And residents are not happy. Lentegeur Community Police Forum (CPF) chairperson Mark Brookes says the community have had enough. “The police and the CPF are opposing the bail. As the CPF we drew up a petition, aimed at residents who are affected daily. They are saying no to having criminals back on the streets,” he says. Brookes says the CPF will focus their attention on this sus- pect and are waiting for an updated list of high flyers in the precinct from police. The man lives near a well-known drug dealer in Lentegeur and is suspected to be one of his drug runners, officials confirm. A group of the upset residents and neigh- bourhood watch members gathered at the Mitchell’s Plain Magistrate’s Court with the petition to oppose bail on Wednesday 7 Janu- ary. The man was arrested on Tuesday 23 De- cember after police received a tip-off about drugs being stored at his Turksvy Street home. Lentegeur police spokesperson, Sergeant Cathy Meyer, says officers asked to gain en- try to the home. “The officers gained entry to the house and after a search found a safe. A sum of R338 290 was found in the safe. The 50-year- old man could not account for the money and was arrested,” Meyer says. No drugs were found on the premises. Meyer also claims the man’s home is a “known drug house”. The man appeared in the Mitchell’s Plain Magistrate’s Court on Monday 29 December on charges of money laundering but the case was postponed and he was sent back to Polls- moor Prison. After an application to the Cape Town High Court, the case was brought forward and the bail hearing was held at the Magis- trate’s Court on Wednesday 7 January and then continued on Thursday 8 and Friday 9 January. Brookes says the application is questiona- ble. “The suspect is not a high earner and to file an application at the high court takes a lot of money because you need a legal team to do it. It makes us question where he got the money from,” he says. The hearing is set to continue today, as the man did not complete his testimony on Fri- day 9 January. Expert advice onschool suppliesMalls are abuzz with moms and

scholars that are ticking off itemsfrom the school’s stationery lists.

Even more stressful than cramped shop-pingmalls is scraping together themoneyto get your children school-ready afterthe carefree spending of the holiday sea-son.Eunice Sibiya, head of consumer educa-

tion at a South African bank, says al-though most of us prioritise saving for aneducation under the top three reasons tosave, parents often factor in the largeamounts such as school uniforms andtextbook fees and exclude or underesti-mate the costs of stationery.“Costs can add up to R400 for one child

and this only factors in one of each sta-tionery item typically found on the sta-tionary list. The costs of one, let alonemore than one child, can easily leave youin a financial tight spot in January,” shesays.Sibiya suggests the following ideas to

avoid going financially bust during theback to school season:

Bit by bit“Buying school supplies in bits and

spaced out over the year when you doyourmonthly orweekly grocery shoppingis lighter on the pocket thanbuying all theitems at once.Buy the basics of what your child will

need in January and purchase the rest lat-

er - this could be a saving grace after theDecember festivities,” she says.It also gives you the opportunity to

teach your children about budgeting withsmaller amounts that they can wrap theirheads around.

Build it upAstationery cupboard or drawermeans

that you will always have supplies readywhen the children runout of pens or exampads and it oftenworks out cheaper as youcan capitalise on year-round specials,Sibiya says.Don’t forget to take stock of the chil-

dren’s stationery leftovers at the end ofthe year.“Children tend to want new supplies at

the beginning of each year when theymight still have items that can be used intheir current stationery tins. Reuse orswop the items that are still usableamongst the children.”

Dual giftsThe use of technology is becoming ever

more present in the schooling environ-ment and although lower grade scholarsmight not need tablets yet, it is likely thatthey will need these devices and laptopsfrom high school. Instead of incurring thecost in the new year, be savvy and makea birthday gift out of it.Alternatively, use a match-funding ap-

proach to teach your children the value

of money and the principle of delayedgratification.“Make the proposition that if your child

saves a half or third of the device cost, youwill come to the party with the additionalfunds. Such techniques instil a savingsculture in your children andwill result inthem taking ownership in looking aftertheir devices,” suggests Sibiya.

