On the Friday before she went missing, Cooper went to visit the Old Mutual where she used to work. Juanita Kleinsmith, of Grassy Park Police, says they have checked all the hospitals, and spoken to fami- ly members and friends but no-one has heard from Cooper. They are anxious to hear from any- one who has seen her. The neighbours across the road are also very concerned, and say usu- ally when Cooper goes out, she would ask them to watch the house. They describe Cooper as a “very quiet, decent woman and a good housewife who always made sure the house was clean and there was food on her table”. wrap, gift ideas and stores fes-toonedwith festive decorationsentrench this.Some of our smart friends

have already bought presentsfor their loved ones, months inadvance, in some cases.They’re the people who work

well with their cash – emphasison cash.The alternative is credit which may not be

the best route, but a necessary evil at times.Despite our upbringing and the multitude

of lectures our parents gave us about the dan-gers of buying on credit, most of us have hadto go this route at some point.We can of course justify our actions when

it comes to what is termed“gooddebt”, namelyourhomesand cars,which few canpay forin cash. In fact, raising the de-posit on a house or car is a tallenoughorder formost.Ahouseis an investment and we needa car for work – it’s as simpleas that, we reason.But, as we contemplate our

income and expenses betweennow and the festive season, itmight be a good time to sparea thought for those less fortu-nate.

Various initiatives are already underwayto ensure that almost everyone has a joyousholiday, with the guarantee of a meal onChristmas Day and the joy for children, espe-cially, of unwrapping a modest gift.Please support the efforts of the hundreds,

if not thousands, of people and organisationsworking tirelessly throughout our beautiful,

world-class city to make this a truly joyousChristmas – a day fromwhich nobody shouldbe excluded.It doesn’t matter which faith we belong to

and whether or not we celebrate Christmas.Each of us has the capacity to care.Link up with a good cause and give as you

can; whether it’s volunteering your time atthe SPCA, offering to help out at a children’shome, buying a toy for aneedy child, handingout a few loaves of bread inan informal settle-ment or making a contribution towards aChristmas meal for those who cannot affordit. Helping to cook the meal also goes a longway and it is over the festive season thatthere is a dire need for volunteers.It’s sad to see the amount of waste from an

average household – specifically food that isthrown away, and the mountain of cansstocked in people’s pantries. I’ve seen a hugebox, installed at an office for a very goodcause, remain empty for weeks. Not a singledonation of canned food has found its way in-to this box, despite a public appeal for sup-port of this worthy cause.Yes, we should enjoy our hard-earnedmon-

PUNTED as “groundbreaking”, a plan –if approved – will offer a “win-win” out-come to the broader Philippi community.

This is according to Nazeer Sonday, anemerging farmer in Philippi. The plan hasbeenput forwardbyagrouprepresenting theSchaapkraal Civic and Environmental Asso-ciation (SCEA), the Schaapkraal DevelopingFarmers’ Association (SDFA) and the High-lands Ratepayers’ Association (HRA)“This is a united vision.Weworked togeth-

er on this plan, which we believe is ground-breaking,” says Sonday, secretary of theSCEA and the SDFA.In a previous report (“Farmers fear the fu-

ture”, People’s Post, 9 October), Sonday high-lighted the need to the keep the Philippi Hor-ticultural Area (PHA) agricultural. Themain reason for this is that Philippi farmerscontribute substantially to food security inthe region.With about “50% of Cape Town’s fresh pro-

duce” coming from Philippi, Sonday said:“Much of the food – about 20% – is going intothe spaza shops and small shops on the CapeFlats ... and, because it is very close to wherepeople are living, the cost of transport ismin-imal.”Sonday argued that producing the food “on

the periphery of CapeTown”would “quadru-ple the cost” as increased transport and pro-duction costs would have to be factored in.He, however, points out that the plan en-

capsulates a vision of what the PHA couldlook like – if they get the green light from theCity of Cape Town.The farmers have walked the plans

through the various levels of local govern-ment.The PHA plan offers a win-win outcome to

a cross-section of parties – from the farmersto people living in informal settlements whocould becomepotential homeowners, aswell

as industry andcommerce, whichinclude tourismoptions.Responding to

an SMS sent toPeo-ple’s Post in whicha “Philippi farm-er” complains of“farmers strug-gling to survivewith theft takingplace”, Sondaysays: “Most farm-ers are in the sameboat. Who is hitworst? Emergingfarmers. But we are working proactively tofind a solution – and that’s this plan.”Their plan will aim to address the issue of

crime. “Crime is a symptom,” he says.“People resort to crime out of desperation.

