CHAPTER – 1

EXECUTIVE SUMMARY

Jalahari Stone Quarry over an area of 2.00Acres of Sri Haribandhu Behera is

located in village Jalahari, under Tahasil- Ranapur in Nayagarh district of Odisha.

The revenue department, Govt. of Odisha has settled the sairat source, Jalahari

Stone Quarry over an area of 2.00Acres in favour of Sri Haribandhu Behera for

the period 2015-16 to 2019-20.

The lease area is bounded by 20˚ 09‟ 12.4” N to 20˚ 09‟ 15”N & 85˚21‟ 22.8” E to 85˚ 21‟

26.6‟‟E. It is a part of the area covered in the Survey of India Toposheet No. 73-H/8.

Lease area is approachable to Rajsunakhala town at a distance of 8 Km

blacktopped road. The nearest railway station is Begunia at a distance of 18km.

There is neither seasonal nor perennial nala within the lease area. Drainage

system in the region is dendritic. Surface water in the region is drained by a dry

nala. Seasonal nala is in west of lease area at a distance of 4 km.

The Sairat Source 59/15-16 is negotiated in the name of Sri Haribandhu

Behera, At- Sanabada, Po- Begunia, Ps- Ranapur, Dist- Nayagarh, with an offer

price of Rs 101/-per cum The lessee has intended to excavate 3,120 Cu.m. of

salable stone from Jalahari Stone Quarry. The Lessee has already submitted the

bid amount Rs.22,000 at office of the Tahasildar, Ranapur on date 22.06.2015.

As per the provision for grant of environmental clearance in Environmental Impact

Assessment (EIA) Notification, 2006 and its amendment on 24th

December, 2013

(Annexure-2) regarding categorisation of Category „B‟ projects / activities in to

Category

„B1‟ and „B2‟, this project comes under Category ‘B2’ and require prior

environmental clearance from the State Environmental Impact Assessment

Authority, Odisha. This project will be appraised based on following documents:

(i) Form-1 as per Appendix under EIA Notification, 2006

(ii) Pre-feasibility report of the project

(iii) Mining plan approved by the authorized agency of the concerned

State Government.

So, this mining plan is prepared in FORM-ZB under Rule 27-A (3)

of the Odisha Minor Mineral Concession (Amendment) Rules, 2014 by

the RQP, Sri Sanjib Kumar Swain, (Regn. No. RQP/BBS/091/2010-A,

Nayapalli, Nuasahi, Unit-VIII, Bhubaneswar, Odisha) with detailed planning

for the year 2015-16 to 2019-2020. and duly approved by Deputy Director of

Geology, Bhubanesar, Odisha.

As per the Approved Mining Plan, there is quarry excavation present on the

lease area. The lessee has proposed to excavate 624 Cu.M. of ordinary stone

from the Jalahari Stone Quarry per annum on plot no 537/p by means of open cast

Semi-mechanised mining method with drilling and blasting.

Considering the cost of the project, cost towards production, sale value etc, the

project is viable and bring some positive benefit directly or indirectly to the nearby

locality.

CHAPTER – 2

INTRODUCTION OF THE PROJECT /BACKGROUND INFORMATION

(i) Identification of project and project proponent. In case of mining project,

a copy of mining lease/letter of intent should be given

2015-16 by auction sale, over an area of 2.00Acres in village Jalahari, under

Tahasil -Ranapur in Nayagarh district of Odisha. is valid up to financial the

year 2019-20. The lease is granted 2.00Acres in favour of Sri Haribandhu

Behera

(ii) Brief description of nature of the project.

The project for production of ordinary stone (minor minerals) from Stone

Quarry has been proposed for an annual production of 624 Cum (max)

by Open Cast Semi-mechanised Extraction method.

(iii) Need for the project and its importance to the country and or region

These Stone boulders are used in almost any type of construction activity. It is

also the most important input in road construction activity. Further they are

also required by railway projects for track laying and other construction

activities. Thus in current times, where the focus of the governments is on

improvement of basic infrastructure like roads, railways, dams and other

social infrastructure – both in rural and urban areas , there is a constant need

for ensuring regular supply of these minor minerals.

(iv) Demand-Supply Gap

Due to ban on illegal mining and with increasing growth of infrastructure

industry the demand of construction material has increased by almost 50%.

