The march took place on Workers’ Day Thursday 1 May where 13 members of St Mary’s Roman Catholic Church in Retreat marched from Retreat Day Hospital to a park in Peter Charles Street which is notori- ous for gang-related activity. The march comes after three young people were killed in the community. Resident Mary Webber says the aim of the march was to give support to those who have lost children and family members to gang- sterism. “We prayed with and for them. It is heart- breaking to see our youth going down the wrong path. If we do not stand together now our children will have no future. Every day I see children who are supposed to be at school sitting on the street corners gambling their lives away. What is wrong with our so- ciety?” she asks. Webber says as a Christian “prayer with- out action is useless”. “It is easy to preach to people, but if we do not take a stand we will never achieve an- ything,” she says. Webber added that the crime and gang- sterism can also be related to there being nothing in the community to hold the inter- est of youths. “We have so many talented young people here, but there are no places for them to ex- press their talents. I would like to see more residents get involved in creating a space where our young athletes, poets, singers, and dancers can take what (talents) they have and teach others,” she says. “There is more to life than sitting on a street corner, gambling, robbing and killing people. Once we invest in our young people, only then will they realise there is so much more they can do,” Webber adds. Kevin Southgate, chairperson of the Steenberg Community Police Forum, says it is very important that residents take a stand to see change in their community with regard to drugs, gangsterism and other crimes. “Showing solidarity is the only way that people will win this war against the negative elements in their area. “I encourage people to take a stand to make themselves visible, to work towards improving their lives and that of their fellow neighbours,” he says. Webber adds that the march was not for her or the other church members to be recog- nised for taking a stand. “I am a mother too and when I see other parents suffer, I want to help them. I want to make them feel better. “I think many people have given up hope that their lives or the lives of their children will change for the better, but what I want to tell them is that if we are going to have negative thoughts all the time we will have a negative outcome,” she says. Cadfa Village residents took a standagainst crime in their community lastweek during a march to support those

whohave lost children and relatives to gang-sterism.

The march took place on Workers’ DayThursday 1 May where 13 members of StMary’s Roman Catholic Church in Retreatmarched from Retreat Day Hospital to apark in Peter Charles Street which is notori-ous for gang-related activity.

Themarch comes after three youngpeoplewere killed in the community.

ResidentMaryWebber says the aim of themarchwas to give support to thosewhohavelost children and family members to gang-sterism.

“We prayed with and for them. It is heart-breaking to see our youth going down thewrong path. If we do not stand together nowour children will have no future. AKenilworth resident believes that gov-ernment is hard pressed to address theever-growing needs of children, partic-

ularly the disadvantaged, who have few, ifany desks, in their schools.Louis Barr decided to take action by creat-

ing a portable deskwhichwould help to easethe shortage of school desks in the country.He has created a portable desk that can be

used anywhere, any time – the child carriesit around , and simply places it on their laps.This “innovative” solution is both function-al and eco-friendly.“The final portable desk will be plastic in-

jectionmoulded, and thus can easily be keptclean, or wiped dry if it gets wet. It is amain-tenance-free product that will give eachchild their own version of a full-sized desk,”he says.Barr is calling on “big” businesses which

can play a major role in their corporate so-cial upliftment programmes.“This could become a joint venture be-

tween them and their major suppliers (part-ners), by buying any number of these porta-ble desks, which could be branded with thefunder’s name,” he says.Currently involved in an undertaking

with a large project to manufacture suchportable desks, Barr needs to know inwhichprovinces and at which schools there aredesk shortages.“It is both vital and urgent to know the

shortage, to guide both the budgeting of themanufacture, as well as that of the privateenterprise sponsors, who would like to getinvolved with particular schools,” he says.According to Barr, many children are still

being educated under trees, without schooldesks.And without this basic need children

struggle to find a solid surface on which topractice their writing and do their school-work.Barr says in an environment where many

lessons are taught outside, pupils resort towriting on the ground, where dust and dirtinterfere with their work; writing on paperresting on the back of another child; or writ-ing on the bench on which they are sitting,where space is limited.“According to figures from United Na-

tions, Educational, Scientific and CulturalOrganisation over 96 million learners inSub-saharan Africa do not have access to aschool desk,” he says.“This lack of a desk can impede every-

thing from discipline to basic literacy.With-out desks, it is difficult for learners to putinto practice what the teacher demonstrates

in front of the class.”This portable desk will be manufactured

in South Africa, thereby creating local em-ployment in the fabrication of the moulds,the manufacturing of the desks, the brand-ing of the desks, and the distribution of thefinished desks, Barr explains.“The aim is to have all fabrication and

manufacturing in done Cape Town, he says.“Due to the considerable cost of setting up

the fabrication and manufacturing, a mini-mum run of 5000 desks is required – eachdesk will sell at R300,” he says.Barr says this is an opportunity to pro-

duce an “innovative” and “unique” productas more and more children come throughthe ranks.“The product could also be distributed

throughout Africa, and even worldwide.”

