This comes after the disposal of council-owned land was approved by local councillors. The move comes after a motion was tabled at Subcouncil 10 a few years ago. Ward councillor Sheval Arendse welcomes the subcouncil’s deci- sion to dispose of the land. “The decision now lies with pro- vincial police to determine wheth- er or not the plan can go ahead. We as the councillors see this as a ne- cessity as residents have been ask- ing for it for a long time,” he says. They’ve been asking for exactly five years, says Community Police Forum cluster chairperson Michael Jacobs. “In 2009 we put forward a propos- al for the police station to be built. It is no secret that the crime in the area is high and it will only be ben- eficial to have a station to serve this area,” he says. The proposal handed over in 2009 also included the establishment of the Lentegeur station and the up- grade of several other stations. Jacobs says the development is highly appreciated. “This can only benefit the com- munities as we have wanted it for a long time,” he says. In a previous article, residents called for the establishment of the station to address the high inci- dence of crime and a thriving gang culture in Tafelsig, (“Police station plea”, People’s Post, 6 August 2013). At the time, Jacobs called on dep- uty president Cyril Ramaphosa and National Planning Minister Trevor Manuel to fast-track the building of a police station which has been proposed for the 2014/2015 financial year. The plot on the corner of Tafel- berg and Bokkeveld streets has been made available. The motivation was put forward to curb the illegal dumping and criminal activity taking place on the field. Now with the disposal of the land, the plan could come into ac- tion just after the desired target as the planning for this financial year has already been concluded. Ramaphosa and Manuel at the time committed to trying their best to make residents’ needs a reality. There are currently three police stations in the Mitchell’s Plain po- licing precinct and the Tafelsig ar- ea is serviced by an already under- resourced station that needs to cov- er more than half of the Mitchell’s Plain area. Former cluster commander Ma- jor-General Jeremy Veary dubbed the Mitchell’s Plain precinct as the largest single policing precinct in the country with the highest vol- umes of crime reported. Mitchell’s Plain police could not comment on the introduction of the new station at the time of going to print. Provincial police referred all comment to the Mitchell’s Plain station. But cluster commander Major- General Abraham Goss says noth- ing has been communicated with him and the matter is the responsi- bility of the provincial police de- partment. Construction of the Lentegeur Police Station took eight years to complete. A timeline for the project has not been finalised as plans are still in the early stages. V Share your views. FALSE BAY

Fireworks under scrutinyMONIQUE DUVAL

@monique_duval

A call has been made to ban fireworksin False Bay.This follows a report submitted to

theSouthPeninsula asking for comments onthe current sites where residents are al-lowed to discharge fireworks.Speaking during the meeting several

councillors raised their concerns about fire-works and other activities on Guy FawkesDay.Councillor ShaunAugust said the daywas

no longer enjoyable as children also threwpaint at each other, attack commuters andcause chaos.“They even cover their hands with black

nugget andplace blades between their handsand smear people. They inflict harm andcause fear,” he said.August explained these activities went

“hand-in-hand” with the discharging of fire-works.“I don’t even know why we allow fire-

works on 5 November. If we take the fire-works away maybe we can deal with theseother activities,” he adds. While the subcouncil has a demarcated ar-

ea at Sunrise Beach, several councillors re-ported fireworks in residential areas.Strandfontein councillor Elton Jansen de-

scribed the activities as “evil” and saidsomething needed to be done.In addition to these activities, Jansen said

animals and pets were badly affected whenfireworks were discharged in residential ar-eas.“We find all sorts of sick activities where

people even stick fireworks at the back of an-imal and set them alight,” he said.Subcouncil chairpersonFelicityPurchase

described the events as thuggery and agreedsomething needed to be done.

Proportional councillor Patricia Franckesaid Guy Fawkes was also used by gangstersto fool police.

She explained as fireworks are dischargedin Ocean View, residents were often con-fused.

AFTERMATH: A worker is seen cleaning Strandfontein Pavilion after Guy Fawkes celebrations in No-vember. PHOTO: YUNUS MOHAMED. FOTO 24.

“There are fire-works on the oneside and gunshotson the other. It ishard to tell the dif-ference and gang-sters know this,”she says.Francke also

raised concernsabout the illegalsale of fireworks inresidential com-munities.Councillor Si-

mon Liell-Cocksaid the restric-tions should not ap-ply to those whohad pyrotechnicslicences.According to the

report there areeight demarcatedareas in the sub-council area. The report calls

on councillors toreview the sitesand suggest alter-natives due to re-quests from thepublic for addition-al sites. There are vari-

ous criteria for apotential site to dis-charge fireworksmostly focusing onthe proximity tobuildings, tele-phone lines andother potentiallyexplosive sites.Councillors re-

solved to call for aban on fireworks inthe subcouncil ar-ea and to prohibitshopkeepers fromselling fireworks.V Do you think fireworksshould be banned? Doyou know the reason forGuy Fawkes celebra-tions? Starting with theword “Post”, SMS yourthoughts to 32516.SMSes cost R1.

