a. District in it’s best financial shape ever, thanks to Bro Fred Alexander for great job b. District 501(c)(3) operating; have grant finder and writer; program coordinator for our clearinghouse

(James Breedlove – Zeta Rho) to ensure we can get grants, fit them to what you are doing so you can tap into it ; Just go through appropriate stages to get those funds distributed.

i. Thanks to the Economic Empowerment Committee and District Investment team ii. Several chapters have a 501(c)(3), but most do not. These chapters are living on dues, which limits

their programs. Now, these chapters can expand what they do by working with the District 501(c)(3) 1. Various grants and funds available to chapters by using it

c. 100 to 5 Initiative: A District wide assault to improve Black male high school graduation. Program Coordinator Ms. Simon Curls, assisting several chapters working with foster care in So Cal.

d. Need Form 37’s submitted quarterly, next is Mar 15; Used to create District Demographic e. Form 50 needed. IHQ will not answer your questions if you’re not on the list. f. Membership – looking to exceed 1000 brothers by 2010. Please look at quality first

i. MSP – 64 initiated since Oakland. Successful Lampado’s Club with Phi Lambda and Pi Rho in fall; Looking at Alpha Mu and Mu Kappa Kappa in the spring. Also have not forgotten Humboldt.

ii. “Get Right” Program – 14 brothers brought in iii. MSP activity now at Lambda O, Xi Nu, Delta Alpha Alpha

g. Undergraduate Summit – 17 undergraduates attended h. Supreme Council Meeting - Mar 14-15, 2008 in Raleigh, NC

i. 2009 Leadership determination – between Las Vegas and Baton Rouge 1. Asked to come up with $125K. Beta Mu Mu and Kappa Xi working together

ii. Executive Director search reopened, 11 brothers submitted resumes. Top 4 to be presented by IHQ HR department. Supreme Council to rank them at that point.

iii. Investigation on Lewis Anderson lawsuit, and hopefully settlement i. Bro Blunt Campaign - Already geared up, brothers identified to assist at various District Meetings j. Upcoming Meetings

1. Bro Blunt Response –I am not running against Warren Lee in Birmingham. We are all a team, we work together. That’s not in my plan.

iii. Keith Parker inquired on funds for District meeting and new initiates. DR responded that those numbers will be reconciled as needed

j. PhRMA has given $25k grant to do outreach in LA area, talk to people about PPA Program. Have only reached 12,000 persons. We cannot ask for more money when we haven’t used what we have. Will have conference call within the next week to discuss

k. District Life Insurance – Bro Mel Palmer working on it - please work with him and give hard numbers when he contacts you on chapter membership

i. Oct 31, 2007: Over $87,000 in assets (FY03-04 ended with $27,000) ii. FY06-07 increased by $25K attributed to Investment Fund account

c. Motion by Fred Alexander and 2nd to accept report. Unreadiness: i. Clifford Brown – when is Endowment Fund annual meeting and who’s on the Board?

Report of the District Counselor - Bro Lawton Connelly

a. No pending lawsuits in 12th District b. Some past illegal activity identified and being investigated

i. Fresno State – 7 involved. 4 have been brought into the fold properly ii. San Jose State – Alleged illegal initiation of five in Spring 2005. Notice given to those involved and

c. Lampados Club – Phi Lambda had good program; wholeheartedly support bringing it back as means of bringing men into Omega

d. Political Action Committee i. Omega’s for Obama – Advise against chapters getting involved due to conflict with 501(c)(3)

ii. Individual brothers are ok, but not as a chapter. e. Jalani Bakari Expulsion – Letter sent from this office, which has not received a response.

i. Timely appeal was submitted ii. Tribunals are only held in November; At February 2008 Supreme Council Meeting Bro Peevy moved

for an immediate tribunal. Motion failed. Grand Basileus did cast a negative vote – Final vote 9-10 against.

f. Motion and 2nd to accept i. Unreadiness

1. Request for questions Expulsion be held until after next report 2. Michal Haynes - clarification on Omega Chapters participating as chapter vice individual.

a. Don’t endorse a candidate as OMEGA PSI PHI. 3. Damon Scott

a. Fresno State who expelled? – Jabari Reynolds Chi Nu 92; b. Why other three not initiated? They’re unable to get transcripts due to owing school funds.

Once resolved, looking to bring them in 4. Clifford Brown - San Jose State – Explain Disciplinary Hearing and process involved

a. Ensuring proper Code of Conduct due process followed; Brother has bee duly notified 5. Bill Grubbs, Sr – Can names of expelled be listed on 12th District? Will be on website next week. 6. Willie Roberts – clarification on what is a brother? If not financial, is he not a brother?

a. There was talk that if not financial for 5 years, then named removed from roll. This has not passed.

b. Brother with control number is an official member. c. Financial - Dues must be paid for current fiscal year

7. Tim Waters – Request clarification on motion – are we approving report with exception of Jalani Bakari portion and when will we discuss that portion a. Bakari portion is information; Discussion will occur immediately after approving this report

8. Jim Hopkins – please add MAA as involved in Phi Lambda Lampados Club activity ii. Motion Carried.

Jalani Bakari Expulsion – Brother Charles Peevy, Tim Waters and Sedrick Spencer

a. Bro Peevy gave a synopsis of events i. Many are unaware of what District Leadership has done because they do not go on Goldboot. DR, 1st

ViceDR, and District Counselor have spoken with Grand Basileus on this matter ii. Several pieces of correspondence passed out to the brothers assembled

iii. Bro Bakari sent letter to Goldboot regarding issues at IHQ, financial concerns, where are some monies, etc. Initial e-mail was OLMF and $200,000.

iv. Bro Grand felt it was accusatory of theft and an affront on the current and past Grand Basilei v. Bro Grand spoke with Supreme Council, who disagreed with an expulsion, however, Grand Counselor

informed Grand that per Code of Conduct, he had the authority. Let’s stop debating this point. vi. Bro Grand then expelled Bro Jalani Bakari.

vii. A lot of things came out on Goldboot and the issue heated up. This issue has split the Fraternity and the 12th District is at Ground Zero.

viii. Feb 2008 SC Meeting, Bro Peevy motioned to rescind expulsion. Grand Counselor ruled motion out of order.

ix. Discussion around SC table. Motion to expedite Grand Tribunal within 21 days. Motion failed. x. Additional dialogue - Grand Basileus indicated he wanted to hold conf call w/ Grand, Bakari, 1st Vice

Grand, 12th DR, 1VDR, and maybe GKRS. xi. Bro Bakari has called Grand, but no return calls.

b. Brothers Tim Waters and Shamann Walton – discussed letters sent and next steps i. Letters sent Dec 28th, again Jan 18th with exact persons to respond to and expected response date.

ii. Options – next steps 1. Send another letter outlining points to be addressed.

2. As a district, as individual chapters, as individuals, we need to speak and have our voices heard. 3. Recommend not sending money to IHQ until some of these issues are worked out.

c. Bro Spencer i. Following a conversation with the Grand on Feb 14th, going forward will be handled as such:

1. Bro Lawton will investigate the 1st Bakari letter, and within 30 days send a letter of findings to Grand

2. Conference call with Grand, 1ViceGB, 12th DR, 1VDR, GKRS 3. Goal to have resolution within the next 40-50 days.

d. Bro Grace i. No letter of appeal filed at IHQ or with Grand Basileus

1. He is afforded due process, but nothing has come in from Jalani. 2. 30 days has expired, Grand Basileus keeping the door open, willing to hear him out

ii. May be legal action to follow because accusations of stealing without any documentation 1. Bro Grace specifically accused of stealing funds with no documentation

a. Personal charges and phone calls paid on Grace credit card (Covers IHQ phone calls) iii. Jalani is a good brother, I have been to his house but no brother is above Omega Psi Phi iv. Undergraduate Supreme Council Members – concern that no one going to bat for the myriad of UG’s

expelled over the years as brothers have for Jalani. v. There was an investigation from the international level

vi. Internet usage is bad when it comes to put information out there. 1. Info is put out and it affects individuals and the organization. Goldboot is passed around like the

newspaper to others outside our organization. vii. IHQ has been audited at least past 7 years.

1. Concern will be that IRS will come looking at the District and the Chapters. What is the status of audits in your District and Chapter?

Report of the District Chaplain - Bro John Arrington

a. A prayer request is prayed on for 9 days by Prayer Team – 4 Cardinal Principles, 4 Founders and 1 FIETTS.

to ensure the meeting is profitable and avoid past problems? Meals should be paid via corporate sponsor, not registration. Same with golf and souvenir book. Worked with Tau Ta to do this. Also Gamma AA, and Phi BB to do the same.

