    REGULATIONS

    FOR ADMISSION INTO

    MBBS & BDS COURSES FOR THE ACADEMIC YEAR2011-12

    REGULATIONS FOR ADMISSION INTO MBBS & BDS COURSES FOR THE

    ACADEMIC YEAR 2011-12

    1. The following are the Regulations for admission of students into MBBS and BDS Courses inMedical and Dental Colleges (As appendix - II) in Andhra Pradesh affiliated to Dr. NTR University ofHealth Sciences, Andhra Pradesh for the year 2011-12.

    2. The candidates need not to submit any application form for admission into MBBS/BDS courses asper G.O.Ms.no.140 & 141, HM & FW (E1) Dept., dated 04-07-2009.

    3. The Rank in EAMCET-2011 shall be the basis for the selection into MBBS and BDS Coursessubject to these regulations.

    4. PROCEDURE OF SELECTION:4.1 Selections will be made by the selection committee appointed by Vice-Chancellor,

    Dr. NTR University of Health Sciences. Selections are Course wise.

    4.2 Counseling Schedule: The counseling schedule was released on 13-07-2011 to DailyNews Papers and also Press Notification. No individual intimations will be sent.

    4.3 In compliance with the orders of the Honble High Court of A.P. in W.A.No.795/99 andbatch dated 23.2.2000; the selections are University Area wise.

    4.4 Reservations shall also be University Area Wise. While allotting the candidates to thecolleges, the percentage of reservations shall be maintained in each institution as far aspossible.

    4.5 The 15% of unreserved Seats will be filled First, then the 85% of the local seats will befilled as per the G.O.Ms. No. 42, Higher Education (EC2) Dept., dated 18.05.2009

    4.5.1 The counseling shall be in three phases

    4.5.2 In the first phase, OC seats will be filled up.

    4.5.3 In the second phase, the reserved category candidates selected under OC categoryshall be reallotted to the college of their preference depending upon availability of seatsin the respective category and their eligibility.

    If a category candidate selected under OC does not attend the 2nd phase ofcounseling it will be presumed that he / she prefer to continue in the college in which he/

    she got selection in the 1st phase.4.5.4 The third phase is only for reserved category candidates. In this phase selection and

    allotment of remaining seats reserved for the reserved category candidates and thosevacated during the second phase of counseling shall be made.

    Phase II and III will be done simultaneously.

    4.6 If a candidate is eligible for a same type of seat in the same course and in same collegeboth under the reserved categories of social status and under Army / NCC / PH / Sports& Games, he / she will be selected under the category of social status only. Thecandidates provisionally selected into one college will be considered for resultantvacancies in another college only. The allotment of college to the NCC and Sports &Games candidates shall be by rotation.

    4.7 All the qualified candidates in EAMCET-2011 and those who have fulfilled the eligibilitycriteria may attend the counseling as per the schedule for admission into MBBS andBDS courses for the academic year 2011-12.

    4.8 Candidates attending counseling will have to be accompanied by the parent / guardianat their own expenses. The candidates have to pay the Counseling Fee at the reception

    counters of the respective counseling centers. The Counseling Fee for OC and BC isRs.500/- and SC and ST is Rs.300/-

    4.9 Candidates are considered for admission only for such categories for which they climereservation by documents.

    4.10. The selection will be made only from among the candidates who physically presentthemselves when called in order of merit. Claims of the candidates will not beconsidered if they are absent when called at the time of selection and the next in themerit would be called.

    4.11 The selected candidates shall submit all the original certificates and shall pay the

    University fee and Tuition fee on the day of selection at the Counseling center as perRegulation 13 (2). The University Fee once paid shall not be refunded under anycircumstances.

    4.12 THE CANDIDATES SHALL PAY THE FEE PAYABLE TO THE COLLEGE AND TO THEUNIVERSITY ON THE DAY OF SELECTION / COUNSELING ITSELF. IF THECANDIDATES FAILS TO PAY THE FEE AFTER CHOOSING A SEAT IN A COLLEGE,THE ALLOTMENT WILL BE CANCELLED AUTOMATICALLY WITHOUT ANY NOTICE.

    4.13 If a candidate desires to cancel / withdraw their selection after submission of OriginalCertificates and payment of fee, the candidate has to withdraw by submitting a writtenrequisition along with the consent of the Parent to the Regis trar, Dr. NTR University of

    Health Sciences at Vijayawada with in the prescribed period as notified by the Universityas informed in the selection intimation. THE ORIGINAL CERTIFICATES ANDCOLLEGE FEE PAID BY SUCH CANDIDATE WILL BE RETURNED.

    4.14 If any further selection conducted by the University the resultant vacancies shall beopen to all the candidates below the rank of candidates who have not joined the courseand the candidates who were absent in the earlier selection. The resultant vacanciesshall be filled by the candidates belonging to the same category of the seat as thosewho have not joined the course or vacated the seat.

    4.15 Mere attending the counseling does not confer right for a seat.

    4.16 Any candidate who obstructs the proceedings of the selection committee or otherwisemisbehaves or causes disturbance at the committee meeting, will be liable fordisciplinary action as may be taken by the University.

    4.17 The committee shall have the power to cancel the selection or admission of thecandidate at any stage if it is detected that the selection or admission is against theregulations either during selection or before closure of admissions.

    4.18 All the candidates selected should undergo Medical Examination as directed by theHead of the Institution concerned. The admission of the candidates shall be subject totheir fitness in the Medical examination.

    4.19 Candidates shall be present till the end of the selections to be available in case, if theyneed to be recalled for any reasons.

    5. LIST OF MEDICAL & DENTAL COLLEGES: The List of the Medical and Dental collegeswith seats available are as in Appendix - II.

    The admissions into the colleges are subject to the permission by the Government of India /Medical Council of India / Dental Council of India.

    NOTE: a) The distribution of seats among various categories, University Area wise for admission

    into MBBS and BDS Courses will be displayed on UHS web site http://ntruhs.ap.nic.inand the counseling centers.

    b) In case any new Medical Colleges or Dental Colleges are affiliated to the University /any college is permitted by the Govt. of India for the academic year 2011-12, the seatsin those colleges also will be filled up. If any colleges listed above are not permitted byGovernment of India for the year 2011-12, the seats in that college will not be filled.