Pensioner in hot waterSAMANTHA LEE

@Samantha_Lee121

A pensioner is under investigation fol-lowing claims he had sold two guns. But police is investigating these

claims as the man could not produce evi-dence to this effect.According to the police, the man, a 60-

year-old Lentegeur resident, told them hesold his shotgun and a pistol in 2007.He had done so through a police officer

stationed atManenberg Police Station. Thisofficer has since passed away. The pensioner, who prefers to remain

anonymous, said: “I trusted the officer be-cause he helped me sell two guns beforethis.”He admitted there was no paperwork to

prove the sale of the weapons.Meanwhile, Lentegeur police found that

both guns are still licenced to the pensioner.Lentegeur Police Station commander

Elizabeth Hermanuswarns that, should theguns be traced and found to have been usedin criminal activity, the legal owner will beheld accountable. As part of a new firearm operation

throughout the cluster, Lentegeur police of-ficers cross-referenced ammunition saleswith their legal firearm owners. It was found that 500 rounds of ammuni-

tion were bought against these licences, which are still on the pensioner’s name.Cluster commanderMajor-General Abra-

ham Goss says when officers checked thegun register, they found 100 rounds toomany were bought against one of the guns.“A gun owner is only allowed 200 rounds

per gun at any given time. We called theman in for an interview,” he says. But the pensioner denies being in posses-

sion of the guns, explaining he had sold theweapons about seven years ago.The pensioner sayswhen the new firearm

act came into effect in 2006 he asked a closefriend what he should do with his guns.“I grew tired of them and did not want

them anymore. I asked my friend – a policeofficer at Manenberg Police Station – whatI should do.He toldmehe could sell the gunsfor me.”Theman claims he did not buy the ammu-

nition.Police records shown toPeople’s Post indi-

cate the contrary.Goss says a register is to be kept at every

gun shop and only licensed owners are al-lowed to buy ammunition.“When buying ammunition the owner

presents their licence before they are al-lowed to buy it. The person’s licence and IDnumber is taken for registration and track-ing purposes,” he says. But the pensioner claims the licence was

handed in with the two guns. The ammunition purchased in October is

registered on his licence. And the pensioner could not produce a

record of the guns having been handed inand police are now concerned that with the

large quantities of ammunitionbought, the guns could havefallen into the wrong hands. The man admits there is no

record of the guns.“When I handed the guns

over to the officer, he gave meR4 000 and asked me for my li-cences. Until I was called intothe station I did not know theguns were not taken off myname,” the man says.Goss has now launched an in-

vestigation into several gunshops. This comes after theytook into consideration that theammunition was boughtagainst the man’s licence.Police are also looking for the

man’s 45mmhandgun and shot-gun. “This is very serious. Be-cause there is no record of thesale, the man will be held ac-countable if the guns have beenused to commit murders or oth-er crimes,” Goss says.He adds that it is the owner’s

responsibility to check that thefirearms are not registered ontheir names and the trust he had in this of-ficer was “not a good enough excuse”.Manenberg police spokesperson Lieuten-

ant Ian Bennet confirms the officer workedat the station at the time indicated.“The matter was not previously brought

to our attention. The officer didwork in thatdepartment at the time and the allegationsare possible. An investigation into the mat-ter has since been launched to determine ifthis is true and the outcomewill be commu-nicated,” he says.If theyare found themanwill face charges

as a result of his negligence.Negligence in Mitchell’s Plain is not un-

common, Goss says. “Recently a man lefthis firearm in his car at Town Centre. Thecar was then broken into and theman’s gunwas stolen. A few days later the suspect washigh on drugs and he [shot himself in thehead]. Because of this man’s negligence alife was taken and we are looking into tak-ing further action against him,” he says. The next step is investigating possible

suppliers in the area.“Licensed gun owners are buying ammu-

nition and supplying criminals becausethere is no otherway to obtain ammunition. The number of casings found at crimescenes supports this theory.”

WESTRIDGE

Green light forslot machinesSAMANTHA LEE

@Samantha_Lee121

AWestridge pub has been given the go-ahead to obtainamaximumof five slotmachines.