2. Vendors - 11 of 13 paid. Any reconciliation on them paying or excluding them? Certified letters sent and phone calls made. Will recommend that they not be allowed to vend in the future.

range e. Building Fund – Cleveland Aug 1994, $200 assessment made. Explanation of how $200 was determined

ensued. All brothers given until 1996 to pay it. In 1998, discussion on waiving it. It was relaxed until 2004 when it was reinstated. From 2004-06 brothers were told by IHQ don’t worry about it. In 2006, Bro Lee started enforcing it. Executive Order to relax it until audit performed. All initiates after Aug 1994 have paid it.

i. 13,000 on rolls in Cleveland, only 800 have not paid it. ii. 90% of the time, it’s been paid to chapter, but chapter did not send it forward.

f. Not concerned about IRS audit of IHQ. Know it’s good. However, concerned about chapter and district records.

g. Pictures have not been downloaded from laptops, which is why brothers don’t have pictures at IHQ. i. “My page” will overwrite picture and address of individual brothers

h. Omega Psi Phi is not ready for a lot new technology i. Fake database put up; 1st day a brother hacked into it.

iii. They are able to pay, so Fraternity cannot write it off. Looks really bad on an audit. iv. OLMF was supposed to partner with Fraternity on the USC Project; had a signed agreement, but

backed out at last minute. v. Ask OLMF about their vote passed not to go after people whom owed in excess of $50K? Only 7th

District voted against this. q. Bro Grace believes every chapter should get a DVD copy of Supreme Council Meeting. r. University of South Carolina House

i. Omega not in the building because the chapter is suspended ii. Now lease signed with USC President’s fraternity - 3 years, with 2 one-year options

iii. Misconception of the campus – Brothers say they don’t have enough black males on campus to sustain house 1. There are more black males on USC than SC State, where the chapter is always 60 strong

s. Don’t blame Charles Bruce; he walked into the problems at IHQ that had been there i. Building Fund – went haywire in 2005, ED and Asst ED didn’t try to connect it

ii. Lockbox – is behind. ED and Asst ED didn’t want to use it. Put in place when Grace GKRS and Rozier GKF. Over a year from time put into place until they found out it not being used.

t. Credit Union – is an actual functioning entity with a problem. Not enough diversity on the Board. i. Loans turned down were taken to Wells Fargo, who were willing process 95% of them

“Look to the West, O Omega!” Greetings my Noble Brothers of Omega Psi Phi Fraternity, Inc. In the name of the Supreme Basileus and our Lord and Savior, welcome to our 63rd 12th District Convention. Much love and appreciation are due our hosts, Tau Tau chapter, for the work entailed in making this meeting our largest and most successful to date. Particular kudos are due Bro.s Keith Parker and Ricky Lewis who have served as co-District Marshals. Our ritual teaches us that we should dedicate our lives to “consecrated usefulness.” The 12th District sits on the ‘Cusp of Greatness.’ We have solidified programs and methods of doing business which is exampled and serves as a model throughout Omega. A District Perspective Managing and leading the 12th District is definitely a unique experience and leadership opportunity. We are diverse – ranging from Anchorage to Tucson – 1.6M square miles, three time zones, with a Southwest Area larger than eight districts in Omega. Yet we are united!!! I will put the 12th District against any District in Omega regarding Friendship, Brotherhood, and Unity! Since our last District Meeting in Oakland, I have probably become the most traveled DR in 12th District history – logging over 60,000 air miles. 46 of 52 weekends were dedicated to Omega business, either in the District or on the national level. I personally conducted 21 initiations of men who came to the light of Omega. The total number of initiates was twice that of 2006-07. In 2007-08, 87 men will have joined Omega through the 12th District, with 30 of that number being Undergraduates. We were able to reinstate Chi Nu and Sigma Eta chapters. Next will be Zeta Lambda, Alpha Theta, and Chi Beta. Then will come Alpha Epsilon, Humboldt, and the Univ. of Alaska-Anchorage. 16 Brothers took advantage of our “Get Right” program. Let me publicly thank those who decided to “Get Right” with Omega! We all sleep better as a result. We will prepare our newly elected 2VDR to run for the position of Undergraduate Representative to sit on the Supreme Council. We will implement District-wide voter mobilization activities for the upcoming presidential elections.

We resolved the Jalani Bakari situation. • Bro. Jalani was removed from the ‘expelled’ category to ‘suspended.’ On Sept. 1, 2008 full

brotherly rights will be reconstituted. • Thanks to all our past DRs and DCs for your assistance. • Thanks to our Chapter Basili district-wide for your strong support. • Your District leadership – including the 1VDR, DKF, and DC – were instrumental in achieving

resolution with the Grand Basileus. • This issue threatened to split Omega apart, with the 12th District being at ‘ground zero.’ But we

pulled a dynamic team together to address the issue on several fronts – and we were successful! • We kept the District UNIFIED!!! In true Omega spirit, we have emerged stronger than ever as a

District. We were truly tested in the crucible of brotherly consciousness. A Financial Perspective Our total District assets have grown from $63K in FY 06 when I became DR, to $103K now. That growth was not only due to sound fiscal management, but by donations and grants secured by our 1VDR and myself of $40K! But this is just the tip of our financial iceberg…our Economic Empowerment Cmte has established the capability of matching corporate gifts. If you are eligible, please take advantage of that gift donor program. Our financial position allows us to…

• Increase resources available for scholarship and talent hunt activities. • Give $1000 to the District host chapter for their donation to a local organization of their choice. • Give $500 / semester to the Undergraduate chapter with the highest GPA. • Pay Conclave registration for Undergraduates with a 2.75 GPA or better.

We realize that regardless of our financial position, Brotherhood and Friendship are our greatest assets! But we need to stop depending on dues to run and fund our fraternal activities. Therefore, we have hired a professional grant writer to write / process grant requests for both the 12th District and its chapters. A National Perspective The 12th District leadership is well-respected and influential at the Supreme Council table and throughout Omega. I ask the questions you would ask – whether they are to the Grand Basileus or another DR. I hold people accountable. There are many issues on the national front which need resolving, including the hiring of a full-time ED with requisite powers not currently envisioned by our leadership. We have been influential at District meetings in sheparding the re-election of our own Bro. Carl A. Blunt as 1VGB. Realistically, however, our eyes are on the 2010 prize, when Bro. Blunt will run for Grand Basileus. All we do at the DR level is in support of that victory, especially in our relations with the leadership of other Districts. That relationship is cultivated both at the Supreme Council table and with the many intra-district contacts made between Supreme Council meetings. Make no mistake – the Supreme Council develops its own body politic, depending on the issue. Having the senior DR in a position of philosophical and voting influence is pivotal, particularly with the new make-up of the Supreme Council.

I promised – and we delivered. The world of Omega is coming to Las Vegas for the 2009 Leadership Conference! The contract with the Hilton is signed. The Brothers of Beta Mu Mu and Kappa Xi are working together to host what will probably be the most attended Leadership Conf. ever. The LC will also serve as a springboard for Bro. Blunt’s Grand Basileus campaign. We are so grateful that it will occur ‘at home’ in the 12th D! In Conclusion We have gone about the business of being DR with the concept of being of “consecrated usefulness” to the 12th District and Omega. We have served as the “consciousness of Omega in these changing times.” We have positioned the 12th District for the immediate future and beyond. We have advanced the District to higher levels of excellence and expectation. That “excellence” must remain as our commitment to Omega Dear. That “expectation” must be met. As a District, we take a back seat to no one! That’s why all of Omega is saying – “Look to the West, O Omega!!!” It is for these reasons and more that we look to continue in this office in our work for Omega Dear. • 14 Committee Chairs reported on activities. • Bro. Sondre Bowen is the new Chair of Retention

Committee Highlights:

• African-American Life, History and Artifact Committee – Working on collecting/ compiling biographical and historical data for all living District Representatives and creating a 5 year digital history of the District.

• Scholarship Committee- The 12th is awarding 3 scholarships totaling $5000.00

• Economic Development and Empowerment Committee is hosting its first Financial Seminar at

this District Meeting. The seminar will cover financial literacy among other topics

• Political Action Committee includes background bio information on all three Presidential Candidates.

• Health Initiative Committee Report includes information on Prostrate Cancer, Colon Cancer and

HIV/AIDS

• Nominations, Times and Place Committee report include information on Saturdays “voting” process.

• Bylaws and Recommendation Committee report includes recommended National Constitution

and Bylaws changes to be voted on at the Conclave.

Special Projects Pharmaceutical Research and Manufacturers of America Grant Great News, we will meet and exceed our goal of reaching out to 50,000 individuals through African-American Churches and community events, informing them on the Partnership for Prescription Assistance. Life Insurance for Financial 12th District Members Brothers Mel Palmer and Charles Marshall (Pi Rho) have provided us our first Life Insurance quote. The first quote is $30 per year for $10,000 of coverage. It would require 90 percent participation from District. 2008 National Undergraduate Summit Report

The Annual National Undergraduate Summit was held on Thursday through Sunday, January 24 – 27, 2008, at the Renaissance Concourse Hotel Atlanta. Pre-registration for the National Undergraduate Summit was $25 until Saturday, January 19, 2008. After that on-site registration was $50. The purpose of the meeting was to discuss issues concerning undergraduate affairs as well as provide an opportunity for the National Undergraduate Brotherhood to fellowship together in unity, which was in alignment with this year’s theme for the summit: Undergraduate Preparation for Domination; Faith, Friends, and Fidelity. The National Undergraduate Summit was a mandatory meeting for all Undergraduate Chapters and Chapter Advisors. It was required that a minimum of two representatives from every Undergraduate Chapter be present for the duration of the 2008 National Undergraduate Summit. All Undergraduate brothers, both Prophytes and Neophytes were asked and highly encouraged to attend, along with their Chapter Advisors. Consequences for absences were enforced. If an Undergraduate Chapter did not register and did not attend, it resulted in the chapter not being able to have an MSP or Lampodas program for this year. At the same time, If the Chapter Advisor did not register and did not attend, it resulted in their position being recommended for replacement. On January 23 there was a welcome reception for all the brothers arriving in the hospitality suite from 7pm- 2am. The following day registration began at 8am. After brothers had lunch on their own, the first meeting began at 1pm with introductions from Brother Charles Johnson, which was followed by remarks from the Grand Basileus Brother Warren G. Lee. Afterwards a formal ritualistic opening and roll call was presided by Brother Brian Gundy. Later on the brothers took a break and the meeting was continued with Dr. Vroman Wright advising the brothers on chapter strategic planning, and how we can better prepare ourselves for the future, and how to make important decisions. Soon after was the Grand Basiliei round table, which concluded the meeting at 5pm. Later on that evening the hospitality suites was open again for all the brothers from 7pm until 1am.

