    1. Courses, College, Institutions, Number of seats and duration of course:

    (a) The University conducts MBBS Course in three Medical Colleges i.e. Lady Hardinge Medical College(LHMC), Maulana Azad Medical College (MAMC), University College of Medical Sciences (UCMS)and BDS Course at Maulana Azad Institute of Dental Sciences (MAIDS). Only female candidates areadmitted to LHMC.

    (b) Candidates for 15% seats are selected directly by the Directorate General of Health Services (DGHS)based on AIPMT-2015 conducted by the CBSE, New Delhi as per the directions of the Honble SupremeCourt of India {W.P.(C) No. 380/2009 titled Simran Jain Vs. Union of India}. The University will fill upthese seats according to selection made by Directorate General of Health Services, Govt. of India.

    (c) Statement showing total number of seats in Under-Graduate Courses for the Session 2015-2016:

    Note: 1. Seats may be added/deleted depending upon the status of approval from University/ MedicalCouncil of India/ Dental Council of India/Ministry of Health & Family Welfare (MOHFW)Govt. of India. However, in case of any increase in intake capacity in MBBS/BDS course(s),the same will be displayed before the start of the Counselling Session(s).

    2. (*): 130 seats are recognized by MCI &70 seats are permitted by MOHFW as per the letter ofthe Vice Principal, LHMC, No.B/Admission/2015/17/35 dated 19.01.2015.

    Duration of Courses.

    MBBS Course: The duration of the course is 4 years, followed by one year compulsory rotatingInternship Training.

    BDS Course: The duration of the course is 4 years, followed by one year compulsory rotating InternshipTraining.

    (a) The medium of teaching and examination for MBBS and BDS courses shall be English.

    2. Eligibility Conditions/Requirement for admission to MBBS/BDS Courses under 85% DelhiUniversity quota:-

    (a) Age: The candidates should have completed the age of 17 (seventeen) years on or before 31st December2015. The candidates completing the age of 17 years on 1st January 2016 or later will not be eligible foradmission. The upper age limit is 25 years as on 31st December, 2015. Further provided that this upperage limit shall be relaxed by a period of 5 (five) years for the candidates belonging to ScheduledCastes/Scheduled Tribes/Other Backward Classes.

    (b) Qualifying examination:

    (i) Indian Nationals/Overseas citizens of India, who have passed 12th class examination under 10+2system conducted by the C.B.S.E/ Council of the Indian School Certificate Examination/ JamiaMilia Islamia, New Delhi with required subjects i.e. Physics, Chemistry, Biology/Bio-Technologyand English from the recognized schools conducting regular classes situated within the NationalCapital Territory of Delhi only, will be eligible for admission. The candidate must have studied11th and 12th classes regularly from a recognized school within the National Capital Territory ofDelhi. Further the candidate must have passed in the subjects of Physics, Chemistry, Biology/Biotechnology and English separately and must have obtained a minimum of 50% marks(40%marks in case of SC/ST/OBC category candidates) taken together in Physics, Chemistryand Biology/Bio-technology.

    In respect of candidates with locomotory disability of lower limbs, the minimum of 45% for Gen-PWD and 40% marks for SC- PWD /ST- PWD /OBC- PWD are required. Provided that acandidate who has appeared in the qualifying examination the result of which has not beendeclared, he may be provisionally permitted to take up the competitive entrance examination andin case of selection for admission to the MBBS Course, he shall not be admitted to that courseuntil he fulfills the eligibility criteria.

    (ii) Eligible Female candidates from outside Delhi belonging to SC/ST/CW category who havepassed the qualifying examination from Indian Universities/ Boards or Foreign Universities/ Boardsare eligible for admission to Lady Harding Medical College only against the seats reserved forthese categories, subject to their fulfilling the prescribed conditions.

    Note: (a) Merit list of SC, ST, CW categories of NCT of Delhi (who have passed qualifying examinationfrom Delhi) shall be operated first for allotment of MBBS seats strictly accordingly to meritin terms of clause 2 (b) (i) of BOI- 2015-2016.

