PLAQUEMINES PARISH COURTHOUSETO RISE AGAIN IN 2016

Following nearly 14 years of neglect, the remains of the former Plaquemines Parish Court House in East Pointe-a-la-Hache will be rebuilt and partially restored. The area’s council representative, John Barthelemy, said “this is a very historical moment in Plaquemines Parish and after 14 years I am excited the deal is finally done.” The original courthouse was gutted by fire on January 12th, 2002, causing $2.5 million in damage. The front brick shell of the century-old building has been a spiritual beacon since, still visible from the west bank of the parish.

The construction began immediately following a ground breaking ceremony December 1st, attended by Barthelemy and other parish and area leaders. The demolition of the remains of the perimeter jail facilities, old courthouse annexes and the fire-damaged areas of the original courthouse constitute the first phase of the project, which, under “jurisdictional law”, was to have the courthouse replaced in a timely manner.

Several elections to determine the location of the courthouse in Plaquemines Parish had all ended in a vote to keep the parish location at its original east bank location.

Had a 2 boat trip for bull reds. I had the 3-15 year old kids and the other boat had the dads. It was interesting. The first place did not produce so we moved about 20 miles away and it paid off.

For the kids it was a learning curve. For me it was a test of equipment. I had one of them reel a cork through the guide. This will break the tip about 6 inches from the top guide. It did! In spite of this we did battle with several beautiful bull reds.

One of the fish got right near the boat and as I was ready to net it the kid lifted the fish instead of letting me net it. He high sticked the rod and the fish made another run. The rod shattered right above the first guide from the reel so we did the rest of the battle that way. I was now out 2 rods for the day.

Overall the kids were great and we had a very good day. At one time the kid went to pick up the fish but the fish had other ideas. the fishes tail hit him in the chest quite hard. I heard the tail slap and saw the results picked it up anyway.

We had a great day. When I got home a replacement rod from Falcon was waiting for me. I had sent them one a while back and they warranted it. Good timing Falcon. I sent the 2 broken ones back in the tube they sent mine in.Another trip I had 2 guys for 2 days that wanted nothing but bull reds. My work was cut out for me but not in the way you would think. We found the bulls thick and I never had a chance to rest.

It was many doubles. When we got to 30 they set the bar at 40. Once there the bar went to 50. That would be my PB. These guys were animals and never stopped to rest. Usually the guys tire out after 15 to 20 each. Not these guys though.

A lot of these fish were very beautifully colored. We only caught 1 Jack Crevalle and they gave me a chance to get one at the end of the day.By the time I had a chance to get these 2 back in the water one of them was already hooked up again.

We had 38 one day and the next day we ended up with 59 bull redfish boated and 1 Jack. I only had the one. I worked my butt off both days. One of the few days I can come in with clean ice and honestly have an outstanding day.

Life is Good!

Fishing is not a matter of life or death. It’s more important than that.

On November 28, the Belle Chasse Lockup was dedicated in honor of Deputy Douglas James “Jimmy” Landry.

On May 30, 1972, Deputy Landry was killed in the line of duty during a traffic crash just south of Belle Chasse. Jimmy joined the Plaquemines Parish Sheriff’s Office on July 30, 1956. He served with the Sheriff’s Office for 16 years as a Patrol and Civil Deputy.

The event was attended by the Landry family, members of the Sheriff’s Office, elected officials, fellow local, state and federal law enforcement officials, and the public.

A very special thank you to Rosa Admaes-Incer, a Belle Chasse Middle School 5th grade student and member of the Louisiana Young Artists and Young Authors (LAYAYA), who so beautifully sang the National Anthem, as well as the PPSO Young Marines who presented the colors.

The PPSO would also like to thank Mrs. “Dottie” Tardy - Secretary of the Louisiana Chapter of Police Survivors (LA-COPS), and her husband Don for attending and providing support to the Landry family. Their son, NOPD 5th District Police Officer, Chris Russell was killed in the line of duty on August 4, 2002, during an armed robbery.