India is one of the fastest growing economies of the world, and its focus since

last few years has been on infrastructure development. Minor minerals like

stone boulders/aggregates are one of the basic inputs in any kind of

construction work. Further since these are low value items and is voluminous

– the users of this basic

input- looks for local supply sources instead of transporting the material from

far away areas. With hectic construction activity in the area, there is always a

constant need of ensuring a regular supply of this basic input. Thus any

efforts for increasing minor mineral production in the district must be

encouraged to ensure smooth supply of aggregates to match the place of

developmental activities in the area. Further, there are not many large scale

stone deposits in the districts and thus the focus is to systematically develop

known small and medium size deposits.

(v) Imports vs. Indigenous production

Minor mineral demand of the country is entirely met domestically, i.e there

are no imports of such low value mineral. In fact since these minerals are

low value – high volume items- efforts are made to source the material from

the nearest point of supply. This is to avoid high cost of transportation and

keeping the cost within reasonable limits.

(vi) Export Possibility

(vii) Domestic/ export Markets

The proposed mining activity is for obtaining o r d i n a r y s t o n e for sale

to nearby cities and towns located in the state of Odisha.

(viii) Employment Generation (Direct and Indirect) due to the project

The mining operation will be carried out by semi-mechanised method.

Keeping in view of semi-mechanised loading, sorting & sizing, OMS has

been assumed to be 1 Cu.M only. A total of 3 no. of workers are to be

employed in mine for production of 624 Cu.M. per annum ordinary stone.

Indirect employment through creation of shops, hotels, hired vehicles, etc

also can be generated to full fill the day to day requirements of the mining

personals.

CHAPTER – 3

PROJECT DESCRIPTION

(i) Type of project including interlinked and interdependent projects, if any.

The project has been proposed for extraction of ordinary Stone from the

Jalahari Stone mine. It is estimated that the amount of total annual production

of stone is 624 Cum which is to be extracted by open cast semi-mechanised

method. This is not linked or dependant on any other project so far, as the

production of Stone is concerned.

(ii) Location (map showing general location, specific location, and project

boundary & project site layout) with coordinates.

The lease area is bounded by 20˚ 09‟ 12.4” N to 20˚ 09‟ 15”N & 85˚21‟ 22.8” E to

85˚ 21‟ 26.6‟‟E. It is a part of the area covered in the Survey of India Toposheet

No. 73-H/8.

(iii) Details of alternate sites considered and the basis of selecting the

proposed site, particularly the environmental considerations gone into

should be highlighted.

Jalahari Stone Quarry lease area is not a virgin land small excavations are

present within the lease area and also having ordinary stone deposit and the

lease area is non forest govt. land. Hence no such alternative sites have been

considered.

(iv) Size or magnitude of operation

Total lease area is 2.00acre of non-forest Govt. land. And the lessee is going

to work within the said area for 5 year (2015-16 to 2019-20) with a maximum

production of 624Cum per annum .

Mineral Reserve:

Based on the surface exposures. The updated geological resources as well

as mineable reserves have been estimated in the entire lease area under

Proved Probable & possible resource categories and proved, probable

reserves categories as on 01.04.2015 based on the following parameters.

The category wise Geological Proved Probable &Possible resources as

well as Mineable Proved and probable Reserves have been calculated for the

lease area as on 01.04.2015. The following table shows the detailed

estimates.

Keeping in view the market demand and resource availability in respect of

reserve, proposed Quarry is scheduled to produce Granite / ordinary stone

3,120Cu.m. and OB/waste/soil 780 Cu.m. during the plan period as per the

following table.

As estimated, geological reserve of granite is 1,36,800 Cu.m. and mineable

reserve is 68,000 Cu.m.. During the plan period, a total of 3,120

cum.granite/ordinary stone will be produced. Remaining reserve of 68,000 – 3,120

= 64,880 Cu.M. will be exhausted over a period of 103.97 say 104 years. Hence,

life of the mine will be 104 years after the plan period 2015-16. Reserve of stone

may increased after the exploration carried out by the lessee.

Project description with process details (a schematic diagram/flow chart

showing the project layout, components of the project etc. should be given)

Method of Mining

Jalahari Stone quarry is not a virgin land, small excavation is present within

the lease area. The lease area demarcated as plot no 537/p on the

sheet/ground is of 2.00acre area.

Jalahari Stone quarry is a old quarry and the details of the existing quarries

have been indicated as follows :

During the plan period of 5 year faces will be developed towards East

rise side of the hill. At the end of the plan period, there will be development of

one benches between 102mRL and 84mRL. to achieve the year wise

production. Height and width of the benches will be kept at 3 &5m each.