    (b) In case some seats remain unfilled after operating the merit list of SC, ST, CW categoriesof NCT Delhi, the same will be filled up by operating the merit list of the candidates whohave passed qualifying examination from outside NCT Delhi in term of clause 2(b) (ii).

    (iii) The candidates may apply by submitting application form appended with BOI under the followingcategories:-(a) General Category (General)(b) Scheduled Caste category (SC)(c) Scheduled Tribe category (ST)(d) Other Backward Classes (OBC)(e) Persons With Disabilities (PWD)(f) Others

    Note: The candidates who are not found eligible under categories (b) to (f) of above will beconsidered under General Category, if otherwise eligible.

    (iv) The candidates must have passed the qualifying examination, in all the required subjects separately(Theory and Practical), for admission to MBBS/BDS Courses.

    (v) A candidate who had not taken any one or more of the required subjects i.e. Physics, Chemistry,Biology and English in the qualifying examination but had subsequently passed in that subject(s)as an additional subject is not eligible.

    (vi) Candidates who have passed qualifying examination from Patrachar Vidyalaya or National Instituteof Open Schooling will not be eligible.

    (vii) Candidates who have appeared in the Annual Examination of the year 2015 and are placed undercompartment will not be eligible.

    (viii) Candidates who have appeared in the Annual Examination of the year 2015 and are reappearingfor improvement will also not be considered eligible.

    (c) Entrance Examination: In order to be eligible for admission to MBBS/BDS Course for a particularacademic year, it shall be necessary for a candidate to obtain minimum of 50% marks in AIPMT-2015.However, in respect of candidates belonging to Scheduled Castes, Scheduled Tribe, Other BackwardClasses, the minimum marks shall be 40%.

    (d) Medical fitness: The candidate should be medically fit for the course.

    (e) A candidate who has been admitted in MBBS or BDS Course earlier but has failed to passthe First Professional MBBS or First year BDS Examination will not be considered eligiblefor admission.

    3. Reservation of seats for candidates belonging to different categories:-

    A. Candidates belonging to Scheduled Caste & Scheduled Tribe categories:-

    Fifteen percent (15%) seats are reserved for candidates belonging to SC category and Seven & Halfpercent (7%) for ST category as shown in clause 1 (c) .

    The SC/ST candidate should attach a certificate to the effect that he/she belongings to SC/ST categoryfrom any one of the competent authorities as listed below without which concession of reservation ofseats for SC/ST will not be given:

    (a) District Magistrate/ Additional District Magistrate/ Deputy Commissioner/ Deputy Collector/ 1stClass Stipendiary Magistrate/ City Magistrate (not below the rank of 1st Class Stipendiary magistrate)/Sub-Divisional Magistrate/ Taluka Magistrate/ Executive Magistrate/ Extra Assistant Commissioner.

    (b) Chief Presidency Magistrate/ Additional Chief Presidency Magistrate/ Presidency Magistrate.

    (c) Revenue Officer not below the Rank of Tehsildar.

    (d) Sub-Divisional Officer of the area where the candidate or his/ her family normally resides.

    (e) Administrator/ Secretary to Administrator/ Development Officer (Laccadive and Minicoy Islands).

    Provided that, if any seat(s) reserved for the candidates belonging to SC and ST categories remainsunfilled due to non-availability of eligible candidate(s) under that category, the same shall be filled in thefollowing manner:

    (i) Such unfilled seat(s) will be offered to the eligible candidates of the other category i.e. seat(s) of SCcategory to ST category candidates or vice-versa as the case may be.

    (ii) If the seat(s) remain unfilled even after applying Clause 3A(i) above, these unfilled seats reservedfor SC/ST Category, if any, will be kept vacant.

