A. Introduction

We now live in a global information society where the flow ofinformation is increasing. Statistics should play a major rolein shaping and providing information useful in almost everyaspect of human life, from administration to business, tohealth, to fiscal management, to education, infrastructure tofiscal management, and many others.

The high diffusion of ICT, especially broadcast and theinternet, has allowed news and information about a remotevillage in the country’s north to reach another village in thesouth and many other areas. This development may havecontributed to the increasing reporting of human activitiesand natural events happening in the regions and localcommunities- the provinces, cities, municipalities, andbarangays (villages).



A. Introduction

Such growing interest in knowing more about the localcommunities points to the need for area-specific or local-level data and information. Indeed in recent years, demandfor local-level statistics about the state of the people,economy, and environment has increased tremendously.Among the most sought after statistics are those thatconcern governance- delivery of basic services,transparency of policies and processes, and accountabilityof public institutions and officials, especially the LGUs.



A. Introduction

• The PSDP 2011-2017 provides vital informationsupport to the Philippine Development Plan (PDP)2011-2016, sectoral and local development plans,and the Millennium Development Goals (MDGs) andother international commitments.

• It is a mechanism for setting the strategicdirections, thrusts and priorities of the PhilippineStatistical System (PSS).

• The formulation of the Philippine StatisticalDevelopment Program (PSDP) 2011-2017 wasspearheaded by the National StatisticalCoordination Board (NSCB) in collaboration withproducers and users of statistics.



A. Introduction

The strategic priorities and thrusts of the PSDPinclude:

a) Data production;b) Management and coordination;c) Data dissemination and use;d) Local statistics development;e) Research and capacity building;f) Resources in the PSS; andg) International cooperation



B. Role of Statistics in Development Planning

• Statistics provide much needed benchmark forcurrent state of affairs or condition so thatstrategies and programs could be undertaken toaddress any issues or to improve on specificaspects of the affairs.

• Statistical methods are capable of assessingavailable resources essential for formulating andimplementing effective development strategies.

• Statistics is a vehicle to monitor the on-goingprogress (or regress) and adjust the process ontimely intervention to improve the system with aview to achieving the ultimate goals.




In other words……

“ Statistical information must play a key role ininforming policy formulation and in measuringprogress to enhance the translation of ourcommitments into people’s reality.”




Planning for socio-economic development requiresstatistics……

How many doctors are needed over the next 10years?

How many teachers and engineers are needed ? How many hospitals or classrooms should be

constructed over what periods of time? How many scientists do we need to produce

effective R&D over the next 20 years? What products should be exported or imported?




Answers to all these questions need sound statistics.

In the old days, the kings and rulers used to procurefood for the people and prepare their armies forsecurity, based on population censuses. Since then,policy decisions are made by governments on thecharacteristics of the entire population or based onrepresentative samples of the population.




At the local level…….

• Making available local-level statistics is now akin tobetter monitoring of the social, economic, political,cultural, and environmental developments in thelocal communities.

• Local-level statistical information is expected tofacilitate better understanding by government of theneeds of the local communities as well as enableboth the national and local governments make theright policies, decisions, and actions.



C. PSDP 2011-2017, Local Statistics Development

1. Planning Framework

VisionA responsive, effective , and efficient PhilippineStatistical System (PSS) that provides qualitystatistics for evidence-based decisions towards theattainment of the development goals of the nation.



Planning Framework on Local-level Statistics Development

1. Adoption of an integrated data and methodologicalframework for local level statistics

2. Implementation of appropriate statistical policies andstandards for the production and dissemination of localstatistics

3. Strengthening capacity of local government units toproduce and use quality statistics in support ofcountryside development

4. Strengthening institutional partnerships between thenational and local governments

5. Establishment of statistical mechanisms at least inevery province and city for local coordination ofstatistics production and dissemination




2. Key Developments in 2005-2011• Generation of small area statistics on poverty;• Compilation of good governance index (GGI) for

provinces and municipalities;• Estimation of Gender Development Index (GDI) at

the provincial level;• Compilation of the child development index (CDI)

for the regions;• Community-based monitoring system (CBMS);• Compilation of local-level MDG indicators and

gender statistics;• Local Governance Performance Management

System (LGPMS);• National Household Targeting System for Poverty

Reduction (NHTS-PR);




