also being practiced in identified consumption points without affecting quality of product.

xi) The high TDS stream of effluent (1400 KLD) such as RO rejects, DM regeneration waste & auxiliary cooling tower bleed off from raw water treatment plant in the power

The Treated effluent meeting the norms prescribed by TNPC Board is fully utilized to irrigate the tree saplings planted in the mill premises located at Mondipatti Village and additional areas located in K. Periyapatti and Chettichatram villages to the tune of 181 Hectares of land through lift irrigation scheme.

xii) The land area of 674.64 Acres earmarked within the project area for irrigation/green belt development utilizing 9700 KLD of treated waste water shall be developed in consultation with DFO on the selection of the species & number of plantations to be carried out.

TNPL has so far planted about 3.7 lakhs tree saplings in about 181 Hectares of land comprising plant premises located in the Monidpatti Village and additional lands located in K. Periyapatti and Chettichatram villages owned by the mill and irrigated treated effluent discharged from the mill premises through lift irrigation scheme. Further, to improve the green cover, tree planting is being carried out in an additional area of 50 hectares which is expected compete 30/09/2016. The details of trees so far planted and action plan for further green development is submitted as Annexure III.

xiii) Adequate numbers of piezometer shall be provided in the land areas earmarked for utilising treated effluent for irrigation/ green belt development so as to monitor ground water quality regularly.

Department of Soil Science and Agricultural Chemistry, M/s Anbil Dharmalingam Agricultural College and Research Institute(ADAC&RI), Tamil Nadu Agricultural University (TNAU), Navalur Kuttapattu, Trichy has been engaged to carryout a detailed study Environmental quality assessment by the use treated effluent discharged from the unit for irrigation/green belt development areas. The scope of the study includes detailed assessment of ground water and quality at existing level, seasonal changes, identification of suitable crops to be planted with Board Mill’s effluent. As part of the study, subsurface movement of salts

xiv) It shall be ensured that the proposal of utilising treated effluent on land application for irrigation/green belt development shall not pollute the soil and ground water in and around the project area either directly or indirectly under any circumstances.

The latest waste water technologies such as MBBR, BAS, DAF have been incorporated in the waste water Treatment plant. The quality of treated effluent discharged from the plant is meeting the norms stipulated by TNPCB and the entire treated effluent is utilized for watering of about 3.7 lakh tree saplings planted in about 181 Hect through drip irrigation. Hence, the ground water in and around the project area will not be polluted either directly or indirectly under any circumstances.

xv) Feasibility study report by Tamil Nadu Agriculture University based on soil characteristics including Ground Water modelling shall be prepared in the land areas where the treated effluent and treated sewage are proposed to be applied continuously for green belt development/gardening and the report shall be furnished in this regard.

Anbil Dharmalingam Agricultural College and Research Institute(ADAC &RI), TNAU, Navalur Kuttapattu , Tiruchirapalli District has been engaged to carryout study on the soil and ground water characteristics in the land areas where the treated effluent and treated sewage are proposed to be applied continuously for green belt development / gardening activities. A copy of the work order issued to ADAC&RI is enclosed in Annexure IV for reference. Periodical evaluation reports from TNAU shall be submitted to concerned authorities.

xvi) Interlocking system between process plant and Pollution control equipment shall be installed, in case of treatment process disturbances/failure of pollution control equipment the industry shall be restarted until the

Influent and final effluent quality monitoring stations have been set up for relevant parameters and have been hooked up to the TNPCB site.

xviii) Ground water quality in the existing wells located inside and around the project site shall be monitored regularly and a report shall be maintained and furnished in this regard to the Regional office of MoEF, Bangalore and to this Authority.