Sheriff Greco sincerely appreciates the assistance of Plaquemines Parish Government District 4 Councilman Irvin Juneau, Jr. and Council Chairman Benny Rousselle for their efforts in obtaining an official proclamation on May 28, 2015 for the dedication of the Lockup.

Hope you are getting all those handmade Christmas gifts finished and now making something for yourself. I am afraid I am a little behind schedule. But that is okay, I plan on taking my vacation soon so I can get all caught up. My gifts will be completed in time. Believe me, I have Carlea’ to remind me what has to be done for who and when it must be finished. She gets to be a little bossy at times. But, she keeps me on my toes and on schedule so I really can’t complain.

A friend of Kelly’s wanted a Frozen theme wreath for her door this year. And of course Kelly says, “My Mom can make that”. So off to Hobby Lobby we headed to look for things we needed. And of course, with that movie having been popular a couple years ago, there wasn’t anything I had originally planned on using available. So we started looking at the different colors of mesh, ribbons, ornaments, and accent pieces. We had a choice of either silver or white for the base color, so we choose the white, the silver was just a bit too harsh for what I had in mind. Than we chose a lighter blue 4 inch mesh ribbon. For the bow to the side I used a white sheer ribbon with pale blue and silver snow flakes. I also had a blue sheer ribbon with silver in it. I also added 2 sliver and 2 blue sparkle springs on each side of the bow. To give it a little more interest, I used 5 pale lavender ornaments and some sparkled pale lavender snow flakes. We had a lot of fun picking out everything that went into the wreath. Carlea’ is learning to color co-ordinate things very nicely. It won’t be long before she will making the wreaths and I will be standing there watching.

Think we did a pretty good job on this wreath. Have to give Carlea’ a lot of thanks for remembering the colors from the movie. She and I will be doing a lot of crafting the next couple of weeks. That is, after homework is done and dance school.

So that’s our craft project for this time. So, what will your next project be? Mine…I don’t know. But I know it’ll be a lot of fun.

PANSIESThe LSU AgCenter just released their plant of the week the other day and all they are talking about is the pansy. And if you have been living in the south for the last couple of years I would think you are on the same page as those who line up to vote on such matters but if not then you are about to hear about the next best option for a southern gardener to include in their winter garden. The pansy, Viola tricolor var. Hortensis, is a horticultural staple when it comes to cool season annuals and in fact, they are one of the most widely known annual flowers when it comes to all of gardening. One thing to keep in mind with popular plants is that they will come with many different names. One of the industry standard varieties is the Majestic Giants II series. They have large 3.5 inch flowers and come in over twenty

different colors and combinations. The ‘Matrix’ series of pansy displays another large sized 3.5 inch flower. This set of pansies has the most color choices and combinations than any other pansy on the market. You will find several single color shades known as the clear colors and also several mixes including ‘Matrix Ocean Breeze mix’, ‘Halloween mix’ and ‘Raspberry Sundae mix’. The Delta series of pansy gives us a slightly smaller flower at 2.5 inches but still provides us with a lot of color options to include in amongst your current gardening projects. Check out your favorite garden spot and see what varieties are available to you.

HOLIDAY CACTIMany of us think about evergreens, poinsettias and Christmas trees when it comes to this time of the year. Through all of the different shapes and colors of poinsettias, there is still an old favorite that many people like to give and receive during this time of year. Schlumgergera truncata, the “Christmas Cactus”, is in the forest cacti group. Many of the members of this group are naturally epiphytic, meaning they use tree limbs and other plants to support themselves in order to absorb light for photosynthesis. The Christmas cacti have flattened segments (about 1.5 -2 inches long) that resemble leaves. The blooms come in several different colors including: white, pink, red and purple. The plant gets its name due to the time of year when it flowers because they typically bloom from mid-November to late-January. One of the most common questions I received regarding the Christmas cactus plant is how do you get it to bloom after the first year? Most all of us know this particular plant as a houseplant which rarely

ever makes it outside. With that being said, it will typically stay at the same temperature whether it is summer time or winter time. The trick to getting Christmas cactus in bloom is to simulate the original growing conditions to where there are originally from. Starting in June move your Christmas cacti outside to a shady spot. Provide enough water so that the soil is able to dry out between waterings. By mid-September, let them dry even more between waterings. The next step is cool weather. Flower buds are initiated with cool night time temperatures around 55°F. Once the flower buds start to open up feel free to bring the cactus inside so that everyone will be able to enjoy! Also, make a note that they are easily propagated by stem cuttings. Growing plants from stem cuttings make for an excellent children’s activity.

