Keppel Shipyard starts theyear running

Keppel Shipyard’s excellent track recordin Floating Production StorageOffloading (FPSO) conversions has

secured it three solid contracts right at the startof the year.

These include the first US Gulf of Mexico FPSOfor BW Offshore, the conversions of a tankerfor Maersk Contractors; and a contract tointegrate and complete a newbuild “Bully”drillship.** (see the back page for more information on the “Bully”

drillship.)

Pioneer in the US Gulf of Mexico

BW Pioneer Ltd, an affiliate of BW Offshore, hasawarded Keppel Shipyard a contract to convert thefirst FPSO for the Cascade and Chinook fields inthe US Gulf of Mexico (GoM).

When completed in the third quarter of 2009, theFPSO will be turret moored at a water depth ofaround 2600 m – the deepest waters ever for anFPSO. It is designed to disconnect and move onits own propulsion to safe waters when a stormapproaches.

Svein Moxnes Harfjeld, CEO of BW Offshorecommented: “We have great confidence inKeppel Shipyard and in their abilities andexperience, based on our former collaboration.Being the first FPSO for the US GoM waters, the Cascade and Chinook project represents agreat challenge in many ways. Keppel Shipyard’ssolid competence is therefore of strong value.”

ED of Keppel Shipyard, Nelson Yeo said, “Thisis the second FPSO conversion awarded toKeppel Shipyard by BW Offshore since theconversion of FPSO Berge Helene in 2005. Wethank BW Offshore for this trust and aredelighted to carry out work on the first FPSOto be deployed in the Gulf of Mexico.“

To be named BW Pioneer, the FPSO will have astorage capacity of about 600,000 barrels of oil,a process capacity of 80,000 bopd and gasexport facilities of 16 mmscfd. This FPSO unitwill be leased by Petrobras America Inc., andproduction on the Cascade and Chinook fieldsis expected in the first quarter of 2010.

More for Maersk

The latest Maersk Contractors contract is for theconversion of the company’s second FPSO outof Singapore. The FPSO will have a new VLCChull that is due to arrive in the yard from Chinain the fourth quarter of 2008. The new facility isexpected to be completed by end-2009.

Continued from page 3 Nelson Yeo said, “We are delighted thatMaersk Contractors has entrusted us with asecond FPSO. This is a vote of confidence tothe good work we have accomplishedtogether on the first vessel, which is nearingcompletion. We look forward to continuingour excellent partnership to deliver yetanother quality project.”

Paul Carsten Pedersen, Group Senior VPof Maersk, said, “Maersk and Keppel havebuilt a longstanding partnership onmutual understanding, trust andteamwork. We are impressed with whatKeppel Shipyard has done for us on the firstFPSO [Maersk Ngujima-Yin]. It is natural toappoint Keppel Shipyard again for ourlatest FPSO, a project which we believe theywill complete to a similarly high degree ofsatisfaction.”

The workscope on the fast-track outfitting ofthe newbuild VLCC includes the installationand integration of the topside modules; thefabrication, installation and integration of theAPL internal turret, flare tower, processpiperack and helideck; and the upgrading ofthe accommodation.

K eppel Singmarine launched itsfirst two ice-breakers into thetropical waters as the company

crossed into the new year 2008.

The vessels, assigned with hull numbersH327 and H328, passed the test ofseaworthiness on 29 December 2007 and14 January 2008 respectively. Bothlaunches were filled with excitement andlessons learned.

The first vessel, H327, taught KeppelSingmarine that the slender hull of ice-breakers would require more buoyancywhen sliding into the waters.

H328, on the other hand, had to reckonwith the onset of a heavy storm. Just aminute before the vessel was to slide downthe slipway, big, heavy raindrops carriedby gales beat upon the sturdy shouldersof the team involved in this milestone.

For a while, there were trepidationswhether to proceed with the task on hand. The tide however would not wait forthem. If they missed the moment, thewater level on the coast would drop andit would be dangerous to launch thevessel.

A bold decision, backed by years ofexperience, was made to get on with thelaunch. This was proven right when thevessel elegantly slipped into the water.

Sheikh Khaled, Assistant Project Manager,Keppel Singmarine said, “I feel a sense ofpride and achievement to see the vesselcomplete this major milestone. This is dueto the hard work and co-operation of mywhole project team. They have put incountless hours to make this happen.”