Monitoring of Air Survey comprising Ambient Air Quality & Ambient Noise Monitoring and also ground water quality in and around project site was carried out through District Environmental Laboratory, TNPCB, Trichy during 2014-15 and the Report of analysis (ROA) were furnished to SEIAA, Regional Office, MoEF, Bangalore and TNPCB. Further, an independent NABL accredited and MoEF recognized laboratory carried out environmental survey as per EIA during 2015-16 on Air Quality, Water Quality and Noise level in and around the project site in locations as mentioned in the EIA report for creating base line data. Proof of submission of ROA to the respective offices is submitted as Annexure V. Further, TNPL has planned to carryout Environmental Monitoring Survey through an independent NABL accredited and MoEF recognized laboratory as per the locations mentioned in EIA report during 2016-17. A copy of the order is submitted as Annexure V-A

xxii) Green belt in an extent of area of 33% of the total project area shall be developed as per the CPCB guidelines.

TNPL has so far planted about 3.7 lakhs tree saplings in about 181 Hectares of land comprising plant premises located in the Monidpatti Village and additional lands located in K. Periyapatti and Chettichatram villages owned by the mill and irrigated treated effluent discharged from the mill premises through lift irrigation scheme. Further, to improve the green cover, tree planting is being carried out in an additional area of 50 hectares which is expected compete 30/09/2016. The details of trees so far planted and action plan for further green development is submitted as Annexure III.

xxiii) Arrangements for the protection of possible fire hazards during manufacturing process and material handling section shall be provided.

Full fledged Fire hydrant system has been installed to mitigate any type of potential fire hazards in process and material handling area and the system is in place.

xxiv) Action plan drawn for the issues raised during public hearing meeting of the project shall be implemented.

The details of compliance on the action plan drawn for the issues raised during public hearing meeting of the project is submitted Annexure VI.

xxv) Scheduled Flora and Fauna found in the study area of the core zone around the project site shall be monitored closely and a plan shall be prepared and implemented for their conservation.

M/s Cholomandalam MS Risk Services Limited (M/s Chola), Chennai, a QCI Accredited EIA consulting Organization has carried out biodiversity study on scheduled flora and fauna found in the core zone around the project site for a period of one year covering all three major seasons, viz. summer, winder and monsoon by a team of experts comprising Ecologist, Biologist, Botanist etc. The final report on the biodiversity study conducted around 10 KM radius of the project site covering

xxvii) The natural drainage pattern in the project area shall be maintained and storm water drain along the boundary and appropriate places shall be provided to collect run off water/rain water for proper disposal to avoid water stagnation/ponding within the project site.

141 numbers of individual rain water harvesting pits are provided at the roof tops of nine major buildings to cover about 21000 Sq. Meter area to recharge the ground water table during rainy season. Details of Rain water pits installed are enclosed in Annexure II.

xxviii) The existing roads running within the project site shall be diverted/re-routed only after in consultation with local public & authorities for easy access to their nearby areas, as committed.

The existing road running within the Project site (connecting Poongudipatti village and Padhiripatti village) has been diverted in consultation with the local public. Now, the entire land area is in possession of the company.

2.6 Corporate Social Responsibility As per TNPL ‘s CSR policy, TNPL Unit-II has taken up community welfare

activities for the benefit of people living in nearby Panchayats such as Mondipatti,

K.Periyapatti and Chithanatham. In addition, need based activities are also be

carried out by Unit-II, on public request. TNPL Unit II CSR covers Five Major

sectors, viz., Education, Health care, Culture & Heritage, Socio Economic

Development and Environment. The details of CSR works undertaken by TNPL

Unit II for the year 2015-2016 is as follows:

Education

TNPL Unit-II organized Special coaching classes between 18th January and 7th

April 2016, for X & XII standard students of 3 Govt. Higher secondary schools viz.

Boys and Girls Govt. Higher Secondary Schools, Manapparai and Govt. Higher

secondary school, Kannudayanpatti. by providing refreshments and exam kits to

462 students at a cost of Rs.1.73 Lakhs.

