Town Hall Meetings Hurricane Preparedness Public Health Announcement

Plaquemines Parish Government, in preparation for the Hurricane Season is issuing the following Public Health Announcement.

“We urge all individuals who have been diagnosed with conditions needing special medical attention, such as; insulin therapy, oxygen therapy, dialysis, cardiac drugs/treatment, etc., to make plans and arrangements well in advance with your private physician, your clinic, and your family for treatment during a hurricane evacuation. Regular evacuation shelters are not equipped to handle evacuees requiring “special medical attention.”

Any Plaquemines Parish resident who is now totally bed bound and will require assistance during an evacuation is urged to contact us NOW to pre-register.

Responses and/or questions, regarding this announcement are to be directed to the Plaquemines Parish Government, Public Health Nurse, Bonnie Acock. Contact the Parish Health Department at 504-394-3510.

The Plaquemines Parish Government, in preparation for the safe evacuation of bed bound residents, will establish and/or participate in a Special Medical Needs Program for patients meeting the following criteria:

1) MUST BE A CURRENT PLAQUEMINES PARISH RESIDENT

2) CERTIFIED BY A PHYSICIAN AS BED BOUND

3) CURRENTLY UNDER LICENSED HOME HEALTH CARE

4) MUST MEET THE STATES CRITERIA FOR SPECIAL MEDICAL

NEEDS SHELTERING.

This Special Medical Needs (SMN) program will be established to coordinate only those patients fitting the above criteria. All Home Health Agencies operating in Plaquemines Parish are to contact Plaquemines Parish Government, Health Department Public Health Nurse at 504-394-3510 to register those individuals meeting the above criteria in need of assistance. The parish is coordinating with the state of Louisiana for sheltering of the qualified SMN patients. The Louisiana Department of Health and Hospitals will activate and operate SMN shelters outside the risk areas as needed.

The Ambulance Department will be coordinating transport through the State of Louisiana for those qualifying for the Special Medical Needs Shelter. All other information regarding the Special Medical Needs Shelter will be furnished to the qualified patients through the Public Health Department.

Permits for Charter Boat Captains

The Louisiana Department of Wildlife and Fisheries would like to clarify the permit requirements for charter boat captains fishing for reef fish in state and federal waters.

Any vessel being operated as a charter or headboat and landing reef fish in Louisiana is required to have a valid federal charter vessel / headboat reef fish permit, regardless of where these fish were caught (state or federal waters). This permit must have been issued to the vessel and must be on board the vessel and in immediate possession. Additionally, a valid Louisiana charter boat license shall be in the possession of the captain.

Abbeville Men Arrested for Falsely Claiming Reimbursement Money

Louisiana Department of Wildlife and Fisheries (LDWF) Enforcement Division agents arrested two Louisiana fishermen on June 5 for allegedly trying to falsely claim reimbursement money from LDWF.

Agents arrested Christopher T. Cao, 46, and Tam V. Nguyen, 52, both of Abbeville, for injuring public records and filing false public documents.

According to the arrest warrants, both men filed a Shrimp Refrigeration Cost-Share Program Application with LDWF in an attempt to receive 50 percent monetary reimbursement for equipment upgrades on their shrimping vessels. Participants in this program may purchase and install advanced refrigeration equipment onboard their vessels in order to produce high-quality seafood products.

According to the arrest warrant, Cao recreated and altered a purchase receipt for a $12,340 generator. Further investigation revealed that the generator was not installed on the vessel and was originally purchased for a different vessel. He attempted to collect $6,170 from LDWF.

Nguyen also altered a purchase receipt for a $12,340 generator which was purchased for a different vessel. He altered an additional $7,991 worth of purchase receipts for various equipment and supplies, which were purchased for other vessels as well. Further investigation revealed that the vessel had existing generators, but they did not correlate with any of the paperwork. He attempted to collect $10,165.50 from LDWF. Both subjects were booked into the East Baton Rouge Parish Jail. Injuring public records and filing false public documents each carry up to a $5,000 fine and five years in jail for each offense.

