A. Introduction
We now live in a global information society where the flow ofinformation is increasing. Statistics should play a major rolein shaping and providing information useful in almost everyaspect of human life, from administration to business, tohealth, to fiscal management, to education, infrastructure tofiscal management, and many others.
The high diffusion of ICT, especially broadcast and theinternet, has allowed news and information about a remotevillage in the country’s north to reach another village in thesouth and many other areas. This development may havecontributed to the increasing reporting of human activitiesand natural events happening in the regions and localcommunities- the provinces, cities, municipalities, andbarangays (villages).

A. Introduction
Such growing interest in knowing more about the localcommunities points to the need for area-specific or local-level data and information. Indeed in recent years, demandfor local-level statistics about the state of the people,economy, and environment has increased tremendously.Among the most sought after statistics are those thatconcern governance- delivery of basic services,transparency of policies and processes, and accountabilityof public institutions and officials, especially the LGUs.

A. Introduction
• The PSDP 2011-2017 provides vital informationsupport to the Philippine Development Plan (PDP)2011-2016, sectoral and local development plans,and the Millennium Development Goals (MDGs) andother international commitments.
• It is a mechanism for setting the strategicdirections, thrusts and priorities of the PhilippineStatistical System (PSS).
• The formulation of the Philippine StatisticalDevelopment Program (PSDP) 2011-2017 wasspearheaded by the National StatisticalCoordination Board (NSCB) in collaboration withproducers and users of statistics.

B. Role of Statistics in Development Planning
• Statistics provide much needed benchmark forcurrent state of affairs or condition so thatstrategies and programs could be undertaken toaddress any issues or to improve on specificaspects of the affairs.
• Statistical methods are capable of assessingavailable resources essential for formulating andimplementing effective development strategies.
• Statistics is a vehicle to monitor the on-goingprogress (or regress) and adjust the process ontimely intervention to improve the system with aview to achieving the ultimate goals.

How many teachers and engineers are needed ? How many hospitals or classrooms should be
constructed over what periods of time? How many scientists do we need to produce
effective R&D over the next 20 years? What products should be exported or imported?

Answers to all these questions need sound statistics.
In the old days, the kings and rulers used to procurefood for the people and prepare their armies forsecurity, based on population censuses. Since then,policy decisions are made by governments on thecharacteristics of the entire population or based onrepresentative samples of the population.

At the local level…….
• Making available local-level statistics is now akin tobetter monitoring of the social, economic, political,cultural, and environmental developments in thelocal communities.
• Local-level statistical information is expected tofacilitate better understanding by government of theneeds of the local communities as well as enableboth the national and local governments make theright policies, decisions, and actions.

3. Issues and Challenges• No clear government policy and legal basis for the
generation of local-level statistics and the use of thesame in governance;
• Statistical policies, standards, and coordinationmechanisms for the production and disseminationof local-level statistics remained weak andinadequate;
• Local-level statistics remained wanting and datagaps have widened;
• Dissemination of available data, microdata, andmetadata remains inadequate; access to localstatistics is still limited and difficult for many users;
• Statistical competencies of LGUs and NGAs need tobe developed/enhanced;

• Development of an integrated local statistical framework andcore indicators in support of local development planning andgovernance;
• Strengthening of statistical coordination bodies at theregional and local levels;
• Comprehensive review and modification of legal frameworksand policies, e.g., EO 352, EO 135, NSCB Resolutions, etc.;
• Application of a data quality assurance framework in theperiodic review of local-level statistics;
• Implementation of the ARRCS* on key information systems,e.g., health, business licensing, etc.

D. Moving Ahead: A Call for Action
Establish an environment at the local level wherestakeholders can engage effectively in debate andaction to develop partnerships, between thegovernment, private sector and civil society, to agreeon roles and responsibilities towards localdevelopment, work together on agreed priorities,sharing results and opportunities, as well as enhancecooperation and concerted action.
