And residents say they have had enough. Residents and organisations did not hold back their opinions dur- ing a provincial policing needs and priorities meeting held by the De- partment of Community Safety (Docs) in Lentegeur last week. More than 200 people along with Mitchell’s Plain police filled the civic centre to lay their cards on the table. During a survey, they highlight- ed poor police visibility, lack of re- sources, delayed response time and an increase in gangsterism as their main concerns. Mitchell’s Plain police cluster commander Major-General Abra- ham Goss says the police are going the extra mile and will continue to clamp down on gangsterism in the area. “We have intensified our ap- proach to combating these crimes and although we see an increase in these arrests and confiscations, they are still not enough,” he said. Goss said the clampdown on drug houses and gangsterism in Mitchell’s Plain must be encour- aged until they no longer exist. The meeting aims to compile a comprehensive report of all police clusters which need attention. Some took the opportunity to praise efforts of police, while oth- ers kept nothing behind as they aired their views. According to provincial minis- ter for Community Safety, Dan Pla- to, 85% of police stations in the Western Cape are under re- sourced. “We do not have the manpower at most of the stations. There are 40 to 55 murders and 95 rapes a week in the province. We all live and work under tough circum- stances but this is your opportuni- ty to give us solutions as well. Let us work together to fight this scourge,” he said. Plato explained that the data col- lected at these workshops, along with the suggestions, will be com- piled into a national report on re- sources and the allocation thereof. Community Policing Forum (CPF) cluster chairperson Michael Jacobs said they will be holding Docs officials accountable. “Your holiday has now come to an end. We will not allow these offi- cials to act as if they are doing us a favour. This is your job and you are not doing us any favours by do- ing your job,” Jacobs said. Loud cheers could be heard as residents showed their support for Jacobs. However, Plato said the meeting was not held “to attack anyone but rather to find viable solutions”. Goss also revealed the crime trends and hotspots for Mitchell’s Plain. All areas featured except Port- lands, Colorado Park and Westridge. But Portlands resident Ahmed Ismail claimed Goss’ report “wasn’t well researched”. “The gangsters are infiltrating our area. You need to look into it because it is not as safe as you think. We risk our lives daily with very little support. What are you going to do with that regards?” he asked the panel. Jacobs says the change in dy- namic needs to be considered. “Gangsters are dying like flies. Don’t deny it. The dynamics are changing and the police need to adapt appropriately to see an end to the problem,” he said. Plato vowed the community’s concerns would be addressed but warns they, too, have a part to play. “There are some things we can do and others that we can’t. The community must not be upset if we say so. “However, crime should never become a normality. Our children are getting killed and even threats are not to be taken lightly. Resi- dents accept these ills to easily,” he said. Goss said police can only do so much and needed the help of resi- dents. He warned residents to not cover up for criminals and take a stand in their community. “You don’t need to take the en- tire area, start with your street. Crime prevention is everyone’s re- sponsibility. Before you complain, join your neighbourhood watch and join in the fight against crime,” he urged. Plato also reported that 681 po- lice cadets will complete their training next year. He hopes this will aid in the alleviation of staff shortages in the year to come. Plato also urged residents to join their CPF and guarantee a capable executive is elected to ensure these report backs and suggestions can continue to take place more regu- larly. HEALTH

Hospital: complaintscontinue to stream inSAMANTHA LEE

@Samantha_Lee121

For the past few months People’s Posthas been inundated with complaintsabout the new Mitchell’s Plain Dis-

trict Hospital.Across all communication platforms

residents say bad service has become abitter pill to swallow following claims ofnegligence, uncaring medical staff, longwaits and lack of urgency in cases of trau-ma and emergency. These are some of the reasons why resi-

dents are asking for a probe into servicesor for the hospital to close its doors.“Bad service is an understatement.

That hospital is an insult to the medicalfraternity,” one SMS reads.Another SMS says: “The staff have no

mercy and are very rude. If you don’t likeyour job, leave it. You took it upon your-self to help people. It’s by time somethingis done about the poor service.”In a call to People’s Post one resident

says: “What is the use we have this newfacility when no one wants to use it? Iwould much rather die at home than betreated there. The department needs tolook into the service because it is theworst I have ever had. They may as wellclose.”Queries were submitted to the hospital

management, but People’s Post was in-formed to direct them instead to the

health department.Despite numerous attempts to reach the

provincial Department of Health spokes-person Sithembiso Mgubane, People’sPostwas unable to obtain comment at thetime of going to print. In response to an article published in

