We welcome active participation in our local government and open dialogue on Council activities.

It was such a pleasure seeing so many local residents at our City of Belmont Autumn River Festival last month. Over 4,000 people came to Garvey Park to take advantage of the delightful weather, relax by the river and enjoy all the free activities, food and entertainment.

I know Councillors and Council staff had a great day serving fish and chips, manning stalls, organising activities and I thank them all for their input into making it such a fun day for all.

You may have heard of the recent findings of dead birds at Tomato Lake caused by avian botulism. I would like to remind everyone not to feed bread to birds as it can upset the balance of nature and is one of the contributing factors that cause high nutrient levels in waterways.

Avian botulism is a serious disease which causes progressive weakness, paralysis and death in water birds. The first sign is usually a drooping head and affected birds must be removed from the lake immediately to prevent spread of the bacteria. If you see any sick or dead water

birds, contact the City’s Parks and Environment Department on 9477 7257.

The City is committed to providing a vast selection of events and activities for our residents and this includes the annual Belmont Art and Photographic Awards and Exhibition. It is a particularly wonderful event as it showcases the incredible talent we have right here in Belmont and I look forward to seeing this year’s exhibition.

AUTUMN RIvER FEsTIvAL FUNOver 4,000 people gathered at Garvey Park in glorious Autumn weather last month for the City’s Autumn River Festival; one of the City’s largest events of the year.

City of Belmont residents who had presented their Opportunity Card on arrival received vouchers for free food and drinks, including Kailis fish and chips, coffee and a BPA-free coffee travel mug, soft drinks, fruit salad, a wine tasting and a native seedling.

There was also an abundance of free family fun including spectacular live water-ski shows, stand-up paddle boarding, hole-in-one golf competition and live stage entertainment.

Kids enjoyed a wide array of free activities including carnival rides, camel rides and face painting.

Congratulations to Lucy Thompson from Belmont who won the Lamont’s hamper simply by completing the survey at the event. The City received a huge amount of fantastic feedback from residents who praised the City for the wonderful atmosphere on the day for families to enjoy.

WRIghT sTREET AND BELgRAvIA sTREET INTERsECTION – BLACK sPOTBlack spot at Wright street and Belgravia street Intersection

Due to the high number of crashes at the Wright Street and Belgravia Street intersection, the City of Belmont recently completed modifications to improve this section of the road and make it safer for both pedestrians and vehicles.

Work consisted of installing traffic calming devices called pre-deflection nibs on the northern and eastern legs of the existing single lane roundabout, reducing the speed of vehicles on their approach to the roundabout.

To celebrate Harmony Day – Everyone Belongs, the City of Belmont hosted the Harmony Week Concert at Tomato Lake in March, to promote and recognise our community’s cultural diversity.

Performers representing many different cultures entertained the crowds and there were lots of activities on the day including an inflatable bungy run slam dunk game, art projects and jewellery making, supported by local stakeholders Jacaranda Community Centre, Sri Chinmoy, New Life City Church, Bentley Armadale Medicare Local and the City of Belmont’s Youth Centre.

Featuring the Akwaaba African dance and drummers group, traditional dance and music by the Indian group Temple of Fine Arts of the Classical, the Roztiazhka Ukrainian Cossack Dancers, the energetic Samoan Cultural Group and the vibrant Dadajaal Dhanbul Aboriginal Dance Group, Harmony Day was a great success.

Harmony Day is an Australian Government programme and coincides with the United Nations International Day for the Elimination of Racial Discrimination. It has been widely celebrated across communities throughout Australia since 1999.

The City of Belmont’s Emergency Preparedness information brochures have been launched to raise the community’s awareness of how to prepare for emergencies. The brochure is available in nine different languages including Arabic, Mandarin, Filipino/Tagalog, Italian, Cantonese, Vietnamese, Punjabi, Somali and English.

The brochure was developed thanks to funding from the City of Belmont and the Federal Government’s Natural Disaster Resilience Grant Program.

