The CPMR is formed by 150 Regionsfrom 28 countries of the EU and itsneighbors of South / East areas. Itrepresents more than 200 millioninhabitants (founded in 1973).

The organization sets up inter-committee working groups on priorityand particular issues.
The CPMR is a platform for technicaland political cooperation betweenauthorities of regional level onpriority issues and policies for theperipheral maritime regions:

KEY CHALLENGES FOR THE CPMR IMC

• Geo-political situation at global level(migration, conflicts etc.), economic crisis andturnover in the elections at regional (andnational) level.
• Decentralization & Democratic governance inthe South Med
• Reduction of environmental pressures at Medlevel (challenges by Eco-Regions)
• MSP-ICM: balanced development of land-seainteractions and the role of the regions
• Combine maritime investments withenvironmental protection + Integratedapproach to maritime affairs
NEEDS IN TERMS OF STRATEGIES FOR THE MED
• More efficient coordination of visions, policies, strategies,funding instruments , players at MED and sub-basin level+ effective impact on the territory
• Ensure a key role of Regional authorities in decisionmaking for the emerging strategies and connectedpolicies together with the States (fundamental forensuring coherence between territorial and maritimeelements).
OPPORTUNITIES
• Set shared objectives, develop policy transfer andcapacity building between the Med rims for moreintegration of the area
• Boost emerging strategies: e.g. West Med maritimestrategy/initiative as pilot for a global Med strategy withAction Plan and key projects, involving gradually theSouth/East (and ensuring a link with EUSAIR)
• Multilevel Forum for LRAs with a specific role in thegovernance of the emerging strategies (it should rely onexisting structures and networks)