I would like to take a moment to tell a very dear high school friend, Donna Bergeron Kirby, how much I enjoyed our short visit the other day. It was really great seeing you! Well, I haven’t had a whole lot of time to do any crafting myself. With the grandchildren being out of school and my working full time puts a cramp on things. I am not complaining, I love being with the grandchildren And that doesn’t stop crafting time totally. I may not be doing a whole for myself but, I am making sure Carlea’ (my granddaughter) is picking up my slack. I love when she gets excited about crafting. And when she asks to do something new. In this column she is my “Featured Artist”. She decided that she wanted to try her hand at ceramics. And who am I to say No? (When it comes to the grandchildren, that word very seldom exists.) So I took her to work with me with me. Since the ceramic shop is right next

door to the office I knew she would be in very capable hands and have a good time doing something that would be totally transformed after it was fired. She chose to paint Smurfette for herself and for her brother, Dion, she decided on Shrek. HMMMM I wonder why? Little sister...........older brother, what can I say??? The important thing is she had a good time and created something truly her own.

Isn’t it the funniest thing, by putting paint on something in a certain way that makes us happy, arranging flowers to our own particular taste, cutting out paper in different shapes and putting

them together, or even intertwining thread, we can create something truly our own. Everything we make will have our very own personality in it. The certain way we hold a paint brush decides our stroke pattern. The way we put one flower next to another, the placement of our paper shapes, and the tension we put on our thread while crocheting all defines us, our very own personality. It doesn’t matter if anyone else sees the beauty in what we have done. We did it, it is our very own creation, it is part of us, and we love it! That’s what crafting is all about. Whether anyone likes it or not, you created it, and as long as you are happy with it that’s all that matters.

Well, that’s it for this time. Hopefully I will get some free time to do some crafting of my own within the next two weeks. So what will you be crafting next? Me??? I have no idea! But....I know it will be fun!

REDUCE THE NUMBER OF MOSQUITOES AROUND YOUR HOMEAND NEIGHBORHOOD

• Dispose of tin cans, plastic containers, ceramic pots or similar water-holding containers that have collected on your property.

• Remove, cover or drill holes in discarded tires. Stagnant water in tires is where many mosquitoes breed.

• Drill holes in the bottom of recycling containers left outdoors.

• Have clogged roof gutters cleaned every year, particularly if the leaves from surrounding trees have a tendency to plug up the drains. Roof gutters can produce millions of mosquitoes each season.

• Turn over plastic wading pools when not in use. Stagnant water in a wading pool becomes a place for mosquitoes to breed.

• Turn over wheelbarrows and don’t let water stagnate in birdbaths. Both provide breeding habitats for domestic mosquitoes.

• Aerate ornamental pools or stock them with fish. Water gardens can become major mosquito producers if they are allowed to stagnate. Clean and chlorinate swimming pools not in use. Smaller containers will produce many more mosquitoes than a pool will, therefore being diligent about the small breeding sites around your house will be most effective. Mosquitoes may even breed in the water that collects on pool covers.

• Use landscaping to eliminate standing water that collects on your property. Mosquitoes may breed in any puddle that lasts for more than four days.

PLAQUEMINES FISHING REPORTS 6.12.14LARRY HOOPER “HOOP” - OUR FREEDOM CHARTERS. LOWER INSIDE AND OUTSIDE. This early June I ran inshore trips a lot and we had to run from storms or wait at the dock before going out. The results have been good, but fishing has been on the tough side. A lot of the inshore bite has been later in the day.

I enjoy running into school of trout. I had a customer last week that took a while before he got into the feel of a trout bite. That little twitch of a trout bite was something he was not used to and was waiting for something stronger. He missed several before he finally got into the act.

On almost every inshore trip we managed two or three flounder.

Last Tuesday I switched my offshore trip til Wednesday for better weather. This gave me a chance to deck for Mike of R&J Guide Service. We hit a rig and found some tuna. Although a lot of fish were around, the bite was slow. Our second drift gave us a good fish.

We weeded through a hammerhead and some black tipped sharks before we nailed another. The seas were swelled from all the winds we had all week and two of the four fishermen got sick. After that, the bite ended. A few more drifts and they wanted land. The next day I took my customers out to the same place looking for just one or two tuna. They did not want to keep a lot of meat - they just wanted the thrill of landing “SOMETHING BIG!”

I started out with some ghosts on my boat that I have already addressed and have fixed by the time this report comes out. That almost kept me from running out to the tuna but a I got things under control and ran. Once there, the tuna were not as thick as the day before and with five of us fishing, nobody was landing anything. A weed line was nearby and a few chick dolphins hit the deck on some of the boats but we did not attempt to kill any of them. We stopped at one rig for red snapper but the boat there was into fish that were smaller than I wanted and drift was 3 miles per hour. Too much current. I ran to another area all together and quickly put four 12 to 15 pounders in the boat.