Health Care

On 18th October 2015, TNPL Unit-II organized a Special Eye camp, at Panchayat

Union Primary school, Mondipatti, in association with Aravind Eye Hospital,

Madurai. Public of Mondipatti, K.Periyapatti, Chithanatham and other surrounding

villages also participated. Out of 258 persons screened, 43 persons underwent

free cataract surgery and were provided free spectacles at a cost of Rs. 0.75

Lakhs.

Culture and Heritage

The unit has provided cement, copper wire and sand for the renovation works of

Sri Arulmigu Mariamman temple, Mondipatti.

Socio Economic Development

The unit has formed Girivalam road for a length of 2 kms around Sri

Avudaya Lingeshwarar temple, Chinnareddiyapatti, for the benefit of

devotees and public. (Expenses Rs. 12.80 Lakhs)

A 2.4 Kms length road between Poongudipatti village and Pathiripatti village

was laid by the unit for the benefit of nearby public at a cost of Rs.126

Lakhs.

A 4.0 Kms length road was formed at a cost of Rs. 170 Lakhs by TNPL Unit

II for the benefit of residents of the villages comprising Malaimadaipatti,

Periyapatti, Chellagoundanpatti, Vadakkuserpatti, Kuppanarpatti and

Thathampatti.

Drinking Water facility

The unit has contributed Rs.20 Lakhs for the construction of infiltration well

to meet the drinking water supply of the residents of Nangavaram

Panchayat, Karur District

The unit has constructed storm water drain at at Sri Avudaya Lingeshwarar

temple, Chinnareddiyapatti and also provided fencing arrangement to

protect the grivalam road at a financial commitment of Rs. 13.20 Lakhs.

Environment

3. Proposed Environmental Impacts and Environmental Management Plan

The evaluation of environmental impacts due to the proposed Mill Expansion Plan

considering the baseline status within a radius of 5 Km around the plant is as

under:

3.1 Land Environment

Since the available free space in the mill will be used for project facilities. No

additional land is required. The selected land for the proposed MEP is dry barren

and fallow. Hence no impact is envisaged on the topography during construction

as well as operation phase.

3.2 Air Quality Management

Proposed boiler, Chemical recovery boiler and lime kiln are the primary sources of

air emissions from the proposed project. ESPs will be installed for the proposed

power boiler. In addition, ESPs will be installed on the proposed recovery boiler

and lime kiln flue gas streams to achieve particulate matter emissions levels less

than 50 mg/Nm3. Online flue gas analyzers will be installed on all the three

proposed units (power boiler, recovery boiler and lime kiln) as per the state

pollution control board norms.

3.3 Noise Management

Proposed Steam turbine will be housed in co-generation power house hence

expected noise emission outside the cogeneration plant will be maintained around

70 dB (A). Hence the envisaged noise generation would remain unaffected during

the operation of the proposed facilities.

3.4 Water and Wastewater Management

Additional water required for the expansion program will be sourced within the

existing water allocation quantity. Hence no additional water drawl permits are

envisaged for the expansion project.

Water reuse and recycling programs will be adopted in the plant to maintain fresh

water consumption less than 25 m3/t of Paper.

Total estimated wastewater quantity from the facility will be in the order of 16,000

m3/day during the post project scenario. It is proposed to augment the existing

ETP to accommodate the additional wastewater to be generated from the

expansion activities. After utilization of considerable quantity of treated wastewater

in the plant, the excess, unutilized treated wastewater will be used for

irrigation/greenbelt/green cover development. In addition to the existing 650 Acres

of land under green cover, additional 500 acres of land will be brought under

irrigation through contract irrigation with the local farmers. Dedicated STP is

already installed for the colony and if required additional STP’s will be installed

and the treated water will be reused for green cover and horticulture applications.

3.5 Solid Waste Management

Solid waste generated from the plant are additional ash from proposed power

boiler, additional sludge from ETP and used lube oils,

Fly ash generated from the proposed boiler will be stored in silos and will be

disposed to cement manufacturing plant of TNPL Kagithapuram, District Karur,

Tamil Nadu.