The National Undergraduate Summit activities started on January 24 with the continental breakfast. Shortly after breakfast the third Plenary Session began at 9am with roll call, then brother Quincy Shannon blessed us with words of prayer and spirituality. Next the Second vice Grand Basileus Brian Gundy gave the State of the Undergraduates Address. In his address he showed how we are the youth of the fraternity, and how we must prepare ourselves to lead this fraternity into the future as stakeholders of Omega, along with how to enhance the undergraduate leadership with the undergraduate council. Shortly after was the Ronald McNair Undergraduate Luncheon with special guest speaker First Vice Grand Basileus Brother Carl A. Blunt and

Second Vice Grand Basileus Brother Brain Gundy, followed by the chapter advisors meeting in a closed session. Plenary Session four began with roll call at 2pm, then we had breakout sessions which include but not limited to: Effective Career Strategies, Effective Chapter Budgeting, Health; spiritual, mental, and physical, How to Dress for Success, Educational and Financial Growth, and final meeting of the day with Liability Insurance. Later on that evening we had “The Best of Both Worlds” undergraduate party held in the ballroom, which was free for registered and financial brothers and $15 for all others.

On January 26 Plenary Session V began with roll call at 9am. This was followed by the overview of the new Lampodas Club presented by Brothers Keith Neal, Dorsey Miller, and Joe Williams. After that brother Boone gave an inspiring speech on how to help address the illiteracy crisis in the Black community. Following that we had the Lock Box Luncheon presented by Brother Charlie Bruce. Later on we had the chapter advisor’s panel discussion with moderator Charles Johnson, and ending the meeting for that day with chapter advisors meeting in a closed session. Later on that evening we had the Second Vice Grand Basileus Reception featuring a live band, and hosted by our Second Vice Grand Basileus Brother Brian Gundy. Sunday being the last day, it started with an early Grand Basileus Breakfast at 7am, subsequently with the Grand Basileus Brother Warren G. Lee addressing the body, followed by a formal closing. The brothers who had extra time before departing had an opportunity to attend a church in Atlanta. I believe the National undergraduate Summit was a great success with a weekend full of excitement filled with joy and enthusiasm. Dwelling together with the brothers from all over the country was rejuvenating and refreshing to see. Brothers had an opportunity to network not only with their peers but also with the graduate brothers as well.

Fiscal FY07 12th District had 818 members financial on District level As of April 30, 2007, 12th District has 794 members financial on District level; 12% of the

794 brothers were not on 12th District Roster for last year – 96 brothers reclaimed ; 78% of the 794 brother in FY08 have been financial for two years – 619 brother retained

12th District Pedigree - % membership by Decade: 1940 2% , 50’s - 5%, 60’s - 8%, 70’s - 19%, 80’s- 18%, 90’s -19%, 2000 -29%

DKRS Chapter Scorecard

District chapters averaged 92% on DKRS Scorecard across the board 70% of District chapters scored 100%, 35% of Districts chapter scored below 100%, most did so due lack of chapter reporting (form

50/37) and/no non use of fraternity email 100% of District Chapter that scored below 70% were Undergraduate chapters.

We have continued to follow sound financial guidelines, which have helped us to limit and control spending. We also continue to expand our revenue generating avenues. Prudent financial discipline and judgment continue to be the keys to financial success. _______________________________________________________________________________ Major activities since last report (February 2008 Winter Council Meeting) - Filed District’s federal tax return (Form 990); third consecutive year. - Attended District Keepers of Finance Summit in Raleigh, N.C. - Developed Keeper of Finance training workshop. - 12th District Omega Endowment Fund has received letter of determination Federal Tax Exemption

Brothers, As has been symbolic during my tenure as District Counselor, I am again able to announce that there are no pending lawsuits from within the 12th District. Below are the items I have been involved with since the last District Meeting: I. Fresno State University - In June 2007, I participated in an investigation involving an illegal initiation of seven Fresno State University Students. Upon the DR’s directive, a formal disciplinary hearing took place at Fresno State University. As a result of the investigation, one brother was expelled from the Fraternity and timeline was put into place as to reactivating Chi Nu chapter and formally bringing in those individuals who possessed the constitutional requirements for initiation. In January 2008, 4 out of the 7 were officially read into the Fraternity, and Chi Nu chapter has been officially reactivated. II. San Jose State University - In January 2008, I was advised of an alleged illegal initiation of five San Jose State University students in 2005. A formal disciplinary hearing took place on Saturday, February 23, 2008 at San Jose State University. Four out of the five have subsequently admitted to being illegally initiated and have expressed a desire to get right. The brother who was the ringleader was also a part of the investigation and disciplinary hearing process, and was notified of pending discipline because of his actions. III. Lampados Club - In November 2007, as part of the DR’s directive, I participated in the final Lampados Club session for Phi Lambda chapter. It is my opinion that the 12th District should whole-heartedly support the initiative to fully bring back the Lampados Club as the means of bringing men into our beloved Fraternity. As a whole, in the Fall of 2007, three chapters (Phi Lambda, Sigma Eta, and Pi Rho) participated in the pilot program with no legal hitch. IV. Political Action Committee - I addressed an issue involving the extent of the District’s capacity to support a U.S. presidential candidate. In essence, we as a district, or chapters within our district should not formally endorse any candidate or political party as such action would run afoul of the District’s 501(C)(3) entities closely related to Omega i.e. chapter charity arms, etc. Even though the Fraternity is a 501(C)(7) entity, and there are no barriers preventing PAC from endorsing a candidate, I advised against it as our numerous fraternal liaisons which are 501(C)(3) entities. The risk of losing these entities’ 501(C)(3) status far outweigh the benefit of public chapter support of a presidential candidate. I would advise and encourage 12th District brothers in their individual capacity to support the candidate of their choice. V. Update on the Expulsion of Bro. Jalani Bakari - In December 2007, Phi Rho’s brother Jalani Bakari was abruptly expelled from the Fraternity in response to a purported email he sent the Grand Basileus Bro. Warren Lee. At the District Officers training in Raleigh, NC, Bros. Fred Alexander, Sedrick Spencer, and myself worked out a settlement offer agreed to by Bro. Grand which rescinds the expulsion to a suspension and Bro. Jalani can resume full fraternal involvement as early as September 1, 2008. On April 25, 2008, I met with Bro. Grand again at the 4th District meeting, and the draft of the letter was sent to IHQ’s paralegal Judy to have Bro. Grand’s letterhead put on it and officially sent to Jalani. Jalani

completed all the tasks required of him, and I look forward to having this stalwart brother back working hard for Omega this Fall. To ensure that another situation like this ever happens to any brother, I have submitted a proposal for amendments to the Fraternity’s constitution to incorporate defining ‘due process’. Prayer requests: All prayer requests are to directed to the District Chaplain. The request will start immediately and will be forwarded to a Prayer Team member for a nine consecutive prayer. Should the Prayer Team get your request, it will be honored. White Gloves: All Omega men should have a pair of white gloves to be used for Memorial Services and as appropriate. Southwest Area Basilei Conference Calls: I convened successful Southwest Area Basilei conference calls on Jan. 10 and May 1, 2008. Highlights: o Goals set for District meeting representation based on previous year’s chapter membership. Goal

was 54 votes total; that number met on May 10. SW Area will exceed that goal by meeting time. o Half of the chapters turned in six-month master calendars; this will help with regional support.

Eventual goal is to compile a master SW Area Calendar to be uploaded to the district web site. Southwest Area Undergraduate Activities: Alpha Epsilon @ the University of Arizona: Two candidates have emerged; fall MSP slated. Alpha Theta @ Arizona State University: 3 undergrads. Planning fall MSP. Kappa Xi @ UNLV: Initiated 2 undergrads on May 11; this brings the number of undergrads to six. Expansion: I’m working with Donna Eddleman, vice president for student services at Southern Utah University, for a fall informational. Students want to hear from us. Omicron Mu @ the University of Utah/Weber State: Struggling to generate interest. News and Notes from Southwest Area Chapters: Alpha Epsilon: Bros. Email: [email protected] Greetings Brothers, I greet in the name of my Lord and Savior Jesus Christ. Since the last reporting period we have experienced both change and growth in Northern California. As of the Vallejo District Council Meeting, our dear brother Shamann Walton stepped down from his post as Northern California Area Representative. We would like to again recognize him for his exemplary leadership and service to the brother’s of Nor-Cal while in this position. We also realize that he will continue to work for the area, the district and the fraternity. As we march forward, there are a few things that I would like to share with the district. They are:

Ω We are in the final stages of developing an area-wide calendar. This document will serve two primary functions,

o Serve as a tool to support chapters in their planning of events so as we do not compete for the support from both the community and the brotherhood.

o It helps to consolidates area-wide activities into one document that can be shared with the district.