After several years of frustration theSolomon family will return to theirConstantia farm.

This follows as the land, situated along La-dies Mile Road, was handed back by the De-partment of Rural Development and LandReform after more than 60 years.The property, purchased in 1902, was once

a thriving farm and residence where thefamily lived happily for many years.But this changed in the 1960s, says

Rashaad Solomon, founder and chairpersonof the Solomon Family Trust, as he reflectson the day his family was forcibly removedunder the Group Areas Act.Solomon says in addition to the trauma of

watching their homes being bulldozed thefamily split and lived in various areas on theCape Flats includingManenberg, ParkwoodEstate, Grassy Park and Athlone as well asMalmesbury.For Solomon and his family the return to

Constantiahas beena long-timedreamcometrue.“There is nothing like watching all you

knowbeing reduced to rubble.We are happyto be home butwewill always carry the hurtand pain with us,” he says.In 1999, theHadji Abdullah SolomonTrust

and Hadji Ismail Solomon Trust made appli-cation to the Land Claims Court for the res-toration of the land.According to a statement by the trust, ac-

quiring the land formerly known as the Sil-lery Farm was an “ arduous journey” as itbelonged to the City of Cape Town and theprovincial Department of Public Works.But the return is also bittersweet as the

family look atwhatwas once a thriving farm

is now a former municipal dump and is di-vided by the M3 highway.According to the statement in addition to

obtaining the original title deeds to the land,the family is seeking compensation for thehomes destroyed and the land lost in the con-struction of the highway.Solomon has also raised concerns about

the condition of the land and soil.He says theyplan to reinstate the farmand

build a residential development for the fami-

ly. “We will approach the government de-partments who owned the land and insistthey fix what they have destroyed,” he says.Solomon says the poor soil quality will

make it difficult for the family to farm onceagain.“We are glad to be back and we hope we

can rebuild what was lost,” he says. It hasbeen a long road home and we are not thereyet.”In February, the State attorney registered

the transfer of a plot in Conmead Road,Meadowridge as part of a land restitutionclaim by the Kherekar family.In a statement, the provincial Department

The City of Cape Town is in the process of drafting a Municipal Planning By-law.

This By-law will give effect to the municipal planning function allocated to municipalities interms of Part B of Schedule 4 of the Constitution. It also gives effect to certain requirementsset in the Spatial Planning and Land Use Management Act, No 16 of 2013, which wasassented to on 2 August 2013 and the Land Use Planning Act which was assented to on31 March 2014, both of which are expected to come into effect during the year.

The City of Cape Town Zoning Scheme Regulations, approved in terms of section 9(2) ofthe Land Use Planning Ordinance, No 15 of 1985, will become a schedule to the MunicipalPlanning By-law and called the City of Cape Town development management scheme.

Electrical geysers may well continue toguzzle up some 60% of household elec-tricity supply as some incentives by Es-

kom to get more people solar-savvy havebeen cancelled.The energy supply giant said it has placed

its Load Reduction Rebate Programme un-der review, meaning rebates worth thou-sands of rands it has been doling out to solar-enthusiastic households will be severlycurbed.A leading solar products company has

since drawn up a petition against the energygiant because of this decision to cut rebates.“In a surprise move, Eskom has terminat-

ed the current solar rebate programme, ef-fective from 1 May, with minimal notice tothe public, industry and other stakehold-ers,” said Klint Munton, owners of SunScanSolar Energy Technologies.“This means that all Eskom solar rebates

will fall away, in stark contrast to their pub-lic image of endorsing, supporting and sub-sidising more energy-efficient ways of heat-ing water and, in turn, saving electricity,”Munton said.“Eskom’s major campaigns, which have

cost millions, warn us to cut back on our us-age and urge us to turn off pool pumps, gey-sers and non-essential appliances.“Despite this, electricity demand still ex-

ceeds supply during peak periods, and nowEskom is pulling the plug on their endeavorto save power by their subsidising of energy-aware consumers who install power-savingwater heaters and geysers,” Munton said.“The question remains that with an elec-

tricity grid under severe strain, how is itpossible that a programme such as the LoadReductionRebateProgrammecanbediscon-

tinued?”