This comes in the wake of the approval

by councillors and Subcouncil 12managersto the application. The decision was madeoutside of their recent meeting.Chairperson Eddie Andrews, in line with

regulation, informed the councillors at thesubcouncil of the decision.Proportional Representative councillor

Achmat Williams says he did not approvethe decision.“Iwould like to publicly state that I do not

agree with the approval and do not feel itwas right not to address us for our opin-ions,” he says.ButAndrews says thiswasnot necessary.“The subcouncil manager and I are man-

dated to look at and approve decisions out-side of the subcouncil for a variety of rea-sons,” he says. The legal establishment in Avocado Way

hasbeenoperating since 2013 andhadmanyconcerned residents against it.Owner William Goliath says they wel-

come the decision.“Residentswere against the pub in the be-

ginning because I think they were worriedabout it beingmore like a club. But we havehad lots of support form the locals since weopened,” he says.Goliath says once residents realised their

concerns were unwarranted they decidedwarmed up to the pub.Resident Earl Petters says the addition of

the machines will add to the atmosphere.“The pub provides us with a safe place

close to homewherewe can enjoy ourselvesandnot have toworry about driving home,”he says.Brandon Matthews agrees.“Even for those who don’t drink, it is a

nice place to go and socialise or break away. And they always provide excellent serviceand great shows to enjoy,” he says. The addition was a natural procession

and sees no reason why it would affect theresidents in any way.Goliath says he is not aware of any objec-

tions to the additions of the slot machines.A timeline for the implementation of themachines have not been established.Andrews says an appeal process is not

warranted at this stage.V Starting with the word “Post”, SMS your views to32516. SMSes cost R1.

Outlet getsthumbs downSAMANTHA LEE

@Samantha_Lee121

The decision to deny a temporary landdeparture for an existing Tafelsig liq-uor outlet was taken unanimously at

the last Subcouncil 12 sitting for the yearon Thursday 20 November. After a short deliberation, the council-

lors saw it fit to deny the application basedon the objections received from the resi-dents living in the surrounding areas.Ward councillor Sheval Arendse says he

is pleased the application did not needmuch motivation from him.“For once I did not have to say anything.

The community spoke out and they decidedthey did not want the outlet in their area,”Arendse says.Reasons for refusal range from noise

complaints to public indecency. One residentwrote in hismotivation that

he feels the liquor outlet is creating an un-safe environment for residents.“The subcouncil must take note that ma-

jority of the residents in the area are olderand they cannot handle the noise,” hewrites.Others say the increase in traffic will

pose additional problems. The licenced outlet currently operates as

an illegal and unzoned business in Kili-manjaro Street. After authorities were informed of the

matter, the Land Use Enforcement investi-gated and confirmed the illegal sales fromthe property. The owner, Sandra Cyster, applied to ob-

tain a licence for serving liquor at her resi-dence inOctober. The application has sincebeen denied.“I would like to apply for rezoning. I have

been trading legally with a liquor licencefor the past seven years,” she writes.A total of eight objections were received. While taking the residents’ rejections in-

to account the subcouncil report recom-mended the applicationbe denied due to theunacceptable impact on the residentialcharacter of the area, the business not be-ing compatible with the surrounding landuses, the safety and welfare of residents be-ing potentially jeopardised by the activityand the many objections received by thesurrounding areas.Cyster believes her patrons do not cause

any problems in the area.“For seven years I have not received com-

plaints,” she writes. “ I am situated in themain road and my patrons cause no ob-structions tomyneighbours. I alwaysmakesure delivery vehicles come at reasonablehours.”Cyster maintains she also has low toler-

ance for loudmusic and is very considerateof her neighbours and the less fortunate. The future of the outlet now hangs in the

balance.Subcouncil chairperson Eddie Andrews

encourages residents to understand thatthe decisions should not be taken personal-ly.“There is not one councillor who makes

the decision to approve or decline an appli-cation. Decisions are discussed and takenas a whole,” he says.

LENTEGEUR

Mother questions son’s arrestSAMANTHA LEE

@Samantha_Lee121

A mother is left with more questionsthan answers after she claims her sonwas wrongfully arrested last week.

On Thursday 20November, ShahudaMar-cus’ 18-year-old sonwas arrested at his homeinLentegeur after hewas accused of stealingthe school bag of a Grade 5 pupil. The mother claims her son did not do it

and had no reason to steal the child’s bag.“This is a case of mistaken identity,” she

says.“My son was robbed of his school books

a week earlier and borrowed another boy’sbook to study. On Thursday after school hewanted to return the boy’s book and ran af-ter him then ran back home,” she says.As he was running, Marcus claims, a

neighbour screamed ‘there he goes, get him’.Her son ignored the scream and went in-

side his house. It is believed that the neighbour thenwent

to the girl, whose bag was allegedly stolen, later that afternoon and gave her Marcus’address. The girl’s parents then visited the home,

Marcus claims.“The man barged into the house and at-

tackedmy son. He had scratches all over hisback and a cut on his nose. All this happenedin front of a police officer,” she says.

