A family living in Rietbok Avenue, Lo-tus River are at their wits’ end due toa water leak in front of their house.
Discovered during February, the leak hasnot yet been fixed. HomeownerAvril Cedrassays her complaints and pleas to have thepipe fixed are falling on deaf ears.“We discovered water bubbling near the
outside water meter on a Saturday morningduring February.We reported it immediate-ly, but still nothing has happened,” an exas-perated Cedras says.According to her, the issue was reported
at the water works call centre, but the prob-lem has not been fixed yet.“It’s really frustrating because the water
has been running non-stop since then and itsmells as well. We are encouraged to savewater all the time and I reported this issueimmediately when I saw it, but still nothinghas been done. How can the municipalitypreach one message but not action it them-selves?” she asks.Cedras says she has made many trips to
the rent office in Pinelands, but whenevershe gets there “they give the same responseall the time: We are looking into it”.“I have made many calls to the call centre
as well, but still no joy. Instead of speakingto a real personyouare transferred fromoneautomated response to the other. I just wantto get this leak fixed.”She adds she is “fed up because no consult-
ant has come out yet”.“The day after I reported the leak, they
told me somebody would come to fix it. I amstill waiting. It’s really unfair because somedays I sit without water andmy laundry anddishes pile up,” she says.Cedras adds since the leakage was report-
ed, they have been left without water for aweek already.“There was a week where my water was
off completely andmyhouse looked amess,”she adds.Cedras says when she called to follow up
on the progress of a plumber or consultantcoming to the property to fix the leak, shewas told her reference numbers were incor-rect.
After following up with the City of CapeTown, they could not provide comment atthe time of going to print.“Unfortunately water and sanitation offi-
cials have not yet been able to conclude theirinvestigation into this issue before the dead-line provided. We will, however, endeavourto resolve the complaint in the coming

Non-payment, limited resources, lack offundingandhigh levels of theft andvan-dalism are the main issues plaguing
City of Cape Town rental units.The maintenance of these units across
Cape Town is often a bone of contention inmany communities but a new policy aims toaddress this by prioritising repair work.
Last week, the City released its draft com-munity residential unit maintenance policyfor public comment.
According to the policy there are a rangeof issues affecting City rental units.
The City maintains 45 000 rental units and11 000 hostel beds.
ChallengesBenedicta van Minnen, mayoral committeemember for human settlements, says majormaintenance and upgrading is required due
to the age of rental units.“Therefore there is generally not much
funding left over for both operational (day-to-day) and capital (major upgrading)maintenance work.”
Van Minnen explains the high level ofnon-payment of rent by tenants also im-pacts funding. The high incidence of van-dalism, theft and abuse of municipal servi-ces infrastructure in these units is also achallenge.
She further explains gangsterism, vio-lence and associated illegal activities con-tribute to a dangerous and stressful work-ing environment for personnel. Mental andphysical health deterioration among staffis also a challenge faced by the department.
MaintenanceResponding to questions about staff alloca-tions and the inspectionof rental units,VanMinnen explains the public housing main-tenance staff cannot conduct door-to-doorsurveys, but do high-level block assess-ments once a year when the budget requestis compiled.
“The City relies on residents to reportany issues so that they can be addressed,especially in termsofhealth and safetymat-ters. The City also uses expanded publicworks programme workers to assist wherepossible.”
She says non-payment by tenants direct-ly influences the budgets and maintenancework that can be performed and affects thesustainability of the rental units.
“In termsof the policy, defaulting tenantsor occupantswill not be assistedwithmain-tenance apart from matters relating tohealth and safety.”
She says there are various levels ofdefaulting tenants but the municipalityoften requests they make arrangements ifthey cannot pay.
“In general, payment levels vary between40% to 42% across the city. It is importantto note that the collection rate in the al-
ready upgraded units went up from 28% to45%,” she adds.
FundingFor the 2014/2015 financial year, themunici-pality received a once-off lifetime renova-tion grant from national government whichallowed it to upgrade 7000 units at a cost ofR1.2bn.
Van Minnen explains those units may notaccess grant repair funding again and mustbe maintained by the City in the future.
“Therefore tenants must please pay theirrent to enable high levels of maintenance inthe future.”
On average, the municipality spendsR15m each year on day-to-day maintenancewhich addresses mainly health and safetyconcerns. VanMinnen explains thismainte-nance depends onwhat is allocated in the an-nual budget. In the last financial year the de-partment received R10.4m.
PolicyThe new draft policy categorises and priori-
tises repairs to ensure that health and safetyrepairs are attended to first.
Van Minnen explains it also incentivisestenants to pay rent in order for the City todo maintenance.
The policy proposesmaintenance work bedivided into four categories which rangefrom “very high” priority to “low” priorityand according to levels.
For the first two levels, which are consid-ered “very high” or “high” priority, mainte-nance includes emergency repairs in theevent of a disaster, anything which poses ahealth risk, structural damage to a unit andelectrical repairs.
For the two lower levels, namely “medi-um”and“low”priority,maintenance coverswindows, ceilings, internal doors and locksand toilet seat replacements.