    B. Candidates belonging to Other Backward Classes (OBC) category:-

    27% seats are reserved for candidates belonging to OBC category, while applying for admission toMBBS/BDS Course, should enclose a copy of the certificate alongwith the Application Form to theeffect that he/she belongs to OBC Category duly certified by one of the competent authorities as listedbelow. However, the OBC status is to be determined on the basis of the Central List of OBCsnotified by the Ministry of Social Justice and Empowerment on the recommendations of the NationalCommission for Backward Classes available at their website (http:/ncbc.nic.in/ backward classes/index.html).

    The authorities competent to issue Caste Certificates are indicated below:

    (i) District Magistrate/Additional Magistrate/Collector/Deputy Commissioner/ Additional DeputyCommissioner/Deputy Collector/1st Class Stipendiary Magistrate/Sub-Divisional Magistrate/Taluka Magistrate/Executive Magistrate/ Extra Assistant Commissioner (not below the rank of1st Class Stipendiary Magistrate).

    (ii) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate.

    (iii) Revenue Officer not below the rank of Tehsildar.

    (iv) Sub-Divisional Officer of the area where the candidate and /or his family resides.

    The candidate should not belong to Creamy Layer. The proof of recent non-creamy layer certificateissued by one of the Competent Authorities as mentioned above should be submitted alongwith theApplication Form.

    Provided that, if any seat(s) reserved for the candidates belonging to OBC categories remain unfilleddue to non-availability of eligible candidate(s), the same would be filled up by Open Merit List.

    Note: Recent OBC certificate i.e. it should be issued on or after 1st April, 2015.

    C. Persons With Disabilities (PWD)

    3% seats are compartmentally reserved on horizontal basis from the categories viz General, SC, ST andOBC for Persons with disabilities (PWD) (only for locomotor disabilities of lower limbs between 50% to70%), provided that in case any seat in this 3% quota remains unfilled on account of unavailability ofcandidates with locomotor disability of lower limbs between 50% to 70% then any such unfilled seat inthis 3% quota shall be filled up by persons with locomotor disability of lower limbs between 40% to 50%before they are included in the seats of respective category, MCI letter no. MCI-34(1)/Gen.)/2009-Med/2569 dated 21.04.2009 However, candidates may kindly note that in case of selection under Personswith Disabilities (PWD) category, they will be required to produce Disability Certificate from one of thedisability assessment boards/authorities before their scheduled date of counseling:

    (i) Duly notified Medical Board of a District/Government Hospital set up for examining the Personswith Disabilities (PWD) under the provision of the person with Disability (equal opportunities,protection of rights and full participation) Act 1995. The certificate should indicate the extent ofpermanent physical disability (i.e. percentage) and it should bear the photograph of the candidateconcerned and it should be countersigned by one of the Doctors constituting the Boards issuing thecertificate.

    (ii) Any other competent authority/medical institution/medical board vested with the powers to issue adisability certificate under the Persons with Disabilities (equal opportunities, protection of rights andfull participation) Act 1995. The certificate should indicate the extent of permanent physical disability(i.e. percentage) and it should bear the photograph of the candidate concerned and it should becountersigned by one of the Doctors constituting the Boards issuing the certificate.

  • (iii) The cost of BOI including application form for Persons With Disabilities (PWD) shall beapplicable at par with scheduled caste/ schedule tribe candidates.[EC Resolution No.64(24) dated 23.06.2006].

    (iv) The Persons With Disabilities (PWD) shall be exempted from payment of fees, includingexamination fee and other University fees, except Admission fee, subscription towardsDelhi University Students Union and Identity card fee. (Vide DU circular no. Aca.I/082/2001/PwD2012-13/355 dated 13th September, 2012).

    D. Govt. of India Nomination (Central Pool Scheme):

    (a) In order to be eligible for admission to MBBS/BDS Course for a particular academic year, it shallbe necessary for a candidate to obtain minimum of 50% marks in AIPMT-2015 held for the saidacademic year. However, in respect of candidates belonging to Scheduled Caste, Scheduled Tribe,Other Backward Classes, the minimum marks shall be at 40%.