Marcus claims the police then searchedthe home without a warrant and asked theGrade 5 pupil if it was her son that stole hisbag.Marcus says the girl replied that she was

not sure.Lentegeur police spokesperson Sergeant

Cathy Meyer could not confirm the attack. The police then arrested her son, who was

detained at the Lentegeur Police Station un-til he appeared in court on Monday 24 No-vember. He was released on a warning.Marcus says this was unfair treatment.“This makes no sense because they said

itwasawarningbuthemust goback to courton 17 December. For what? They releasedhim on a warning for something that he didnot do. They never found anything on himor at the house,” she says.Meyer says the teenager was arrested as

the investigation linked him to the crime.“We can confirm that the 18-year-old was

arrested for the theft of a school bag. Tworesidents gave the Grade 5 learner the boy’saddress and that is how he was traced andconnected to this case,” she says.Marcus claims they were not allowed to

lay a charge of assault against the man ei-ther.“When he came out on the Monday and

asked for the man’s details, the officers saidhe could not give us their information andit was too late to make the case as a whilehad lapsed,” she says.Marcus says her sonmissed two examina-

tion papers while he was detained and shehopes this incident will not affect his chanc-es of finding employment.“A criminal record, especially for some-

thing as serious as theft, can ruin his chanc-es of finding a job after matric. That is notfair. I know my son in naughty but he didnot do this,” she says.Meyer says they cannot preempt the out-

come of the investigation.“We can’t further comment on the matter

at this stage as the investigation is ongoing,”she says.Marcus maintains her son’s innocence

and says when the investigation proves it,she hopes it will not happen to anyone else.“This is not right. How could they just ar-

rest him when they did not find anythingon him or at the house,” she says.Police confirmed the 18-year-oldwould ap-

pear in court again on charges of theft. But Marcus hopes her son’s innocence

will be proven before then.Anyone with information on the incident

can phone Lentegeur police on (021) 377 5016or CrimeStop on 08600 10111.V Starting with the word “Post”, SMS your views to32516. SMSes cost R1.

STRANDFONTEIN

Fury over bailThe murder of a 25-year-old Strandfon-

teinman has sparked outrage in the ar-ea following the bail of the allegedmur-

derer. In the early hours of Saturday 20 Septem-

ber, a 10111 call was received about a bodylying outside a resident’s home.Police then responded to the complaint

and a murder case was opened. The young man was stabbed and had sus-

tained a fatal wound to his chest.Followingan investigation, three suspects

were arrested and it was confirmed that thethird suspect was linked to the victim.During the investigation a confession was

obtained by the investigating officer. On Thursday 25 September, the suspect

appeared in Mitchell’s Plain’s Magistrate’sCourt where bail was opposed by the State. It was later discovered that the address

provided to the detective on the confessionstatement was false and a sworn statementfrom the homeowner was added to the dock-et, police confirm. The magistrate was then given an addi-

tional address, and bail of R500 was grantedbefore the address could be verified. The next court date was set for 26 January

next year. The CPF is urging the community to sup-

port the family and the police to oppose bail.Sandy Schuter, chairperson of the Strand-

fontein Community Police Forum (CPF),says they are appalled that the justice sys-tem could grant bail given the circumstanc-es.“The suspect admitted to murdering the

man. Life is really cheap if he could get bailforR500.Manypeople blame the policewhensuspects are arrested and then walk thestreets the next day,” she says.

Police confirm everything in their powerwas done to ensure the man did not get bail.“The victim’s family has been ruined by

the ruthlessmurder and justice has not beenserved. These individuals terrorise the com-munity daily and many now live in fear,”Schuter says.Residents are urged to continue reporting

crime. “The police do their work but thecourts fail our people. As the community of

Strandfontein we want justice and we wantthe justice department to look into their sen-tencing processes. Also, they must workwith the police and the community.“The CPF in the strongest terms con-

demns all crimeswithin our community.Weare sick and tired of dealing with the samesuspects week in and week out.”V Starting with the word “Post”, SMS your views to32516. SMSes cost R1.

CHILDCARE

Fighting for her childSAMANTHA LEE

@Samantha_Lee121

She had a tough childhood andall she wants is to protect herchildren from the same fate.

After being abused and postedfrom home to home Candice (nother real name) escaped into whatshe thought was her lucky break.

She married her first husband toescape a life of misery. From thisunion a second child was born.

Little did she know a few yearslater she would lose it all.