Plan aheadThe school year is filled with activities

that will require additional spending. Toavoid last minute costs that need to be in-curred butwere not budgeted for, drawupa rough estimation of what these costsmight tally up to by requesting yourchild’s school calendar and planningaround sporting season, school tours andschool activity expenses such as a Valen-tine’s ball or matric dance.Based on this, decide on an amount that

can be set up as a scheduled transfer toyour savings account at the beginning ofeach month.On top of having peace of mind that

there are funds available, your moneywill also grow thanks to compound inter-est.“There is no reason to be caught off-

guard when it comes to the expenses thatseem small relative to other school fees.A bit of budgeting and savvy savings tech-niques such as the above can go a longway,” concludes Sibiya.

More than 300 litres of alcohol havebeen confiscated at Mnandi Beach inthe first seven days of the new year.

Following an influx of visitors to thebeaches, law enforcement agencies were onhigh alert to ensure holiday-makers andbeachgoers enjoyed their time safely.

To start the year off, Mitchell’s Plain po-lice, Law Enforcement, members of the Com-munity Police Forum (CPF), neighbourhoodwatch members and the victim support unitmaintained a strong visibility at the beachfrom 10:00 to 18:00 every day.

Police were also on hand to assist in find-ing missing persons, says Mitchell’s Plainpolice spokesperson Constable Zandile Mar-ashule.

“A total of 11 people went missing fromFriday 2 to Wednesday 7 January and allwere reunited with their parents, family orcaregivers,” she says.

On Friday 2 January, 100 officials stoppedand searched numerous vehicles and resi-dents resulting in the confiscation of onebottle of vodka, 28 beers, 11 ciders and 6.5Fof table wine.

On Saturday 3 January, 85 officials wereon duty and assisted four people who wentmissing and later returned to their families.Officials also confiscated 58 ciders, 4F of ta-ble wine, one bottle of brandy and one bottleof rum.

A total of 79 officials on Sunday 4 January,confiscated eight beers and 2F of table wine.Officials also assisted two missing personsto be reunited with their loved ones.

In another operation on Wednesday 7 Jan-uary, two beers, three ciders and 5F of tablewine were confiscated.

The confiscation of alcohol forms part ofthe initiative to keep beaches safe in theprovince over the festive period.

The confiscations were also done as those

possessing it were found to be in contraven-tion of the municipal bylaw, prohibiting al-cohol on City beaches.

CPF chairperson Abie Isaacs thanked allthe volunteers who assisted in the opera-tions.

“The CPF has been part of the 10-day beach

patrol initiative and we can attest that on 1January more than 300F of alcohol had beenconfiscated and 30 missing children reunit-ed with their families. Mnandi beachgoerswere kept safe and all agencies together withthe CPF were active leading up to the newyear,” he says.

The volunteers were also at the beachwhen more than 30 000 people visited forNew Year’s day. Baden Powell Drive and theMnandi Resort had to be closed as they hadreached capacity early in the day.

No serious injuries were reported for theday.

Lentegeur West now has their own Rate-payers’ Association.In response to a plea from the commu-

nity, a group of Lentegeur residents havecome together to elect an executive commit-tee.ChairpersonPeterHoffmansays theyplan

to represent the community with one voice.“There are too many organisations doing

the same thing but not dealing with the is-sues effectively. We plan to bring all thoseorganisations together under one umbrellaorganisation,” he says.Secretary Zita Carey says there is a need

for the association in Lentegeur West totackle civic issues. “There are no parks orfacilities for the youth and this is one of theissueswe plan to tackle. There are two kindsof youth in the area. Thosewhowant toworkand those who just don’t care. We must tar-get those who want to make something of

themselves,” she says.Hoffman says the organisation will take

action to improve the community but needthe help of residents.“This association will benefit all ratepay-

ers in the area.Wewill take their complaintsand make sure they are addressed. But wecan do nothing without the community,” hesays. The executive consists of Hoffman aschairperson, Antoinette Paulse as deputychairperson, Zita Carey as secretary, Wil-liam Shand as recording secretary, Moega-matMiller as treasurer, Elenor Lawrence asdeputy treasurer, John Kok as event coordi-nator, Jasmine Manor as health and safetyfacilitator, Theresa Smith as women’s facili-tator and Feroza Arendse is the youth facili-tator.Parks and other municipal issues are at

the top of the agenda for the new team.The executive plan tohost several commu-

nity meetings later this year to introducethemselves and address concerns. Residentswill be informed of meeting details.