Rebate cutsThe City of Cape Town, a major Eskom

customer, said the rebate cuts only appliedto high-pressure solar geysers, and then on-ly if the components used in the making ofthese geysers have beenmostly locally man-ufactured.“There are new requirements around re-

bates and high-pressue systems, being thatrebates will only applywhere production in-cludes 70% locally produced components,”said Sarah Ward, head of the City’s energydepartment.Ward said there had been little movement

regarding the low-pressure systems mostlyused in low-cost housing schemes.“The national low-pressure solar water

heating programme is on hold. It has beenfor the past two-and-a-half years,” she said.This is in linewith Eskom’s response. The

energy giant said the rebates were not cutcompletely, but are taking a different tack.“Theprogramme isunder review to enhancecertain aspects such as creatingmore oppor-tunities to stimulate local manufacture, andthe level of rebate,” said Latetia Venter, Es-kom’smarketing and communicationsman-ager.“The programme will continue, but with

changes which are currently under consid-eration,” she said.“There will be no negative implication to

the grid as the subsidy will continue.“Selected areaswith low-cost housing con-

sumers will continue to receive low-pres-sure solar water heating systems for free,”Venter said.There are two popular kinds of solar-pow-

ered geysers: one that works with solartubes, the other with solar flat-plates.A typical 200F solar tube system for a fami-

ly of four costs R29 697.The Eskom rebate onthis system is R5 865.Thus, in total, it comesdown to R23 832. Muntonsaid with financing thisamount was repayableoverup to five yearswitha monthly instalment ofR998.“One very important

point to note – the tubesare only manufacturedoverseas. South Africadoes not have amanufac-ture facility to make thisproduct,” Munton said.“With Eskom wanting

to do away with the re-bate on imported prod-ucts this is going to limitthe homeowner to flat-plate technology only.“This becomes prob-

lematic when the homeowner has a roof orienta-tion which is more than45° off north. Flat-platesdo not perform wellwhen placed on such aroof,” he said.Another problem was the threat posed to

local businesses which have bought into themanufacturing of alternative energy.One such business is that owned by David

Lipschitz. His company advocates net-me-tering – an alternative energy solutionwhereby households generate their ownelectricity and sell any excess back into thegrid.Lipschitz said the rebates were just one

way in which Eskom and the government’sapproach to alternative energy is putting

small manufacturers out of business.He said if governmentwould spendmoney

on alternative energy sources to create theirown electricity, it would free up enough en-ergy for industry.Munton’s petition against the rebate cut

A draft policy on the City’s creative andperforming arts is available for publiccomment.

The City of Cape Town’s new Arts, Cul-ture and Creative Industries draft policycovers the full spectrum of the arts and cre-ative expression – from graphic design tobusking, acrobatics to graffiti, and culturalheritage. In short, all form of arts and crea-tive work are captured in the policy, andCapetonians have until Thursday 15May tocomment and give input.

The draft policy recognises the impor-tance of the arts and creative industries andaims to promote these industries and createan economically enabling environment tofoster their growth.

Ian Neilson, acting Mayoral Committeemember for Tourism, Events and Market-ing, says the new policy will be an updateon the Arts and Culture Policy which wasin place in 1996 under the then Cape TownMunicipality.

“There is a need for an updated policythat allows the City to take decisions on thesupport for, anddelivery of, arts and cultur-al events,” Neilson says.

CreativeHe adds that cities around the world are

increasingly recognising the importance ofthe creative sector for jobs and economicgrowth, and Cape Town needs a new policyto keep up with the global trend.

One of the policy’s desired outcomes isgreater citizen engagement with public lifewithin the city, and its cultural diversity,public spaces and history.

Thepolicy speaks of creating facilities forthe arts that make citizens feel “at home”.

“This is part of the City’s commitment tobuilding an inclusive City, where all resi-dents have a stake in the future and enjoy

a sense of belonging,” Nielson says.“The draft policy is better aligned to en-

sure the City’s greater recognition of cul-tural diversity and heritage.”

While the City’s Department of Arts andCulture is currently responsible for themaintaince of heritage and memorial sitesand facilities, Neilson says there are talksto move this responsibility to a more spe-cialised maintenance unit.