People’s Post (“Treatment investigated”,14 October) SMSes, letters, phone callsand emails have streamed in all telling asimilar story. The common thread to complaints in-

clude long waits, a lack of compassion, noassistance, bad service, too few beds, hor-rible smells and patients preferring to betreated elsewhere. In a subsequent story Hayley-Anne

Wright, of Westridge, shared her experi-ence at the hospital (“Sickened to thecore”, People’s Post, 21 August). In July, her mother-in-law had been

rushed to hospital with blood in her stool. She had beenusing blood thinningmed-

ication for clots in her leg and was classi-fied as a code red patient. She had sat in the hospital waiting area

and had not been seen to by the time shehad left five hours later. In a previous report Cecilia Solomons

claimed they had waited for 30 minutesfor her husband to be seen to, while twodoctors were seated at the reception desk(“Treatment investigated”).In a letter addressed to the newspaper,

Regan Davids shared his story.

His late mother, Stephanie, had visitedthe hospital complaining that she couldnot urinate. She has since passed.“I don’t wish this treatment on anyone.

My mother was complaining about thetreatment she had received at the newMitchell’s Plain hospital,” Davids says. His mother had been in the hospital a

number of days.“After a few days the doctors told us we

could takeher homeandwe found shehadbed sores. She told us nobody came tocheck on her or turn her to prevent theonset of the bed sores,” he says.Davids says even a kind remark was

met with hostility.“On leaving the hospital my sister

thanked the nurse for looking after mymother and she made an offensive re-sponse.Mymother is gone but I would notwish such medical treatment on any-body.”Residents further claim the staff have

no compassion or people skills.“If you don’t have people skills or you

don’t like your job then don’t become anurse or a doctor because that is not theprofession for you,” Wright says.V Complaints can be directed to the hospital man-agement via the quality assurance manager. WOLFGAT NATURE RESERVE

SAMANTHA LEE@Samantha_Lee121

Fearful residents have raised the alarmabout illicit activities atWolfgatNatureReserve.

Following the discovery of a partially de-composed body found buried in a shallowgrave on Tuesday 21 October, they claim thereserve is home to more than just animals, birds and indigenous plants (“Bloody weekin ’Plain”, People’s Post, 28 October).A resident, who asked to remain anony-

mous, says she has been asking the City ofCape Town to take action.Thewomanalleges other bodies have been

found in the reserve. She claims the reserve is an “invitation”

for illegal dumping and says bodies will “ gounnoticed for a long time”.However, Mitchell’s Plain police say this

is an isolated case.Police spokesperson Sergeant Jerome

Voegt confirmed the latest incident and saysa postmortem determined the bodywas thatof a man.He also says this was the only body found

there and they were not aware of any otheractivities taking place at the site.“We can confirm that the postmortem has

been completed and the deceased died of un-natural causes. The victim had sustainedseveral stab wounds to his body,” he says. The man also reportedly had several tat-

toos.Voegt says on the right side of his chest, the letters “YMCB” were tattoed.A chain detail was tattooed on bothwrists,

the letter M on his chest with two dollarsigns above the letter, the name “Zoe” on hisleft arm and “In God We Trust” on his rightankle. On his on his right shoulder the let-

ters “J A”was accompanied by a six-pointedstar. Voegt says the man is aged between 30and 35. He has yet to be identified.Mayoral Committee member for Energy,

Environmental and Spatial Planning Johanvan der Merwe admits the plot has becomea crime hub.“The nature reserve is being affected by

crime in the surrounding areas and unfortu-nately is sometimes used as a location for il-legal activity. The Wolfgat Nature Reserveis working with Law Enforcement, MetroPolice and the police to manage the situa-tion,” he says. But another resident says more needs to

be done.Resident Kim Bennett explains the dunes

in the reserve create ahidingplace for crimi-nals and calls for them to be removed.“There are too many cases of drug abuse,

robberies and violence. I understand it is areserve and theremust be some place for theanimals but we are open to the elements be-cause of it,” she says. The reserve stretches fromHugenoot Ave-

nue to Baden Powell Drive and neighboursHugenoot Primary School. The plot has been partially fenced off.Van der Merwe explains with the con-

struction of the newWolfgat EnvironmentalEducation Centre on the northern boundaryabuttingTafelsig, theCitywill fence the newcentre off for safety reasons and to demar-cate the property.“Any fencing apart from the fencing

around the new centre is not to keep peopleout, but rather to demarcate the reserve. Thereserve has open access and many peoplemainly use the reserve to access the coast,”he says.Van derMerweurges residents to proceed

with caution and not to go into the reservealone.“We advise those who wish to access the

nature reserve for hikes or walks not to ven-ture into the reserve alone but rather pro-ceed in a group or inform theWolfgatNatureReserve staff, so we can assist where possi-ble,” he explains.“The new environmental education cen-

tre, once completed and occupied, will pro-vide a visual presence on the ground, im-prove security and increase the utilisationof the reserve.”