“After an ugly and lengthy di-vorce, he took my child from me.Since then I have been fighting toget him back,” she says.

The couple has been divorced forclose to five years and her child hasgrown up without her.

“I only get to see him every sec-ond weekend and I can see he isn’thappy not being with me all thetime. All I want is to have him livewith me,” she says.

Candice lost her job and spi-ralled into depression.

“I feel helpless. I have been sentfrom courts to offices and no onehas the answers for me. Having mychild with me is all I want,” shesays.

A local victim support unit isasking the courts to consider giv-ing them more power in custodybattles.

The Strandfontein Victim Sup-port Unit’s Miranda Lawrencesays they see the current systembeing abused far too often.

“Once children are [caught] in-between in a divorce; the parentswant to use [the child] as leverage.

They don’t always have the child’sbest interest at heart. They want tospite the other. I want us to havethe power to write a letter havingthe children temporarily removedfrom the home to see what it is like

to be without the child complete-ly,” she says.

Lawrence says the unit is pas-sionate about child welfare butthey are limited in what they areallowed to do.

“The social workers don’t al-ways show the interest we do ascommunity workers and that iswhat these cases need; Someonewho takes an interest in the chil-dren,” she says.

Candice’s ex-husband has fullcustody of her son.

Candice claims he always has along list of complaints when he iswith her and after a history of abu-sive and aggressive behaviour sheis concerned her son will beharmed if she goes back to court.

“He has to go home to their houseevery night and I don’t want themto victimise him,” she says.

But Lawrence says there is hopefor her.

“From the age of nine, childrencan decide where they want to live.A social worker will sit with thechild and interview them to decidewhat will be best for the child,”Lawrence says.

Lawrence wants residents toknow that there is something theycan do but not to forget that bothparents play a vital role in thechild’s development.

Candice says she plans to makeuse of this opportunity to finallyget somewhere in her case as sheexpects her son would choose tolive with her.

He turns nine in January andshe is keen to get the ball rolling.

“If he chooses his father I will un-derstand, but if he chooses me I amafraid they will treat him different-ly.

“I don’t want to preempt the out-come. All I want is for my child tobe happy and this situation is notfavourable. A lot has changed andI hope the court decides based onmy current status and not thepast,” she says.V Share your thoughts. Starting with theword “Post”, SMS your views to 32516.SMSes cost R1.

TAFELSIG

New centre for childrenSAMANTHA LEE

@Samantha_Lee121

After piles of filth and illegal dumpinghave taken over a plot in Tafelsig, plans to develop the land are now in

motion.Councillors aim to develop anEarlyChild-

hood Development centre on the vacantland.Ward councillor Sheval Arendse submit-

ted a proposal to Subcouncil 12 in Octoberand the matter was tabled at the recent sub-council meeting in Lentegeur. All councillors came to the decision that

the motion would be approved and the landwas available for the project. In his motivation, Arendse writes that the

2 856m² plot will be big enough to accommo-date the 18 unregistered and eight registeredcreches currently operating throughoutTafelsig.“Now that themotion has been considered

and approved we are in the second stage, which is acquiring funding,” says Arendse.Sihle Ngobese, spokesperson to the pro-

vincial minister of Social Development Al-bert Fritz, says the department also requirescompliant centres for funding.“The department encourages facilities to

obtain registration to ensure the safety ofchildren, and therefore would not financial-ly support any initiative of unregistered fa-cilities,” he says.“It is important to stress that the safety

and well-being of children come first, andthe department is guided by national legisla-tion in this regard. We advise all unregis-tered facilities to comply with the relevantdepartments, such as Land Use, Fire, Envi-ronmental Health and Social Development

to obtain registration as soon as possible.”Arendse says the move will make it easier

to have all creches in the area compliant.“Most of these creches are not registered

and thosewhich are registered are not regis-tered with the subcouncil. This means wecan’t replace broken toys or equipment, forexample,” Arendse says. The consultation process will get under-

way as soon as the final plans have beendrawn up.

Arendse says the plot has ample space forthe centre as well as parking and will beavailable to any of the organisations want-ing to make use of it.“Erecting this facility will reduce crime

and dumping and, in turn, create a safe ha-ven for our children,” he says.Ngobese encourages ECD facilities to be-

come compliant.“In terms of Section 80 of the Children’s

Act, it is mandatory that all Partial Care fa-

cilities which includes Early Childhood De-velopment Centres, be registered with theprovincial government where it is situated, and must comply with the norms and stand-ards as stipulated in section 79 of the act. Anunregistered facility means that childrencould potentially be at risk of harm,” he reit-erates.V Do you think this is a good use for the land? Startingwith the word “Post”, SMS your views to 32516. homes had to go through a qualify-ing process of which some did notmake the cut.“One of the requirements was

that the beneficiaries with a salarymore than R3 500 do not qualify. Insome cases we found that some ofthe domestic workers earnedmorethan this sum and new beneficiar-ies had to be identified through theCity’s database,” he adds.Currently sewerage pipes and

roadworks are being completed inthe area, August confirms.