Fibre Sludge from the Primary Clarifier of the ETP will be subjected to decanting

and will be fired in Boiler as fuel or secondary cardboard manufacturing units.

Secondary Sludge from Sludge Drying Bed will be composted and used as

manure for Green Cover.

4. Project Benefits

The project will create direct employment to about 400 persons. In addition, it

would generate indirect employment to about 1000 persons in the industries and

service organizations and material handling, etc., which will be supported by the

operations of the mill.

The project is likely to generate income to the state by way of sales tax to the tune

of Rs.20 Crore per annum and by way of excise duty to the tune of Rs 100 Cr. per

annum.

The unit will be self reliant in power front and will be generating the power required

for the process and will not be dependent on the state grid for the supply.

The implementation of the project will undoubtedly provide stimulation for added

growth to a number of other industries some of which are given below

Trucking industry: which loads and hauls additional raw materials, coal, and

other supplies to the mill and also mill outputs. The haulage requirement for

the project would be around 0.80 million tonnes per annum comprising both

inputs and outputs.

Establishment of ancillary industries such as core for paper reels and core

plugs supply organizations, machining and welding units, etc.

Indigenous machinery suppliers/manufacturers.

Construction industry during erection and construction period.

TNPL will earmark regular budget and will be spending more on CSR activities in

this region, benefiting local people.

In view of the foregoing, it is obvious that the potential contribution from this

project to the State of Tamil Nadu and National Economy would be significant, to

say the least.

5. Conclusion

Based on detailed review of the existing plant operations, various environmental

management plans adopted in the existing facility and Pre-feasibility report of the

proposed MEP, the following aspects can be summarized and concluded.

The proposed Mill Expansion Plan includes installation of one paper

machine, chemical pulp mill, chemical recovery section, augmentation of

Co-generation Power Plant, augmentation of Effluent treatment plant.

The proposed expansion of the mill will be within the existing plant

premises. Hence no additional land is required.

Dedicated ESPs will be installed for control of Particulate Matter (PM) from

boiler, recovery boiler and lime kiln

Water reuse and recycling will be carried out in the plant to maintain water

consumption less than 25 m3/t of Paper.

A separate ETP will be installed to treat wastewater from hardwood pulp

mill, chemical recovery and power plant.

Fly ash generated from the boiler will be stored in silos and will be disposed

to cement manufacturing plant.

Primary Clarifier Sludge will be subjected to decanting and will be fired in

Boiler as fuel. Secondary Clarifier Sludge from Sludge Drying Bed will be

used as manure for Green Cover.

This has reference to the Environmental clearance (EC) accorded by SEIAA, Tamil Nadu for the Installation of Multi-layer double coated Paper Board plant with 30MW Captive Power Plant by TNPL. TNPCB has accorded “Consent To Operate” under both Water and Air Acts for Paper Board Plant and Captive Power Plant during Jan ’16. The unit was formally inaugurated by the Hon’ble Chief Minister of Tamil Nadu on 29/01/2016 and the unit is under operation. In compliance to points no. (h) & (s) stipulated under General conditions of the EC, the point-wise compliance report for the various conditions stipulated in EC vide reference cited above for the period ending 31/03/2016 is given below.

SPECIFIC CONDITIONS

in the project of production of Multi-layer Coated Boards as committed and the entire requirement of pulp for the process activity of paper board manufacturing plant shall be outsourced as reported and the documents in this regard shall be maintained.

Complied with. There is no pulp making/ manufacturing in the present scope of the project. The entire pulp required for the operation is being outsourced/ produced from recycled paper.

ii) Air Pollution Control Measures such as Electrostatic Precipitator (ESP) shall be installed for two coal fired boilers proposed in the power plant with common stack of height 100m above G.L for controlling the process emissions so as to achieve the participate emission below 50 mg/Nm3.

