The SolutionBetween 2011 and 2013, Dutch network operators prepared a joint

specification for smart meters (Dutch Smart Meter Requirements,

final version DSMR4.2.2), which paved the way for installing both

electricity and gas meters. Honeywell was the first supplier of these

meters and initially provided the network operators with gas meters

featuring Absolute ENCODER technology, which is based on opto-

electronic scanning of the mechanical index, before an electronic

index with display was developed and successfully introduced to cover

the complex functional requirements. The fact that there have been

360,000 installations in the Netherlands alone indicates the reliability

and robust nature of the first generation of Honeywell’s electronic

index in practical use.

For the mass rollout, Dutch network operator Enexis Netbeheer created

a new set of its own specifications in 2014, known as “Enexis Smart

Meter Requirements” (ESMR5). As part of the ESMR5 requirements,

gas and electricity meters are able to communicate with each other

using wireless M-Bus (868 MHz) communication. The electricity meter

communicates with the head-end system (HES) via LTE (a 4G mobile

network standard). As a result of the follow-up project, Honeywell was

selected by Enexis as a supplier of smart ESMR5 gas meters.

Honeywell has now further developed the electronic index themis®evo

with a view to the forthcoming mass rollout both in the Netherlands and

in the United Kingdom. The new themis®evo index (ESMR5 version) is

based on the experience gained from the first generation of Honeywell

electronic indexes with a particular focus on energy-efficient operation

and wireless performance to provide maximum benefits to both the

end-consumer and the energy supplier. One of the major challenges

was to achieve a device with a battery life of at least 20 years. Honeywell

achieved this using robust hardware and software design, outstanding

production conditions with smart quality parameters and excellent

process capability.

The initial installation phase of new ESMR5 meters at Dutch

end-consumers was successfully completed by Enexis in the second

quarter of 2017, leading to the next phase, the mass rollout of the

new smart energy meters.

The Needs

The Netherlands government was one of the first in Europe to implement the European Directive on Energy End-Use Efficiency and Energy Services (2006/32/EC) regarding the installation of smart meters for electricity and gas. As a result, Dutch network operators are pioneers of smart metering in Europe. Their key target is to provide all households and commercial metering points in the Netherlands with smart meters by 2020.

The Benefits• The combination of electricity and gas meters offers end-point

energy consumers near real-time information on energy consumption,

which allows them to reduce their energy use and significantly

decrease costs.

• The index has an outstanding battery life of at least 20 years.

The battery can, however, be replaced to extend the meter’s

service life in the network, if needed.

• The index can be used with all Honeywell residential and commercial

diaphragm gas meters and displays the volume at base conditions:

Using an integrated electronic temperature measuring system and

a fixed value for the pressure, the measured gas volume is converted

by calculation into a volume at base conditions (i.e. base temperature

Tb = 0°C, base pressure pb = 1013.25 hPa).

• Honeywell’s ESMR5 smart gas meters are fully interoperable with

all ESMR5-compliant smart electricity meters using wireless M-Bus

communication – ensuring that they can operate successfully within

a heterogeneous metering environment.

• Security measures ensure the integrity, confidentiality and authenticity

of data exchange between the various communication partners.

• Secure, over-the-air firmware upgrades guarantee that the technology

is future-proof and can be updated to meet new requirements.

• The new themis®evo index is a combination of state-of-the-art

technology with the experience gained from over 1.5 million installed

diaphragm gas meters with electronic indexes – showcasing

innovation and reliability.