Launching the ice-breakers is a majormilestone for Keppel Singmarine.

Edmund Lek, GM (Production) of Keppel

Splashing start for two ice-breakers

Singmarine, who oversaw the launchingprocess, shared, “These two vessels are byfar the largest and heaviest ever launchedin Keppel Singmarine.

“We did a lot of safety checks and hadintensive discussions with ourEngineering and Project teams to ensurethat we are confident of the success of theproject.”

The ice-breakers are the first of their kindto be built in Asia and in Keppel. Designedby an ice-breaker specialist design firm,Keppel Singmarine carried out detailedengineering work.

One of the special characteristics of thevessels is the hull design made of specialice-breaking steel-plates that are muchthicker than the normal ones used inoffshore support vessels. The paint usedcan also withstand the extreme coldconditions.

The two ice-breakers Keppel Singmarineis building will operate both in very harshand extreme conditions of -40°C in theBarents and Arctic Seas. They require

special heating systems in theaccommodation areas to keep the crewwarm and comfortable.

“It is a challenging project takinginto account the very sophisticateddesign of the ship and the very strictrequirements of the owner, LUKOIL–Kaliningradmorneft (LUKOIL), andthe Classification society, RussianMaritime Register of Shipping(RMRS).

“Those of us on this project have beengiven great opportunities to hone ourskills and work with highly experiencedowner representatives, surveyors anddesigners. We may face many challengesas we interact with project representativesfrom different parts of the world, but thesedo not deter our team and our morale onthe huge task of building ice-breakers,”added Khaled, who is also undergoing anMBA course.

The contract to build the two vessels – amulti-purpose ice-breaking supply vesseland an auxiliary ice-breaker vessel – wassecured in July 2006.

Bjarne, a Norwegian entrepreneur and engineer, ordered Five KFELS Super B Class jackupdrilling rigs from Keppel FELS through thecompany, Sinvest ASA of Norway.

Between March and December 2007, his newlyformed company Skeie Drilling & ProductionASA, ordered three KFELS N Class jackup rigs. The KFELS N Class design provides customersthe flexibility of having a jackup unit that canundertake drilling and production activitiesconcurrently in the Norwegian sector of theNorth Sea.

The Council of the Order of St. Olav recognisedBjarne as an outstanding industry builderwho had been very successful in creating anenvironment of competence in Kristiansand,Norway.

The Order was awarded to him on 2 November2007 in Kristiansand, Norway, by the CountyGovernor, Ann-Kristin Olsen, on behalf of hisHRM, the King of Norway. Bjarne was alsogranted an audience with HRM, the King ofNorway, on 14 January 2008.

Tête-à-tête with Bjarne Skeie

OffshoreMarine caught up with Bjarne after hewas awarded his knighthood. Bjarne reflects onhis career, his relationship with Keppel FELSand the future of the offshore & marine industry.

1. Congratulations on your knighthood! Howdo you feel achieving this honour?

It is a great honour for me to receive such aprestigious distinction. It is very rare that sucha distinction has been given to a person fromthe industry.

Knight of St Olav for Skeie

K eppel O&M sends its heartiestcongratulations to Bjarne Skeie forbeing conferred the Knight of 1.Class

of the Order of St. Olav, by HRM the King ofNorway. The knighthood of the Order of St.Olav is one of the highest Norwegiandistinctions.

In his congratulatory letter to Bjarne, CH Tong,MD/COO of Keppel O&M said “Weacknowledge that you have been a driving forcein the development of the international oil &gas industry. Indeed your excellent foresight andbusiness acumen has not only contributed tothe development of world class drilling rigs buthas resulted in large spin-off effects in Norwayand other countries worldwide, Singaporeincluded.”

2. What attracted you to join the offshoreindustry?

My background is in mechanicalengineering. After four years doingengineering work with mechanicalmachinery in different companies, Istarted my own company. I foundedMaritime Hydraulics back in 1971 andaligned the company’s focus towardsdrilling rigs, especially the Aker H3-design, which was a new and challengingindustry.

3 .Were there any significant moment(s)which contributed to the development ofyour career?

The most important moments have beenboth the challenge to develop and createnew technical solutions and products andforming new companies.