Depravity is causing crime. We needed tofind innovative and creative ways to dealwith it and cater for everyone’s needs.”The plan maps out potential opportunities

for integration of “local ecology, housing, ag-riculture, smallholdings, industrial andcommercial activities”.These include turning the major artery of

Strandfontein Road into an economic corri-dor stretching from Baden Powell Drive totheN2; establishing the first BusRapidTran-sit (BRT) road on the Cape Flats; and creat-ing a “main road” with a commercial corri-dor which is supported by a mix-use higherdensity housing zone.It is hopedStrandfonteinRoadwill become

a vibrant route which will integrate living,working and leisure opportunities.It is envisioned that this economic route

will attract private and public investmentthrough commercial and housing develop-ments; improve socio-economic conditions

of locals; create sustainable jobs; reducecrime; improve policing; attract tourism;and improve access to and enhance recrea-tional and conservation spaces such as Zee-koevlei, Rondevlei Princess Vlei and theStrandfontein coastline.The planwill offer “a unique tourist poten-

tial and asset” inwhich locals and foreignerscan visit a working vegetable farm, visit thewetlands, and experience Cape Flats hospi-tality.Challenges to the wetlands, as outlined by

the PHA, include lack of sewerage and stormwater drainage in the housing estates; ex-pansion of informal settlements; illegaldumping; and development pressure.The wetlands is habitat to 95 plant species,

80 birds species, seven reptilian species andfour amphibian species.It also “recharges the Cape Flats Aquifer”,

an important future source for drinking wa-ter for thepeople ofCapeTownand for irriga-tion of food crops in the PHA.As the “last remaining naturally occur-

ring wetlands on the Cape Flats”, the PHAwetlands is ideal for bird watching, the big-gest sport in the world attracting world tour-ists.

THE enclosure and beefed-up security atthe Grassy Park Transport Exchange inVictoria Road will address the “endless”vagrancy issues.

This is according to Ward councillorShanen Rossouw, who says she has been in-undated with vagrancy complaints since tak-ing up office in April last year. “Youths whoclearly come fromdysfunctional families andhave inherent anger issues inhabited theVic-toria Road Transport Interchange on the sideof the Grassy Park Library,” Rossouw says.“Commuters, patrons and staff of the li-

brary were robbed and were in fear when the

youth threw bricks at each other. Fortunate-ly, with the intervention of Grassy Park po-lice, the Metro Police and Law Enforcement,no members of the public were hurt.”Rossouw approached the City of Cape

Town’s Department of Transport, Roads andStormwater for funding.“This was ongoing and became tedious, as

I needed to call in enforcement personnel ona regular basis. It is in this regard that I calledon the department for funding to fence-off thearea, aswell as the implementation of 24-hoursecurity surveillance at this site.”PhilipBam, chairpersonof theLotusRiver,

Ottery and Grassy Park Residents’ Associa-tion (Logra), says the organisation welcomesthe fencing of the area.

However, he says the fencing of the areashould not restrict public access.“We have received complaints about unso-

cial behaviour and gambling,” Bam says.“This was due to the lack of law enforce-

ment in this particular area. What concernsus is that the entire suburb cannot be fencedin like a prison. There needs to be set timesthat the facility will be open.”People’s Post previously reported on com-

plaints of loitering, harassment and intimi-dation (“Vagrants scare away library pa-trons”, People’s Post, 12 April 2011).At the time one of the vagrants, Jade Samp-

son, told People’s Post that he keeps watchover the cars in the parking area and sleepsat the library.

“I left home because there were problemsat home and I didn’t want to stay.Mymommycomes around sometimes, but I don’t want tobe with them,” he said.Mughammad Dollie, chairperson of the

Friends of the Library, blamed the lack ofshelters and rehabilitation centres in the ar-ea.Rossouw encourages the community to re-

port vagrancy by calling her on 078 129 1270.

‘No’ to liquor licenceTASMIN CUPIDO

THE Rondevlei Subcouncil has not sup-ported the on-consumption liquor li-cence application for Fuzion Latino CafeLounge in Gorlay Road, Ottery.

This comes after thematter was discussedat the monthly subcouncil meeting on Fri-day 19 October.According to the subcouncil chairperson

andWard councillor, Monty Oliver, the sub-council opposed the application unanimous-ly. “The application was opposed becauseFuzion is situated near public amenities,such as a school and a church,” Oliver com-ments.“I have also heard complaints about high

noise levels, but I cannot vouch for that asI do not live in the area.”These complaints, he says, were made by

residents living near the facility, as well atthe Ottery Civic Association.