    6. RESERVATION OF SEATS:

    6.1 Reservation for Scheduled Castes (S.C.) and Scheduled Tribes (S.T.):Out of the seats available for admission by the University, 15% seats shall be reserved forcandidates belonging to SC, 6% of seats shall be reserved for candidates belonging to

    Scheduled Tribes in each local area6.1.1 In the event that if any seats reserved for S.T. not being filled up, they will be thrown opento the candidates belonging to the Scheduled Castes and vice-versa.

    6.1.2 In the event of the candidates from the SC and ST are not being available, these seatsshall be allotted to the candidates under open competition.

    6.1.3 Candidates of the Scheduled Castes and Scheduled Tribes belonging to the State ofAndhra Pradesh only which are specified by the Govt. of A.P from time to time shall beconsidered

    7. RESERVATION FOR BACKWARD CLASSES:29% of the available seats for admission in each local area by the University for MBBS/BDS shall be reserved for candidates belonging to Backward Classes as follows:

    BC-A -7%, BC-B-10%, BC-C-1%, BC-D-7% & BC-E* - 4% as per the G.O.Ms.No.1793,Education, dt. 23.09.1970 and G.O.Ms. No.23, Backward Classes Welfare (C2),dated.07-07-2007 and G.O.Ms.No.231, Health Medical and Family Welfare (E1)Department, dated 11-07-2007.

    * Subject to further orders of the Government of A.P. / High Court.

    If qualified candidates belonging to Back Ward Class of particular group are notavailable, the left over seats can be adjusted for the candidates of next group. Ifqualified candidates belonging to Back Ward Classes are not available to fill up the 29%seats reserved for them, the left over seats shall be treated as Open Competition seats

    and shall be filled up with candidates of General Pool.

    7.1 CERTIFICATE OF SOCIAL STATUS:The candidates belonging to Scheduled Castes, Scheduled Tribes and BackwardClasses shall furnish a certificate in the prescribed proforma in support of their claims.The social status of Schedule Castes, Scheduled Tribes and Backward Classescandidates shall be Scrutinized in terms of G.O.M.s.No.58, SW (J) Dept. Dt12-05-1997.The candidates are informed that they will be not be considered for the caste claimed bythem without the prescribed permanent caste certificate issued by the competentauthority.

    No candidate seeking reservation for admission under the above categories be allowedto participate in the Counseling for admission unless he produces the IntegratedCommunity Certificate prescribed by the Government and issued by the RevenueAuthorities in the Government (Vide G.O.Ms.No. 58, Social Welfare (J) Department,dated. 12-05-1997)

    Note :- The Social Reservation provided for BCs SCs, STs in the ratio of 29%,15% and 6%respectively shall be vertical reservation.

    7.2. RESERVATION OF SPECIAL CATEGORIES:

    7.2.1 RESERVATION FOR THE CHILDREN OF SERVICEMEN AND EX-SERVICEMEN.1% of the seats in each category in M.B.B.S and B.D.S courses shall be reserved for thechildren of Ex-Servicemen, and serving service personnel of the three wings of theDefence Services Viz., Army, Navy and Air force subject to the condition that the ex-servicemen etc., are residing for a minimum of 5 years in Andhra Pradesh should bedomicile of Andhra Pradesh. Admission under Army quota will be made from among

    eligible candidates qualified at EAMCET 2011 in the order of preference given belowsubject to other rules.a) Children of Armed Force Personnel killed in action.b) Children of Servicemen disabled in action and permanently incapacitated as a result

    and invalidated out of service and in receipt of disability pension.c) Children of Ex-servicemen, Servicemen in receipt of Gallantry Awards, the order of

    merit for consideration of the Gallantry Awards as given below :1) Param Vir Chakra 7) Vir Chakra2) Ashoka Chakra 8) Shourya Chakra3) Sarvotham Yudh Seva Medal 9) Yudh Seva Medal4) Maha Vir Chakra 10) Sena/Nava Sena/Vayu Sena Medal.5) Kirti Chakra 11) Mention in Despatches.

    6) Uttam Yudh Seva Medald) Children of other Ex-Servicemen and Servicemen.

    NOTE: Candidates who do not come under any of the categories (a) to (d) under this rule are noteligible for consideration under this quota.If the number of candidates is more than one in a particular group indicated above selectionshall be based on Rank at EAMCET 2011 among the candidates belongs to that group.Candidates seeking admission under this category should submit documentary evidence insupport of their claim from competent defence authority.

    7.2.2 a) Ex-Serviceman means a person who has served in any rank (whether combatant or as

    non-combatant) in the Armed Forces of Indian Union, including the Armed Forces of theformer Indian States, but excluding the Assam Rifles, Defence Security Corps, GeneralReserve Engineering Force, Lok Sahayak Sena and Territorial Army, for a continuousperiod of not less than six months after attestation, and

    b) has been released otherwise than at his own request by way of dismissal or dischargeon account of misconduct or inefficiency or has been transferred to the reserve pendingsuch release

    orc) has to serve for not more than six months for completing the period of service required

    for becoming entitled to be released or transferred to the reserve.or

    d) has been released at his own request, after completing five years service in the Armed

    Forces of the Indian Union.e) In case of an adopted son / daughter, candidate must produce a certificate from the Civil

    Court having jurisdiction in support of such adoption.

    f) Children of Servicemen and Ex-Servicemen residing in the state of AP seekingadmission shall, in support of the claim, submit a residence certificate issued by MRO /Tahsildar from where the candidate is claiming the residence of the parent.

    g) The candidate should also submit a certificate from the Zilla Sainik Welfare Officer of theZilla Sainik Welfare Board as to their eligibility to consider under Army / Ex-Armyreservation, specifying the category to which the applicant belongs with attested copies

    of documentary evidence for the claim.h) Applications of the candidates submitted for the reservation under Servicemen and

    Ex-Servicemen quota shall be scrutinised by the Andhra Pradesh Sainik Board or itsnominee and their decision is final and binding on the candidate.

    7.2.3. The children of Ex-servicemen are directed to bring the following originalcertificates at the time of counseling.1. Original discharge certificate of his / her parent.2. Original Identity Card of his/her parent issued by Zilla Sainik Welfare Officer

    concerned district.3. Original Pension book of his / her parent if pensioner.4. Residential Certificates of the parent of the candidate issued by the Mandal Revenue

    Officer.5. Certificates of Gallantry Award, Gazette Notification, copies of part-II order andrelevant documents if claims under Priority-I, Priority-II and Priority-III.