Another year has come and gone, and soanother class of matriculants havesaid goodbye to their school careers.

With an 82.2% pass rate for the WesternCape, schools in Mitchell’s Plain have alsoachieved some excellent results.Out of the 16 high schools, 2 293 matricu-

lants wrote their final exams and 1 885passed.The class of 2014 also set a new record as

Spine Road High was the first school inMitchell’s Plain to achieve a 100% pass rate.Spine Road High School principal Rhiya-

ad Najaar says he is proud of the pupils andteachers.“I must give credit to the teachers and

learners who had to work under extremelydifficult circumstances. And the level of ded-ication is what we need to take note of,” hesays.“I believe that if you have good teachers,

you have it made and here at Spine Road,we have great teachers. We had classes eve-ry Saturday and every week the childrenand teachers would come, and these teach-ers are not getting paid a cent more.”Najaar also says the school had 14 pupils

who were promoted to Grade 12 and extraeffort was made to ensure they were readyfor the exams along with the rest of the pu-pils.“It was a challenge but they passed and it

goes to show that it can be done with hardwork and dedication,” he says.Mondale High came in second with 97.6%

pass rate. However, the school’s principalOwen Bridgens says he is disappointed withthe results.“Of the 245 pupils who wrote only six

failed. I am disappointed that we had a dropin the pass rate from last year, but we can’tbe disappointed in the number of bachelorpasses we achieved for the year,” he says.Bridgens adds that theywillwork towards

improving the pass rate now that the teach-

ers have had a chance to get comfortablewith the new system.“We had the highest number of Maths and

Physical Science pupils at the school lastyear and with the Curriculum AssessmentPolicy Statements (CAPS) system it was achallenge, especially because it is so new.Now that the teachers have had a chance toget used to it, we foresee it being a lot betternext year,” he says.Other pass rates include 88.9% for Pelican

Park High School, 86.9% for Tafelsig HighSchool, 86.7% for Oval North High Schooland 85.6% for Rocklands High School.Beacon Hill High School had a 83.5% pass

rate, with 83.3% for Glendale High School,82.6% for Portland High School, 82% forStrandfontein High School and 75.4% forWoodlands High School.Princeton High School achieved 74.8%,

70.9% forWestridge High School, 68.7%Len-tegeur High School, 67.9% for Aloe High

School and 66.8% for Cedar High School.Najaar says overall Mitchell’s Plain

schools did well and parents should ac-knowledge this.“Parents have the misconception that

they need to send their children outside ofMitchell’s Plain in order to get a good educa-tion. This is not true. You don’t need to sendthem out and pay exorbitant fees. They canget the same level of education right here inMitchell’s Plain,” he says.

‘Gangster’ nabbedAn alleged gangster was arrested after

a search at his Lentegeur homewhere police found four illegal fire-

arms.According to a report from Lentegeur

police, the Lentegeur Crime Preventionand Tactical Response Team received acommunity tip-off that unlicensed fire-arms were being held at a house in CannaClose on Monday 5 January.Police spokesperson Sergeant Cathy

Meyer says two teams went to the addressand asked for permission to search the

home. “After permission was given, offic-ers found two firearms hidden under thepaving in the yard and another two fire-arms were found inside a cupboard in thehouse,” she says.Officers found a Z88 9mm, a Smith and

Wesson revolver, a 357 Amadeo Rossiand a Llama Revolver with live rounds.The 32-year-old suspect was arrested

and appeared in the Mitchell’s Plain Mag-istrate’s Court on Wednesday 7 Januaryon charges of possession of unlicensedfirearms.

