PeMS Performance
Measurement
System
A website that anyone can access: http://pems.dot.ca.gov
A centralized traffic data warehouse
– Near real-time and historical data
– Mainly collected through automated detection
Over 34,000 detectors deployed on urban freeways throughout California
A data visualization and analysis tool
A system that enables system monitoring and evaluation
What is PeMS?

PeMS Performance
Measurement
System
Development began in late 1990’s
Caltrans was deploying many real-time, automated detectors to provide data to the Transportation Management Centers (TMCs)
Recognized the need to store all of the data in a centralized location
Partnership between Caltrans and the University of California, Berkeley
PeMS put into production at Caltrans a few years ago

PeMS Performance
Measurement
System
Measures the number of vehicles that pass over it
(volume/flow)
Measures occupancy (the amount of time the detector is
“on,” or sensing a vehicle)
Sometimes measures speed
Reports data on a cycle to a controller every 30 seconds
What does a detector do?

How is PeMS used?
•Provides data for the Department’s
annual congestion report, the Mobility
Performance Report (formerly
HICOMP)
•Monitor detector health status
•Perform pre- and post- lane closure
analysis
•Evaluate the performance of Managed
Lanes (HOV, HOT)
•Produce Corridor System
Management Plans and Transportation
Concept Reports
•Traffic Studies and Project Planning

PeMS Performance
Measurement
System
More than data from real-time, automated detectors
Traffic Census data
– Non-real-time volume data from all over the state
Weigh-in-Motion (WIM) and vehicle classification data
– Approximately 100 locations
Electronic Toll Collection (ETC) tag data
– Provides travel times in the San Francisco Bay Area
Incident data
– Real-time and archived California Highway Patrol data
Lane Closure System
– Real-time and archived lane closure information

PeMS Performance
Measurement
System
Through a partnership with SANDAG, two new modules are begin developed in PeMS
–Arterial PeMS (A-PeMS)
–Transit PeMS (T-PeMS)
Original idea was that PeMS would not be limited to freeway data
For planning and operations purposes, want to know how all facilities and modes are performing

Recent PeMS Enhancements
Arterial PeMS (A-PeMS)
– Pilot on Telegraph Canyon Road in Chula Vista, CA
– Deployed magnetometers along corridor
Transit PeMS (T-PeMS)
– Pilot with San Diego Metropolitan Transit System (MTS) and North County Transit District
– Route and Schedule information for all buses
– Automatic Vehicle Location (AVL) and Automatic Passenger Count (APC) data

Finding Data for a Particular Vehicle Detector Station (VDS) on a Freeway
• From the PeMS
Homepage, click on
the “Inventory” link
under the California
map image.
• Once on the
Inventory Map, re-
center the map to
District 7 (L.A.), and
zoom in so that the
Mainline VDS icons
(in red) are visible.

Select a VDS to Analyze • Zoom in to the I-10 freeway and click on the Mainline VDS icon just east of Bundy
Drive. Clicking on the icon will bring up a pop-up window with details about this
detector station. Click on Aggregates to go to data for this station.