    6. Children of Armed Force Personnel Certificate issued by Zilla Sainik Welfare Officer.

    The children of serving soldiers are directed to bring the following originalcertificates at the time of counseling.1. Original Identity Card of his / her parent issued by competent authority.2. Original pay book / pay slips of his / her parent.3. Residential certificate of the parent of the candidates issued by Mandal Revenue

    Officer.4. Certificate of Gallantry Award Gazette Notification, copies of Part-II orders and other

    relevant documents if claims under priority-II and priority-III.5. Children of Armed forces personnel certificate issued by Commanding Officer.Failing which to produce the above documents in original his/her application underchildren of Armed Force Personnel (CAP) category will not be considered foradmission into respective courses.

    7.3 RESERVATIONS UNDER THE CATEGORIES OF NCC / SPORTS & GAMES /PHYSICALLY CHALLENGED (PH)

    Seats shall be reserved in each course and in each category for the following to the extentindicated against them:1.Physically Challenged - 3 % (*)2.National Cadet Corps - 1/4% (0.25%)

    3.Games and Sports - 1/2% (0.50%)(*) Note: 3% Reservation provided to Physically Challenged with the locomotor

    disorders and that too with disability of lower limbs between 40% to 70%, as per theinstructions of Government of India Lr.F.No.U.12021/8/2002-MEC/ME.III, dt. 12-5-2004under Disabilities (Equal Opportunities, Protection of Rights and Full participation) act,1995 and as per orders of Honble High Court of Andhra Pradesh.

    The Physically Challenged candidates with locomotary disorder of lowerlimbs between 40% to 70% are only eligible under the PhysicallyHandicapped quota.

    NOTE: The guidelines of Govt. of India and regulations of Medical Council of Indiashall be observed in making admissions of differently abled (PhysicallyHandicapped) candidates, according to which the Physically Handicappedcandidates with locomotary disorder of lower limbs between 50% to 70% willbe considered first and remaining unfilled, candidates with 40% to 50% will beconsidered.

    The candidate seeking the benefit of reservation should present him/herself beforea Medical Board comprising of at least one Expert/Specialist from the specialty ofOrthopedics of State Medical Board and obtain a valid disability certificate from theMedical Board having been issued within Six months prior to presenting hisapplication for seeking admission by claiming the benefit of reservation.

    7.3.1. ELIGIBLE UNDER PHYSICALLY CHALLENGED:a) The candidate seeking the benefit of reservation should present him/herself before a Medical

    Board comprising of at least one Expert/Specialist from the speciality of Orthopedics of StateMedical Board and obtain a valid disability certificate from the Medical Board having beenissued within Six months prior to presenting his application for seeking admission in any

    medical course by claiming the benefit of reservation.b) Medical Board to be constituted for scrutinising the applications, and the candidates should

    appear in person before the medical board. The Medical Board should confirm the disabilitymentioned in the certificate and decide fitness to undergo the rigors of medical education.

    c) The Physically Challenged candidates with locomotar disorder of lower limbs between40% to 70% are only eligible under the Physically Handicapped quota.NOTE: The guidelines of Govt. of India and regulations of Medical Council of India

    shall be observed in making admissions of differently abled (PhysicallyHandicapped) candidates, according to which the Physically Handicappedcandidates with locomotary disorder of lower limbs between 50% to 70% willbe considered first and remaining unfilled, candidates with 40% to 50% will be

    considered.d) Candidates with the following defects shall not be considered for selection under thiscategory:1) Mentally retard; 2) Blindness;3) Deaf and Dumb; 4) Chronic Heart, Lung, Kidney and Liver Diseasesand 5) Muscular Distrophies.

    e) Once the Physical disability is confirmed, merit in EAMCET-2011 is to be taken intoconsideration for allotment of seat.

    The gradation and guidelines for these categories are given as Appendix III as perG.O.Ms.No.254, HM & FW (E1) Department, dt. 28-4-1993 and as amended from time to timeby the Government of Andhra Pradesh. The gradation and guidelines for sports and gamescategory as ordered by the Government are given at Sl.No.2 of Appendix III.

    Note: The candidates claiming reservation benefits under the above categories shallproduce original documents in support of their claim to the Committee for Admissionsand the committee shall be entitled to refer the original documents of the candidatesclaiming reservation for scrutiny and confirmation to the following authorities:

    (i) NCC - To the Director of NCC, Andhra Pradesh.(ii) Sports and Games - To the Vice-Chairman and Managing Director, Sports Authority

    of Andhra Pradesh (SAAP)/Sports authority of India.(iii) Physically Challenged - To the Medical Board Constituted by the Competent Authority.(iv) CAP - To the Director, Sainik Welfare Department, Andhra Pradesh.

    The Reservation for Special categories mentioned above i.e., regulation 7.2.1 and 7.3shall be provided on the basis of compartmentalized horizontal reservation for eachcategory of OC,BC,SC and STs as per the G.O.Ms.No.231, Health Medical and FamilyWelfare (E1) Department, dated11-07-2009.

    7.4 RESERVATION FOR WOMEN CANDIDATES:33 1/3% of seats in statewide institutions and in each local area are guaranteed forwomen candidates in each category i.e., Open Competition, Scheduled Castes,Scheduled Tribe, Backward Classes Groups A, B, C, D & E, Army quota and otherreservations. This regulation of guarantee shall not be applicable if womencandidates selected on merit in each category form 33 1/3% or more of the seatstherein. When the number of women candidates falls short of this percentage, itwould be made up by replacing the last selected male candidates by womencandidates in that category.

    7.5 RESERVATION FOR ANGLO-INDIAN COMMUNITY:One seat shall be reserved in MBBS Course for Anglo-Indians as per G.O.Ms.

    No. 183, HM&FW (E1) Department, dated. 30-06-2004. One seat shall bereserved in BDS Course for Anglo-Indian at Govt. Dental College & Hospital,Hyderabad / Vijayawada by rotation. The last academic year BDS seat wasallotted at Govt. Dental College & Hospital at Hyderabad for this academicyear BDS seat shall be reserved to the Anglo-Indian at Govt. Dental College& Hospital, Vijayawada. The candidate shall produce certificate in support of his /her claim in the prescribed proforma issued by M.R.O. subject to scrutiny andconfirmation by the Secretary, Dept. of Minority Welfare, Govt. of Andhra Pradesh.