    OR

    In the light of Government of India, Ministry of Health & Family Welfare OM No. U.14014/2/2014-ME-IV dated 27/02/2014, a candidate (GOI Nominee) is required to obtain a minimum of 50%marks in the Entrance Test conducted by the beneficiary State/UT/Govt. Department for the saidacademic year. However, in respect of candidates belonging to Scheduled Caste, Scheduled Tribe,Other Backward Classes, the minimum marks shall be at 40%.

    (b) Twenty One (6-MAMC + 15-LHMC) seats in MBBS Course will be filled up on the basis ofrecommendations of the Ministry of Health & Family Welfare, Govt. of India, New Delhi. Theserecommendations are made by the Ministry from names sponsored by various authorities as givenbelow. The eligible candidates should not apply for such seats to the Institutions/Colleges/ Universityor directly to the Ministry of Health & Family Welfare, Govt. of India. The applicants for CentralPool Scheme should apply to following authorities only after obtaining the minimum marks inAIPMT-2015 or Entrance Test conducted by the beneficiary State/UT/Govt. Departmentfor admission to MBBS course as provided in the amended MCI Regulations.

    (c) The Application Forms from candidates belonging to Central Pool Scheme (NGOI) category forthe Session 2015-2016 must reach the University through the Medical Colleges on or before 30thSeptember 2015.

    E. Five percent (5%) seats are reserved on horizontal (compartmental) basis for the candidatesbelonging to Children/Widows of Armed Forces Personnel (CW) category. As per theguidelines approved by the Academic Council vide circular No.Aca.I/UG-PG Admission/2014/759 dated 22/05/2014 admission of candidates belonging to CW categories have to be madein the following order of priorities:

    (i) Widows/Wards of Defence personnel killed in action;

    (i) Wards of serving personnel and Ex- servicemen disabled in action;

    (ii) Widows/Wards of Defence personnel who died in peace time with death attributable to Militaryservice;

    (iii) Wards of Defence Personnel disabled in peace time with disability attributable to the Militaryservice; and

    (v) Wards of Ex-servicemen Personnel and serving personnel including Personnel of Police forceswho are in receipt of Gallantry Awards;

    Category- V (Gallantry Awards) include: Param Vir Chakra, Ashok Chakra, Sarvottam Yudh SevaMedal, Maha Vir Chakra, Kirti Chakra, Uttam Yudh Seva Medal, Vir Chakra, Shaurya Chakra, YudhSeva Medal Sena, Nau Sena, Vayusena Medal, Mention-in-Despatches, Presidents Police Medal forGallantry, Police Medal for Gallantry.

    Authorities Competent to issue educational concession certificates under CW category:-

  • 4. Procedure for submission of application form for admission:

    Each application form must be accompanied with the self-attested photocopies of the following documents.

    1. AIPMT-2015 Examination Roll No. and Admit Card.

    2. AIPMT-2015 Result (Score Card).

    3. Matriculation or equivalent certificate showing date of birth.

    4. Certificate of having passed 12th Class Examination along with a statement of marks.

    5. Certificate from the Principal of the School on prescribed proforma (Page No. 4 of ApplicationForm) stating that (i) the school is situated within National Capital Territory of Delhi, (ii) the schoolis recognized by the CBSE/Council for the Indian School Certificate/ Jamia Milia Islamia, (iii) theschool is conducting regular classes, (iv) the applicant has attended regular classes in the school forclass (standard) 11th & 12th.

    6. The Character Certificate proforma prescribed by CBSE to be issued by the Principal of the schoollast attended or from any Gazetted officer.

    7. Two copies of Scheduled Caste/ Scheduled Tribe certificate as described in clause 3A, if applicable.

    8. Fathers SC/ST Certificate.

    9. The Persons With Disabilities (PWD) as described in clause 3C, if applicable.

    10. Two copies of OBC Certificate as described in clause 3B, if applicable.

    11. Non-creamy layer certificate and OBC caste certificate as per the Central list for OBCs.

    Note 1.: The student should certify whether he/she belongs to OBC/SC/ST/Persons With disabilities(PWD) Category. However, the OBC status is to be determined on the basis of the Central List ofOBCs notified by the Ministry of Social Justice and Empowerment on the recommendations of theNational Commission for Backward Classes available at their website (http:/ncbc.nic.in/ backwardclasses/index.html). The non creamy layer certificate should be issued on or before 01.04.2015.