2. Key Developments in 2005-2011

• Development of the provincial product accounts inthe Province of Guimaras;

• Barangay Agricultural Profiling Survey (BAPS);• Compilation of provincial, city, and municipal

profiles;• Generation of local-level data through censuses and

surveys;• Generation of local-level data through

administrative-based registration, reporting, andmonitoring systems;

• Establishment of new local statistical developmentmechanisms;




2. Key Developments in 2005-2011

• Expansion of statistical training programs at theregional and local levels;

• Conduct of press conferences and briefings todisseminate and explain statistical outputs;

• Expansion/institutionalization of regional statisticalconferences

• Regional celebration of the first World Statistics Day• Continuous advocacy for statistics as a profession• Annual celebration of the National Statistics Month• Philippine Statistics Quiz by the NSO




3. Issues and Challenges• No clear government policy and legal basis for the

generation of local-level statistics and the use of thesame in governance;

• Statistical policies, standards, and coordinationmechanisms for the production and disseminationof local-level statistics remained weak andinadequate;

• Local-level statistics remained wanting and datagaps have widened;

• Dissemination of available data, microdata, andmetadata remains inadequate; access to localstatistics is still limited and difficult for many users;

• Statistical competencies of LGUs and NGAs need tobe developed/enhanced;




3. Issues and Challenges• Appreciation of statistics generally low among local

stakeholders• More statistical research and development needed

to develop effective methods and approaches forthe collection of local-level statistics;

• Resources for developing and generating local-levelstatistics have remained inadequate




4. Statistical ProgramsGoal: To deliver more timely, accessible, coherent, comparable,comprehensive, and relevant statistics• Development and improvement of administrative-based

statistical information systems to generate local-level data;• Institutionalization of CBMS in all LGUs for the regular

generation of local-level statistics;• Institutionalization of the generation of at least provincial and

city level data in national censuses and surveys;• Generation of local-level estimates of key statistics/indicators

through small area estimation techniques;• Compilation of socio-economic indicators through partnership

between NGAs, LGUs and the private sector;• Enhancement of data processing systems of censuses and

surveys for increased efficiency and improved timeliness ofdata




4. Statistical ProgramsGoal: To increase user understanding, capacity, and trustin statistics for wider and rational use of statistics• Development of statistics web portals that include local-

level statistics;• Establishment of statistical information centers in

provinces, cities, and municipalities;• Capacity building of users at the regional and local

levels;• Enhancement of advocacy on proactive dissemination

of statistics and better understanding and rational useof statistics at the regional and local levels




4. Statistical ProgramsGoal: To enhance statistical capacities of data producersand providers• Formulation of an integrated statistical human

resource development program for local statisticalpersonnel;

• Enhancement of data sharing among data producers tofacilitate policy use or the compilation of other keyindicators;

• Research partnership and knowledge sharing betweenMSAs and academe to improve statistical methods andapproaches




4. Statistical ProgramsGoal: To improve coherence, effectiveness, and efficiencyof the statistical system

• Development of an integrated local statistical framework andcore indicators in support of local development planning andgovernance;

• Strengthening of statistical coordination bodies at theregional and local levels;

• Comprehensive review and modification of legal frameworksand policies, e.g., EO 352, EO 135, NSCB Resolutions, etc.;

• Application of a data quality assurance framework in theperiodic review of local-level statistics;

• Implementation of the ARRCS* on key information systems,e.g., health, business licensing, etc.

4. Statistical ProgramsGoal: To increase and sustain resources for statistics• Creation of statistical units and positions to ensure

regular production of critical local-level statistics;• Formulation of a sustainable financing scheme for

local statistics development;• Advocacy for professional and career development

in statistics




D. Moving Ahead: A Call for Action

Establish an environment at the local level wherestakeholders can engage effectively in debate andaction to develop partnerships, between thegovernment, private sector and civil society, to agreeon roles and responsibilities towards localdevelopment, work together on agreed priorities,sharing results and opportunities, as well as enhancecooperation and concerted action.