    7.6 RESERVATION FOR LOCAL CANDIDATES:

    7.6.1 85% of the seats in each local area in each college will be reserved for local

    candidates. Remaining 15% unreserved seats will be filled by applicants asdefined in 7.14.

    7.6.2 In respect of statewide institutions, admission to the 85% of seats reserved forlocal candidates, shall be reserved in favour of Andhra & Nagarjuna UniversityArea, Osmania & Kakatiya University Area and Sri Venkateswara University Areain the ratio of 42:36:22 respectively as per the rule. Remaining 15% unreservedseats will be filled by applicants as defined in 7.14. The Procedure indication inannexure III to IV of G.O.P No.646 Education(E2) Dept. dt 10.07.79 as amendedin G.O.Ms.No.42, Higher Education (EC2) Dept., dated 18-05-2009 will befollowed.

    DEFINITION OF LOCAL AREAS AND LOCAL CANDIDATES7.7 LOCAL AREA:7.7.1 The part of the State comprising the Districts of Srikakulam, Vizianagaram,

    Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Prakasamshall be regarded as Andhra University and the Nagarjuna University area.

    7.7.2 The part of the State comprising the Districts of Adilabad, Hyderabad (including thetwin cities) Rangareddy, Karimnagar, Khammam, Medak, Mahaboobnagar,Nalgonda, Nizamabad and Warangal shall be regarded as the Osmania Universityand the Kakatiya University area.

    7.7.3 The part of the State comprising the Districts of Anantapur, Kurnool, Chittoor,Cuddapah and Nellore shall be regarded as Sri Venkateswara University area.

    7.7.4 A candidate seeking admission to MBBS course in Siddhartha Medical College,

    Vijayawada or BDS Course in the Government Dental Colleges shall be regardedas local candidates in relation to local area as in Regulation 7.9.1 to 7.9.3.

    7.8 LOCAL CANDIDATES:A candidate for admission shall be regarded as local candidate in relation to alocal area.

    7.8.1 If he / she has studied in an educational institution or educational institutions insuch local area for a period of not less than four consecutive academic yearsending with the academic year in which he/she appeared or as the case may be

    first appeared in the relevant qualifying examinationor

    7.8.2 Where, during the whole or any part of the four consecutive academic yearsending with the academic year in which he/she appeared or as the case may befirst appeared for the relevantqualifying examination, if he / she has not studiedin any educational institution, if he / she has resided in that local area for aperiod of not less than four years immediately preceding the commencement ofthe relevant qualifying examination in which he / she appeared or as the casemay be first appeared, then he / she becomes a local candidate.

    7.9 A candidate for admission to the course who is not regarded as a local candidateunder sub regulation 7.8 above in relation to any local area shall:

    7.9.1 If he / she has studied in an educational institution in the state for a period of notless than seven consecutive academic years ending with the academic year inwhich he / she appeared or as the case may be first appeared for the relevantqualifying examination be regarded as a local candidate in relation to:

    i) Such local area where he / she has studied for the maximum period out of thesaid period of seven years;

    orii)Where the period of his/her study in two or more local areas are equal, such

    local area where he / she studied last in such equal periods;or

    7.9.2 If during the whole or any part of the seven consecutive academic years endingwith the academic year in which he / she appeared or as the case may be firstappeared for the relevant qualifying examination, he / she had not studied in theeducational institutions in any local area, but has resided in the state during thewhole of said period of seven years, be regarded as a local candidate in relationto:

    i) Such local area where he / she has resided for the maximum period out of hesaid period of seven years;

    orii) Where the periods of his / her residence in two or more local areas are equal,

    such local area where he/she resided last in such equal periods.

    Explanations: For the purpose of this sub-regulation:

    i) "Educational Institutions" means a College, a School imparting education upto andinclusive of tenth class, or other institutions by whatever name called whethermanaged by Government, Private body, local authority or University and carrying onthe activity of imparting education there in whether technical or otherwise andincludes a Polytechnic, Industrial Training Institute and a Teachers Training Institutebut does not include a Tutorial Institution.

    ii) Relevant qualifying examination for admission to MBBS and BDS courses of studymeans a pass in the examination which is the minimum educational qualification foradmission to such course of study.

    NOTE: The relevant qualifying examination for admission to MBBS and BDS Coursesbeing Intermediate or its equivalent examination, the question whether acandidate is a local candidate or not will be determined with reference to his / herfirst appearance in the Intermediate examination or equivalent examination evenin the case of an applicant possessing B.Sc., or M.Sc., Degree.

    iii) a) In reckoning the consecutive academic years during which a candidate has

    studied, any period of interruption of his / her study by reasons of his / herfailure to pass any examination, and

    b) Any period of his / her study in a Statewide University or a Statewideeducational institution shall be disregarded.

    iv) The question whether any candidate for admission to any course of study hasresided in any local area shall be determined with reference to the places wherethe candidate actually resided and not with reference to the residence of his/herparent or guardian.

    7.10 While determining the number of seats to be reserved in favour of local candidateunder regulation 7.8.1 and 7.8.2, any fraction of a seat shall be counted as oneprovided that there shall be atleast one unreserved seat.

    7.11 If a local candidate in respect of a local area is not available to fill any seat reservedor allocated in favour of local candidate in respect of that local area, such seat shallbe filled as if it has not been reserved.

    7.12.1 Applicants who claim to be local candidates with reference to regulation 7.8.1 shallproduce evidence in the form of study certificate / certificates issued by the heads ofeducational institution / institutions concerned, indicating the details of the year oryears in which the candidate has studied in educational institutions in such localarea for a period of not less than four consecutive academic years ending with theacademic years in which he / she appeared, or as the case may be, first appearedfor the Intermediate examination or its equivalent. Those who do not qualify as localcandidates under sub regulation 7.8.1 but claim to qualify by virtue of residenceunder regulation 7.8.2 shall produce a certificate issued by an officer of theRevenue Department not below the rank of Mandal Revenue Officer in the formAnnexed in G.O.Ms.No.628. Education dated the 25th July 1974 (proformed can bedownloaded).