I love it when I have customers that never caught anything bigger than a bass or catfish and suddenly get beat by a 12 pound red snapper. They have no idea how hard a fish that size can fight. After we had our four fish, we headed in but made a quick stop at another rig just to see if any mangrove were home. In about a half hour we found some that wanted to commit suicide. We ended up with a respectable box for the day and if we did not run for the tuna, we would have limited out on the mangroves as well. Instead of cleaning at the dock, we went back to my place and took care of the job. I have a pretty good cleaning station that my neighbor built for me.

GENERALLY SPEAKING - Trout fishing is in full swing along the middle to lower reaches of the parish and for this St. Tammany guy whose had two dry trips this spring out of the Rigolets, I can’t wait to get the time to go back down to lower Plaquemines for some serious harvest fishing. It’s really nice weather for June for those realists who know they have no reason to complain about the little bit of heat and humidity that finally has found its way to our area. Remember, you complainers: you were the ones bitching about the cold weather just a few weeks ago, so let it go. Book a trip this week and enjoy the weather. Remember to renew your fishing license for the last time at these lower rates. The cost will more than double after June 30th.

MGM MARINA - Leona Squarsich. 504-656-2267. Last week Wildlife and Fisheries held their annual Wildlife Family Fish Fest. Children learned how to tie knots, scale fish and tag fish. It was a huge success. Fishing in Myrtle Grove this past weekend was plentiful. In Bay Five, there were plenty of trout and a few redfish. In Lake Laurier, reds were hitting regularly. Also try your luck in late spring hotspots Four Bayou Pass and Bay Round. Closer to the marina, Brianna Neel caught a shark at the family camp on the Willkerson Canal. It wasn’t exactly “Jaws” but it was a shark and they all have nasty bites. Nice job, Brianna! Live bait is the key and live bait is at MGM. MGM Marina 504-656-2267.

LLOYD LANDRY - 504-912-8291. FISHING THE MIDDLE WITH LLOYD. It’s always fun to be there when a kid catches his first fish and Lloyd Landry was the guide when Gabrielle and Ariel caught their first reds last weekend. They, along with Dad Rick Fowler and their brother, didn’t set any bull records but were all smiles following a great June weekend outing in Lower Plaquemines Parish. The Fowlers are from the Covington area. Jerry, Arleen and Robert, all from Iowa, caught some reds that they could never get in the Midwest. And Uncle Lloyd showed his niece and nephew that fishing runs in the family as Maci and Cooper Hollingsworth caught some fish. Summer time is here and fishing is red hot. On the west side of the river, from Buras to Four Bayous, flocks of seagulls can be found diving on wads of shrimp with schools of hungry trout under each pile. Catfish and small undersized school trout will consume a lot of your time, but persistence will pay and you will enjoy the day with a nice mess of trout. For the reds, concentrate on the area of broken marsh between Bay Adams and bastion Bay, throwing spinner baits or Gulp! under a cork and you will find plenty of reds. Fish all points and islands that have bait around them and your chances of catching fish will increase. On the east side of the river, California Bay to American Bay has plenty of piles of birds with eager trout under them. Tons of reds are being caught along the shorelines with Gulp! under a cork or market shrimp. Trout have also showed up out at Breton Island and are being caught with live shrimp. But the drama on the beaches of lower Plaquemines is much more encompassing for those fishermen who love to fish on their legs along those beaches. From Breton Island to Four Bayou Pass, the speckled trout harvest is getting really good. Rig up your tackle with live shrimp under a cork or with a Carolina rig….or use a mullet, if they’re available. There are some bull reds mixed in also but the shark season is beginning again, so watch for those dorsal fins before you go out too far from the shallows or anywhere off the dry beach. JAY QUIROS. The mouth is producing as the reds are showing up again. Not too much size right now but good keepers. Bull croaker are also being caught and some reds are even being caught in the river. Fish the pockets in the weir dams and fish both sides of the river. Watch for the lousy weather, though, like the rain and wind that’s hitting us as I type this report in Slidell on Tuesday. BESHEL’S BOAT LAUNCH - The fish are scattered inside around the east bank, coming in for their late spring shrimp fest. They’re catching fish outside by Stone Island in Black Bay. You’ll find the birds eating shrimp along the Iron Bank. Fish around Belle Island, Triple Pass and inside by Bay Law. Using your live bait and plastics, fish around Oak River, Point Fienne, Bay Jack and Bay Pontone. If you fish Beshel’s, check with Robert for the best spots that week. The river water is closing in but everyone is still catching reds, specks and flounder. If you go there, send us some pictures and a story or two about your success on the east bank. Women’s Fish Tagging WorkshopsThis year, nearly 50 women have joined the ranks of experienced anglers in Louisiana by participating in the Louisiana Department of Wildlife and Fisheries Women’s Fish Tagging Workshops. The two workshops were held at the Cabela’s in Gonzales where the ladies learned how to rig their own rod and reel, fishing tactics, how to properly tag a fish, methods of cleaning fish and identification of fish native to Louisiana.