Ω We have maintained great communications as an area through scheduled Basilei conference calls. Ω As an area we have also seen participation from the brotherhood in stellar chapter events. Such

Our area held a candidate forum, where candidates running for District KRS, Bro. Nick Thompson/Pi Rho. 2nd Vice DR, Bro. James Brooks/Zeta Mu , and District Representative, Bro. Charles Peevy DR, Bro. Rod Biggerstaff/Tau Tau, Bro. Tony Collins/Zeta Rho, gave opening statements and answered questions from the brotherhood. The candidate forum went well and gave an insight to the vision each candidate had to offer for the 12th District. Bro. Peevy spoke and gave an update on the 12th District. Some highlights of the update, were the improvement in the 12th Districts finances, starting in 2004 we started out with $27,000, 2006 we improve to $63,000 and now in 2008 we will be over $103,000. Are 12th District Economic Development committee is doing an outstanding job. Bro. Peevy would like to give a $1,000 to host chapters of District meetings to give to an organization of their choice. Bro. Peevy would like to give $500.00 per semester to the Undergraduate Chapter with the highest GPA. Bro. Peevy also would like to put a plan together to pay the Conclave fees for Undergraduates with a 2.5 GPA or higher. Bro. Fraternity, Inc. Bro. Peevy ask that any brother with extra suits and Tux, bring them to the District meetings so we can give them out to Undergraduates who do not own a suit or Tux. Various chapters within the Southern California area gave chapter reports. The Chapters of Southern California are doing many great things, from mandated programs to chapter programs that are building a better community within which they are located. Phi Beta Beta and Zeta Mu hosted workshops after the Southern California area meeting topics in Real Estate Investment, Credit, FICO and Home Ownership. As well as, had a Bar-B-Que at Victoria Park for the Southern California Area meeting participates. Undergraduate Growth: Undergraduate growth in the Southern California area has been slow. The area will be working closely with the 12th District Undergraduate Advisor and the 2nd Vice DR to rectify the slow growth within our area. Southern California has reactivated undergraduate chapter Sigma Eta/Riverside, Ca as well as a new initiate, and we have a new initiate at Long Beach State University as well, working on getting Chi Beta up and running. Lambda Chapter had its 85th Anniversary celebration this year, plans to reactivate Lambda chapter is in the works along with working with the graduate chapter Lambda Omicron. Jalani Bakari/ Pi Rho Chapter Expulsion: The Grand Basileus Warren Lee, has come to an agreement with Bro. Jalani Bakari where, Bro. Jalani Bakari will offer an apology and will suspended from any fraternal participation until September 2008. 12th District 63rd Annual District Meeting: The 63rd Annual District Meeting will be held in Southern California May 15 through 18, 2008, Hosted by Tau Tau chapter of Compton, CA. As of the date of our Southern California Area meeting registration was at 445 brothers 89% of the target of 500, and the hotel nights had been sold out. Bro. Keith Parker report indicates it will be a successful 63rd District meeting held here in Southern California. Brothers it is a pleasure to serve Southern California as an Area Representative. I have encouraged the Brotherhood of Southern California to work as one and not individuals. We are far stronger working together and moving in the same direction for a better omega nation and the uplift of our communities as a united body. For the Scripture says Psalms 133 “Behold, how good and pleasant it is when brothers dwell in unity! It continues to be an honor to serve the Massive 12th District Brotherhood as the Pacific Northwest Area Representative. The Pacific Northwest area is working hard to implement the goals and objectives set by the 12th District Representative. The last Pacific Northwest’s area meeting was held on April 19th 2008 in Portland Oregon downtown hosted by Zeta Nu Chapter. The focus of the meeting is to define how we grow the Pacific Northwest and continue to meet the objectives of the District Representative. Activities Bro. Marlowe Gilmore Pacific Northwest Area Representative Chapter meeting visitations Delta Pi, Tacoma, WA/Read In. Brothers of Delta Pi are experiencing a renewed interest at chapter meetings, the number of financial brothers is up and the brothers have adopted new social action programs such as the SafeCo Field Scholarship Fundraiser. Delta Pi has committed to bringing the Pacific NorthWest Boatride and associated festivities back as an annual event and, extending the reach of the Pearl Foundation (501c3) to provide over $10,000 dollars in scholarships for 6th grade boys to attend their Sylvan Learning Center focused “No Excuses” Tutoring Program. Zeta Upsilon, Seattle, WA/Read In. Brothers of Zeta Upsilon have benefited from an influx of new brothers who have expanded upon the platform of existing brothers to bring an entirely new flavor to the Seattle area. They have monthly social activities, mentoring and food programs, as well as new happy hour program called “Purple Fridays”. Graduate Chapter brothers have a demonstrated a vested interest in getting Zeta Lambda “the brick yard ques” back and dominate once again. Chi Alpha Alpha, Spokane, WA/Read In Brothers of Chi Alpha Alpha are spreading the greatness of our Fraternity into Idaho and Montana once again. Two new members of Chi Alpha Alpha were just read in days ago, so I would hope that in your travels during this District Meeting you would reach out and thank people like Brother Richard Williams who has donated money from his own pocket to make sure undergraduate brothers in Eastern Washington could attend Leadership Conferences, as well as being a steadfast role model for those who are seeking knowledge. Zeta Nu, Portland, OR/Read In The brothers of Zeta Nu have approximately 15 financial brothers and looking to build upon their base. They have brought in 4 new brothers over the last 3 years and have a thriving 501c3 “Bridge Builder” program that has returned the most significant dividends of all., 4 of the original young men who started in the program over 10 years ago are now Omega Men, who either completed their process at the undergraduate level or came through Zeta Nu as new brothers of this great fraternity

Lampados Program Overview March, 2008

Brothers, The Lampados Pilot Program has been very successful to date. There were 7 programs completed in Fall, 07 and a large number of programs are in various stages currently, including Psi Chapter having recently initiated 25 neophytes. This program also piloted a newly developed electronic 9A- Application which can be completed and submitted via the web or conventionally. At the request of Bro. Warren G. Lee, Grand Basileus, the Membership Committee was asked to develop separate Lampados Programs for Graduates and Undergraduates. It should be noted that Graduate Chapters that will be pledging Grads and Undergrads, would use the Graduate program. These programs have some modifications from the piloted program. This report is to provide some general information about the Lampados programs to the brotherhood prior to the 2008 Grand Conclave. Lampados Program Basics: PURPOSE: The Lampados Program is an educational process to prepare new members to be productive Omegas and instill a lifetime commitment to the Fraternity which will require an ongoing financial and participation obligations, and pride in being a member such that he would never do anything to bring shame or dishonor to our beloved Omega. NOTE: Mental and/or Physical Harassment, Brutality or Extortion in connection with the Lampados Club is Strictly Prohibited and will be dealt with to the fullest extent possible. This is a totally new Lampados Program. It is NOT to be confused with the previous Lampados Programs. The program incorporates a newly designed Lampados Manual and Lampados Pin. The Lampados Process requires a commitment by the chapter of 5-6 months to complete. This includes the DR’s approval through the neophyte’s post initiation program. The District Representative is responsible for insuring that the Lampados Process is followed to the spirit and intent of the guidelines of the Fraternity. He will select a Designee to oversee the Lampados process at a particular Chapter. The District Representative’s Designee is a graduate Brother with full oversight and control over the Lampados Program at a particular Chapter including participation at all events of the process. The Chapter is responsible for the implementation and administration of the Lampados Program. The Dean of Pledgees MUST be a Chapter Officer (It is recommended that the Vice Basileus take on this function). Only Brothers that are financial, have a current MSP Certification, and have a 9A-21 Indemnification Form on file at IHQ, may participate in the process or have any interaction with the Pledgees. All said interaction is only under the direction of the Dean of Pledgees.

All current applicant approval procedures are still in effect including the pre-approval and pre-payment process at IHQ, prior to starting the Lampados Pledge process. All applicants that are selected for the program during the interview process are provided a self study history packet with required material. Each selected applicant must pass a History Qualification Test (80% or better) prior to induction into the Lampados Club. The Lampados Pledge Process requires a formal Induction Ceremony, weekly Lampado Meetings, must complete 2 Social Action Projects, and weekly Sunday Church attendance. There is a weekday activity curfew from 10:00 PM to 8:00 AM Sunday through Thursday. If an individual leaves the Lampados Program, by there request or by the request of the chapter, an exit interview must be done by the Area Representative and the District Counselor. They are to provide a written report to the DR within 5 days with details for the departure. After initiation, neophytes are to be indoctrinated into the chapter and a post initiation seminar is to be completed within 4 weeks of initiation. The following are special details for each program Undergraduate Program Details specific to the Undergraduate Program

• The academic requirement has been changed to a full time student with minimum of 16 semester credits (25 quarter credits) completed on the campus.

• It is being recommended to increase the GPA to 2.7. • Applicants MUST have Verifiable Community Service or campus activity participation. • The pledge period is four (4) weeks. • Pledgees have a dress code of shirt and tie during the school day. • Minimum of 15 hours study time per week • Local Grad Leadership is to provide training during the Lampados Meetings • Joint Social Action Project with the Local Grad Chapter.