    7.13.1 Applicants who claim to be local Candidates under 7.9 shall produce evidence in theform of study certificate issued by the heads of the Educational Institution /Institutions concerned indicating the details of the year or years in which thecandidate has studied in the respective educational Institutions for a period of not

    less than seven consecutive academic years ending with the academic year inwhich he / she appeared, or as the case may be first appeared for the IntermediateExamination or its equivalent. Those who do not qualify as local candidate underthe regulation 7.9 but claim to qualify by virtue of residence under regulation 7.9.2shall produce a certificate of residence issued by an officer of the RevenueDepartment not below the rank of Mandal Revenue Officer in the form similar to thatAnnexed to G.O.Ms.No.628, Education, dated 25th July 1974 with necessarymodifications (proformed can be downloaded).

    7.14 The following categories of candidates are eligible to apply for admission tothe 15% unreserved seats.

    7.14.1 All candidates defined under Regulation 7.8 and 7.9 (Study Certificate / ResidenceCertificates should be enclosed.)

    7.14.2 Candidates, who have resided in the state for a total period of ten years excludingperiods of study outside the state or whose parents have resided in the state for atotal period of ten years excluding periods of employment outside the state(Certificate stating that candidate / parent has resided for a period of 10 yearsindicating the duration of period of Residence, from Revenue Official not below therank of Mandal Revenue Officer from where the candidate is claiming eligibilityshould be enclosed.)

    7.14.3 Candidates who are children of parents who are in the employment of this state orCentral Government, Public Sector Corporations, local bodies, Universities andother similar quasi public institutions within the state (Certificate from the Head ofthe Institution / Department should be enclosed stating that the parent of the

    candidate is in service as on the date of application.)

    7.14.4 Candidates who are spouses of those in employment of this State or CentralGovernment, Public Sector Corporations, Local bodies, Universities andeducational institutions recognised by the Government, a University or othercompetent authority and similar other quasi government institutions within theState. (Candidate has to submit the proof as a spouse, Certificate from the Head ofthe Institution / Department of the spouse should be enclosed.)

    8. ELIGIBILITY :

    8.1 Nationality and Domicile: The candidate should be Indian Nationals or Persons of Indian

    Origin (PIO) / Overseas Citizens of India (OCI) Card Holders should satisfy the Local or Non-local status in Andhra Pradesh (Residence requirement) as laid down in Andhra PradeshEducation Institutions (Regulations of Admissions) Order, 1974 and the selection will be done asper the procedure laid down in the G.O.P.No.646, dated 10.07.1979 as amended inG.O.Ms.No.42, Higher Education (EC2) Department, dated 18.05.2009.

    8.2 Educational Qualifications: The candidates should have passed two yearsIntermediate (10+2 pattern) or equivalent examination with Physics, Chemistry, Biology(Botany, Zoology) / Bio-technology and English individually and must have obtainednot less than 50% marks taken together in Physics, Chemistry, Biology (Botany andZoology) / Bio-technology. In respect of the candidates belonging to Scheduled Casteand Scheduled Tribes and the Backward Classes the marks obtained shall be a

    minimum of 40% marks taken together in Physics, Chemistry, Biology (Botany, Zoology) / Bio-technology. As per G.O.Ms. No.195 & 197, HM & FW (E1) Department,dt.07.07.2011, and as per MCI guide lines the OC-PH candidates shall have obtainednot less than 45% marks taken together in Physics, Chemistry Biology (Botany,Zoology) / Bio-technology.

    8.3 Candidates should have qualified at EAMCET-2011 and shall secure not less than 50%of marks (for BC, SC and ST candidates 40%) taken together in Physics, Chemistry,Biology (Botany, Zoology) / Bio-technology are eligible for admission into MBBS andBDS courses and they fulfill other relevant conditions laid down in these regulations asper MCI guide lines OC PH candidates shall secure not less than 45% of marks

    NOTE: Candidates possessing qualification of the University / Board or an institution outsidethe State should enclose a certificate of equivalence from the Registrar, Dr. NTRUniversity of Health Sciences to the effect that the qualification possessed isequivalent to or higher than Intermediate examination conducted by the Board ofIntermediate of Andhra Pradesh alongwith the application form.

    8.4 Age: Minimum age: Should have completed the age of 17 years by 31st

    December, 2011.

    NOTE: 1. A person born on 1st January of a year will complete one year on 31stDecember of the same year.

    2. Age shall be calculated on the basis of date of birth as indicated in theSecondary School Certificate examination or equivalent examination.

    3. No request for relaxation of age of a candidate shall be entertained.4.Candidates born on or after 02.01.1995 are not eligible to attend the counseling.

    9. MERIT LISTS:9.1 The counseling will be conducted basing upon the Rank obtained in EAMCET 2011.9.2 In case of same rank being obtained by more than one candidate, the marks obtained in

    Physics, Chemistry, Botany and Zoology in the qualifying examination shall be

    reckoned.9.3 In case of a further tie, the older candidate shall be given the higher place in the merit

    list.

    10. ALLOTMENT OF SEATS:10.1 Government Professional Institutions for admission into Medical and Dental courses

    seats shall be filled up through counseling by the Competent Authority as perMerit/ranking following rules of reservation from the students who have qualified inEAMCET-2011.

    10.2 Unaided Professional Institutions in Private Medical and Dental colleges. The seatsshall be filled in each Un-aided Non-Minority Professional Institution under these rules,

    10.2.1 CategoryA Seats (50% of the sanctioned in take of the Seats) -The seats shall be filled through counseling by the Committee for Admissionsappointed by the Competent Authority as per merit from the candidates who havequalified at the common entrance test, EAMCET-2011 and following the rules ofreservation.

    10.2.2 Category - B (10% of the sanctioned intake of the seats)The seats shall be filled through counseling by the Committee for Admissionsappointed by the Competent Authority as per merit from the candidates who havequalified at the common entrance test, EAMCET-2011 amended in G.O.Ms.No.141,

    HM & FW (E1) Dept., dated 04-07-2009 and G.O.M.S.No .144 HM&FW (E1) Dept.Dated 15-07-2009 following the rules of reservation.

    11. One year Compulsory Rural Service: As per G.O.Ms. No. 166, HM & FW (E1) Dept., dated20.07.2010.The Compulsory Rural Medical/ Dental service for MBBS / BDS candidatesadmitted from the academic year 2010-11 onwards shall be for a period of one year,immediately following the successful completion of the MBBS / BDS including the completionof house surgency. The candidates shall be called as junior residence during the period ofone year of rural service.