PEOPLE'S POST | MITCHELL'S PLAINTuesday, 2 December 2014 NEWS 11A differentanti-drinkingcampaignA new multimedia campaign highlightingthe dangers of drinking and walking hasbeen launched. The #WalkSafe campaign is aimed at pe-

destrians, and comprises Xhosa posters andradio advertisements, as well as an onlinecampaign, aimed at conveying this messageto targeted areas where research and statis-tics have shown people to be most affected.Provincial road death statistics show that

pedestrian deaths made up 44% of all roaddeaths this year, with over 450 pedestrianskilled.“We know that poorer communities are

disproportionately represented in thesenumbers, with black men, aged 20 to 34, be-ing the highest risk demographic,” provin-cial transport mininster Donald Grant says. The campaign is live on the Safely Home

GENDER-BASED VIOLENCE

Organisations callfor zero toleranceAs government and NPOs create

awareness ofwoman and child abuseduring the 16 Days of Activism cam-

paign, civil society is calling for year-round action.More than 30 civil organisations have

partnered in protest, calling for a nationalstrategy to address gender-based violencesaying the rape, battery and assault ofwomen each year needs to be prioritised. In her speech to Parliament on Friday

21 November, nationalminister ofWomenand Children Susan Shabangu announcedthe ministry would conduct provincial di-alogues to better understand the causesand consequences of poverty and inequali-ty, to develop a research agenda and to in-form the National Strategic Plan (NSP) onGender-Based Violence. While civic groups welcome this public

re-commitment to the “currently stalledand ill-defined” NSP process, it is simplynot enough, the partnership says in astatement.Civil society groups are demanding a

NSP that is fully funded and commits sig-nificant new resources; is developedthrough an open, inclusive and consulta-tive process; and creates real accountabili-ty by reviving and reconstituting themor-ibund National Gender-Based ViolenceCouncil.Mara Glennie, executive director of

Tears which is one of the participating or-ganisations in this week’s actions, ex-plains:

“NGOs are frequently being asked tocarry out work in responding to gender-based violence which is the responsibilityof the state. The state has essentially out-sourcedmany essential statutory servicesto NGOs, but without funding [the organi-sations],” Glennie says.According to a recent study by KPMG,

gender-based violence costs South Africaup to R42bn a year – roughly 1% of thecountry’s GDP.Yet, as research from the UK shows, for

every £1 spent on prevention, the countrystands to save £6 on response services.Gender-based violence is on the rise,

says Saartjie BaartmanCentre forWomenand Children director ShaheemaMcLeod.“Gender-based violence continues to in-

crease in the province and the rest of thecountry,” she says.McLeod believes this is owing to an inef-

ficient judicial system, lack of awarenesswithin the police force and ignorancearound what constitutes abuse.“The bulk of cases go unreported – fear,

shame, denial and further abuse from theperpetrator are some of the reasons forthis. There is very little victim supportand only 3% of offenders are found guiltyof the crime committed,” she says.“Campaigns such as the 16 Days of No

Violence are an excellent vehicle for creat-ing awareness around abuse. However, toreally see a difference, we need to changeour behaviour and the belief systems thatare so deeply rooted in our country.”

The Saartjie Baartman Centre, whichwas established 15-years ago, has assistedmore than 100 000 victims of crime andvio-lence.Over the past few years, the Athlone-

based organisation has seen a 65% in-crease in the number of women and chil-dren seeking assistance. In South Africa, a woman is raped every

four minutes or killed every six hours byher intimate partner. One in five women are forced into sex

by an intimate partner.More than 100 cases of child abuse are

reported every week and a child is sexual-ly assaulted every three minutes.“There should be zero tolerance towards

violence, no matter what day of the yearit is. Education starts with our children.“Unfortunately, all to often victims of

abuse become the abusers – this is the cy-cle that we have to break, only then willwe see campaigns suchas the 16Days initi-ative having a real impact,” McLeod says.Legal Resources Centre spokesperson

Charlene May says government is obligedto assist in reducing gender violence.“Government has a constitutional obli-

gation to address gender based violence ina strategic, coordinated and funded man-ner. Women in South Africa’s constitu-tional rights to dignity, equality and free-dom from violence will continue to be vio-lated as long as there is no nationalstrategic plan to address gender-based vio-lence,” she says.