Overall pit slope angle will be 450 with the horizontal. Drilling & Blasting

will be performed depending upon the hardness of the strata, actual recovery

and production requirement.

Drilling & Blasting Drilling and blasting will be adopted only for loosening of hard rock mass &

blasted by the use of Wagon drills. As average production is 624 Cu. m

per annum, blasting is required. Based upon the characteristics of the stone

lessee has proposed to engage authorized third party for Drilling & Blasting

work.

Excavation After blasting, the materials (stone and waste) are excavated from different

benches by Semi mechanized method.

Transportation The Lessee has a proposal to transport the processed stone to local crusher

units & when required lessee will sale ordinary stone to the different road

construction, building work etc. by using 10t capacity dumpers. Loading will

be done mechanically.

Bench Geometry Height and width of the benches will be kept at 3&5 m each. The individual

bench faces will be kept nearly vertical (850

) whereas the overall quarry

slope angle (the angle between the line joining the toe of bottom bench

and the crest of the top bench with the horizontal) is proposed to be

maintained at around 450 with the horizontal.

generation of rejection for the plan period is given below:

(vi) marketing area of final product/s, mode of transport of raw Material and

Finished Product.

This is mining project, so raw material is not required. Here the stone

produced from the mine is the raw material for infrastructural industries.

(vii) Resource optimization / recycling and reuse envisaged in the project

Not applicable in the present case as all size of minerals will be

extracted and transported to own crusher units outside the mine lease area for

sorting and grading purpose.

(viii) Availability of water its source, Energy / power requirement and source

Water Requirement

Water requirement for human consumption, plantation and dust suppression is

1KLD, which shall be met from local tube well. Breakup of water

requirements is as given below:

Power Requirement

No electrical power shall be required for operations as the mining will be

worked out during day time only. Minimal power required for office shall be

taken from the general electric supply of the area.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their

Management/disposal. Waste is incidental and consisting of weathered rock and infertile soil. However,

the following assumptions have been made for production scheduling :

Keeping in view the market demand and resource availability in respect of reserve,

proposed Quarry is scheduled to produce Granite / ordinary stone 12,501 Cu.m.

and OB/ waste/soil 1,388Cu.m. during the plan period as per the following table :

Waste generated during plan period will be utilized for construction and

maintenance of haul road. Water sprinkling will be done regularly for

compaction of haul road during summer season. If required lessee will stack

waste material in the lease hold area for dumpling/stacking with making

garland drain & retaining wall to prevent wash-off.

Waste dump management

Retaining wall will be developed on either side of the road and receive the

wash‐off during rainy season and these drains will be cleaned periodically

depending upon the siltation on the floor of the drains.

Proposal for Stacking of Sub-grade Ore:

There will be no generation of the sub grade material in the area and the

entire ordinary stone will be dispatched to the crusher site for preparation of

road, railway and building materials.

(x) SCHEMATIC REPRESENTATIONS OF THE FEASIBILITY

DRAWING WHICH GIVE INFORMATION OF EIA PURPOSE As the project is categorized in category-B2 of Schedule under item 1(a) in the

EIA notification, 2006 and its subsequent amendments; it will be considered at

the State Environment Impact Assessment Authority (SEIAA) for the purpose

of obtaining Environment Clearance and no need of EIA.

Chapter – 4

SITE ANALYSIS

(i) General

Jalahari Stone Quarry over an area of 2.00Acre is negotiated in favour of Sri

Haribandhu Behera, At-Sanabada, Po-Begunia, Ps-Ranapur, Dist -

Nayagarh,Odisha. Mob:- 09937123696.

The lease area is bounded by 20˚ 09‟ 12.4” N to 20˚ 09‟ 15”N & 85˚21‟ 22.8” E to

85˚ 21‟ 26.6‟‟E. It is a part of the area covered in the Survey of India Toposheet

No. 73-H/8.

Connectivity

Lease area is accessible from Ranapur, Tahasil covering a distance of 11 km

blacktop road up to M.L area. The nearest railway station is located at

Begunia at a distance of 18 km from the lease area.

(ii) Land Form, Land use and Land ownership.

The mining lease hold area over 2.00acre contains Non-forest Govt.

waste land. Topography (along with map)

The area over 2.00acre is a part of an undulating hill range of NE treading

hill. The lease area is characterized by hilly terrain having NE-SW strike and

elevation from 102m. to 84m.