    (i) On successful completion of the one year rural Medical / Dental Service, the candidate willbe eligible for a permanent registration with AP Medical Council.

    (ii) The consolidated remuneration @ 150 % of the stipend payable to house surgeon in 2015for Junior residents regarding compulsory rural Medial / Dental service in the rural areasand 175% of the stipend payable to house surgeons in 2015 for junior residents renderingcompulsory rural Medial / Dental service in the tribal areas shall be paid.

    (iii) Junior residency shall be posted to work for one year in the public health centers,

    community health centers in various districts, following a transparent system of seekingfive options and making the allotments strictly based on the merit at the MBBS/ BDSexamination.

    (iv)The Administrative supervision for the candidates shall be with the district healthadministration and the academic supervision over the candidates shall be responsibility ofthe college from where the candidates as graduated. To the extent feasible, the academicsupervision shall be conducted through online system so as to minimize the work load onthe colleges.

    12. JOINING TIME: The selected candidates shall join the college within the specified date. If anycandidate fails to report to the Principal on or before the date specified by the University at the

    time of counseling the provisional admission granted shall be cancelled automatically withoutany further notice and no further claims will be entertained under any circumstances.

    13.1 COUNSELING FEE (Non-Refundable): All the candidates who attend the counseling have topay an amount of Rs.500/- for OC/BC and Rs.300/- for SC/ST as counseling fee at thereception counter of the counseling center irrespective of their selection/admission. Thecounseling fee receipt can be produced in subsequent counselings for entry into thecounseling center. If the candidate fails to produce the receipt in subsequent counseling,he/she shall pay the counseling fee again.

    CANDIDATES ARE INFORMED THAT THEY HAVE TO PAY THE COLLEGE FEE AND UNIVERSITY FEEON THE DAY OF SELECTION /COUNSELING ITSELF. IF THE CANDIDATE FAILS TO PAY THE FEEAFTER CHOOSING THE SEAT, THE SEAT WILL BE CANCELLED AUTOMATICALLY WITHOUT ANYNOTICE. THE CANDIDATES WILL NOT BE GIVEN ANY EXTENSION OF TIME TO PAY THE FEE.

    14. CLOSURE OF ADMISSION:

    The admission shall be closed on 30-09-2011.

    15. POWERS OF THE SELECTION COMMITTEE:The Selection Committee shall have the power to revise its decision in any case and todirect the Principal concerned to take further action either to select or to cancel theselection, or to admit or cancel the admission before the closure of admissions.     enclosed false certificates or fraudulently obtained admission, may for the reason to berecorded in writing by order cancel his admission, provided that no such admission shallbe cancelled without giving a reasonable opportunity of showing cause as to why his / heradmission should not be cancelled.

    17. POWERS OF THE Dr. NTR UNIVERSITY OF HEALTH SCIENCES:The Dr. NTR University of Health Sciences, may either suomoto or on an application madeto them, call for and examine the records relating to any selection or admission orcancellation there of in respect of the admission made by the concerned authority, for thepurpose of satisfying themselves as to the correctness of legality or propriety of suchselection or cancellation and pass such order in relation there to as they deem fit includingcancellation of the selection already published or admission already made, provided that

    18. THE REGULATIONS FOR RE-ADMISSION AFTER BREAK OF STUDY FOR ALL THEUNDER GRADUATE AND POST GRADUATE DEGREE / DIPLOMA COURSE INMEDICAL, DENTAL, INDIAN MEDICINE AND HOMIEOPATHY AND ALLIED HEALTHSCIENCE COURSES OFFERED BY Dr. NTR UNIVERSITY OF HEALTH SCIENCES,VIJAYAWADA.

    The regulation is subject to modification by the Standing Academic Board from time to time.

    18. 1. DEFINITIONS:

    i) Break of study means any absence more than 90 days during the course of study.ii) 3 months for this purpose is a period of 90 days (ninety days) to be recorded fromthe date of absence irrespective of the number of days in one calendar month.

    iii) For all practical purpose only two types of break of study is allowed.a) Less than 3 months of break (as per definitions)

    b) More than 3 months of break but less than the twice the number of years of

    study of a particular course.

    Ex: For MBBS/BDS twice the number of years of study is 9 years.

    For B.Sc(Nursing) / Physiotherapy 8 years.

    iv. If the candidate is on Break study for two spells in an academic year of a particularcourse the candidate is deemed to have been discharged from the course of study.One cannot apply for condonation of the break.

    v. Only two spells of break of study for the entire duration of the course is permitted.During second spell of break of study even if the break up study is less than 90days, permission must be obtained from the university and that spell of Break shallalso be counted as second spell of break.

    vi. For less than three months of break, the Principal/ Dean of the college can permit torejoin to the course under intimation to the university.

    vii. If the break up study is more than three months the candidate has to apply to theuniversity through the Dean/Principal of the college. The University can givepermission to the candidate to complete the course within twice the years of thestudy of the particular course.

    Example 1: A B.Sc Nursing student discontinues after 2 years of study and wants to join the

    course after 2 years of absence from study may be permitted to rejoin the course since the

    candidate has 2 years of study to complete. If the candidate discontinues the course after 2

    years of the study and wants to continue after 5 years of absence the candidate will not be

    permitted to continue the course since student will be finishing only after twice the number of

    years of the course ( 2 years of study + 5 years of absence + remaining 2 years of the study

    makes the student study for 9 years whereas according to the regulation students should not

    exceed twice the number of years of study in 8 years.)

    Example 2: A MBBS.Student discontinue after 3 years of study want to join the course after

    3 years of absence from study may be permitted to join the course since the candidate have 1.5

    year of study to complete . If the candidate discontinue the course after the 3 years of the study

    wants to continue after 5 years absence, the candidate will not be permitted to continue the

    course since will be finishing only after twice the number of years of the course.

    18. 2. UNDER GRADUATE DEGREE COURSES IN MEDICINE, /DENTAL, INDIAN MEDICINE

    & HOMOEOPATHY AND ALLIED HEALTH SCIENCE COURSES.

    In the Regulation under the heading PROCEDURE FOR REJOINING into the course shall be

    as follows:

    (i) The candidate having a break of study for more than three months but less than twice

    years of the course shall apply for rejoining the course in the prescribed form by

    remitting the stipulated fee for condonation of Break of Study to the University.

