The provisions of the Wilson bill were, made public on November 2?. On Satur­day, the 35tb, when "there wasigenefiU i m p r e s s i o n , t h a t r a d i c a l c h a n g e s i n t h e

sugar tariff were contemplated." the pric* of the trust securities declined from Mf to 91j. On Monday,, when the bill was made public, the price declined from 91 to 8 5 . W i t h f r e e s u g a r a n d n o b o u n t i e s i n

prospect the trust securities declined ftO a share in two days. The decline continued until the stock, at the time of the passage of the-Wil*on bill by the house, was quoted at 75. This Was a shrinkage ot $20 a share. Then began tbe negotiations between tbe managers of the trust and the managers of the bill in the senate, aud as these ne­gotiations progressed favorably- the price at sugar certificates began to rise;. Dis­patches of varying import were sent from Washington, senators began speculating on tips furnished by the managers of the trust, and fluctuations were rapid., Nev­ertheless, so harmonious were the arrange­ments and so easy the negotiations that sugar certificates, which had sofd for §75 a sbare when the Wilson bill passed the house, were up to §89 when the senate bill was reported, an advance of#14. On the day that tbe report Was made the price advanced from: 89;{ to 93£, and the. price-kept on going up until sl-a-es gold at 109£ on May 5. So we have §75 a share as the value of sugar certificates with free sugar, as provided for in the bou«* bill, levying a duty. This advance of §34 a share add­ed something like §26,000,000 to the Ttlue of the securities of the trust.