People’s Post previously reported on theapplication, after the Association vowed tofight the approval of any further liquor li-cences for bars or clubs in the area (“Liquorlicence: fight on”, People’s Post, 28 August).At the time Fuzion owner Nigel Heldsing-

er told People’s Post the previous occupantsof the premises Fuzion now occupies had aliquor licence for 16 years, adding he movedto that location as it is in an industrial area.But the organisation remains adamant to

oppose any liquor application, says deputychairperson Yvonne Adams. “Fuzion hasbeen around for a while, although they havemoved premises once or twice,” she says.“We question how they could be operating

without a licence all this time. There justseems too many irregularities in the proc-ess, aswehaveopposed several applications,but the licences are always granted.”Adams also says there are more than sev-

en liquor outlets, including restaurants andpubs, in the area.

CommitteeMember for Finance, IanNeilson,the decision to close the facility wasmade sixmonths ago.“We heard from the tenant that we shared

the premises with, namely the Retreat Road-worthy Test Centre, that the lease would be

expiring and would not be renewed, as thelandlord was selling the property,” Neilsonsays. The City’s lease expires tomorrow(Wednesday 31 October).Neilson adds, after consultation with the

tenant, the City decided to search for “alter-nate, suitable, City-owned premises” towhich the facility would relocate. “We werenot successful in finding alternative premis-

es,” he says.“We will be looking at City-owned build-

ings whichwill be built in Retreat in the nearfuture as well as shopping malls into whichwe could possibly relocate.”Meanwhile, the City encourages motorists

to visit the Plumstead, Wynberg, Fish Hoekor Strandfontein facilities.Vehicle licences canalso be renewedonline

Council housing hassles addressedIN A BID to streamline and modernisethe payment andmanagement process tocouncil property tenants, the City ofCape Town will improve certain aspectsat their housing offices across themetropole.

This will see these offices and housing di-rectorate depots revamped to change theirpresentation, aswell as systems, policies andprocedures improved.Backlogs in service delivery relating to

transfer of tenancies, unlawful occupation,debt and indigent grant management, con-travention of lease agreements, and anti-so-cial behaviour will also be tackled.House visits will be conducted to establish

any contraventions to the Agreement ofLease, update occupant circumstances andconditions of the dwelling, as well as deter-mine any “rent racking” and the existenceof informal structures.Confirmation that lease agreements exist

for all legal tenants to ensure compliancewith and accountability to the conditionswill also be looked into.These interventions are necessary to im-

prove service deliverywithin thehousingdi-rectorate, Mayoral Committee Member forHuman Settlements, Ernest Sonnenberg ex-plains.“The directorate manages approximately

43 300 rental units, 21 203 home ownershipagreements, 11 000 hostel beds, 11 old agecomplexes, 2 983 site and service plots and200 special leases from 38 decentralisedhousing estate offices, five sales offices and16 maintenance depots across the city,” hesays.“Modernisation of our existing service

was deemed a top priority to improve theservicesweprovide to our clients,” addsSon-nenberg.Other planned improvements include cus-

Cheap justice?IN ONE case the wheels of justice have cometo a halt. President Jacob Zuma has with-drawn his lawsuit against cartoonist Jonath-an “Zapiro” Shapiro.The Zapiro cartoon, published by a Sunday

newspaper in September 2008, depicts thepresident with a shower on his head and hispants undone. “Lady Justice” is pinned downby former ANC Youth League president Ju-lius Malema, Cosatu general secretary Zwel-inzima Vavi, SA Communist Party generalsecretary Blade Nzimande and ANC secre-tary generalGwedeMantashe, all saying: “Gofor it, boss”.Zuma had, at the time, been acquitted of

rape. He also had a long-running battleagainst corruption charges with Thint, aFrencharmscompany.The corruption charg-es have been dropped as the National Prose-cuting Authority reportedly said there wasrecorded evidence of interference in the case.The R5m lawsuit – first reduced to R4m

with the impairment of dignity aspectdropped, then reduced to R100 000 for defama-tion and an unconditional apology – has beengoing since December 2008.It was withdrawn yesterday.Presidential spokesperson Mac Maharaj

said Zuma wanted to avoid setting a legalprecedent which could limit “the public exer-cise of free speech”.Zapiro has called it a “great victory for free-

may be seen as transcending good taste.Whatdoes the cartoon say to any woman who hasever been violated like this? This countryhasa very high incidence of rape – committed bymen of all backgrounds. Making fun of politi-cians in this way may reverberate with thesound of a hollow victory after all.