patrolling beaches to assist in ensuringthat people swim only in designated areas. We ask that all people respect the instruc-tions of both lifeguards and law enforce-ment officers and also report any irrespon-sible behaviour in the water, such as peo-ple swimming off the rocks, so that theycan preemptively keep people safe.”Beachgoers are encouraged to swimonly

where there are lifeguards andwhere signsindicate that it is safe to do so.Only swim in areas where other people

are present. Swim in groups and advisefriends or family when you go swimming.Do not swim when there are marine ani-mals such as whales, dolphins and seals inthe area or when a marine animal carcasshas washed up onto the beach. If you find yourself in trouble, raise your

arm and wave to attract the lifeguard’s at-tention. Try not to panic, as this will makeyou tired. If you see someone in trouble in the sea,

alert the lifeguards or find trained help. Donot put your own life in danger.“Alcohol is one of the leading causes of

drowning and is an issue of concern for theCity,” Walker says.“Every year the City’s law enforcement

officers confiscate large amounts of alco-hol from our beaches. But the problem ofpeople swimming while under the influ-ence of alcohol persists. This poses an addi-tional risk to other swimmers and thoselifeguards tasked with ensuring their safe-ty.

WESTRIDGE

Capturing Table MountainSAMANTHA LEE

@Samantha_Lee121

Westridge pensioner David Jafthahas finished a dramatic A1m longportrait of Table Mountain entire-

ly in black and white. With the rolling waves, a mini city on

the mountain slope and the mountain inall its glory, the painting took threeweeksto complete.Jaftha found his passion for art at a

young age and has been painting since hewas at primary school. He is fascinated byTable Mountain. With his brush in hand and a recycled

yoghurt lid as his paint board he set outto complete the painting.“I have never been out of Cape Townbut

to me Table Mountain is the most beauti-ful landscape in the world,” he says.“I know it so well that I could paint this

frommemory – every slope, every groove, every building has its place.”His fascination with this natural won-

der started when he was working in thecity. “I had the desire to sit onBlaauwbergBeach and paint the mountain. But be-cause of apartheid it wasn’t possible forme to do that. So I formulated this imagein my head and started to paint it,” hesays. In total to date he has painted themoun-

tain 25 times for various occasions.

“This one actually started off as a graph-ic design project with various elementsstuck to the canvas for one of my grand-daughters. She then asked me to create afocal piece in black and white on the can-vas and this is the result,” he says.Ever the perfectionist, Jaftha looks out

of hiswindowdaily and see’swherehe canadd more drama or detail to his work ofart.Never having seen this scene in person,

Jaftha says every chance he gets to snapany angle of the mountain he does.He first realised his talent after he could

not find a picture for a school project.“I drew the scene we needed to find for

a geography project and that was the startof my love for painting and drawing,” hesays.Jaftha completed a portrait of former

president Nelson Mandela in 2010 thatnow hangs in theMandelaMuseum in theEastern Cape.He hopes to recreate the picture soon

but says this is only a hobby and not some-thing he plans to do for money. “Everypainting I’ve done has a story behind itand that is where the inspiration comesfrom. Painting is an expensive hobby andit becomes difficult to keep it going on astate pension,” he jokes.Although he can’t do it as often as be-

fore, he will continue to paint for the funand love of the art.

CHARITY

Dress up for a good causeMONIQUE DUVAL

@monique_duval

I t’s that time of the year when womenand girls kick off their boots, get out therazors, warm up the wax and find a new

colour to brighten up their toe nails.Yes, summer is here and soon we will see

women across Cape Town show off the legsthey have been hiding all winter by wearingtheir favourite dresses.Somewill go for short and tight, while oth-

erswill opt for the skater dresseswhich com-plementmost body types. Still others will gofor a fuller length maxi-style dresses.Whatever your preference, a dress is the

one clothing item that helps women cele-brate their femininity. This year a local NPO is calling on Cape

Town women to wear dresses for a goodcause.MilkMatters, situated atMowbrayMater-

nityHospital, has launched theirDresses forLives campaign where women get theirfriends, family and colleagues to pledge do-nations for each day they wear a dress.

HistoryAccording to their website, Milk Matters

was formed in 2003 by a group of lactationconsultants and two mothers. The group was inspired by the Ithemba

Lethu Breastmilk Bank in Durban and iden-tified a similarneed inCapeTown toprovidebreastmilk to infants who had been aban-doned or orphaned as a result of their moth-ers suffering from HIV or Aids. They have three in-house milk banks at

various hospitals.