4. Tell us more about your initial contactwith Keppel and your experiences ofworking with them over the years.

It goes back to the 1970’s when MaritimeHydraulics supplied drilling equipmentto the Treasure Seeker rig that was beingbuilt at that time and through the 1990’swith the supply of equipment, fromHydralift. I have had a good relationshipwith Keppel’s trustworthy people.

5. What were the key factors which droveyou (and Sinvest) to invest in the fiveKeppel FELS Super B Class jack-up rigs -Deep Driller 2, 3, 5, 6 and 8?

After I ordered the first units, otherinvestors followed my lead and then themarket demand for modern jackupsmaterialized. I wanted to be in the frontposition and be first out with a “smallfleet” of new, modern jackups.

6. What motivated you (and Skeie Drillingand Production) to invest in the KeppelFELS “N” Class jackup rigs?

No jackups had yet been ordered for theNorwegian Continental Shelf (NCS). Inthe North Sea there are about 60 smallerdiscoveries within 120 m water depthswith huge undiscovered areas. Theywere not commercial at an oil price ofUSD 10-15 per bbl at that time.

At the same time 30 to 40 new smaller oilcompanies focussed on geology andexploration were being established inNorway.

I concluded that there would be a newplay in the North Sea and decided todevelop, together with Keppel FELS, anew, commercial North Sea jackup withthe capacity to carry the production

facility at the same time as it coulddrill and easily be removed to newlocations.

This jackup can either operate as drillingrig or as a drilling and production rig. Ithas now been 13/4 years since we startedthe project with Keppel FELS. And todayI am more convinced than ever thatI made the right decision when Iordered these three North Sea N-Classjackups.

I decided to work with Keppel FELS as Ihave a good experience with the yard overthe last decades.

7. Are there any industry developmentinitiatives which you are currentlyinvolved in?

In the autumn of 2007, I established anenergy company, Skeie Energy AS.The company will focus on simple, reusable development solutions for thedrilling and production of smaller fieldsby using jackup based technology. Most of the newcomers in the North Seafocus on geology and exploration. We have focused on reservoir andproduction and drilling facilities forsmaller fields, to get the oil out from thereservoir in the simplest and most costeffective way.

W ith plentiful opportunities inthe offshore and marineindustry, those considering a

career in marine insurance can expect tosee their plate growing with excitement.

This was pointed out at the 22nd ChuaChor Teck Memorial Lecture (CCTML),where speaker Nick Sansom encouragedhis audience to consider a career in marineinsurance.

Speaking at the Lecture titled ‘MarineInsurance: Past, Present and Future’, Nickgave his audience an overview of thedevelopment of the marine insuranceindustry over the last thirty years, bothin Singapore and worldwide.

Singapore’s hull market is increasing incapacity. Nick revealed that this is largelyattributed to several factors. Among these,is an increase in the number ofshipowners setting up shop here.

Singapore government initiatives alsoencourage ship operators and marine

The best mindsgather to discussgeotechnical aspectsof jackups

W hat do Keppel Offshore &Marine Technology Centre(KOMtech), University of

Western Australia, Oxford University,National University of Singapore (NUS)and the jackup industry players have incommon?

They all share a special interest inimproving the existing industry guidelinesand codes for jackup foundations. Thesubject has been of utmost importance tothe jackup industry in the past twodecades which encouraged KOMtech andKeppel FELS to promote theestablishment of a joint industry-fundedproject called the “Improved guidelinesfor the prediction of geotechnicalperformance of spudcan foundationsduring installation and removal of jackupunits” or InSafeJIP for short.

Various players in the jackup industry willparticipate in this programme which willbe managed by RPS Energy. A kick-off

meeting was held through a videoconference attended by experts fromthe leading academic institutions and theJIP participants on 28 January 2008.

The InsafeJIP aims to improve thereliability of foundation bearing capacityprediction for use in assessing jackupfoundation performance. It will beachieved by reviewing and calibratingstate-of-the-art geotechnical predictivemethods which have been establishedfrom the recent research and developmentin the offshore geotechnics area.

The outcome of the programme isexpected to form an industry guidelinefor geotechnical site assessments, whichwill help to enhance safety and reliabilityof jackup operations.