    Request to readmission: - Specific remarks of the Principal about the absence period

    with an undertaking from the student that he/she is not involved in criminal cases during

    the absence period during the absence period

    If any candidate is permitted by the Dean / Principal of the college concerned withoutthe prior permission from this university, to rejoin the course after the break of study the

    period of such study shall not be considered as a recognized study and the candidate

    shall not be permitted to write the university examination based on such study period.

    When the candidate is readmitted into the course and shall after fulfillment of the

    Regulations of this university to the course concerned be admitted to the examinations.

    ii) The period of break of study of the candidate for rejoining the course shall be calculated from

    the date of first discontinuance of the course.

    iii) All the under Graduate students have to execute a declaration at the time of registration

    which this University in this regard in the prescribed form.

    19. VACATION: The vacation for the students is 30 days per academic year. The vacationshould be declared by the Principal in phased manner at the discretion of the Principaltaking into consideration two weeks of summer vacation and remaining period for religiousfestivals.

    ANTI RAGING ACT :

    (An act of prohibition of ragging in all educational institutions in the state of AndhraPradesh)

    ABSTRACT of G.O.Ms. No. 67, Higher Education (EC) Department, dated 31.08.2002

    1. Short Title: These rules may be called the Andhra Pradesh prohibition of raggingin all educational institutions rules -2002

    2. Definitions: In these rules unless the context other requires :-

    (a) Act includes words either spoken or written or signs are sounds are gestures arevisible representation.

    (b) Education Institutions ,means and include a college or other institution bywhat ever name called, caring on the activity or imparting education therein

    (c) (either exclusively or among other activities) and includes an orphanage orboarding home or hostel or tutorial institution or other premises attachedthereto .

    (d) Government means the state Government of Andhra Pradesh.

    (e) Notification means notification published in Andhra Pradesh gazetted and theworknotified shall be construed accordingly.

    (f) Ragging means doing an act which causes or is likely to cause insult orannoyance of fear or apprehension or threat of intimidation or outrange if modesty orinjury to a student;

    (g) Student means a person who is admitted into an education institution and whosename is and lawfully borne on the attendance register thereof. All words andexpression used but not defined as these rules have meaning assigned to themunder AP Education Act, 1982 or Indian penal code 1860 as the case may be.

    3. Prohibition of ranging:-

    (a) Ragging is prohibited within are out side of any educational Institution in the state.(b) the principal/ Head of the institution shall obtain an undertaking in writing from the

    students /parents at the time of admission, that the shall not resort to ragging inside oroutside the institution.

    (c) Full publicity should be given to the punishment for ragging through open circulars,suitable posters, colleges and hostel premises etc., by the principal/ Head of theInstitutions.

    (d) the principal/ Head of the institution shall constitute anti ragging squads involvingteachers and students to prevent ragging.

    (e) the Head of the institution shall large a criminal case against students resorted to

    ragging for taking action as mentioned in Andhra Pradesh Prohibition of Ragging Act,

    1997 ( AP Act No. 26 of 1997)Certain of the guide lines to prevent ragging in educational institution all illustrated in the

    annexure to these rules.

    4. Responsibility of the head of the Institution:

    (1) at the commencement of the academic session, the institutions should constituteproctorial committee consisting of senior facility members and hostel authorities like thewarden and a few responsible senior students.

    (I) To keep 3 continuous watch and vigil over ragging so as to prevent its occurrence andrecurrence

    (ii) To promptly deal the incidents of ragging brought to its notice and summarily punishthe guilty either by it self or by putting forth its finding / Recommendation /Suggestions before the authority competent to take decision. All vulnerable locationshall be identified and specially watched.

    (2) The local community and the students in particular must be made aware ofdehumanizing effect of ragging inherent in its perversity. Posters, notice boards andsign-boards- wherever necessary, may be used for the purpose.

    (3) Failure to prevent ragging shall be construed as an act of negligence in maintainingdiscipline in the institution on the part of the management, the principal and the personsin authority of the institution. Similar responsibility shall be liable to be fixed on hostel

    wardens/ Superintendents.(4) Whenever any student complains of ragging to the head of the Educational institution

    such head or manger shall enquire into the same for with and if the complaint is primafacie found true, shall suspend the student or students complained against for suchperiod as may be deemed necessary,

    (5) The decision of the head of the institution or the person responsible for the Managementof the educational institution is final.

    (6) If an institution fails to curb ragging. The person responsible for the management of theeducational institution is final such time as achieves the same. The University shallconsider disaffiliating a college or institutions failing to curb ragging. All Universities shallbring these guidelines to the notice of all educational institutions under their control and jurisdiction. Publicity also be given by issuing press notes in public interest by

    University.

    (5) PENALTY FOR RAGGING:

    (1) Whoever with the intention of causing ragging or with the knowledge that he is likely bysuch act to cause ragging. Commits or a ragging shall be punishable as per AndhraPradesh Prohibition of Ragging Act, 1997 ( Act 26 of 1997)

    (2) The students convicted of an offence under section 4 of Andhra Pradesh ProhibitionAct, (Act 26 of 1997) and punished imprisonment for a term shall be dismissed from theeducational institution.

    (3) The student convicted of an offence under section 4 of Andhra Pradesh prohibition ofRagging Act, 1997, and punished imprisonment for a term to more than six months shallno be admitted in any other educational institution.

    (4) Any student dismissed from a college for ragging should be debarred from seekingadmission in any other course of study in college/University located in the state.

    (5) Incase of the students who involved in ragging, there shall be an embossment on hismarks cards and other academic certificate bold letters which cannot be obliterated thathe had indulged in-ragging and had conduced himself in a manner unbecoming.

    INSTRUCTIONS TO CANDIDATES ABOUT THE STAGES OF COUNSELING FOR MBBS & BDSCOURSES

    Selection of a seat by a candidate and admission there afterwards involves the followingstages:[A POWERFUL COMPUTER SYSTEM CONTROLS ALL THE ACTIVITIESSIMULTANEOUSLY, EFFICIENTLY AND EFFECTIVELY DURING THE SELECTION OF A

    SEAT BY THE CANDIDATE].(a) Registration of the candidates - All the Candidates are informed to register at the registration

    counter when their Rank numbers are called. If a candidate fails to register, he / she will not beallowed for selection of a seat.