Waterboarding is supposedly illegal in the United States but that didn’t prevent Athletic Director Joe Alleva, a gutless administration and Les Miles’ so-called supporters from letting this 11-year coach twist in the wind last month. Forget the Felipe Franks de commitment; that was a work in progress. Watching the quarterback development, or lack of it at LSU had more to do with Franks’ move to Florida than the shaft job by Joe, the man who helped devastate Duke’s lacrosse team before bringing his “shoot first” style of management to Baton Rouge.

No, Miles has another year or the rest of his contract to finish before the criticism cranks up again, and crank up it will, if Miles continues in the consistency of his public persona and private coaching philosophy. Amazingly, Alleva and his ilk found a way to make a $4.5 million dollar a year man the victim in a Keystone Cops episode. Like it or not, college football has changed and if the curmudgeon in Tuscaloosa can hire Lane Kiffin to revamp his offense and lose that double tight end “student body right” alpha technique at Alabama, anyone can adjust. Miles has fought offensive change in college football like buggy whip manufacturers fought the automobile over one hundred years ago. A succession of sub-par offensive coordinators, including his buddy, Cam Cameron, have not done the job and whether that’s entirely their fault or a combination of their abilities with Miles’ interference in their play calling, it doesn’t really matter now. However, the corporate-style hatchet job on Miles by the so-called leadership at LSU was a case study on how to do everything wrong. Congratulations, LSU administration, cowardly boosters and especially Joe “The Schmo” Alleva.

Funny how a man who writes emails to the fans, scattering manna to the masses like the Krewe of Comus throws Mardi Gras beads, can take his most visible coaching asset and mistreat him for several weeks. Joe, you really wanted Jimbo Fisher back here, a man whose offensive prowess wasn’t all that steady and whose greatest accomplishment was keeping model citizen Jameis Winston on his Florida State team, long enough to win a national championship? Or would you rather consider another thoroughbred like Miles, albeit with a little more communications skill and adaptability? Either way, you don’t have the chops to make such a decision.

You hide behind your e-mails, for example letting paying fans and loyalty fund supporters know how lucky we were to have South Carolina visiting us after their disastrous flooding. Of course, you couldn’t guarantee anyone paying less than $5,000 per seat per season the right to purchase their own ticket, but those deep pocket contributors could buy eight. And your humane way of letting us know we could each bring one whole bottle of water into the stadium without having it confiscated?! Wow, was that public relations genius! What about your position on improving the stadium facilities & products to continue to put fannies in seats. How’s that turning out? Where are those improvements for the average fan and a little more understandable communication from the athletic department to let us know you’re at least trying to affect some positive changes? Oh, that’s above your pay grade. Not to worry. That same group of higher ups who allowed you to mess with Miles don’t have the you-know-whats to chide you publicly. Oh, they may tear you a new one in private, but we’ll never know. Certainly it won’t be in the visible way you and your cohorts mishandled things for Miles and LSU in late November. If you missed Thanksgiving, Joe, well, you created your own turkey.

Miles friends in high places didn’t do him much good either. If they had the stroke and the bucks to support this man, why weren’t their voices heard? They backed him privately, previously, when he was under fire, but not this time while he was under the gun. And where were the deep pocket boosters who wanted him out? We didn’t hear from you as well. Miles may have miles to go in many areas, but I have to agree with those who say he has class. He’s an easy man to like but not the easiest to get to know. But now those feckless leaders in their $100,000 per seat towers, those builders of concession and deception, those politically and money motivated folk, spawn of the gutless board which torpedoed Charles McClendon 35 years ago, to you we say, “Stay Tigers! You go!”