Graduate Program Details specific to the Graduate Program

• Applicants MUST be Sponsored by a Brother in the Chapter. • The Sponsoring Brother MUST

o Have been financial for at least the past 3 years. O Know the person he sponsors for at least 1 year o Commit to mentoring the person he sponsored for a minimum of 3 years if he is

initiated. • Applicants MUST have Verifiable Community Service • The pledge period is six (6) weeks. (This is because Grad Chapters typically only meet 2-4 times per

May 16, 2008 –4:00-6:00 p.m. Welcome to Region XII Annual Meeting. We were proud to have Brother Ricky L. Lewis, former District Representative come forward and be elected to the OLMF Board as an At-Large Member in Philadelphia, PA. As you know, Brother Lewis is a solid communicator and a tireless worker in all endeavors and therefore is an asset to the Board and our Regions. The foundation continues to be a sound investment for the brotherhood. The portfolio remains at around $3 million plus, with moderate to strong returns in this economic climate. Up to $210,000 will be available for grants and/or funding request if all goes well. As reported during our session last year, there is a spending policy for each fiscal year that seeks 6% of the three-year rolling moving average of the total investment portfolio. The investment policy determines the proportions of the total endowment assets, invested in fixed income securities, stocks, bonds, mutual funds and cash and cash equivalents. Brothers we remain at a standstill regarding transfer of money between OLMF and OPPF. As you know the corpus of OLMF is funded by new memberships. Current guidelines states; the fraternity shall make a contribution of 40% for each fully paid Life Membership fee, in the name of the member to the Foundation with transmittal within 30 days after the close of each month. Money not transferred to the foundation cannot be invested using the investment policy set by the board and ultimately effect the spending policy for grants. In short, what OLMF was set up to do is forever harmed. Remember the Foundation is an incorporated legal entity, operating under IRS code 501 I (3). The Grand Basileus has not signed the letter of agreement as put forward by the Foundation Board. Moreover, it appears to be a test of wills and OLMF Board has contracted a corporate foundation lawyer to review our organization standing and operational responsibilities. 2008 Undergrad Summit Atlanta: The 2008 Omega Psi Phi, Fraternity Inc, Undergraduate Summit was held January 24-27 in Atlanta, GA at the Renaissance Concourse Hotel. The summit was hosted by the 2nd Vice Grand Basileus, Bro. Brian Gundy and his Undergraduate Counsel. The event had a successful turn out, and hundreds of brother got to fellowship and uplift one another throughout the event. The Summit Theme was “Undergraduate Preparation for Domination: Faith, Friends, and Fidelity.”

Brothers from Phi Beta Beta and Zeta Mu arrived Thursday morning. During registration it came up that Bro. Booker’s registration had not posted and he would need to pay the On-Site Registration of $50 if he wanted to attend the event. Bro. Jeter paid for the On-Site Registration of Bro. Booker so that he could attend the event. Once registered, the brother attended the day’s events. Of special interest were the Grand Basilei Round Table, Liability Insurance, Chapter Advisor Meeting and Open Panel, and the Overview of the New Lampados Club. The special notes from each highlighted event were as follows: 01/24/2008 – Grand Basilei Round Table This was a session that was open for the Undergrads to ask the Former Grand Basilei questions regarding the fraternity. Highlights included:

• Each former Grand Basilei asks about their position on the current state of the fraternity and what is needed to ensure its success.

• 30th Grand Basilei Edward Braynon, Jr. discussed his experience with the Founders and their vision

01/25/2008 – Undergraduate Chapter Advisor Meeting Undergraduate Chapter Advisors met in a separate room to discuss duties and roles of chapter advisors. Highlights included:

• Importance of build trust and relationships with Undergrad Chapters. Treat them like men not kids

• Undergraduate Chapter Advisor Manual (draft not final version) • Development of Advisor workshop in the near future. Recommended at next UG Summit.

01/25/2008 – Liability Insurance A representative from the insurance company that represents the Fraternity gave a power point presentation on coverage and trends. Highlights included:

• What is covered under the fraternities insurance policy • Types of law suit the fraternity and other organizations have faced recently. • Majority of lawsuits come from injuries and deaths that happen as a result of social (or party)

events, and hazing. • Temporary liability insurance that can be purchased additionally for parties that offers additional

coverage, such as venue damages. • Open forum on things that we can do to avoid law suits.

01/26/2008 – Overview New Lampados Club A presentation was delivered by 1st Vice Grand D.R. Brother Carl Blunt of the overview and establishment of the New Lampados Club. Question and Answer session followed. Highlights Included:

• Introduction to the new member of the Fraternity who recently went the trial version of the New Lampados Club. (Sigma Eta had one brother present from the 12th District who had just completed the process).

• Reasoning for bringing the Lampados Club Back. • Clarification on what is and isn’t allowed in the Lampados Club.

o In the Lampados Club there are instances where members are required to wear shirt and tie. Brothers question this due to the fact that on some campus the school views interest or initiation on campus with brother dressing alike as a form of hazing. It was ruled that the campus rule override the fraternity while on campus.

o The Supreme Counsel stressed the importance of understanding that the fraternity exists on campuses at the schools pleasure, not the other way around.

01/27/08 – Grand Basilei Address to the Body Grand Basilei Brother Warren G. Lee, Jr. talked to the progress of the Undergraduate Summit year over year, and the future successes that lie ahead. Encourage the Brother to take the information that was delivered back to their chapter and properly conduct the business of Omega.

Lampados Pilot Program: Ω A packet with the details of the Lampados Club program was created by Bro. Keith Neal. A

revised Lampados Manual and new forms review some processes and commitments needed by IHQ to make this program successful. The Membership Committee has worked diligently to make this program one that will develop men of good character into good Omega Men and leaders within our community. It has been incorporated with the directions provided to us by the Grand Basileus, while providing oversight for the Fraternity’s protection. There are several new forms that are being incorporated into the new program. These will provide needed information and necessary protections for the Fraternity.

Ω The Lampados Program moves our membership process from one that was directed by Regional MSP Chairman and Team, to the direct control by the chapter. It will be a 4 week pledge process that will provide a much greater interaction by the Brothers of the chapter and a much more focused experience for the Pledgees. Only Brothers that are financial, MSP Certified and has a signed Indemnification Form on file may have contact with the Pledgees. This program strictly forbids the use of physical and mental hazing, or the extortion of money and/or others items by members of the Omega Psi Phi Fraternity against the Pledgees. The program at Undergraduate Chapters requires a dress code during the academic day and interactions with the local Graduate chapters. It is aimed that the Grad chapter interactions will move to foster a stronger relationship and connection between these two chapters and Brothers. Also we are asking for transcripts to be reviewed at the close of the pledge semester for all Undergraduates in the process.

Ω The Lampados Pilot Program will consist of each District assigning 2 chapters (preferably a Graduate and an Undergraduate) to participate in the new program during the Fall, 2007, and 2 additional chapters to participate in the Spring, 2008.

Ω The 12th two Fall participating chapters are (Grad) Pi Rho and (UG) Phi Lambda. Ω Status Pending

Membership Selection Process: Ω This will continue for now until the Lamp Pilot Program is adopted fully. Ω ALL financial working Brothers MUST become MSP certified. It’s important for all chapters

to seek certification for financial brothers. At this time a brother can go to the International OPP website and take the test on line. A brother must be financial to do this. The new fiscal year will begin 11/06. I’m requesting that all chapters preparing to make brothers do this

NOW, yet I’m requesting for every financial chapter to get EVERY brother in their prospective chapter to be MSP certified by 11/30/06. By all brothers being MSP certified there’s no room for slips and the chapter in entirety will be able to help.

Establishing a Partnership with Colleges/Universities Ω It is critical DR’s delegate MSP authority officials-Area Membership Selection Chairs in

conjunction with the key MSP players- 2nd Vice DR, Area Reps., Undergraduate and graduate Basilei and Chapter Membership Selection Chairs establish a close partnership with the College/University officials.

Ω The DR’s delegate MSP authority officials and the key MSP players must know the College/University rules and regulations applicable to bringing new members into the Fraternity.

Ω Partnership is an on going relationship building process which must continue throughout the year.

Ω Partnership should be with the highest level of the College/University administration possible (i.e. President, VP/Dean of Student Affairs, Dean of Greek Life, President of the Pan Hellenic Council. Etc.).

Ω Partnership must be established prior to the start of MSP. Ω Ensure the College/University officials involved in the partnership. Ω Clearly understand the MSP process, including the Fraternity’s position on hazing and rules

of conduct and enforcement. Ω Know who the appropriate authorities are in the Fraternity for them to communicate with

(Area Membership Selection Chairs, Basilei, Area Reps., and 2nd Vice DR). Everyone “in the loop” prior to the start of an MSP process on campus, as well as various stages in the process.

Ω REMEMBER: communication between the Fraternity and the College/University is the key! COMMUNICATE!

Graduate/Undergraduate Chapter Pairings. Ω I.D. current active UG chapters and their Graduate Advising Chapter. Ω I.D. current Grad Chapters near college campuses with no UG’s and implement/advise Grad

Chapter on seeking UG’s on that yard. Ω Grad/Undergrad Pairings. Assign and reassign Grad to Yard Pairings.