(iii) Existing land use pattern (agriculture, non-agriculture, forest, water

bodies (including area under CRZ)), shortest distances from the

periphery of the project to periphery of the forests, national park, wild

life sanctuary, eco sensitive areas, water bodies (distance from the HFL of

the river), CRZ. In case of notified industrial area, a copy of the Gazette

notification should be given.

There is neither perennial nor seasonal nala is flowing within the mining lease

area. Surface water in the region is drained by a seasonal nala. Seasonal nala

is in west of lease area at a distance of 4 km , Mining will be concentrated on

hill between the levels 102mRL & 84mRL and ground water table fluctuates

between 50mRL.Therefore, there is no possibility of ground water puncture

during the plan period of 5 year.

There is no national park, wild life sanctuary, eco sensitive areas and

industrial area situated within 10Kms radius of the lease area.

During rainy season only the rain water passing through the working benches

and accumulate at the bottom of the quarry, so the wash off consisting of

loose sediments settled at the bottom of the quarry so there is no adverse

effect at present all parameters are within specified limits. The excavation pit

shall also serve as an additional rainwater harvesting structure. A substantial

amount of ground water recharge will take place through this pit

(iv) Existing Infrastructure.

There is no existing infrastructure, however during mining temporary rest

shelters for workers will be provided.

(v) Soil Classification.

As no toxic substance will be generated or involved, the impact on soil

quality is not likely to be more intensive than the existing level.

However, the dust generated during operation of mining activity,

loading and unloading and vehicular movements normally constitute

heavier particles that would readily settle on very small areas within

the lease area.

(vi) Climatic data from secondary sources.

The climate in the district is generally cold in winter and hot in summer with

temperature ranging from 70C to 45

0 C and annual rainfall is 1200 mm

Social Infrastructure available.

Nearest local market facilities are available at Rajsunakhala on everyday at a

distance of 8m. & while full fledged market facilities are available at

Nayagarh district in Odisha state.

Medical facilities are available at Rajsunakhala (08 km).

Primary education up to high school & college level is available at

Rajsunakhala.

CHAPTER – 5

PLANNING BRIEF

(I) Planning Concept (type of industries, facilities, transportation etc.) Town

and Country Planning/Development authority Classification.

Open cast semi-mechanised mining method will be adopted for stone

mining. Project will annually produce ordinary @ 6 2 4 CuM, which will

be used for meeting the huge demand of construction material required

in building construction and infrastructure works, road material for

construction and maintenance of roads/highway; in the state of Odisha.

(II) Population projection.

It has been proposed that the work will be carried out by semi-mechanised

method. The labours are mainly required for sorting of mineral from ROM. It

has been calculated that, about 3 labour are required. Hence, there will be an

overall improvement of socio-economic status of the people of surrounding

areas.

(III) Landuse planning (breakup along with green belt etc.)

Afforestation

7.5 meter width all along the lease boundaries will be utilized for plantation.

This area is calculated to be 0.1250 acre proposed to be planted by 250

saplings during the plan period. Local species like Mango, Neem, Subabul

etc. is proposed to be planted at 2.5m spacing.

(IV) Assessment of Infrastructure Demand (Physical & Social)

Adequate infrastructure facilities are available in the vicinity of mine lease area

and due to the mining activities; no extra infrastructure over and

above the existing infrastructure is required.

(V) Amenities/ Facilities

Helmets, safety shoes, ear plugs, spectacles, globes, pads etc will be provides for

safety of the labour, while working. Rest shed will be provided to take rest in

lunch period. Vocational training will be provided to the labours by trained

executive to work safety in the mine. First-aid facilities will be made available in

the mine or to take care of the health.

CHAPTER – 6

PROPOSED INFRASTRUCTURE

(i) Mining Area (Processing Area)

Temporary arrangements like site office, rest shelters & approach roads etc

shall be provided. No permanent infrastructure is proposed

(ii) Residential Area (Non Processing Area)

As the local person shall be employed, no residential building are proposed.

(iii) Green Belt

7.5 meter width all along the lease boundaries will be utilized for plantation.

This area is calculated to be 0.1250 acre proposed to be planted by 250

saplings during the plan period. Local species like Mango, Neem,

Subabul & Mahaneem etc. is proposed to be planted at 2.5m spacing.

(iv) Social Infrastructure

In-line with the Social Responsibility Activities at other operational sites,

relevant developmental assistance shall be rendered depending on the local

needs identified during operation.