Inmates at Pollsmoor Prison are makingstrides in the fight against tuberculosis(TB).
With an increase in the number ofinmates the infamous prison is currently199% overcrowded, creating the perfectopportunity for TB to spread.
During a briefing held at the prison lastweek Ntobeko Mketsane, area commission-er for the department of correctional servi-ces, revealed shocking statistics.
In his presentation he explained therewere 8642 offenders. In the admissioncentre, which is built to house 1619 inmates,there are currently 4254 inmates.
He said the spread of TB was threateningthe health of inmates but also their familiesand communities.
For this reason, the prison has partneredwith the TB/HIV Care Association, thehealth department and the National HealthLaboratory Services (NHLS) to ensure thatall inmates entering the prison are
screened, diagnosed and treated quickly.“Through this partnership we now have
six counsellors, two nurses, two enrollednurses, data capturers and a radiologist toassist us”.
TB/HIV Care Association chief executiveHarry Hausler explains patients are diag-nosed in two hours and can then be treatedsooner, hindering the spread of the disease.
For the period between March 2013 andFebruary this year, 68 152 inmates havebeen screened.
More than 700 patients have been treatedfor TB, of which 28 have been treated formulti-drug resistant TB.
Hausler says one TB patient can infect upto 20 others,meaning the early detectionhasled to the prevention of over 14 000 possibleinfections.
According to Delekile Klaas, regionalcommissioner of the department of correc-tional services, there is a 86.6% cure rate inprison across the Western Cape.
He explains the department is looking atways to expand Pollsmoor Prison’s success-ful programme to other prisons in smaller

Coming on board for the transformationand holistic approach to education at theschool is Cape Town mayor Patricia de Lil-le.
De Lille celebrated with the school onWednesday as the first school term came toan end.
De Lille said she looks forward to work-ing with the school as education is a priori-ty to her.

De Lille added she was impressed whatwas being done at Christel House and saidshe “wished this was replicated across allschools in South Africa”.
Christel House, a school for disadvan-taged children, aims to break the cycle ofpoverty by providing the children with free,quality education in a stable environment.
Christel House’s CEO Nicky Sheridanhad the audience inspired at the end of his
address. “We strive to look not just at thepreviously disadvantaged but we also as-sess the currently disadvantaged. We needto help the poor people of our country to fuelour economy. It is the right thing to do andit can be done through education,” he said.
The day was celebrated with differentarts and culture items by the pupils of theschool as well as recognition to staff and pu-pils of the school who have achieved greatresults..Christel House SA was named the top in-
dependent school in the Cape MetropoleDistrict in 2014.

The District Six working committee hasvolunteered to bolster the land claimsprocess.
The organisation maintains it can com-plete the entire verification process, whichcan take several years when carried out bythe department of rural development andland reform, in just one year.Each claim goes through a very rigorous
process of research, explains Land ClaimsCommission chief director Michael Wors-nip.Often claims are vague or incomplete and
these first need to be completed before thecommission can test if there was disposses-sion according to the law.All the potential beneficiaries might not
have been accounted for, Worsnip says. “Of-ten people disappear, in which case we needto put adverts in the press to try to contactthem. Often there are disputes and some-times there is fraud.”Resolving all these matters can take a
great deal of time and effort, says Worsnip.“It is thus impossible to say what the nor-
mal time for the verification and complianceprocess for a claim is. It could take an after-noon. It could take 19 years,” he says.“Then there is the matter of capacity. The
office manages to settle, working optimallyand being far ahead of all the other officesin the country, around 250 claims in a year.”To date, 15 000 claims have been settled.
There are 1000 outstanding.In community claims, the community rep-
resentatives are usually in the form of atrust or a communal property association.These are always asked to assist with verifi-
cation, Worsnip says.This is where the District Six working
committee hopes to step in. Working com-mittee chairperson Shahied Ajam says theorganisation has formally requested to beincluded in the process. “At this rate, it willtake 20 years to finalise all the claims. Unre-solved issues in other community groupshave held up the previous process, and wewant to avoid that,” he says.The organisation is currently busy with a
verification process using a door-to-doorcampaign in Hanover Park and Mitchell’sPlain. Close to a thousand members havebeen verified this way, Ajam says.However, verification is only one step of
the land claims process, Worsnip says.Once claims have been verified, a complex
settlement process is carried out. A researchreport needs to be written up and approved.Claimants are then given options for howthey would like to be compensated.“The process is necessarily a long one, be-
cause the matters are complex and involvea lot of hurt and a lot of emotion,” he says.