HAVE YOUR SAY!ANNUAL REVIEW (2015/16REVIEW) AND PROPOSED

AMENDMENTS TO THEINTEGRATED DEVELOPMENTPLAN (IDP) FOR 2012 TO 2017

CRIME

Gun control under fireNICOLE MCCAIN

@nickymccain

Gun licensing has come under the spot-light amid calls for the tightening offirearm legislation.

This after the ANC called for a review ofthe Firearms Control Act. The political par-ty claims the proliferation of illegal guns isfuelling violent crimes. The call comes afterthe recent death of Bafana Bafana captainSenzo Meyiwa and the shooting of ANC MPJackson Mthembu.Gun Free SA spokesperson Claire Taylor

says since the Firearms Control Act of 2000was promulgated, the number of people shotand killed in South Africa has halved, from34 people a day to 18.“But 18 people a day is 18 too many. As

such, Gun Free South Africa welcomes theANC’s call to review existing gun controlmeasures with a view to limiting access toguns that end up in the wrong hands,” shesays.Crime and mortuary data shows that

handguns are used in the majority of guncrimes in this country, indicating that theemphasis needs to be on significantly limit-

ing or restricting access tohandguns by raising thebarrier for handgun own-ership, Taylor says.“Strictly limiting who

owns what gun for whichpurpose would help re-duce the leakage of li-censed guns into the ille-gal pool,” she says.South African Gun

Owners’ Associationspokesperson AdvocateJohn Welch believes thecall of the ANC is based on sentiment andnot on fact.“Accordingly we reject all calls to further

restrict the lawful possession of firearms. While we mourn every death and injury ofall victims of crime, we believe that peoplewho commit crimes must be hunted down(legally) and brought to book in accordancewith the criminal justice system,” he says. However, the organisation disagrees that

anymeasures aimed at the reduction of fire-arms in the hands of the law abiding willcontribute significantly to a reduction in vi-olent crime. “Criminals source their fire-arms from legal owners, the police and mili-tary and theymake them their own.Not onlyshould the police focus their attention on thereductionofunlicensed firearms, civil socie-ty should take responsibility to become obe-dient to the law,” he says. The Firearms Control Act provides limit-

ed circumstances under which people maypossess firearms, such as self-defence, hunt-ing, sport shooting and as collectors. Allthese people undergo very strict proceduresto become competent and to obtain licences,Welch explains. “The law currently pro-vides that no person may possess more thanone handgun or shotgun for self-defence. Inany event, all indications show that the bareminimum of crimes is committed by lawful

firearm owners,” he says.“Despite the carnage on our roads no-one

calls for the banning of vehicles; despite themany drownings no-one calls for the ban-ning of swimming pools or the sea. Crimi-nals will always obtain guns to commit theiratrocities with, while the disarming of thelaw abiding will merely cause them to be-come easier targets.”Licensed guns are diverted into the illegal

pool of weapons through smuggling fromneighbouring countries, loss and theft fromlicensed gun owners or fraud, corruptionand poor implementation of the firearms li-censing system, Taylor maintains.“This final contributor highlights that a

law is only as good as its implementation.Gun Free South Africa urges the impendingreview of the Firearms Control Act includea commitment to cleaning up the problemsat the Central Firearms Registry to ensurethat no short-cuts are taken,” she says.Strengthening of gun control legislation

in South Africa must include a coordinatedcampaign to mop up the pool of illegal gunsin the country, Taylor adds.“This would include declaring a national

amnesty, encouraging the public to report il-legal guns, search and seizure operationsand public destructions of all weaponsseized or handed in.”

Petty thieves strip play parkSAMANTHA LEE

@Samantha_Lee121

Concrete outlines still imprint-ed in a sandy patch with halfplanted poles and a solitary

bench. This is all that bears testimony

to what was once a children’s play-ground in Tafelsig.Once a colourful playground ful-

ly equipped with a slide, rounda-bout and jungle gym, a bleak anddull mural is all that indicates theWinterhoek Road plot was previ-ously a park.Residents claim “druggies” who

carried away the play equipmentare to blame.Resident Kashiefa Smith is sad

to see something positive being de-stroyed.“There is already so little for the

children here. Then the councilcomes and gives them this parkand what do the drug addicts do?They take it away from them,”Smith explains.According to resident David

