REQUEST FOR PROPOSALS The Town of Topsail Beach request Construction Proposals for the Topsail Beach Town Center Park – Phase 1. Proposals are due no later than 4:oo pm on Thursday, April 3, 2014 at the Topsail Beach Town Hall, 820 South Anderson Blvd. All proposals shall be sealed and addressed to the attention of the Town Manager. Scope of Work: General site grading and earthwork (approx. 375 cubic yards of imported fill), development of a 21 space gravel parking lot (approx. 7,880 square feet) with wood edging and the installation of a septic system (1000 gal. septic tank and 100 lf of nitrification line). All Proposals shall be for a “Turn-Key” construction and include all labor and materials. A valid Septic System Contractor Certification is required and all work to be in accordance with the Standards and Regula- tions of the Pender County Environmental Health Department. I was following a kayak bass fishing tournament at Santee Cooper, South Carolina this last weekend. I thought about trying it myself this year but other engagements kept me from making the trip and entering my first bass fishing tournament. Regard- less, I was still interested in the outcome as I have become acquainted with several of the anglers participating. Drew Haerer, who I have in- terviewed and used as a source for several stories, was one of those participants. I have never met Drew face to face, but I would say he is a friend simply from our interactions with each other. Drew had a really good first day placing 5th out of nearly 150 other competitors, all fishing from a kayak. This was the second year for the KBF (Kayak Bass Fish- ing) Open, and Drew’s second year participating. Last year Drew placed in the top 15 even though it was water he was not familiar with. After the first day, while browsing Facebook posts from people in the tournament, one post caught my attention. It basically belittled anyone competing. “If I had to com- pete to fish, I would just quit. I fish for fun.” I thought it was a little over the top. Personally, I have never competed in sports such as fishing or shooting until recently. I tried out for the television show ‘Top Shot’ on History Channel and made it through several cuts based on my passion for the outdoors and my abilities. One of the things that prob- ably kept me from the last stage was the lack of hardware from testing my skills against others. I was not upset about it; I just took it for what it was. I hunted and my skills were used for hunting, that was all. Now, especially over the last six months, I have chal- lenged myself to improve skills such as archery. I have learned plenty, and it is all due to competition. It pushes me forward and keeps me focused. I am sure it will help come hunting season even though there are some differ- ences in both equipment and skill sets. But what about this fish- ing tournament? Why would someone feel that way as to call out someone for compet- ing? I tried putting myself on that side of the argument. I thought about how I would debate competition destroys the sport or how it can defile an otherwise pristine experi- ence. In high school we would occasionally have to argue a point opposite of the way we felt in order to help us em- pathize with another’s view. But even with the arguments I could make, they just felt week at best. Merely talking points in order to express a view, they just did not make a strong case. There are ugly sides to any sport. You can find cheating in tournaments such as this. You can find people who are in it in order to gain sponsors and money only. But these are the exceptions. If someone were to cheat and pre-catch fish saving them for the weigh-in (or in the case of kayak fishing tournaments, measuring boards, as the fish are by the inch rather than by the ounce), does it defile the sport any more than the week- ender who tells everyone of the 8 pounder that was really 4 pounds, or the fish caught out of the farm pond that he trespassed to fish on? The majority of competi- tions, and competitors, wheth- er kayak angling or target shooting, actually do every- thing they can for the sports, the promotion of the sports, and the continuance of the sports. They believe the sport in bigger than themselves, and it is. They may where a jersey with several logos emblazoned across them, but they, the majority, do it for companies that have the same beliefs and passion for the sport as well. The competitions are just another way to enjoy some- thing they have always en- joyed. They would be just as happy with a cane pole, a cup of earthworms, and a fighting bream, it is just a lot tougher to get all those people sharing the same pond and enjoy it together. Honestly, if you look into the depths of the sport, you are really competing against whatever is on the other side of the line whether in a tournament or sitting on the shoreline anyway. And as of Drew’s fate, he finished third overall after the second day measure. –Howard is a lifelong North Carolina resident and hunter. for the KBF (Kayak Bass Fish-ing) Open, and Drew’s second year participating. Last year Drew placed in the top 15 even though it was water he was not familiar with.

After the first day, while browsing Facebook posts from people in the tournament, one post caught my attention. It basically belittled anyone competing. “If I had to com-pete to fish, I would just quit. I fish for fun.”

I thought it was a little over the top. Personally, I have never competed in sports such as fishing or shooting until recently. I tried out for the television show ‘Top Shot’ on History Channel and made it through several cuts based on my passion for the outdoors and my abilities.

One of the things that prob-ably kept me from the last stage was the lack of hardware from testing my skills against others. I was not upset about it; I just took it for what it was. I hunted and my skills were used for hunting, that was all.

Now, especially over the last six months, I have chal-lenged myself to improve skills such as archery. I have learned plenty, and it is all due to competition. It pushes me forward and keeps me focused. I am sure it will help come hunting season even though there are some differ-ences in both equipment and

skill sets.But what about this fish-

ing tournament? Why would someone feel that way as to call out someone for compet-ing? I tried putting myself on that side of the argument. I thought about how I would debate competition destroys the sport or how it can defile an otherwise pristine experi-ence.