(v) Connectivity (Traffic and Transportation Road /Rail /Water ways etc.)

Lease area is accessible from Rajsunakhala, town covering a distance of 08km

blacktop road up to M.L area. The nearest railway station is located at

Begunia distance of 18 km from the lease area.

Water Quality Management

There is neither perennial nor seasonal nala is flowing within the mining lease

area. Surface water in the region is drained by a seasonal nala. Seasonal nala

is in west of lease area at a distance of 4 km , in east from the M.L area.

Mining will be concentrated on hill between the levels 102mRL & 84mRL

and ground water table fluctuates between 50mRL.Therefore, there is no

possibility of ground water puncture during the plan period of 5years.

There are no perennial nalas within the lease area. Drinking water source

for the area is from tube wells.

(vi) Air Quality Management

Since the proposed mining project will have the deployment of small

capacity machinery of tipper and drill. a little amount of noxious gas will be

released and emitted to air during the mining operation. There will be,

however, generation of a negligible amount of dust during excavation and

sizing of Granite / ordinary stone for construction of road, railway and

buildings. Suitable measures for dust suppression will be carried out by

spraying water at dust generating points. Emission of noxious gas from

vehicles can be controlled by regular maintenance.

(vii) Waste Management

Waste will be utilized for construction and maintenance of haul road. Water

sprinkling will be done regularly for compaction of haul road during summer

season. If required lessee will stack waste material on proposed place for

dumpling/stacking with making garland drain & retaining wall to prevent

wash-off.Catch drains will be developed on either side of the road and

receive the wash‐off during rainy season and these drains will be cleaned

periodically depending upon the siltation on the floor of the drains.

(viii) Top-Soil Management

As the lease area is “Jalahari ” so the topsoil generation is negligible. During

plan period Lessee has proposed to use all the top soil for plantation

purpose. Lessee will maintain the records of top soil generation and

utilization in plan period.

(ix) Disposal of Mining Machinery:

As most of the machineries are on hired, removal of machinery can be done

any time as per requirement.

(x) Safety and Security

During mining, proper haulage roads will be provided for movement of

machinery and workers between the benches with or with out load. Exhaust

of ordinary stone will result deep quarry floor. Therefore, there will be risk of

falling down of man or animal to the quarries. So, barbed wire fencing shall

be required all around the working quarry.

(xi) Disaster Management and Risk Assessment:

High risk factors such as landslide, subsidence flood, fire, tailing dam failure

etc are neither encountered nor anticipated. As such, emergency plan for

quick evacuation, ameliorative measures are not proposed. Also no local

habitant exists in the area.

(xii) Care and maintenance during temporary discontinuance

A caretaker skeleton staff, mostly guard to take care of the lease area and

mine machinery shall be kept under the roll of the management in case of any

temporary discontinuation.

(xiii) Power Requirement & Supply / source.

Fuel (Diesel) would be used for operating equipments like dumper etc.

CHAPTER – 7

REHABILITATION AND RESETTLEMENT (R & R) PLAN

(i) Policy to be adopted (Central/State) in respect of the project affected

persons including home oustees, land oustees and landless labourers (a

brief outline to be given).

There is no human settlement in the applied lease area which is entirely

located in Government non-forest land of 2.00acre Therefore, rehabilitation

and resettlement proposal is not required. Plantation work is carried out in the

area from time to time and shall continue in future also on yearly basis, as a

part of rehabilitation to maintain and improve the ecology of the area.

CHAPTER – 8

PROJECT SCHEDULE & COST ESTIMATES.

(i) Likely date of start of construction and likely date of completion

(Time schedule for the project to be given).

Since the geological reserve is sufficient enough, therefore question of time

scheduling for abandonment does not arise in this scheme period.

Time schedule of all abandonment operations as proposed is as follows:

Tentative date of closure of the mine: - 5 year after plan period. (Based on

mineralized zone)

It is to be noted here that the area is potential one and the reserve will be

much more than the estimated reserve when the exploration will be completed

in future.

CHAPTER – 9

ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

(i) Financial and social benefits with special emphasis on the benefit to the

local people including tribal population, if any, in the area.

The proposed project is expected to provide employment to local people in

different activities such as Mining, sizing (sieving), transportation and

plantation activities. The project activity will not have any major impact on

the environment. The cost of the Project is 15 lakhs only.

This mining project is financial viable and can comply with the environmental

norms.