ESP has been installed and 100 M tall Chimney has been provided for controlling the emissions from the Power Boilers so as to achieve the particulate emission below 50 mg/NM3.

iii) In the power plant area, dust collector shall be provided at coal crusher, coal bunker, fly ash silo, bed ash silo and transfer points. Enclosed shed and automatic water sprinkling system with CO detection mechanism (carbon monoxide sensor) shall be provided at coal stock yard and coal handling area to suppress dust emission. Required APC measures shall be provided to arrest fugitive emission.

Dust collectors are provided in the transfer points. Two sheds with following dimensions are available for storage of coal. Shed No.I – 36M(L) * 18.5M(B)*6M(H) Shed No.2- 185M(L)*51M (B)*16M (H) Coal sheds are totally closed with concrete walls and provided with galvaume roofing. Both Power boilers are being operated continuously to meet the steam and power demand for the Paper Board Manufacturing and self utilization. CO detection mechanism has been provided along with on-line Ambient Air Quality station unit.

power plant shall be collected in dry form as reported and no ash pond shall be provided for storage of wet ash. The fly ash generated shall be disposed of in accordance with the provisions of the Fly Ash Notifications, 2003.

The entire fly ash generated collected in dry form and being supplied to TNPL’s cement plant & other Cement plants for manufacture of Cement. Since fly ash is handled in dry form, no ash pond is provided for handling of fly ash in wet form.

v) In-plant control measures for checking fugitive emissions from all the vulnerable sources like spillage/ raw materials/coal handlings etc. shall be provided. Water sprinkling and black topping of internal roads shall be carried out to control the fugitive dust emissions due to vehicular movement.

All the required in-plant control measures shall be carried out during the plant operations. All the internal roads are concretized to avoid fugitive dust emission owing to vehicular movements. Road sweeping machine is being engaged to collect the fine dust accumulated on road surfaces.

vi) Ambient Air Quality Monitoring Stations shall be set up in the down wind direction as well as where maximum ground level concentration of RSPM, SO2,

NOx , are anticipated. At least four ambient air quality monitoring stations should be established in the core zone as well as buffer zone for monitoring RSPM, SO2 and NOX. Location of the monitoring stations should be decided in consultation with State Pollution Control Board based on the meteorological data, topographical features and environmentally and ecologically sensitive targets and frequency of monitoring etc.

Six numbers of Ambient Air Quality has been established in consultation with Deputy Chief Scientific Officer, District Environment Laboratory, TNPCB, Trichy. Monthly Air Quality monitoring including noise level monitoring are being carried out through an independent NABL accredited and MoEF recognized laboratory from May’16.

vii) The water requirement for the project shall not exceed 19,500 KLD including recycling water quantity of 7000 KLD and it shall be met from collector wells proposed to be located in the Cauvery river. Necessary permission from Competent Authority shall be obtained for supply of water for the project from the Cauvery river. Under any circumstances, ground water shall not be drawn for the project without approval.

Permission obtained for drawal of water from River Cauvery vide order No. G.O. (MS) NO. 18 dated 22.01.2015 from Principal Secretary To Government, Public Works Department, Government of Tamil Nadu. A copy of the permission order for the drawal of water from River Cauvery is submitted as Annexure I.

viii) Water conservation scheme including rain water harvesting measures to augment ground water resources shall be implemented as per the proposal furnished.

141 numbers of individual rain water harvesting pits are provided at the roof tops of nine major buildings to cover about 21000 Sq. Meter area to recharge the ground water table during rainy season. Details of Rain water pits installed are enclosed in Annexure II.

ix) STP and ETP shall be provided for the treatment of sewage and process effluent from Board manufacturing plant & waste stream from raw water treatment. Flow meters with computer recording system shall be installed at appropriate places in the treatment plant to monitor the

The process plants being procured by TNPL emphasize the need for conservation of water. The recycling of treated effluent is also being practiced in identified consumption points without affecting quality of product.

xi) The high TDS stream of effluent (1400 KLD) such as RO rejects, DM regeneration waste & auxiliary cooling tower bleed off from raw water treatment plant in the power plant shall be collected and treated separately by adopting latest treatment technology for reuse point of view to promote water conservation and also to reduce raw water consumption .