After completing renovations at theirnew premises, the Cape Town DrugCounselling Centre (CTDCC) have re-

opened its doors.The office has moved from Town Centre

to Ethel’s Place in Civet Street, Eastridge.Vice chairperson of the Ethel’s Place

board and executivemember of the CTDCC,Ashley Potts, says the buildingwas in disre-pair as the property was formerly used asan in-patient facility for drug addicts.“Theprevious tenants offered an in-house

treatment, and so thebuildingwasnot beingmaintained. This is because the residentswere angry and aggressive and took it outon the building,” he says.Windows, fittings, door frames, fixtures,

new tiles and a fresh coat of paint are someof the modifications.“This had to be done to uphold the high

quality service associated with the CTD-CC,” Potts says.The improvements have seen the five

rooms divided into seven and the divisionof the communal bathroom into three sepa-rate areas. Ethel’s Place Youth Centre wasestablished in 1991 and was initially a safehouse for street children.After new legislation was introduced, the

centre was re-purposed for housing over18’s in 2006 and after funding problems, itwas handed over to a private tenant in 2011.The tenants vacated the premises inOcto-

ber 2014.Over the past two months, the team have

been hard at work sourcing funding for therepairs. “This gave Ethel’s Place an oppor-

tunity to obtain funding for the upgrade.Non-profit organisations (NPOs) do not getfunding for maintenance,” he says.Construction started on Friday 12 Decem-

ber, but contractors, thefts and other set-backs delayed the process.This, however, created the opportunity to

employ local contractors and create tempo-rary employment at an affordable rate forthe NPO.Building work concluded on Monday 12

January and CTDCC staff have already re-sumed normal function.The official launch is set to take place in

February and further improvements willtake place during that time.Potts says they will continue to offer an

extensive six-week out-patient drug coun-selling programme, already attending to agroup made up of almost 70% of youth fromMitchell’s Plain.“Wewill open shop for our existing clients

in the meantime and walk-ins are welcome.Intake is on Tuesdays and Thursdays. Po-tential clientsmust book an appointment asonly 12 patients can be seen each intakeday,” he says.Patients are only required to pay R40 for

a drug test. The rest of the programme isfree. The programme has already shownmuch success. According to a UCT studyconducted 10 weeks after the completion ofthe programme, the centre achieved a 63%success rate.Counsellor Ielhaam Jacobs says it takes

a lot of courage to ask for help.“Peer pressure, easy access to the sub-

stances and the family environment aresome of the major contributing factors. Im-age is important to adolescents and our pa-

tients tell us their friends judge them. Theysay they are boring for not wanting to useanymore,” she says.Jacobs adds that support from the fami-

lies is important.“Often the parents want to support the

children but don’t know how. Threateningthem does not help them because they endup using more,” she says.The CTDCC aids this in offering family

sessions as well.Potts says the owner is especially happy

that they have opened shop in an areawhere addiction is rife.“We do take residents from any area, but

we are in an area where the residents needit and this service is freely available for thecommunity,” he says.The organisation would like to thank the

Authority issues shark alertBeachgoers have beenwarned to be vigi-

lant for sharks during the summer sea-son.

This comes as the presence of great whitesharks in the in-shore areas increases thistime of year.

The Fish Hoek shark exclusion net is be-ing deployed and retrieved daily and SharkSpotters are monitoring identified beachesto ensure the safety of all visitors to in-shoreareas, council says in a statement.

SinceSeptember, therehavebeen 57 sharksightings at beachesmonitored by the SharkSpotters.

There have been 36 sightings at Muizen-berg Corner, seven at Fish Hoek, five atMonwabisi, three at St James, two at KogelBay, two at Glencairn, one sighting at TheHoek in Noordhoek and one at Clovelly.

With the presence of great white sharks atin-shore areas expected to increase over thesummer season, the City of Cape Town is en-suring that the necessary precautionarymeasures are being effected.

Shark Spotters are monitoring identifiedbeaches and the Fish Hoek shark exclu-sion net is being deployed and retrieved dai-ly.

The Fish Hoek exclusion net has provento be an effective shark safety measure bycreating a physical barrier preventing anysharks from entering the bathing area.

Trials conducted during 2013 and 2014 in-dicated that the risk to marine life remainsvery low and that there are high levels ofpublic support for the exclusion net becom-ing a permanent feature of FishHoekBeach.

Until March, the Fish Hoek exclusion netwill operate daily, depending on the weath-er.

Weekends, public holidays and school hol-idays will be prioritised.

The exclusion net will not be deployed ifweather conditions (wind and swell) aredeemed to be unsuitable; this will be as-sessed on a daily basis.