The policy lists “persistent fragmenta-tion” and “poor coordination” as one of thebiggest challenges to the creative trade, andone of the objectives of the policy is to assistwith coordinating networking and partner-ships in order to createmore opportunities.

The policy also deals with the creation ofa database of Cape Town based performersand artists to draw from when planningCity events.

Database of artistsThe City already has an extensive data-

base they have been compiling since 1996and in 2010, artists were invited to auditionto be added to the list.

Neilson explains that the City conductsresearch in neighbourhoods. They focus onarts and culture related bodies and musi-cians, performers and artists.

“Theartists are added to thedatabase andmay be drawn on by other departments toparticipate in events,” he says.

The policy promises to market CapeTown as a “Creative Industries Hub” andrecognises that the arts have an importantpart to play in stimulating Cape Town’stourism and events industries.

According to a national survey, the Cityof Cape Town has come out tops withregard to service delivery, with more

than 70% of those surveyed saying they aresatisfied with their municipal services.

This according to the independent SACus-tomer Satisfaction Index.

The real question is, does Cape Town havethe best service delivery, or does the countryneed a service delivery make-over.

This is what People’s Post readers had tosay.

WILHELMINA JOSEPH says the City does not havethe best service delivery owing to poor publictransport. “I take two trains to work and I am lateevery morning no matter how early I wake up.”

SINOXOLO BANGANI discounts the results.“There are too many problems in the poor areasto say our service delivery is best. Fix the ruralareas and fix the transport system.”

ZEZETHU MGWEPA says: “I’m originally fromEastern Cape and I agree the City is the best, butmy biggest problem here is the gap between therich and the poor.”

SELWYN QUICKFALL has no problems with servicedelivery in his area, but he is aware of the lackof it in the rural areas. “The City needs to focuson the poor communities.”

AUDREY BUTCHER disagrees with the survey andis very unhappy with the municipality. “They needto get a sense of urgency when it comes to im­provements. Rural communities are suffering,”

IGNATIUS MORRISON says the City is delivering,but improvements can be made. “I don’t takepublic transport, but I hear people complainabout the safety issues and it’s always late.”

Mondale High School took first place on theMr Price High Schools’ League table on Sat-urday after securing one of the tournament’sbiggest ever victories.

The defending champions, perennial titlecontenders and powerhouse of WesternCape schools’ football, sent out a warning toany and all challengers with a 10-1 win overOval North High.

Mondale beat Spine Road High 2-1 in theiropening fixture at the end of April and nowtop the league thanks to their vastly superi-or goal difference.

Only two other sides can boast a perfectrecord after the second round of fixtures inthe tournament.

Beacon Hill High hold second on the stand-ings with the second best goal difference inthe competition, thanks to a stingy defence.

The Beacon Valley side beat Aloe High 2-0on Saturday, after edging Belgravia High 1-0in the opening round.

Portland High are third on the table afterpicking up three points in a high-scoring en-counter with Lentegeur High.

Portland won 3-2, conceding for the firsttime this season after beating StrandfonteinHigh 1-0 in the first round.

Cedar High stayed within touching dis-tance of the leading pack after picking upthree points against Glendale.

Saturday’s 1-0 win over Glendale High,combined with the solitary point gleaned inthe first round, sees the Rocklands school infourth on the table with four points.

The middle of the table has remained con-gested with only goal difference separatingthe teams placed fifth to eighth.

Spine Road High are fifth on the table afterpicking up their first points of the season ina 1-0 win over Tafelsig.

Glendale, Tafelsig and Aloe are in sixth,seventh and eighth places respectively. Allthree sides lost this weekend after claimingwins in the opening round a week earlier.

Westridge and Princeton are ninth and10th on the table respectively, level on pointsand goal difference, with the former leadingon goals scored.

Westridge drew 2-2 with Lentegeur in thefirst game of the season and again played toa 1-1 stalemate with Strandfontein on Satur-day, while Princeton drew 0-0 in gamesagainst Cedar and Cloetesville.

The sides placed 11th to 15th on the tableare level on points and goal difference, withonly goals scored and conceded separatingthem.

Lentegeur are 11th and Cloetesville are12th, while Rocklands, Belgravia andStrandfontein are tied for 13th, 14th and 15thwith the exact same figures.

Oval North are dead last on the table, hav-ing conceded 12 goals in their losses to Tafel-sig and Mondale.