We can only hope that football talented high school seniors and younger will forgive the stupidity of Joe Alleva and his group of Scary Men (and Women?) Fortunately, Paul Mainieri doesn’t have to worry about their incompetence, nor do any of LSU’s other fine coaches, because their sports don’t bring in the bucks that football creates. Years ago, we turned down the right leader from Duke when LSU said “no” to Steve Spurrier. We compounded the gaffe by hiring loser Joe Alleva from the same university. Want to bet Alleva’s gone before Miles is? I guess we’ll (la)cross(e) that bridge when we come to it.

WHAT HAPPENS TO YOUR DIGITAL ASSETS WHEN YOU DIE?

Increasingly, we are spending a lot more time online, whether for business, personal, social, and/or entertainment reasons—usually it’s some combination of all of these. Depending on your situation, you may have vast digital content, mementos, communications, etc. These are assets that would be in tangible form if not for technological advancements.What happens when we die with these digital assets? Estate and inheritance laws still haven’t caught up to the growing number of digital assets, but there are some things you can do to incorporate these items into your estate plan.

Password Protection and Estate PlanningThe issue with digital assets is that much of this content may be password protected, hosted by private corporations, or generally hard to access if you are not around. While digital asset protection is meant to protect your privacy, it becomes more difficult for your executor/heirs to access and use these digital assets after death. And, many of these assets are going to be subject to the terms and conditions of specific websites and companies that require your agreement when signing up for a particular service.

WHAT ARE DIGITAL ASSETS?Digital assets are anything that is not in tangible, physical form. Most people have a number of digital assets, just a few examples are: Email accounts Subscription services Music and video assets Picture and document storage Gaming assets Social media contentAs technology advances, many more of our assets will be digitized. While this often makes our lives more convenient, it presents unique issues when it comes to estate planning as digital assets are replacements for physical assets which would have historically passed in physical form via a will, trust, or intestate. But because of the realities of the extensive use of digital medium, these assets are now subject to any number of contracts and conditions.What Happens To My Facebook Account When I Die?Social media attracts millions upon millions of users. Based on statistics alone, many users will die with active accounts. Current laws, however, are mostly unprepared on how to handle these non-physical assets. So what does that mean for my digital assets? Well, first, you have to look at what your goal is.If I pass away, I want my account with a particular website to be: (1) saved; (2) deleted; or (3) transferred to another person. Now, this may differ depending on each service/account. This will also depend on terms of use for each of the services. For example, Facebook has a program where you can request your account to become a memorialized account for you or you can request deletion of your account.

Can I Estate Plan for Digital Assets after Death?Right now, beyond working with every company where you have a digital account, estate planning may have a major effect on how your digital assets are distributed. Estate plans, however, may not have all of the answers for digital assets. As mentioned above, digital assets are often governed by contracts with a specific provider. Some states have laws in place that allow digital assets to pass easily, but at this time, most do not.

So What Do I Do?

The best practice for digital asset management is to take a three-pronged approach:

1. Check The Provider’s Terms Of Use/Terms Of ServiceIf the provider has a plan in place for your digital assets after death, it is best you comply with those procedures to make sure you are achieving your particular goal with that particular account.2. Add Language To Your Will/TrustWhile this is largely untested in the courts, adding language that specifies your wishes with each of your accounts is a good idea. The law in this area is in flux, so make sure you have an estate plan that includes your digital assets. By doing so, you give the executor of your estate the legal tools they need to enforce your wishes. 3. Check Your State LawsState laws are also just popping up when it comes to digital assets. Making sure your estate plan is consistent with state law is very important. Also, the state law may have an effect on your terms and conditions and terms of use with your service provider.

The law still hasn’t caught up with our digital lifestyle, but with proper planning your digital assets can be protected by your estate plan. Properly managing these assets requires more work but with the importance of digital assets is growing every year, so protecting them properly is critical.