As the Officer-in-Charge at the South East Metro District Forensic Investigation Office in Perth, Sergeant Grant Edgar has been in the Police Force since 1984 and commenced forensic duties in 1989. Sergeant Edgar is a crime scene investigator and has attended numerous international and national disaster events including the 2002 Bali bombings, the 2004 Thailand tsunami, the 2009 Victorian bushfires and the 2009 Christmas Island boat tragedy, as well as numerous local crime incidents. Sergeant Edgar will offer some insight into the powerful role forensic science plays in the explanation of disasters and crime scenes.

As part of the National Simultaneous Story Time, the Library will join other Australian libraries in reading the picture book Too Many Elephants in this House by Ursula Dubosarsky. This will mean that the story will be read to more than 100,000 children across Australia on the same day!

Explore your own home history and ask, Who’s Been sleeping in My house? Belmont Museum presents a special opportunity to step Back in Time.

Dion Dosualdo and his team from Landgate will deliver a fun, interactive presentation on researching ancestry or property, including the history of various suburbs and street names.

Landgate has an extensive archive of historical, aerial imagery dating back to the early 1940s as well as an archive of Certificate of Title, land registration documents and historical maps.

After the presentation, take a night stroll through the Belmont Museum and see the Belmont on the Move exhibition with stories of the changing landscape in the City of Belmont.

Wednesday, 16 April to Wednesday, 14 May 2014A Draft Belmont Foreshore Precinct Plan has recently been developed to provide the City of Belmont, Swan River Trust and Western Australian Planning Commission with a detailed planning tool to guide the future use and development of the Belmont foreshore.

The City is seeking feedback from the community, with residents, businesses and visitors to the precinct area encouraged to provide comments. The precinct area encompasses the riverfront within the City of Belmont from Graham Farmer Freeway to Ivy Street.

Specific feedback is sought on the identification of future ‘activity nodes’ that may include recreational, tourism and commercial activities, as well as the key issues identified; foreshore path continuity, foreshore erosion, land management and predicted impacts of climate change.

BELMONT FOREshORE PRECINCT PLAN OPEN FOR CONsULTATION

A permanent winter sprinkler ban applies to all scheme water and ground water bore users in Perth and Mandurah, from 1 June to 31 August.

As a Waterwise council, the City supports the winter sprinkler ban and is committed to saving water for our community and has already made significant investments into our buildings and our parks to use water wisely. Sporting fields may on occasion be irrigated during the ban, which is permitted through the City’s groundwater licence.

If you see irrigation systems being used anywhere else, it could be for maintenance and testing to prevent blockages, maintenance to playing surfaces and turf areas or the replacement of turf or garden areas.

At home, using hand-held hoses to water your gardens and flushing private bore systems during the sprinkler ban is permitted. Exemptions can also be applied for so that you can water new lawns or gardens for up to 28 days from the day of planting.

shADE TREE sELECTIONShade tree selection is an important factor in the design of the City’s car parks to provide the dual benefit of providing cool summer shade and warm winter sun.

The City’s Parks and Environment department carefully consider many factors in the shade tree selection process that assist cooling the high surface and air temperatures in car parks. These include tree size, canopy coverage, longevity and leaf litter. The City also designs the internal landscape spaces to enable the selected species to reach their full potential and to maximise returns of financial investment associated with modified car park design and tree cells.

PROTECT yOUR CARThieves are targeting unattended vehicles and are looking for valuable items which have been left on display.

• Do not leave valuable items on view in your vehicle. Even when filling with fuel at petrol stations, lock your car and remove all valuables including your GPS, mobile phone, iPods, laptops, CDs, money and bags when going to pay

• Remove suction cup markings from your window caused by GPS and other holders

• Park in well lit areas

• Make sure that you lock all doors and windows

• Report all suspicious behaviour to police on 131 444 and the City of Belmont Community Watch on 1300 655 011.