Foo Kok Seng, GM, Offshore TechnologyDevelopment (OTD) and DeputyDirector, KOMtech, underscored theimportance of the research, “This

collaborative effort with the academia andthe various interested industry playersis a big step towards increasingtechnological competence and buildingknowledge in the jackup sector of theoffshore industry.

“This is unprecedented in the offshoreindustry as this research involves threemajor universities working and sharingdata with one another across the globe,”added Matthew Quah, R&D Manager,KOMtech/OTD.

KOMtech was launched in December2007 to spearhead KOM’s technologyschemes while working closely with OTD,Deepwater Technology Group (DTG) andMarine Technology Group (MTD).

KOMtech’s R&D scope covers innovationsin rig and vessel design, shipyard process, critical equipment, subsea and subsurfaceequipment, process topsideminiaturisation, environmental andmaterials concerns.

College. The college, was officiallyunveiled by CB Choo, Chairman/CEO ofKeppel O&M, on 3 November 2007. Inthe next two months it got busy arrangingtalks for Keppelites.

Learning from the region

The main hall in Keppel Shipyard wasabuzz with 130 people from Keppel FELS,Keppel Shipyard and Keppel Singmarine. It had to be an especially interesting eventto draw such a crowd on the Saturdaybefore Christmas – and indeed it was.

They had gathered on 22 December 2007to listen to a presentation by two groupsof Keppelites who shared their

Sharing experiencesexperiences of visiting the twoshipbuilding powerhouses of Korea andChina.

Both groups set out with a mission to “See,hear, network and learn”. Judging fromthe presentations and the enthusiasticresponse of their audience, the two groupsfulfilled their goals very well.

Ivan Lim, Project Manager, KeppelShipyard, presented the first talk, “20thFPSO Conference & Visit to DSMEShipyard”. Highlights of the trip includedattending the 20th FPSO conference, andvisiting DSME Shipyard.

The “takeaways” from the trip to Koreawere plenty. In particular the detailedplanning put in by the Korean shipyardsat the design level impressed the group.Another aspect was the Korean shipyards’

achievement in replacing scaffoldingswith a cherry picker system.

The group talked about how the Koreansystem had allowed the country’sshipyards to scale new heights in theshipbuilding industry.

A group undergoing a Masters in Sciencein Marine Technology (International) atUniversity of Newcastle upon Tynepresented the second talk.

The group which comprised people fromKeppel FELS, Keppel Shipyard andKeppel Singmarine visited Shanghai,China, for a study trip from 26 Novemberto 2 December 2007.

The group talked about their experiencesattending Marinetec China 2007 and theSenior Maritime forum as well as visiting

Wong Jen Ming, Project Manager ofKeppel Shipyard said enthusiastically, “Itwas a really enlightening trip. We wereable to observe the development ofChina’s shipyards on a first-hand basis. We also saw the collaboration betweenacademia and industry in China.”

At the end of the session, CB Choocommented, “We can learn from yardsthat are both less advanced and moreadvanced than us so that we can improvethe services and solutions that we give ourpartners and customers. We have tocontinuously benchmark ourselvesagainst the best to stay competitive.”

Overcoming challenges abroad

An Open Mind. Passion. Perseverance.Adaptability.

These were some of the values reflectedby Keppelites who completed overseasstints as they shared their experienceswith their colleagues during a talkorganised by the Keppel O&M Collegelast month.

The panellists comprised Tay Kim Hock,Senior General Manager (Group Business

Development) of Keppel O&M, RogerLeng, Yard Manager at Keppel FELS,Crescent Yard, Leow Ban Tat, SeniorMarketing Manager, Keppel FELS and YipHee Yan, Senior Programme Manager andAsbjorn Mortensen, Programme Manager,Drilling Equipment, both from KOMtech.

“If it is for good for the company, I will goon an international assignment again. Inmy years at Keppel AmFELS, I waschallenged in a positive way. Iaccomplished many things that I did notthink I could achieve,” said Roger Lengwho spent 13 years in Keppel AmFELSas VP (Operations).

Displaying the Keppel Core Values of “CanDo!” and “Global Mindset”, Roger andfellow Keppelites answered the clarion callof their company to venture abroad withKeppel O& M overseas units in locationsranging from far-flung Brazil to nearbyJapan.

Kim Hock who spent seven years asKeppel FELS Brasil’s President & CEOadded “An overseas posting providesinvaluable experience for those who arewilling to take up the challenge.