The Coastal Conservation Association of Louisiana sent each of the participants home with their own rod and reel, and several of the wining raffle winners brought home new fishing gear courtesy of Cabela’s and CCA Louisiana.

The Department strives to inspire people to learn about and enjoy the outdoors. The Women’s Fish Tagging Workshops, one of the many outreach programs LDWF sponsors, are designed to do just that. The goal is to provide women with hands-on education and experience from trained staff and volunteers.

The program is open to women 18 and older who have in interest in fishing and conservation but have not had the opportunity to learn the skills and techniques needed to begin fishing. LDWF and Cabela’s have partnered to hold several of these one-day workshops. Those who participate in the workshops are eligible to enter a lottery for fishing trips, allowing them to practice the techniques they learned. Participants are also given the opportunity to be paired with a fisheries biologist and boat captain to further their fishing experience and help them to one day become confident enough to fish on their own.

Muscadine grapes are a popular Louisiana backyard fruit. They are very prolific and have few insect and disease problems compared to bunch grapes.

The major problem encountered by many backyard growers, however, is fruit drop or the failure of muscadine fruit to develop.With fruit drop, the vines appear to be healthy with normal vigor, but the muscadine fruit still fails to develop. Small flowers are detectable on the vines but, in a matter of a week or two, these flowers abort and fall.

Most growers automatically assume they have failed to attend to a cultural need such as soil fertility. More often than not, however, the cause of fruit drop is a lack of pollination directly attributable to incorrect variety selection at planting. Muscadine varieties can be grouped into two categories based on flower type - pistillate and perfect flower types.

Pistillate (female) varieties produce flowers that have no male flower parts and have no capacity to produce pollen. These varieties require cross pollination. Perfect flowering varieties, on the other hand, produce flowers with both male and female flower parts. Consequently, they are self-fertile and can either serve as a pollen source for themselves or other pistillate varieties.

Anyone who plants muscadine varieties that are exclusively the pistillate flowering type will not have a pollen source to pollinate the flowers on their vines. As a result, the flowers will not set fruit and will abort and fall. The solution to the problem is to plant at least one perfect flowering variety of muscadine within 30 feet of those vines failing to set fruit.

Even this will not be 1an instant solution to the problem, because it takes at least two years for most vines to mature and produce pollen-producing flowers for pollination. It doesn’t matter which perfect flowered variety is planted, because pollen source will not influence fruit color, taste or size of the fruit. Perfect flowered muscadine varieties to consider are: Carlos (bronze), Cowhan (light brown), Cowart (black), Magnolia (white) and Southland (purplish-black).

After placing a two to four inch layer of organic mulch over the root system of plants, you’ll notice several helpful effects on both the soil and the plants as time passes. Several beneficial effects are:

•Mulches conserve soil moisture by reducing the evaporation of water from the surface.

•They prevent crusting of the soil surface, thus improving absorption and percolation of water and air to the soil areas where the roots grow.

•They maintain a more uniform soil temperature by acting as an insulator that keeps the soil warm during cool spells and cooler during the warm months of the year.

•They reduce weed problems when the mulch material itself is weed-free and is applied deep enough to prevent weed seed germination or to smother existing smaller weeds. Time and labor of weeding garden areas is reduced considerable when mulches are used properly.

•Mulches add to the beauty of the landscape by providing a cover of uniform color, which can be neutral or non-detracting and may add an interesting texture to an otherwise drab surface.

•They help prevent erosion, particularly on slopes.

•They prevent fruit such as strawberries, plants and buildings from becoming mud-splashed. They also reduce losses from soil-borne diseases on strawberries and tomatoes.

•They can be used to reduce freeze injury to flowers of such plants as strawberries when late spring frosts threaten loss of crop. Mulches also reduce freeze damage to cold-tender plants such as hibiscus, philodendron, ferns and many others.

•Mulches allow you a way of disposing of residue from trees in the yard when their leaves or needles are used as mulch material.

HeartwormIs Your Pet At Risk?