In high school we would occasionally have to argue a point opposite of the way we felt in order to help us em-pathize with another’s view. But even with the arguments I could make, they just felt week at best. Merely talking points in order to express a view, they just did not make a strong case.

There are ugly sides to any sport. You can find cheating in tournaments such as this. You can find people who are in it in order to gain sponsors and money only. But these are the exceptions.

If someone were to cheat and pre-catch fish saving them for the weigh-in (or in the case of kayak fishing tournaments, measuring boards, as the fish are by the inch rather than by the ounce), does it defile the sport any more than the week-ender who tells everyone of the 8 pounder that was really 4 pounds, or the fish caught out of the farm pond that he trespassed to fish on?

The majority of competi-tions, and competitors, wheth-er kayak angling or target

shooting, actually do every-thing they can for the sports, the promotion of the sports, and the continuance of the sports. They believe the sport in bigger than themselves, and it is. They may where a jersey with several logos emblazoned across them, but they, the majority, do it for companies that have the same beliefs and passion for the sport as well.

The competitions are just another way to enjoy some-thing they have always en-joyed. They would be just as happy with a cane pole, a cup of earthworms, and a fighting bream, it is just a lot tougher to get all those people sharing the same pond and enjoy it together.

Honestly, if you look into the depths of the sport, you are really competing against whatever is on the other side of the line whether in a tournament or sitting on the shoreline anyway.

And as of Drew’s fate, he finished third overall after the second day measure.

We celebrated Mar. 15 as “Padi’s Day.” Although not of the same status as that famous March “Saint Patrick” she has endured her long road to recovery with the patience of a saint.

Padi was admitted in the wee hours of the morning in October of 2012 with most of her left flipper missing. Most likely she narrowly escaped be-ing a hefty meal for a very big predator. She wasn’t a pretty sight, with that ragged flesh and exposed bone sticking out like a gnawed-off chicken leg. And she had to be in a lot of pain because the wound was clearly recent.

But other than the injury that brought her to us this old gal was in surprisingly good shape, with minimal battle scars. Clearly she has a lot of reef smarts.

After being started on sup-porting fluids, antibiotics and pain medication Padi began her recovery in one of the largest tanks we had available while awaiting her date with the surgeon. At the School of Veterinary Medicine at N.C. State, the bone was removed and her stubby flipper was cleaned and stitched.

Back at the ranch she proved just how much of a fighter she was, cruising around with her shortened limb like it was no big deal, always on the look-out for an extra helping of squid and fish. And talk about “Ms. Congeniality.” This lady never misses an opportunity to greet each and every volunteer as they pass by, popping her giant head up and blowing garlicky turtle kisses in our faces. She has been a dream patient.

Luckily Padi was still with us last fall when we admitted another Loggerhead in very critical condition with an ex-tremely low blood count. Our turtle vet, Dr. Craig Harms felt that a blood transfusion from another turtle would give this poor critter a fighting chance. Want to guess who raised her big old (remaining) flipper?

That selfless act by Padi saved the life of “Alpha” who is still under our care in Sea Turtle Sick Bay. We honored this very special lady by pro-claiming Mar. 15 “Padi’s Day” and opening our hospital for tours from 11-3. Turtle Project volunteers

What are you doing this

summer? Want to help our sea turtles but can’t commit to our hospital year-round? Have we got a job for you.

We need volunteers to walk a short section of beach (about one mile) one or more days a week beginning May 1 through the end of August. Under the direction of your area coordi-nator you’ll patrol your section of the shoreline (finishing no later than 7:30 a.m.) looking for turtle tracks and signs of a nesting mama.

We’ve scheduled two train-ing sessions so you’ll know ex-actly what this early morning promenade involves: April 2 from 1-3 p.m. and April 8 from 6-8 p.m. Training will be held at the Surf City Welcome Cen-ter next to the Roland Street beach access. Everybody is welcome, and even if you’re not sure you can commit to a day each week come anyway; there is always a need for subs, and for volunteers to work into the hatching season sitting nests at night.

While not mandatory for returning volunteers, there’s a lot of new research out there and updates on the egg study that we’ve been participating in for a number of years. For more information contact our director of beach operations, Terry Meyer at: [email protected].

Cold-stun updateOur cold-stunned admit-

tance has dropped signifi-cantly from previous winters, and we can only surmise that

the weather has been so cold that the poor little critters never had a chance – they just literally froze to death out there.

But in the event that you do come across a turtle in distress here are the basic steps for a cold-stun rescue. Remove the turtle from the beach or water and place it in an unheated area such as your garage, car or utility room. Do not try to warm it up. That could cause the turtle to go into shock.

Locally, if you come across any turtle in distress you can text or phone our director Jean Beasley at 910-470-2800 or our beach director, Terry Meyer at 910-470-2880.