The High TDS effluent stream is treated through Primary Treatment (Physio chemical processes), Secondary Treatment (Moving Bed Bio Reactor followed by Bio film activated Sludge Process) and Tertiary Treatment (DAF Technology). The Treated effluent meeting the norms prescribed by TNPC Board is fully utilized to irrigate the tree saplings planted in the mill premises located at Mondipatti Village and additional areas located in K. Periyapatti and Chettichatram villages to the tune of 181 Hectares of land through lift irrigation scheme.

xii) The land area of 674.64 Acres earmarked within the project area for irrigation/green belt development utilizing 9700 KLD of treated waste water shall be developed in consultation with DFO on the selection of the species & number of plantations to be carried out.

TNPL has so far planted about 3.7 lakhs tree saplings in about 181 Hectares of land comprising plant premises located in the Monidpatti Village and additional lands located in K. Periyapatti and Chettichatram villages owned by the mill and irrigated treated effluent discharged from the mill premises through lift irrigation scheme. Further, to improve the green cover, tree planting is being carried out in an additional area of 50 hectares which is expected compete 30/09/2016. The details of trees so far planted and action plan for further green development is submitted as Annexure III.

Department of Soil Science and Agricultural Chemistry, M/s Anbil Dharmalingam Agricultural College and Research Institute(ADAC&RI), Tamil Nadu Agricultural University (TNAU), Navalur Kuttapattu, Trichy has been engaged to carryout a detailed study Environmental quality assessment by the use treated effluent discharged from the unit for irrigation/green belt development areas. The scope of the study includes detailed assessment of ground water and quality at existing level, seasonal changes, identification of suitable crops to be planted with Board Mill’s effluent. As part of the study, subsurface movement of salts owing to usage of treated effluent shall also be continuously monitored through installation adequate no. of piezometers in the areas where the irrigation activities to be undertaken. A copy of the work order issued to ADAC&RI is enclosed in Annexure IV for reference.

xiv) It shall be ensured that the proposal of utilising treated effluent on land application for irrigation/green belt development shall not pollute the soil and ground water in and around the project area either directly or indirectly under any circumstances.

The latest waste water technologies such as MBBR, BAS, DAF have been incorporated in the waste water Treatment plant. The quality of treated effluent discharged from the plant is meeting the norms stipulated by TNPCB and the entire treated effluent is utilized for watering of about 3.7 lakh tree saplings planted in about 181 Hect through drip irrigation. Hence, the ground water in and around the project area will not be polluted either directly or indirectly under any circumstances.

xv) Feasibility study report by Tamil Nadu Agriculture University based on soil characteristics including Ground Water modelling shall be prepared in the land areas where the treated effluent and treated sewage are proposed to be applied continuously for green belt development/gardening and the report shall be furnished in this regard.

Anbil Dharmalingam Agricultural College and Research Institute(ADAC &RI), TNAU, Navalur Kuttapattu , Tiruchirapalli District has been engaged to carryout study on the soil and ground water characteristics in the land areas where the treated effluent and treated sewage are proposed to be applied continuously for green belt development / gardening activities. A copy of the work order issued to ADAC&RI is enclosed in Annexure IV for reference. Periodical evaluation reports from TNAU shall be submitted to concerned authorities.

xvi) Interlocking system between process plant and Pollution control equipment shall be installed, in case of treatment process disturbances/failure of pollution control equipment the industry shall be restarted until the control measures are rectified to achieve the desired efficiency.

Online flow and suspended solids meters are installed in channels of Board machine, Wastepaper plant and Inlet to ETP. The data display is made in Board machine DCS. In ETP hooter alarm for suspended solids limit exceeding 60ppm is provided to take corrective action immediately.

xvii) Adequate number of influent and effluent quality monitoring stations shall be set up in consultation with the state pollution control Board and regular monitoring shall be carried out for all relevant parameters to maintain the effluent treatment efficiency. The report shall be submitted to this Authority.