    (b) Verification of the original documents - The candidate after registration has to submit all theOriginal Certificates for verification of their all original certificates for confirmation of their Name,Rank Number, Hall Ticket Number, University Area, Sex etc.,. A receipt will be issued for theCertificates submitted by the candidate. The Certificates will be sent to the Principal of theCollege to which the candidate is selected and allotted.The reserved category candidates i.e. BCs / SCs / STs will go for verification of their social statusafter verification of other original certificates. Other than BC / SC / ST candidates will enter intothe Counseling Hall directly without going the social status verification. A candidate registered

    shall not leave the Counseling hall until he / she completes the process of selection.If the candidate fails to submit the certificates for verification, the candidate will not be permittedfor selection of a seat.

    (c) All the reserved Category Candidates i.e., BCs, SCs & STs have to get verified their social statusby the officers of the respective Departmental officers present at the counseling hall. TheCandidates are informed to get their certificates verified in the order of Merit when their RankNumber is called. The Candidates have to bring the original certificate and two sets of Xeroxcopies as mentioned in the Regulations.The SC and ST Candidates shall submit the Income Certificate issued by the competent authority.

    If the Social status claim of the candidate is rejected by the officers concerned such candidateswill not be considered for selection against the seats reserved for that category. If the caste of the

    Candidate is not confirmed and kept pending for enquiry by the Departmental Officers the seat iskept pending. Such candidate will be directed to produce the social status clearance certificateissued by the respective District Collectors as per rules. After verification of the social status thereserved category candidates will enter into the counseling Hall.

    (d) The Candidates waiting in the counseling Hall will be called Rank wise for counseling where theavailable seats in MBBS and BDS Courses will be displayed.

    (e) The Candidate will choose a seat of his / her choice in the available seats at his / her turn as perrules and eligibility. The Candidate has to enter the course and the college that he / she has optedin the option form and he/she has to sign the option form. The Parent /Guardian has to confirmthe selection of the seat by his / her Son / Daughter / ward and he / she has to sign the optionform.

    (f) After choosing the seat the candidate has to pay the fee payable to the College and to theUniversity in the form of Demand Draft drawn on any Nationalized Bank in favour of Registrar, Dr.NTR University of Health Sciences payable at Vijayawada.

    (g) After payment of the Fees the candidate will be issued the Provisional Selection/Allotment letter.(h) In case of candidates whose social status is kept pending for enquiry, after choosing the seat, the

    candidate will be issued a Memo to produce social status clearance certificate.(i) The SC / ST candidates selected into the seats in Govt. colleges, A category and B category

    seats in private unaided non-minority colleges are eligible for fee exemption whose parentalincome is less than Rs.1,00,000/- (Rupees one lakh only) per annum. The BC / OC PHcandidates selected into the seats in Govt. colleges and A category seats in private unaidednon-minority colleges are eligible for fee exemption whose parental income is less thanRs.1,00,000/- (Rupees one lakh only) per annum.

    Candidates qualified at EAMCET-2011 and distinguished those in NCC shall be consideredin this category in the order of preference indicated below:

    Priority - I: NCC Cadets participating at International level selected for the youth ExchangeProgramme. (Priority within selected students will be given in order of seniority ofcertificates i.e.., C, B and A Certificate Holders).

    4. Only NCC Certificates issued by NCC authorities shall be valid.

    2. SPORTS AND GAMES :

    In G.O.Ms.No.10 and 11, dt. 15-07-2008 as amended from time to time the list of games,disciplines & priorities of ranks enclosed as the said annexure-I & annexure-II to order shall befollowed for admission of eligible sportspersons under sports quota through Common EntranceTests into all Professional courses in the State by Admission Authorities concerned from theacademic year 2006-07 onwards. However, in the course of admissions;

    a) Preference should be given to the performance and participation in individual disciplinesover team disciplines within a priority.

    b) Date of Birth should be tallied proportionately to the category of age group vis-a-vis theconcerned sport. The date of birth certificate issued by the Board of Secondary Education/ Similar Boards of Central / State Governments only shall be entertained as proof of age

    c) Admission shall be given to the candidates on their current sports performance, which willbe to maximum of 3 years

    d) The sports qualification, acquired between the period from the 10th / Inter / Diploma /Degree Examination, as the case may be, and the respective Common Entrance Test,shall also be taken into consideration for extending sports quota to meritorious sportspersons, subject to the maximum period mentioned at provision (c) above;

    e) Representation in the approved games and sports after qualifying at relevant CommonEntrance Test shall not be considered;

    f) In case of a tie between two or more candidates, for the sports quota reservation for thesame seat, rank at Common Entrance Test will prevail;

    g) No preference shall be given to the candidates having represented more than once in thesame game or sport.

    The priority will be decided based on the highest entitlement from among the priorities

    admissible to a particular candidate based on his / her representation in different games /sports and

    h) The decision of Sports Authority of Andhra Pradesh is final and for scrutiny of claims bySports Authority of Andhra Pradesh, the candidates shall submit information as called forin the format prescribed by Sports Authority.

    Board comprising of at least one Expert/Specialist from the speciality of Orthopaedics ofState Medical Board and obtain a valid disability certificate from the Medical Board havingbeen issued within Six months prior to presenting his application for seeking admission in anymedical course by claiming the benefit of reservation.

    b) The Physically Challenged candidates with locomotar disorder of lower limbs between

    40% to 70% are only eligible under the Physically Handicapped quota.

    NOTE:The guidelines of Govt. of India and regulations of Medical Council of India shallbe observed in making admissions of differently abide (Physically Handicapped)candidates, according to which the Physically Handicapped candidates withlocomotary disorder of lower limbs between 50% to 70% will be considered firstand remaining unfilled, candidates with 40% to 50% will be considered.

    c) Medical Board to be constituted for scrutinising the applications, and the candidates shouldappear in person before the medical board. The Medical Board should confirm the disabilitymentioned in the certificate and decide fitness to undergo the rigours of medical education.Candidates with the following defects shall not be considered for selection under this

    category:1) Mentally retard; 2) Blindness;3) Deaf and Dumb; 4) Chronic Heart, Lung, Kidney and Liver Diseases

    and 5)Muscular Distrophies.d) Once the Physical disability is confirmed, merit in EAMCET-2011 is to be taken into

    consideration for allotment of seat.