CampaignCoordinator Jenny Wright explains the

idea originated from one of their supporterswho decided she wanted to raise awarenessand funds and asked friends and family tosponsor her for each day she wore a dressin December.“She raised sufficient funding to enable us

to go ahead with redeveloping our website,a project that is nearing completion,”Wright says. This year she approached the organisa-

tion and challenged staff to join her. After gaining support, the team thenopted

to invite breastmilk donors and other sup-porters to participate by either wearingdresses too and getting sponsors or by spon-soring a woman of the Milk Matters team.

NameWright says the team thought long and

hard about aname to describe the campaign.“We wanted the name to capture what we

are doing. We arewearing dresses so that ul-timately more premature babies who weighless than 1.5kg can have access to donorbreastmilk, which can undoubtedly be life-saving for them,” she says.By wearing dresses the organisation

hopes to raise funds for the breastmilk bank,as well as awareness to get more mothers todonate milk.Wright says just 50ml of breastmilk can

feed a baby of less then 1.5kg for 24 hoursand it can save their life in those first criticalfew weeks if their own mother is unable toprovide the breastmilk they need.

Signing upWright says women wanting to partici-

pate are required to sign up with the organi-sation and gather support from theirfriends. For each day they wear a dress forthe month of December, their friends agree

to make a donation tothe organisation. The campaign also

appeals to men to as-sist who can help funda staff member, friendor relative participat-ing.Wright explains

once the final total israised theywill assesswhat the most urgentneeds are and wherethemoney can be usedto make the biggestimpact.“Some of the money

will be used for publicawareness materials,as without things likeposters and pam-phlets mothers willnot know they can do-nate theirmilk andwewould not have donorbreastmilk for the ba-bies,” she says.Wright further adds

that the organisationis in need of new freez-ers.“With a caring, in-

volved community, 31days, a few dresses–and just think of theimpact we can have –donor breastmilk isgoing to more of ourmost vulnerable pre-mature babies with the life-saving benefitsit brings.Helpus givehopeand life to prema-ture babies when there might otherwise

have been none”.V For more information call 082 895 8004 or [email protected]

NEW HOPE: Funds raised will be used to assist babies like these accessdonated breastmilk. PHOTO: SUPPLIED

Saving match pointDUDLEY CARSTENS

When you are two sets downand the opponent reachesmatch point in the third,

many tennis players will just throwin the towel and accept defeat.

Mitchell’s Plain Tennis Club, though, operates a little differently.

When the going gets tough, that’swhen they reassess themselves andfight for every single point on offer.

With the club – formerly known asSpringdale Tennis Club – dismem-bering in 1998, administrators resur-rected the association to where it iscurrently on the cusp of greatnessand one of the biggest, growing ten-nis clubs in Cape Town.

And their secret to success? A su-perb youth programme.

After resuscitating the club in 2010and joining the Western ProvinceTennis Association after a decade-long absence, MPTC now boasts 65active club members, including 25juniors and 23 women players.

It is the juniors at the club, though, that excites head coach Andrew Jap-tha, with three of them already re-

ceiving Western Province colours.Among thehopefuls at the Stephen

Reagan Sports Complex based club,15-year-old Tevin Goodwin had agood year.

The youngster finished as runner-up in the WP Mini Series 1, won thesecond series, was a quarter-finalistin the third and won the fifth seriesfor under-18 players.

Goodwin also represented WP atthe inter-provincial tournament inGauteng, where he won 11 of his 12matches.

Yorke Carstens (14) is anotherplayer to be reckonedwith, while thelikes of eight-year-old Leo Matthy-sen, Mikaeel Woodman (11) and 10-year-old Kyler Hugo are also playerswith promising careers.

Japtha knows the importance ofhaving a good youth system and tellsPeople’s Post: “Growing tennis anddeveloping talent among youths istwo of our major driving points, andour vision is to establish tennis asone of the top five sporting codes inMitchell’s Plain. School tennis willbecome one of MPTC’s majorprojects next year.”

Passion is the one thing thatmakes the club in Mitchell’s Plaintick.

It’s a hunger that is shared by allat the club from chairperson RazeenBenjamin down to the last playerand coach.

“Thewillingness of the top playersat the club – some who have alsocome through the junior ranks in the1990s – and their willingness to con-vey their experience over to new-comers is a quintessential ingredi-ent tobuild a successful club.Tennis, being an individual sport, many ofthe senior players are competition-drivenwhichmake themwork hard-er to improve their tennis,” he says.

“Since 2009 the club has grown im-mensely, starting outwith twomen’steams, and by 2013 we stood proudwith five men’s and three women’steams, becoming the fastest growingtennis club in the province. Thecoach’s aim is to get players to playand grow their own identities andcharacter in the sport, with regulartournaments, training sessions andeventual entry into league competi-tion.”