Influent and final effluent quality monitoring stations have been set up for relevant parameters and have been hooked up to the TNPCB site.

xviii) Ground water quality in the existing wells located inside and around the project site shall be monitored regularly and a report shall be maintained and furnished in this regard to the Regional office of MoEF, Bangalore and to this Authority.

Monitoring of Air Survey comprising Ambient Air Quality & Ambient Noise Monitoring and also ground water quality in and around project site was carried out through District Environmental Laboratory, TNPCB, Trichy during 2014-15 and the Report of analysis (ROA) were furnished to SEIAA, Regional Office, MoEF, Bangalore and TNPCB. Further, an independent NABL accredited and MoEF recognized laboratory carried out environmental survey as per EIA during 2015-16 on Air Quality, Water Quality and Noise level in and around the project site in locations as mentioned in the EIA report for creating base line data. Proof of submission of ROA to the respective offices is submitted as Annexure V. Further, TNPL has planned to carryout Environmental Monitoring Survey through an independent NABL accredited and MoEF recognized laboratory as per the locations mentioned in EIA report during 2016-17. A copy of the order is submitted as Annexure V-A

xix) Regular monitoring on the air quality, water quality and noise on the selected locations in and around the project site as mentioned in the EIA report for creating base line data shall be continued and report in this regard shall be furnished.

xx) All the recommendations made in Charter on Corporate Responsibility for Environment Protection (CREP) for Pulp and Paper sector shall be strictly implemented.

Shall be implemented, as applicable for Board manufacture.

xxi) The hazardous wastes generated shall be disposed of as per the provisions of Hazardous Wastes (Management, Handling and Transboundary Movement) Rules, 2008.

Application for authorization has been submitted to TNPCB, for both Board plant and Power plant and issuance of orders are awaited. Disposal shall be done as per the Authorization.

xxiv) Action plan drawn for the issues raised during public hearing meeting of the project shall be implemented.

xxv) Scheduled Flora and Fauna found in the study area of the core zone around the project site shall be monitored closely and a plan shall be prepared and implemented for their conservation.

M/s Cholomandalam MS Risk Services Limited (M/s Chola), Chennai, a QCI Accredited EIA consulting Organization has carried out biodiversity study on scheduled flora and fauna found in the core zone around the project site for a period of one year covering all three major seasons, viz. summer, winder and monsoon by a team of experts comprising Ecologist, Biologist, Botanist etc. The final report on the biodiversity study conducted around 10 KM radius of the project site covering all three seasons is under preparation and expected to receive by July '2016.

xxvi) The existing wells and vari within the project area shall be maintained without disturbance in any manner as committed.

xxvii) The natural drainage pattern in the project area shall be maintained and storm water drain along the boundary and appropriate places shall be provided to collect run off water/rain water for proper disposal to avoid water stagnation/ponding within the project site.

c) The State Pollution Control Board should display a copy of the Environmental Clearance issued to the project at the Regional office, District Industry centre and the collector’s office/Tehsildar’s office for 30 days.

d) Consent from Tamil Nadu Pollution Control Board shall be obtained before start of establishment of the projects and also before commencement of production.

The EC was received during Feb’2014. The first six monthly report for the period ending 31/07/2014 was submitted on 28/08/2014. The second six monthly report for the period ending 30/09/2014 was submitted on 10/12/2014. The third six monthly report for the period ending 31/03/2015 was submitted on 27/06/2015. The fourth six monthly compliance for the period ending 30/09/2015 was submitted on 27/11/2015. The fifth six monthly compliance for the period ending 31/03/2016 is submitted herewith. The ROA shall be submitted to concerned offices periodically. Electronic display board has been installed and is in operation for the display the Ambient Air Quality details near the entrance gate.

j) Provision shall be made for the housing of construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile STP, Safe drinking water, medical health care, crèche etc. The housing may be in the form of temporary structures to be removed after the completion of the project.