Ross, metal theft has become ama-jor problem in Tafelsig.“It was a matter of time before

they came after the park equip-ment, but how they got away withit I can’t understand. We don’tknowwho exactly the culprit is butI want to knowwho is buying theseenormous structures? They shouldbe punished,” Ross says. The park was constructed two

years ago by the City of Cape Town

Each park set costs roughlyR300 000 to construct and replacesays City Mayoral Committeemember for Community ServicesandSpecial Projects BelindaWalk-er.She says they are aware of the

vandalism and explains it oftenhas a “ripple effect”across theCity.“This is becauseadditional expens-es are incurred when having to re-place or repair equipment and fit-tings which suffer damage whenacts of vandalism are committed,”Walker says.Resident Elsie van Reenen says

the sandy patch poses a threat tothe children.“Not only do the children have

noplace to play, but theplot [is nowinfertile].Nograsswill everbeableto grow there and so children areplaying in the streets where theycan easily get run over,” she says.Walker agrees and says the con-

sequences are unfortunate.“The City wants communities to

feel safe and welcome in their rec-reational spaces. These spaceshave been provided with the com-munity in mind and it is unfairthat members of the community, particularly the children, must suf-fer as a result of vandalism at-tacks,” she saysSmith says vandalism isn’t the

only concern and alleges that ad-dicts hide their drugs in the park.“I’m sure that when police are

near or doing patrols the druggiesuse the plot to hide and use their

drugs. This isn’t safe for any of us.We don’t know who is lurking inthe dark when we are asleep,” shesays. The residents hope the park can

be restored with added safetymeasures to ensure it isn’t stolenagain.Walker says in many cases, such

as this one, there are additionalcosts to consider.

“Damage is done to the naturallandscape of the park which addsto the cost. TheCity’s parks depart-ment relies heavily onward alloca-tions to develop and maintain playparks and local councillors arevery involved in decisions ofwhere to establish parks,” shesays. In addition, Walker says there is

no funding available to replace the

stolen play equipment in this fi-nancial year. She further explains other parks

have already been identified forupgrades.“We will certainly consider the

upgrade of the Winterhoek RoadPark for next financial year.”V Report metal and City property theft tothe Copperheads on 0800 222 771 or LawEnforcement on 0800 225 669.

CONCERT

Something fancy heads ‘WestGARY VAN DYK

@gvdcapejazz

When the beat at the Hot Summer Groovegets going at theGrandWestArena on Satur-day 6 December, not many will realise thatsomeof the stars featuredhaveahistory thatbinds them since childhood.

Alistair Izobell, Ramaine Barreiro, Louk-maan and Emo Adams are no strangers to

the stage in South Africa. Their stories allhave their roots inMitchell’s Plain some timein the 1980s with a drama group calledKinders vannie Ses (Children of District Six).

Barreiro remembers those times with fond-ness, especially the memory of the four ofthem forming Nu Fancy. “Wow! What an ex-citing time for four laaities from the ‘Plain,”she says, looking at a photo of the four of themat the time.

“I think I wasabout 12 – basically ahundred years ago!We were all part of alocal drama groupcalled Kinders van-nie Ses [they are stillrunning today].From what I remem-ber, the Rocketscalled us in to recordand before we knewit we were touringwith them.”

Emo was only 12,Alistair was 14 andLoukmaan 15. “Wewere travelling allover South Africa,Namibia, little hallsin every dorpie andwe used to rock ClubFame in Elsies Riv-er. I think thosetimes convinced usthat it was what wewanted to do for therest of our lives – andwe’ve never lookedback.”

Ramaine also re-flects that being partof this group gavethem a good founda-tion in the entertain-ment industry. “Wewere taught the oldschool way. Workhard and you’ll getwhat’s coming toyou. Looking at where we all are is proofof that.”

Ramaine was living out of town for a fewyears but relocatedbackhomeabout ayearago, starting her own management andproduction company. She takes anotherlook at the photo with those young facessmiling at her, and remembers that noneof it would have been possible withoutsome fantastic support.

“We all had parents who supported whatwe do, we always had people around uswho had already been doing this for yearsto learn from and we had each other,” shesays fondly.

Getting back to 2014, she says she is veryexcited to be part of the show in December. While itmightnot be a reunionof the child-hood group, Ramaine is adamant that the

audience can expect to see some of the bestentertainment the Western Cape has to of-fer.

Along with these four, People’s Post andsister publication TygerBurger have se-cured a killer line-up for the first-ever HotSummer Groove. Joining them will be thepopular all-female trio Blackbyrd and thebacking band Take Note.

An added bonus is that we will be givingaway a car at the show. Your ticket servesas your entry.

Up for grabs is a FAW V2 1.3 worth R100000.