Bring back the dog unitOUR men and women in blue need everyavailable resource at the disposal of govern-ment. They also need police management toassist them in (fighting) this scourge ofcrime.Criminals need to be reminded that, when

it comes to resources, the police will put allit has – to divide barbarism and civilisation– in the front line.Where are our dog units? The dog seems

tohavedwindled toalmost extinct status.Nowonder our (police officers) are struggling,because the canine unit is not being maxim-ised. When I was a policeman the canineunit’s presence and sound (barking) had apreventive presence on the crowd or indi-vidual criminal element. It also had an en-

couraging affect on my colleagues and I.In our violent strikes, unruly crowd con-

trol or gangsterism recently, I did not seeany dog unit presence or assistance. If thereis some or other law or regulation that re-stricts the use of dogs, then the law must bechanged and adapted to assist the hard-pressed police. The law must be seen to beassisting our police to the detriment of crim-inals. pils at each school every week, and also runsthe Mitchell’s Plain girls football league andother regular sports events for children fromall the schools in Mitchell’s Plain.All the programmes are run by local volun-

teers, as well as volunteers from Europeancountries such as the Netherlands and Ger-many. Meyer says he hopes the courses willhelp to make the local volunteers more em-ployable.“Some of them are fortunate in that they

receive stipends from the schools. Theschools are able to generate the income andare able to assist some of the volunteers,”says Meyer.“They work for a full year, and not getting

paid takes a lot of commitment from the vol-

unteers..”However, with just over a week to go until

the walk, MITS has not yet raised enoughmoney to send one of the volunteers on thecourse. Only R1 500 of the required R8 000course costs for one person has been raisedso far.Meyer hopes to raise the funds by having

people donate towards each kilometre hewalks.Children at the schoolswhere his organisa-

tion works have started donating smallchange towards the cause.Meyer will be joined by a Dutch volunteer

who previously assisted at MITS. She has or-ganised a 10km walk in her home town to co-incide with Meyer’s walk. The funds raisedwill go towards MITS.The organisation is also collecting second-

hand takkies and soccer boots for pupils.Anyone interested in assisting MITS can

SEACREST CRICKET CLUB have settheir sights on a second consecutive pro-motion after winning the Western Prov-ince Cricket Association (WPCA) 2Aleague last season.

Formed 11 years ago, the Rocklands clubhave already made a name for themselveswith their impressive results in Cape Townamateur cricket competitions.Last season Seacrest beat Hottentots Hol-

land at Sahara Park Newlands in the finalof the WPCA AMA 20 as well as winningtheir league.Alan Thorne, the club chairman and first

teamcaptain, says his sidewill look to shocktheir more illustrious opposition and winpromotion again this year.“It’s a new division (and) we need to adapt

as quickly as possible. It’s not that we willnot be able to get promotion again, but I willsay that commitment is key.“That is what we have been striving for,”

says Thorne.“We have played four games and the level

is not much different to the 2A. We lostagainst Fish Hoek and Northerns Good-wood, but we won against Khayelitsha andYorkshire. These are clubs who have beenin the first division 1D league for three ormore years. I am pleased with the way wewent about those games because they weregood wins for us. We just got promotion tothe first division andnowwe are beating thetop teams there. It is our intention to get pro-motion again.”The clubwas formed on 2001, after Thorne

and a few other cricketers played a friendly

against another club and decided theywant-ed to play competitively.The club started off in the 2C league and

gained promotion to the 2B league after justtwo seasons. In 2005 they won promotion tothe 2A league and last seasonwere promotedto 1A league.Thorne, 41, believes the team’s excellent

form last season and the two trophies theyclaimed were purely the result of camarade-rie.“We went on a tour to Port Elizabeth last

year before the start of the season. Gettingthe guys away before the start of the seasonis always nice and that is where it started– with the bonding in Port Elizabeth,” saysThorne, adding the team “came back verypositive and we set ourselves the goal (to)win the league”.Seacrest currentlyhas three senior teams,

and the club’s players come fromMitchell’sPlain, Strandfontein and surrounding areaslike Grassy Park.Thorne says the team’s foremost motiva-

tion for wanting tomove up the ranks of am-ateur cricket is to attract some of the manyplayers who live inMitchell’s Plain but playfor clubs outside the area.“We want to gain more players. We have

theguyshere, butwe feel thatwecandowithsome more experienced players,” saysThorne.“There are a lot of players who leave

Mitchell’s Plain on a Saturday to play forteams outside of Mitchell’s Plain. I feel if wekeep our guys in tact here then we can winpromotion again to a higher league.”He adds they want to build a clubhouse at

the Rocklands Sports Complex in the nearfuture.