THREE TRUTHS PET OWNERS NEED TO KNOW — On any given day in Louisiana mosquitoes hang in the air looking for a juicy host from which to enjoy their next meal. For many people, the West Nile Virus threat this year is enough to stay doused in mosquito repellant or holed up behind closed doors. Few understand the devastation these pesky buzzers have on their pets.

TRUTH #1: Mosquitoes are the only carriers of the heartworm larvae. A common belief is that animals spending most of their life indoors are not susceptible to heartworm. The truth of the matter is, mosquitoes have a way of entering a house through open doors, screens and the smallest of cracks. Left unprotected, your pet is at very high-risk of contracting heartworm disease.

TRUTH #2: Virtually 100% of dogs and up to 90% of cats exposed to infective heartworm larvae become infected. According to the American Heartworm Society, the highest incidence of heartworm cases in the U.S. is in southern states along the Mississippi River.

TRUTH #3: Heartworm costs a lot less to prevent than it does to cure. Several inexpensive heartworm prevention options are available and easy to administer. Treatment for heartworm-infected dogs is expensive, complicated and recovery takes weeks. According to the U.S. Food and Drug Administration,

if left untreated, heartworm disease will

always be fatal.

Ninety percent of the dogs relinquished to PAWS by their owners are heartworm positive. It’s heartbreaking to know that these wonderful animals don’t have to suffer from a disease that is 100% preventable.

Three out of every five dogs that come to PAWS are diagnosed heartworm positive. Upon diagnosis, staff and volunteers take action to treat the infected animal until it is eradicated of the disease. As recently as 2010, college baseball’s elite programs dominated the sport. USC, LSU, Cal State Fullerton, Miami, Oregon State, South Carolina, Texas and Rice were the Elite Eight. They had won the vast majority of all College World Series titles and had dominated the major league baseball draft on the collegiate level.

But no more. Since the early 2000’s, many schools have not only hired savvy college coaches but also opened their coffers to construct state of the art baseball parks. There are at least a dozen college venues that are the virtual equal of Alex Box Stadium, considered the Yankee Stadium of collegiate baseball. Although LSU’s current recruitment class has not been decimated by the draft, the deadening of the bat and the rise of small ball tactics have LSU’s program rethinking some of its tenants of success.

The weakness of LSU’s pitching this year was obvious as the money portion of the season began and the lack of a dependable third starter doomed the Tigers to an early exit in their own regional.

The trend towards pitch count also played a role in the Tigers not getting a chance to host Texas in a super regional last week. And the Tigers lack of small ball skills is evident at the plate. That’s a lesson they should have learned last summer when UCLA embarrassed them in Omaha. The Bruins, the reigning NCAA champs, didn’t even make their own conference tournament in May as injuries, the draft, graduation and a slumping team performance made theirs one of the most drastic first to worst slides ever seen in any college sport in back-to-back years.

This year, Texas returned to Omaha, along with Vanderbilt, Virginia and Louisville. But Ole Miss, Cal State Irvine, TCU and Texas Tech are hardly recognizable in the grand scheme of successful postseason play. Ole Miss probably came the closest to Omaha before this season and they are legit…they beat ULL’s best team ever and the nation’s number one team in Lafayette two out of three times to clock into the CWS sweepstakes.

As I am writing this article before the CWS starts, I will predict how it will come out and see what kind of prognosticator I am. I predict Vanderbilt will win it all, beating Texas in the championship. I feel TCU will be a two and barbecue team and Texas Tech the sleeper with their four consecutive postseason shutouts…the first time that has ever happened. Virginia finally overcame their nemesis, Maryland, and will enter the tournament as the highest national ranked team in the field at number three. TCU is the only other national seed and I don’t see them making it past the minimum. Ole Miss and Cal State Irvine are hot and could streak to the title. That leaves Louisville, which is the hardest team to handicap. The Cardinals could wind up being Omaha’s Tonalist; ULL has already become California Chrome.

The final count: three Texas teams, two from the SEC, three others. None of the top three players in America made the super regionals and few All Americans are playing in Omaha this year. The landscape has changed. The Field of Dreams has spread from Los Angeles, Baton Rouge, Austin and Coral Gables to the hinterland - places like Indiana and Coastal Carolina, Washington and Kennesaw State. It’s a new world out there and for Tiger fans, the assumption that an Omaha vacation in June is a re-occurring option may be off the table. There’s a lot of new sheriffs in town and since the LSU Gorilla was banished in the early 2000’s, lots of so-called gunslingers are strapping on the gunbelt. It’s time for the Tigers to re-arm in more than one way.