Scholarships: Ω Scholarship Committee Chair needs to be contacted ASAP for applying. Dead line TBA.

Insurance: Ω Currently all UG chapters are in good standing per IHQ.

Northern California Area Representative Ω Iota Mu (Sacramento State, Chico State and U.C. Davis)- Has seven Brothers in the

chapter going into the fall (6 at Sacramento State and one at U.C. Davis). Ω Fresno State- Three expulsions as a result of some illegal activity. We anticipate about 4-6

new Brothers and a new charter at Fresno State within the next few months. Ω E Mu (U.C. Berkeley)- Have had informal information session recently. Students will also

participate in some community service activities with the Brotherhood. We anticipate a MSP process some time in the late fall. FYI: There has already been an informal information session held at E-MU (U.C. Berkeley) and some of the Brothers from Berkeley are planning to hold an event on campus very soon.

Ω Humboldt State: Meeting in 2/08 with 10 young men interested in OPP. Follow up meeting scheduled TBA. None of these men are ready to proceed. 7 are Freshmen, two are not financially ready, and the remaining 1 is not ready to proceed. The potentials did created a on campus organization which will be used as a means for them to do community service, and use as a means to camouflage the OPP interest group.

Ω Fresno State: Initiated 4 young men. Ω Sonoma State University is still highly on our list of reactivation. Brother Randy (Sigma

Iota Chapter) will be contacting the college and moving forward with a plan to engage students on this campus.

Ω San Francisco State and U.C. Berkeley are still under the radar. Alumni from both schools have expressed interest in working with getting things started on these campuses. More information to follow.

Ω Alpha Mu (Stanford)- We conducted an Initiation ceremony for Alpha Mu on Saturday July 7th @ 9:00a.m. The initiation took place at 702 Marshall Street in Redwood City. Three new Brothers were brought into the fold.

Alaska State Representative Ω University of Alaska, Anchorage (UAA) – Wwe have coordinated with the Studen Greek

Life and Clubs office at the University of Alaska Anchorage (UAA) and submitted a request, signed by Bro. Peevy, to become an “interest group” as a part of the University’s process of becoming a chartered fraternal organization. We currently have 1 UG on campus with 3 UG potentials interested in Omega. We hope by the Fall ‘08 semester we can meet the IHQ minimum requirement of 8 UG and get an UG chapter chartered at UAA. Our biggest concern is sustaining the chapter long term.

Ω Zeta Mu: Dominguez Hills St.: Crossed over new member this summer. In the process of crossing two additional new members which is TBA. Currently completed a successful fish fry which a number of brothers and general public attended. An Informational is scheduled for the new future.

Ω Chi Beta: Long Beach St contact made with Student Advisor assistant and the green light given to do work on campus and seek young men interested in OPP. Currently one individual on the yard is in the process of becoming a member of OPP. Once he’s complete he will be use as a point man to making sure the solicitation of young men and the work of OPP on that yard is done.

Ω Lambda: University of Southern California: New semester just started. Contact will be made with Student Advisor. Lambda Omicron will be instrumental in getting Lambda active on this yard.

EXECUTIVE SUMMARY The FY09 Budget has been developed within a defined framework and set of 12th District Leadership objectives. Specifically, the Budget & Finance Committee is presenting a FY2009 Budget which:

• Delivers a “Net Operating Surplus” for FY09, • Considers and is generally consistent with trends and actual results from YTD FY08, FY07,

FY06 and FY05, • Accounts for District Officer and Committee Chair requested budget expense increases and/or

decreases, • Fully accounts for FY09 increased travel expenses due to increased meeting attendance and 12th

District Meeting in Alaska, • Where expense reallocations are required, overall decisions are driven by 12th District Leadership

priorities of growth/reclamation, economic development, and scholarship. The FY09 proposed budget results in a Net Operating Budget Surplus of $15.00. This excludes any gains realized by our investment fund. The FY09 Operating Budget Surplus of $15.00 represents a reduction of $475.00 or 97% as compared to our current FY08 budget. The year over year changes in our budgeted surplus are summarized as follows:

Undergraduate Brothers • Late fees – a modest increase of $250 from FY08 at $1,500 and generally consistent with

historical trends • MSP Fees – an increase of $500 to $2,500, increasing the number of Brothers from 40 to 50 in

FY09 • District Meeting split – unchanged at $1,500 • Interest Income from Savings – an increase of $100 to $250 • Other Income – an increase of $500 to $2,500. Includes an Economic Development income, a

$500 increase from FY07. FY09 Total Operating Expense Increases: FY09 Total Operating Expenses, comprising of “Officer and Committee Expenses” and “Additional Expenses”, total $37,360 and represents a $2,200 or 6% increase over the FY08 budget. Notably, Officer and Committee expense budgets have increased by $2,250 or 8%, the details of which are explained below. Additional Operating Expenses have decreased by $50, primarily influenced by lower FY09 District Meeting printing costs. Additional Operating Expense details are also provided below.

A. Officer and Committee Chair Expenses: Of the 28 Officer and Committee budgeted positions, 19 expense budgets remained unchanged from FY08. Changes to the other 9 positions are summarized as follows: Budget Increases: • District Representative – increase of $1,000 to $6,000

Rationale: There has been an increase in travel demands from IHQ, and for MSP. The average for the past two years is $6,000.

• District Keeper of Records & Seal – increase of $100 to $1,600

Rationale: Anticipated higher travel cost for the Alaska District Meeting. The average for the past two years is $1,770.

• District Keeper of Finance – increase of $100 to $850

Rationale: Anticipated higher travel cost for the Alaska District Meeting. • District Counselor – increase of $350 to $850

Rationale: There has been an increase in travel demands from IHQ. The average for the past two years is $885.

Rationale: Most of the previous budget was to pay for a new site build-out. This was completed in FY08.

B. Additional Expenses

Budget Increases: • MSP Administration – increase of $200 to $500

Rationale: In line with historical trend and reflective of increased in number of Brothers administered through the MSP process.

Budget Decreases: • Printing and Distribution – decrease of $200 to $1,000

Rationale: Process (expense) efficiencies gained by DKRS in printing expenses associated with 2 District Council Meetings and District Meeting.

• Investment Team Expenses – decrease of $50 to $50

Rationale: Process (expense) efficiencies gained by DKF managing Investment Team expenses. Net Operating Budget surplus is projected to be $15. When taking into account projected realized gains from our investment funds of $2,500, Total District Budget surplus for 2008/2009 is projected to be $2,515, a year over year increase of $25 or 1%. Finally, the Budget and Finance Committee is continuing to use an easy process for each Officer and Committee Chairman to track and report his expenses on a monthly basis. By having monthly visibility to expenses, our district leadership is in a better position to manage the overall District’s financial position. To the members of the Omega Psi Phi Fraternity Inc. 12th. District. The EEDC reports and updates the following information , The committee has endeavored to complete all task proposed and given. The committee will continue to operate at the will of the District and the brotherhood. The EEDC has done the following things. We seek to provide information and services to the entire 12th. District that will help us economically and make our District and Fraternity stronger and informed. Please take the time to examine our efforts.

1. The establishment of a Business connection [email protected]. 2. The expansion of the Committee to include members from all over the district from Alaska ,

Seattle ( the North West), Portland, Utah, Nevada, Northern Ca. Phoenix( The South West) area and the undergraduates.

3. The EEDC needs to become a part of every chapter, we will propose on a National level the inclusion of EEDC as a program of Omega.

4. Program Consultants have been acquired and added to EEDC , Economic Advisor Dr. Reginald Roberts , manager of Institutional Research , Loyola Mary Mount University. Ms. Gwen Jackson , legislative advisor Retired Deputy Director Sacramento Ca.

5. Work in progress , letters to Spiegel Foundation, Getty Foundation, Wells Fargo , Wachovia Bank , and other Trust / Foundations.

6. The Capitol Campaign is in progress, Forty Seven letters have been sent out to Corporations . We have seven replies so far. We are working to obtain affinities with these groups. This includes funding and a long relationship between the District and these entities.

7. The existence of a matching funds vehicle that allows brothers to help our District to obtain matching funds from businesses and Companies Omegas work with. This allows funds to go directly to our existing 501c3/ Endowment Fund. The successful presentation of “Financial Seminars “ with our partner Country Wide / Bank of America. Our last seminar was March 29th. With our So. Ca. Area Rep. ( Bro. Youngblood ) our Dist. Representative( Bro. Peevy) and many other corporate and community attendees.

8. We are looking to put on an Omega concert in the near future at the Dorothy Chandler Papillion. This is to enhance our visibility to the public and garner a large amount of funds to assist the District in its operations.

9. The EEDC is positioned to put on a first Class Financial Seminar at the 63rd. 12th. District Meeting .This will cover financial literacy and all its areas. Our dynamic speaker and financial expert is Mr. Devin Stubblefield, House America Initiatives.