Housing facilities with necessary infrastructures were provided within the site, for the Construction labourers.

k) Occupational health surveillance of the workers shall be done on a regular basis and records maintained as per the Factories Act.

TNPL has tied up with reputed hospitals for carrying out health checks for their employees on regular basis.

l) Proper housekeeping and cleanliness must be maintained within and outside the plant.

m) Occupational health surveillance programme shall be undertaken as regular exercise for all the employees, specially for those engaged in handling hazardous substances. The first aid facilities in the occupational health center shall be strengthened and the medical records of each employee should be maintained separately.

Occupational Health centre is being established within the factory site and expected to be completed by October ‘2016.

n) The overall noise levels in and around the plant area shall be kept well within the standards prescribed for by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation. The ambient noise levels should conform to the standards prescribed under EPA Rules, 1989 viz. 55 dBA (day time) and 45 dBA (night time).

Acoustic enclosures have been provided for equipment such as Turbo generator, Air compressors, Turbo air blowers etc.

o) CSR activity shall be implemented as committed by drawing a scheme for social upliftment in the surrounding villages with reference to contribution in road construction, providing sanitation facilities, drinking water supply in the government schools nearby, community awareness, establishment of health centers, water

TNPL is carrying out detailed study to identify the needs of the local public within 5 KM radius of the mill, in consultation with the local panchayat representatives. The programmes shall be aimed at upliftment of the society in and around the mill.

Special coaching classes for the slow learning students of the nearby Government school are being carried out. Further, examination aids were also distributed to the Government school children.

p) A separate Environmental Management Cell equipped with full fledged laboratory facilities to carry out the various Environmental Management and Monitoring functions shall be set up under the control of Senior Executive.

The Environmental Monitoring Cell of TNPL unit II is enclosed as Annexure XI.

q) The requisite amount earmarked towards capital cost and recurring cost/annum for implementing pollution control measures shall be used judiciously to implement the Environment Management Plan as furnished in the EIA report. The funds so provided shall not be diverted for any other purposes.

r) The project proponent shall upload the status of compliance of the stipulated environmental clearance conditions, including results of monitored data on their website and shall update the same periodically. It shall simultaneously be sent to the Regional Office of the MOEF, the respective Zonal office of CPCB and the SPCB. The criteria pollutant levels namely; RSPM, SO2, NOX (ambient levels as well as stack emissions) or critical sectoral parameters, indicated for the projects shall be monitored and displayed at a convenient location near the main gate of the company in the public domain.

The compliance to conditions stipulated in the EC has been uploaded in the website and will be updated periodically. In addition, the TNPL has installed display board depicting the critical pollutant levels at the main entrance of the unit in the public domain.

s) The project proponent shall also submit six monthly reports on the status of the compliance of the stipulated environmental conditions including results of monitored data (both in hard copies as well as by e-mail) to the respective Regional Office of MOEF, the respective Zonal Office of CPCB and the SPCB. The Regional Office of this Ministry at Bangalore/CPCB/SPCB shall monitor the stipulated conditions.

The EC was received during Feb’2014. The first six monthly report for the period ending 31/07/2014 was submitted on 28/08/2014. The second six monthly report for the period ending 30/09/2014 was submitted on 10/12/2014. The third six monthly report for the period ending 31/03/2015 was submitted on 27/06/2015. Proof of submission of previous reports are submitted as Annexure X.

t) The environmental statement for each financial year ending 31st March in Form-V as is mandated to be submitted by the project proponent to the concerned State Pollution Control Board as prescribed under the Environment (Protection) Rules, 1986, as amended subsequently, shall also be put on the website of the company along with the status of compliance of environmental conditions and shall also be sent to the respective Regional Offices of the MOEF by e-mail.

The plant was commissioned during Jan’16 and operations were stabilized only Mar’16. Form-V will be submitted before 30/09/2016.