Since it’s the season of giving, we’ll alsobe donating R5 of each ticket to the TraumaCentre in Zonnebloem. Tickets for the HotSummer Groove cost from R130 and areavailable from Computicket.

New bid for clinic committeeSAMANTHA LEE

@Samantha_Lee121

Management at theTafelsigClinicwantto turn over a new leaf with plans tore-establish the health committee.

This they hope to achieve before the clinicupgrades are completed in 2015.Speaking during a meeting on Friday,

clinic manager Hillary Chordnum said resi-dents don’t understand the importance ofthe committee. The meeting was held with residents and

the clinic’s management to decide on theway forward. An explanation of the clinic’ssystems was also given.Chordnum said the clinic attended to be-

tween 11 000 and 13 000 patients everymonthand admitted there are concerns.“The forum forms a link between the resi-

dents and the clinic. Without the forumproblems can’t be brought to light. This isfor the benefit of the community,” she ex-plained.The last meeting was held in April but

when the previous executive members

failed to attend, the committee had to be dis-solved. “If we don’t have a quorum themeet-ing can’t go ahead and I need to make a notesaying meetings were cancelled,” Chord-num further explains. She said the forumwas not a place for peo-

ple to “push personal or political agendas”and explained this was the reason previousmembers had stayed away.Former chairperson Beatrice Leng said it

was a struggle to get people to attend. “Peo-ple complain all the time but don’t stand upto do something. This is our clinic and we

must be proud of it. We can make a differ-ence,” she said.Chordnum said all they needed was com-

mitment and dedication from residents.“You don’t need any qualifications, just

the passion for the community and wantingto make a difference,” she added. Those present agreed to hold meetings

once a month on a Friday at 14:00. An elec-tive meeting will be held in January a newexecutive elected. A date has to be set.V For more information contact Chordnum at the clinicon (021) 397 8906 or Leng on 083 766 8044.

Your SMSes. I’m grateful for the upgrade. However, Ihope it includes shelter from the cold win-ters and very hot days, in long lines beforethe clinic opens. Wilma, Tafelsig

. Siqalo residents are angering me. Firstthey occupied land which doesn’t belong tothem, then they demand services. That’s sounfair. Patricia de Lille does nothing aboutit. Yet, the City of Cape Town was quick tothrow people out at Kapteinsklip.Anti-Siqa-lo

. This is really disturbing for Mitchell’sPlain residents. Siqalo residents illegally in-vaded private property, but have the rightto protest and inconvenience ratepayers. Itseems we do not have any say about this.

They use the road on either side, with noconsideration for road users.

. Is it not ironic that these folks invadedthat piece of land and now have the guts todemand services? They pay for nothing. I’mnot sayingwe shouldnot be concerned aboutothers, but it all becomes too much. To addinsult to injury many of them have cars andsatellite dishes.

. Natalie Bent, where’s your feedback ona court case that was supposed to happen inSeptember? Siqalo represents a hotspot forcrime, drugs, smash and grabs, drivers com-ing out into oncoming traffic, drivers per-forming u-turns from the opposite side, roaddamages as a result of fires lit with tyres andproperty values dropping. It’s just a bigmess, absolutely unpleasant and unsafe.Evict them and clean up that once beautifulspace. Give us feedback and action please.

. They should relocate closer to healthcare facilities andnot put a strain onalreadystretched resources. The City should not en-tertain them, as they have occupied the landillegally.

. I’m all for human rights and equality, but where is mine? As a licence [holder] andtaxpayer, can I exercise my right to use anypublic road of my choice? But that rightseems to be dictated by a limited group ofpeople who don’t pay tax. Before anyonetalks about the privileged, I am unemployedand generating my own income, which is af-fected by the illegal activities of Siqalo resi-dets. Illegal protests will be monitored? Ithought Iwould be arrested for illegal activi-ties.

. Sulyman Stellenboom is barking up thewrong tree. He should go to the City fathersand thrash the matter out with them. Hope-

fully he will get support.. Regarding drain cover theft: the funds

spent on replacing stolen infrastructure canpay salaries for unemployed people whocould be employed. It should be made partof the Expanded Public Works Programme.

. Overgrown plot and bush clearance is ajob opportunity. Doesn’t council have anyvision? What is the City manager’s job de-scription?

. Can ward councillor Natalie Bent dosomething about the bush in London Vil-lage? The bush runs from Vanguard Drive. It is dense and dangerous. Why must rate-payers do council’s work?

. We are offered contract work by theCity. We get skilled workers to do mainte-nance work, but when the contracts expireour skills also expire and we [are] joblessagain.