Information on Prostrate Cancer Definition Prostate cancer is cancer that grows in prostate gland. The prostate is a small, walnut-sized structure that makes up part of a man’s reproductive system. It wraps around the urethra, the tube that carries urine out of the body . Prostate Cancer Symptoms With the advent of PSA testing, most prostate cancers are now found before they cause symptoms. Additionally, while most of the symptoms listed below can be associated with prostate cancer , they are more likely to be associated with non-cancerous conditions. Urinary hesitancy (delayed or slowed start of urinary stream), Urinary dribbling, especially immediately after urinating, Urinary retention, Pain with urination, Pain with ejaculation, Lower back pain and Pain with bowel movement Additional symptoms that may be associated with this disease: Excessive urination at night, Incontinence, Bone pain or tenderness, Hematuria (blood in the urine), Abdominal pain, Anemia, Unintentional weight loss and Lethargy. Prostrate Cancer Treatment The prostate is a male reproductive gland that produces a fluid found in semen. Located below the bladder and in front of the rectum, the prostate surrounds the urethra — the tube that empties urine from the bladder.

Prostate cancer affects the prostate gland and may spread to surrounding structures. While most men with prostate cancer have no symptoms, physician can find prostate cancer during a regular checkup, using a combination of a blood test called a PSA and a digital rectal exam (DRE).

Nearly one in six American men will be diagnosed with prostate cancer during his lifetime. With greater awareness, prostate cancer detection is on the rise and mortality is declining. Moreover, better treatments are allowing more men to return to active and productive lives after treatment.

Treatment Options If the you have an early diagnosis of prostate cancer, there is usually a range of treatment options. These may include conservative management, radiation therapy with either external bream or brachytherapy therapy, cryosurgery and prostatectomy – surgical removal of the prostate. Your treatment options will depend on a number of factors, including the stage of the disease, your age and health or personal preference. Information on Colon Cancer What is colon cancer? Colon cancer refers to cancer that occurs anywhere in the large intestine or rectum. This part of the digestive system (the colon) is where the digestive process is completed and waste (stool) is prepared for elimination from the body. According to the American Cancer Society, more than 148,000 new cases of colon cancer will be diagnosed in the United States this year alone—resulting in more than 55,000 deaths. That makes colon cancer the second leading cause of cancer-related death in the United States. While the exact cause of colon cancer is unknown, in most cases, it is preventable if the warning signs are caught early enough. Colon cancer usually develops slowly over a period of several years and begins as an abnormal tissue growth called a polyp. Most polyps are not initially cancerous, but over the course of several years, some polyps may become cancerous. If untreated, colon cancer can spread to other parts of the body. A colonoscopy can help in finding and removing colon polyps before they become cancerous, effectively preventing colon cancer. Colon Cancer Symptoms Colon cancer is one of the most frequently diagnosed cancers in the United States, but it is unique because it is preventable with early detection.1 Colon cancer usually grows slowly, and the first development is often a tiny precancerous polyp or lesion. A person with this type of lesion or polyp cannot feel it. Unfortunately, these polyps can grow with time and develop into cancer. Once polyps become cancerous, a person may begin to experience symptoms.

Symptoms of colon cancer may vary from person to person, but there may be no signs at all. If you experience these symptoms, it does not necessarily mean that you have colon cancer; they are simply the symptoms seen most often with colon cancer.

Abdominal pain and tenderness in the lower abdomen, Anemia, Blood in the stool, Change in bowel habits (diarrhea, constipation, or other), Obstructive symptoms, Rectal bleeding, Weakness and weight loss.

If you experience any of these signs, please discuss them with your healthcare provider immediately. Your healthcare provider can determine your level of risk and proceed with the proper course of action.

Colon Cancer Treatment The type of treatment your doctor recommends will depend largely on the stage of your cancer. The three primary treatment options are: surgery, chemotherapy and radiation.

Surgery (colectomy) is the main treatment for colorectal cancer. How much of your colon is removed and whether other therapies, such as radiation or chemotherapy, are an option for you depend on the location of your cancer, how far cancer has penetrated into the wall of your bowel, and whether it has spread to your lymph nodes or other parts of your body.

Information on HIV/AIDS HIV/AIDS: What is it? HIV is an acronym that stands for human immunodeficiency virus and it causes acquired immune deficiency disease or AIDS. AIDS is a chronic disease made up of a series of symptoms and infections caused by the damage to the immune system done by the HIV virus. HIV/AIDS: Symptoms HIV/AIDS symptoms include swollen lymph glands, diarrhea, weight loss and fever. It can also include viral, bacterial and other types of infections and cancers such as Kaposi’s sarcoma, lymphomas and cervical cancer. HIV/AIDS: Treatment HIV/AIDS once posed a daunting challenge to doctors in the early ‘80s who sought to treat the opportunistic infections associated with it. Since then, while there is no cure for HIV/AIDS, there is a class of drugs known as anti-retrovirals that have extended the lives of those who have HIV/AIDS.

Voting Process for 63rd District Meeting

Voting is scheduled to take place from 6:00 am- 11:00 am on Saturday May 17, 2008 in the lobby. The process is as follows:

• Cut off for brothers to register for the voting process will be at 9 am • Voting will take place from 6 am-11 am • There will be 5 stations for chapters to check in, sign their name and receive their ballot. Each

station will have chapter designations and a roster of brothers who are registered to vote • The ballot box will be located at the end of the check in station • Once voting is completed (11:00am) NTP committee will proceed to an undisclosed location for

the ballot counting, it’s up to the candidates to provide a spotter or not • If there is a run-off it will be announced to both candidates and registered brothers and the

process will start over again. Voting for a run-off will take place in the same room as previous voting

1. Begin circulating articles on primary elections to increase chapters’ awareness, generate interest and encourage action (completed).

2. Begin compiling and circulating articles on the general election. 3. Provide ideas and examples to chapters on how to conduct voter registration drives (started with

PAC members, but all chapters are invited to participate). 4. Establish a Political Action Communication link on the 12th District website (on hold because

details and what materials to be posted have not been developed. In the interim, we requested the DKRS to disseminate political notices/articles).

5. Solicit ideas, recommendations and assistance from Brothers who are interested in helping to build an active and effective political action program in the 12th District (progress is slow and we solicit your input).

In consultation with the 12th District Counselor, developed temporary guidelines for chapters participation in the political process advising against supporting a candidates as a chapter and recommended instead that individuals support candidates in order to protect the chapter tax exempt status (already in place)

NATIONAL ELECTION INFORMATION ON PRESIDENTIAL CANDIDATES Barack Obama Bio Information – www.barackobama.com EARLY YEARS Barack Obama was born in Hawaii on August 4th, 1961. His father, Barack Obama Sr., was born and raised in a small village in Kenya, where he grew up herding goats with his own father, who was a domestic servant to the British.

Barack’s mother, Ann Dunham, grew up in small-town Kansas. Her father worked on oil rigs during the Depression, and then signed up for World War II after Pearl Harbor, where he marched across Europe in Patton’s army. Her mother went to work on a bomber assembly line, and after the war, they studied on the G.I. Bill, bought a house through the Federal Housing Program, and moved west to Hawaii.

It was there, at the University of Hawaii, where Barack’s parents met. His mother was a student there, and his father had won a scholarship that allowed him to leave Kenya and pursue his dreams in America.

Barack’s father eventually returned to Kenya, and Barack grew up with his mother in Hawaii, and for a few years in Indonesia. Later, he moved to New York, where he graduated from Columbia University in 1983.

The College Years Remembering the values of empathy and service that his mother taught him, Barack put law school and corporate life on hold after college and moved to Chicago in 1985, where he became a community organizer with a church-based group seeking to improve living conditions in poor neighborhoods plagued with crime and high unemployment.

The group had some success, but Barack had come to realize that in order to truly improve the lives of people in that community and other communities, it would take not just a change at the local level, but a change in our laws and in our politics.

He went on to earn his law degree from Harvard in 1991, where he became the first African-American president of the Harvard Law Review. Soon after, he returned to Chicago to practice as a civil rights lawyer and teach constitutional law. Finally, his advocacy work led him to run for the Illinois State Senate, where he served for eight years. In 2004, he became the third African American since Reconstruction to be elected to the U.S. Senate.

Political Career It has been the rich and varied experiences of Barack Obama’s life – growing up in different places with people who had differing ideas – that have animated his political journey. Amid the partisanship and bickering of today’s public debate, he still believes in the ability to unite people around a politics of purpose – a politics that puts solving the challenges of everyday Americans ahead of partisan calculation and political gain.

In the Illinois State Senate, this meant working with both Democrats and Republicans to help working families get ahead by creating programs like the state Earned Income Tax Credit, which in three years provided over $100 million in tax cuts to families across the state. He also pushed through an expansion of early childhood education, and after a number of inmates on death row were found innocent, Senator

In the U.S. Senate, he has focused on tackling the challenges of a globalized, 21st century world with fresh thinking and a politics that no longer settles for the lowest common denominator. His first law was passed with Republican Tom Coburn, a measure to rebuild trust in government by allowing every American to go online and see how and where every dime of their tax dollars is spent. He has also been the lead voice in championing ethics reform that would root out Jack Abramoff-style corruption in Congress.

As a member of the Veterans’ Affairs Committee, Senator Obama has fought to help Illinois veterans get the disability pay they were promised, while working to prepare the VA for the return of the thousands of veterans who will need care after Iraq and Afghanistan. Recognizing the terrorist threat posed by weapons of mass destruction, he traveled to Russia with Republican Dick Lugar to begin a new generation of non-proliferation efforts designed to find and secure deadly weapons around the world. And knowing the threat we face to our economy and our security from America’s addiction to oil, he’s working to bring auto companies, unions, farmers, businesses and politicians of both parties together to promote the greater use of alternative fuels and higher fuel standards in our cars.