“There were initial difficulties inestablishing a presence in Brazil. We hadto market Keppel to potential clients, dealwith our Brazilian partner, reactivateBrasFELS and launch our Core Values. Wenot only clinched our first big contractfrom Halliburton but by working with

partners like Technip, we were able toclinch big projects like the P-52, P-51andP-56.”

Though their experiences were unique, common threads could be found in eachstory. Many of them faced the dilemmaof whether to have their familiesaccompanying them, or leave thembehind and bear with the loneliness ofbeing away from their loved ones.

Asbjorn Mortensen, Programme Manager,Drilling Equipment at KOMtech, said,“I have been in Singapore for sevenmonths. It’s advantageous for me to behere as I can build up my network, whichwill help me once I am back in Norway. However, my family and I miss our friendsback home.” He has been secondedfrom Keppel Norway.

Keppelites had to get used to a newcountry and new culture; often they hadto adapt their own working styles to thatof their host country. Sometimes languageissues arose as well. All the speakersagreed that the support of their familiesplayed a positive role.

The talk left many young Keppelitesinspired. Colleen Chua, an executive atKeppel O&M Group Human Resourcescommented, “I think that overseasexposure can help to develop a personprofessionally and personally. I feel reallymotivated now to take up an internationalassignment.”

The Singapore Civil Defence Force (SCDF) andpolice were alerted as Keppel’s Safety andSecurity officers swung into action, rushing tothe scene in an instant. A search party for thesuspect began in earnest while another forceequipped to handle such critical situationsassisted the SCDF to investigate the nature ofthe agent used in the chemical gas attack.

A Command Post was also set up for commandand control in coordinating both the externaland internal response teams. Peoplecomplaining of any symptoms such as itchiness, teary eyes, and shortness of breath or vomitingwere referred to the yard’s in-house doctor atthe temporary First Aid centre. They showeredoff and were quarantined before the arrival ofthe SCDF for a chemical decontamination.

The suspect was soon found and SCDF escortedhim down and proceeded to decontaminatehim. It turned out that the intruder was adisgruntled ex-contract worker who purchasedammonia gas and set it off on board the vesselto vent his frustrations.

The intruder was then handed over to thepolice to be dealt with according to thelaw.

Having neutralised the ammonia gas andascertained that it was not a terrorist-related incident, the green light was givenfor the Exercise to stand down.

This marked the end of a successful jointExercise code named “Hazmat” held withthe Divisional Police, SCDF, PoliceCoastguard, captain of the vessel GolarSpirit and the yard’s Security & Safetyofficers at Keppel Shipyard Benoi(KSB).

This was the sixth in a series ofInternational Ship and Port FacilitySecurity Code (ISPS) exercises carried outsince mid -2004. The exercises are aimedat strengthening Keppel O&M’s BusinessContinuity Plan (BCM).

The plan was painstakingly developed toidentify potential threats and their impacton the organisation’s operations.

This in turn will help in the development

of response, continuity and recovery plansto ensure that critical functions recoverpromptly and increase the organisation’sresilience to unplanned disruptions inassets and personnel.

Anthony Toh, Group Security Manager ofKeppel O&M said, “This exercise mayhave taken many months to plan but ithas now prepared us to save many livesand help set in place proper proceduresfor the future of the company. Combinedtraining and exercises with Governmentagencies help us hone our own securityand safety procedures when faced withcompromising situations.

“It is an exercise everyone in the yardappreciates, from customers to sub-contractors and our exercise today istestament to the effectiveness of our BCMplan.”

Caspian Shipyard keeps clear ofavian flu

The outside temperatures were alreadyfreezing at Caspian Shipyard Company

Over five days, from 6 December 2007onwards, CSC conducted randomtemperature testing to gauge the yard’spandemic preparedness in the event of apotential outbreak. This would helpprotect the health of its workers andminimise any disruption to the yard’soperations.

More than 50 employees were tested anddespite the cold weather, the exercise waswell-received as employees realisedsusceptibility to the virus occursregardless of the weather.

CFO of CSC, Elshan Kurbanov said, “Thebird flu exercise at CSC was part of ofKeppel O&M’s risk managementprogramme for all its yards includingCSC. This helps us to stay vigilant. In theevent of an outbreak, the yard’s operationswill not be disrupted.