If weather conditions deteriorate over thecourse of a day when the net is already de-ployed, the net may be removed as a precau-tionary measure.

Additionally, if there is a high presence of

whales or other marine mammals in the ar-ea the net will not be deployed. The net willalso not be deployed when trek-netting istaking place in the area.

If a whale moves into the area while thenet is deployed, the Shark Spotters herd theanimal away from the net and out of the ar-ea, using the exclusion net boat.

This is in accordance with the approved

Whale Disentanglement Strategy and resi-dents and visitors should not be concernedif this occurs. On days that the exclusion netis deployed, the operating hourswill be from09:00 to 17:00, and may occasionally be ex-tended to allow for lifesaving training orevents. Shark Spotterswill keep beach usersinformed via Twitter (@SharkSpotters) andFacebook.

3 January, officers impounded 9 445 bottlesof alcohol, amounting to 7 083 litres.The highest number of bottles (3 520) was

confiscated in Area East, which stretchesfromMonwabisi to Gordon’s Bay along theFalse Bay coastline.Mayoral committee member for Safety

and Security JP Smith says the number ofconfiscations is about 2 500 bottles morethan the same period last year.“Like enforcement relating to possession

of drugs, these offences require proactivepolicing, so thehighernumber is goodnewsfrom a policing point of view. It also meansthatmore peoplewere left high and dry andfor that we are grateful, because it has hadan impact on other safety aspects –most no-tably the reduction in thenumberof drown-ing incidents over the peak period.”

BeachdrowningsdecreaseThe 2014/2015 festive season will go downas one of the safest on record for Cape Townbeaches.The number of drowning incidents

dropped significantly when compared withthe previous festive season.Three drowning incidents were recorded

on beaches for the festive season, betweenSeptember 2014 and January 2015, com-pared to 18 drowning incidents over thesame period in 2013/2014.With thousands of people on the City’s

beaches over the festive season, this is anextraordinary feat, says City of Cape TownSport, Recreation and Amenities Depart-ment director Gert Bam.“Wearepleased that the combined efforts

of all role players have yielded such posi-tive results.The department’s extensive summer

safety campaign helped to educate mem-bers of the public on basic safety tips to ob-serve when on the beaches.In addition, law enforcement officers

have been highly visible and have confis-cated a substantial amount of alcohol,which helped to reduce the number of inci-dents associated with intoxication,” hesays.The decrease in the number of drowning

incidents is also reflective of the quality ofthe lifeguard service provided by Lifesav-ing Western Province and their associatedlifesaving clubs – particularly over theweekends around Christmas and NewYear’s Day when a number of people wereassisted by the lifeguards on duty, Bamsays.“Despite the drastic drop, every drown-

ing incident is one too many and each inci-dent is documented and reviewed to ensurethat further precautions are taken to pre-vent such incidents from happening in thefuture,” he says.“Members of the public are reminded to

swim only in designated swimming areasindicated by flags Law Enforcement offic-ers patrolling beaches to assist in ensuringthat people swim only in designated areas.“We ask that all people respect the in-

structions of both lifeguards and Law En-forcement officers and also report any irre-sponsible behaviour in the water, such aspeople swimming off the rocks, so that theycan keep people safe.”Bam reminds bathers to always swim be-

tween the red and yellow flags. These indi-cate safe, supervised swimming areas. Anarea outside of these flags could have dan-gerous rip currents and tides, he explains.He also reminds beach goers to swim in

areaswhere other people are present, swimin groups and inform friends or familywhen you go swimming.

St Martin’s, meanwhile, turned the ta-bles in recording a shock 4-3win over arch-rivals Westridge Yankees from Mitchell’sPlain in the Super League competitionthat had many fans smiling from ear toear.

However, coach Wayne May and his Gl-enthorn-Athlone side, still sporting an un-beaten run to date, were not in action butare well-placed at the top of the standingshaving won all of their nine games with afull quota of 18 points in the bag.

They are two points ahead of second-placed Falcons (16 points) who have playedten matches to date.

Nonetheless, with St Martin’s havingdowned Westridge Yankees and causingthe latter to suffer their fourth defeat innine matches – Saints have moved up theladder to third positionwith 11 points from10 assignments.