Whether it’s the poverty exposed by Katrina, the genocide in Darfur, or the role of faith in our politics, Barack Obama continues to speak out on the issues that will define America in the 21st century. But above all his accomplishments and experiences, he is most proud and grateful for his family. His wife, Michelle, and his two daughters, Malia, 9, and Sasha, 6, live on Chicago’s South Side where they attend Trinity United Church of Christ. Hillary Clinton Bio Information – www.hillaryclinton.com Hillary Rodham Clinton was elected to the United States Senate on November 7, 2000, after years of public service on behalf of children and families. She is the first First Lady of the United States elected to public office and the first woman elected independently statewide in New York State. A strong advocate for New York, Senator Clinton works with communities throughout the state to strengthen the economy and expand opportunity. The Senator supports a return to fiscal responsibility because she knows that wise national economic policies are essential to protect America’s future.

She serves on the Health, Education, Labor, and Pensions Committee; the Environment and Public Works Committee; the Special Committee on Aging; and she is the first New Yorker ever to serve on the Senate Armed Services Committee.

After the terrorist attacks of September 11, 2001, Senator Clinton worked with her colleagues to secure the funds New York needed to rebuild. She fought to provide compensation to the families of the victims, grants for hard-hit businesses, and health care for front line workers at Ground Zero. She continues to work for resources that enable New York to grow, to improve homeland security for New York and other communities, and to protect all Americans from future attacks. She has introduced legislation to provide for direct and threat-based homeland security funding to ensure that first responders and high-target communities have the resources they need.

In 2004, Senator Clinton was asked by the Department of Defense to serve as the only Senate member of the Transformation Advisory Group to the Joint Forces Command. She has visited troops in Iraq and Afghanistan; at Fort Drum in New York, home of the 10th Mountain Division; and at Walter Reed Military Hospital to learn first hand the challenges facing American combat forces. She is an original sponsor of legislation that expanded health benefits to members of the National Guard and Reserves.

In the Senate, she has continued her work for children and families by leading efforts to ensure the safety of prescription drugs for children, with legislation now included in the Pediatric Research Equity Act; working to strengthen the Children’s Health Insurance Program, which increased coverage for children in low income working families; and helping schools address environmental hazards.

Senator Clinton continues to work to increase access to health care. She authored legislation that has been enacted to improve recruitment and retention of nurses, to improve quality and lower the cost of prescription drugs, and to protect our food supply from bioterrorism. She sponsored legislation to increase America’s commitment against Global AIDS, and is now leading the fight for expanded use of information technology in the health care system to decrease administrative costs and reduce medical errors.

To encourage business expansion, Senator Clinton co-sponsored legislation enacted in 2004 to extend tax credits to communities in regions designated as Renewal Communities. She has sponsored conferences and business development tours throughout the state aimed at attracting new investment; introduced legislation to increase access to broadband technology in rural areas; and serves as chair of the advisory board for New Jobs for New York.

Senator Clinton has spoken clearly about the importance of protecting our constitutional rights, respecting such landmark Supreme Court decisions as Roe v. Wade. Her commitment to supporting Roe and working to reduce the number of abortions, by reducing the number of unwanted pregnancies, was hailed by the New York Times as “frank talk… (and) a promising path.”

Strongly committed to making sure that every American has the right to vote in fair, accessible and credible elections – and that every vote must be counted, Senator Clinton introduced the Count Every Vote Act of 2005, to provide a verified paper ballot for every vote cast in electronic voting machines; set a uniform standard for provisional ballots, and require the Federal Election Assistance Commission to issue standards that ensure uniform access to voting machines and election personnel in every community.

As the son and grandson of distinguished Navy admirals, John McCain deeply values duty, honor and service of country. John attended college at the United States Naval Academy, and launched a 22-year career as a naval aviator upon his graduation. He continued the McCain tradition of service to country passed down to him from his father and grandfather when he asked to serve in the Vietnam War.

On July 29 1967, John narrowly survived the first of many near-death experiences during his lifetime while preparing to take off on a bombing mission over North Vietnam from his ship, the USS Forrestal. A missile accidentally fired from a nearby plane struck the fuel tanks on John’s plane and created a deadly inferno aboard the ship. John barely escaped the fiery disaster that killed 134 men, injured hundreds more and destroyed 20 planes.

Instead of taking the option to return home after the Forrestal disaster, Senator McCain volunteered for more combat duty – a fateful decision that stopped the clock on his life and separated him from his family, and country, for five and a half years.

During his 23rd bombing mission on October 26, 1967, a missile struck John’s plane and forced him to eject, knocking him unconscious and breaking both his arms and his leg. John was then taken as a prisoner of war into the now infamous “Hanoi Hilton,” where he was denied necessary medical treatment and often beaten by the North Vietnamese.

John spent much of his time as a prisoner of war in solitary confinement, aided by his faith and the friendships of his fellow POWs. When he was finally released and able to return home years later, John continued his service by regaining his naval flight status.

Senator McCain’s last Navy duty assignment was to serve as the naval liaison to the United States Senate. John retired from the Navy in 1981. His naval honors include the Silver Star, Bronze Star, Legion of Merit, Purple Heart, and the Distinguished Flying Cross.

Senator McCain has seven children and four grandchildren, and currently lives in Phoenix, Arizona with his wife Cindy.

University. His major is Management Science and Engineering. He maintains an outstanding 3.55 gpa. One of his future goals is to open a sports-based community center to uplift gifted high school athletes. He will receive $2,500 from the 12th District and be considered for an additional scholarship from IHQ.

2. Brother Brien Mc Mullen, junior, is a Business major at California State University at Dominguez Hills. He is Vice-Basileus and Social Action Chair at Zeta Mu Chapter. He will receive $1, 250 from the 12th District and be considered for an additional scholarship from IHQ.

3. Brother Shamann Walton is in the Masters in Public Administration program at San Francisco State University. His service to the community is well documented by his works and he was supported by excellent letters of recommendation on his behalf. He will receive $ 1, 250 form the 12th District and be considered for an additional scholarship from IHQ.

• Voter Registration, Education, and Mobilization. Chapters are reminded to send their Voter Registration, Education & Mobilization Activity Reporting Forms to their District, State and Area Social Action Chairman as soon as possible.

• Blood Drives – Generate a national impact in recognizing Bro. Dr. Charles R. Drew, who was born June 3, 1904, by establishing the first Saturday of June to commemorate his birth date with blood drives set up by chapters through out the fraternity.

• Social Programs - Each chapter should continue to encourage participation in programs that supports the 4 cardinal principles.

Talent Hunt Committee Chairman, Brother Earl Johnson

Email: [email protected] 2008 Committee Members: Bro Alvin Hayes, Bro Kary Pounders, Bro Havon McLeod, Bro Orlando Hooks, and Bro Herb Jones Objectives: Brothers, the 12th District Talent Hunt Committee has blazed new trails and re- calibrated the scale to heights never seen before in the Fraternity. This is the first year in the history of Omega that we will have a "Master Class" for the contestants prior to the competition. Each student will have hands- on personal contact with some of the music industry's finest working professionals. They will learn about advanced performance techniques, stage presence, and career opportunities that exist in the music industry. We are the first to add a tangible Educational Component to the Talent Hunt Competition so that the students go home with more experience, knowledge, and insight than they came with. This will undoubtedly boost their self respect and confidence when performing their respective crafts.

Along with the District Economic Empowerment Committee (of which I am also a member,) we have gone after Corporate Sponsorship to help supplement the Talent Hunt. We have had success in raising additional funds to be used not only for the Talent Hunt, but also for Scholarships in the District. This is also a first in the Fraternity.

Goals: Next year (if I am appointed again) the committee’s goal will be to soar to even greater heights and milestones. We have a goal to give away more money than the Fraternity has EVER done to the winners of the competition. This is the most direct way we as Omega Men can help influence the circumstances of these students’ lives. We should definitely continue to mentor and educate them; but we also need to step up to the plate and help them financially as well. But, we do not need to necessarily "tap" our own "well." There is money out there and we are going to go out and get it!! Educational Component One new aspect of the Talent Hunt competition that has been historically absent from the event is the Educational aspect of the event. As role models and mentors of the students who participate in the competition, it is incumbent upon us to insure that the contestants leave our event “better off” than when they came. We need to give them the tools necessary to excel in whatever they ultimately decide to do with their respective disciplines. With that in mind, we will have several professional musicians, dancers, and actors teach a Master Class for all of the contestants. They will learn valuable performance techniques and receive advice on how they can better their respective performances. Professional Guidance/ Interaction Component The contestants will also have an opportunity to have all of their questions addressed during the “Question and Answer” period. This will give them the invaluable experience of interacting with professionals whose careers depend upon the very disciplines that the contestants are aspiring to perfect.

This is important because, often times, these students never get an opportunity to speak and/ or interact with the people they see on television, in concerts, or hear on the radio. This will undoubtedly be a life/ career changing experience for them. They will leave the event this year empowered with professional advice and the first- hand knowledge of career possibilities from the people who actually do it. Scholarship Component For the second consecutive year, every contestant who participates in our District Talent Hunt Competition will receive a cash scholarship regardless of their placing in the competition. There are no losers in our competition. Every contestant who participates will be a winner. This is the best, tangible way for the men of Omega Psi Phi Fraternity, Inc. to show their support and actually help the students.