    Note 2: Recent OBC certificate i.e. should be issued on or after 1st April, 2015.

    Note 3: Original certificates including score card of AIPMT are required at the time ofCounselling for admission to MBBS/BDS course along with 02 passport size photographs.

    5. Computing procedure for admission to MBBS/BDS Course-2015.

    The University of Delhi will not conduct a separate entrance examination for admission to MBBS/BDScourses under 85% DU Quota; instead, the University of Delhi will utilize the marks/merit of AIPMT-2015. Candidates must appear in AIPMT-2015.

    6. Display of merit list:-

    The list of applicants will also be uploaded on 16.6.2015 in the Faculty website www.fmsc.ac.in.

    The candidates are requested to approach to the Faculty of Medical Sciences within the stipulated dateas given in the schedule. The merit list will be prepared based on the marks/merit of AIPMT-2015. TheUniversity of Delhi will not conduct DUMET-2015.

    The tentative merit list will be uploaded in the Faculty website i.e. www.fmsc.ac.in. The candidatesmay take steps to remove the discrepancy, if any within the stipulated period. The Final merit list will beuploaded in the Faculty website i.e. www.fmsc.ac.in.

  • 7. Procedure for admission, assignment of college:

    (a) The candidate will be required to produce admission tickets of AIPMT-2015 and original certificatesincluding score card of AIPMT-2015 as mentioned at Clause 4 during the Counselling.

    (b) The admission would be made strictly on the basis of marks/merit of the eligible candidates in eachcategory, determined by marks obtained in the AIPMT-2015.

    In case of two or more candidates obtain equal marks in the AIPMT-2015, the inter-se-ranking of suchcandidates shall be determined in the following order of preference:

    (i) The candidates who have obtained higher marks in Biology/Bio-technology in the AIPMT-2015.(ii) The candidates who have obtained higher marks in Chemistry in the AIPMT-2015.(iii) The candidates who are older in age.

    (c) No communication would be sent to the individual candidates for appearing before the Medical CoursesAdmission Committee for counselling. The candidates should appear before the Medical CoursesAdmission Committee for counselling on the specified dates according to their merit as per schedulegiven at page (i). Candidates should report at the Conference Centre, Opposite Department ofBotany, University of Delhi, Delhi-110007 on the stipulated dates at 09:00 A.M. for counsellingwith any one of the following identifications proof:

    1. Admission Ticket of AIPMT-20152. Voter Identity Card3. Passport4. Driving License5. Admission Ticket of last exam passed/appeared by the candidates.

    (d) Inability to appear/delayed for Counselling:-

    (i) If any candidate is unable to appear on the dates mentioned on page (i) of Bulletin of Informationand time specified above, he/she may send his/her representative with appropriate authorizationon prescribed proforma (Appendix- II).

    (ii) If a candidate or his/ her representative is absent on his/ her turn at the time of counselling andcomes late on the same day before the end of the counselling, he/ she may be allowed to appear inthe counselling on his/ her written request and on payment of Rs.500/- in cash as a penalty for latecoming. Such candidate/ representative shall appear in the counselling just after the batch, forwhich counselling was going on, at the time when he/she submitted his/her request and depositedthe penalty for late coming. He/she may opt for a course/ institution, which is available to him/herat that time only. He/she will have no claim on the seats/ institutions already allotted.

    (iii) In case a candidate or his/ her representative does not report before the end of counselling sessionon the specified date, he/she shall forfeit his/ her claim for admission to any course.

    (e) Female candidates from outside Delhi, belonging to SC/ST/CW category are eligible to seek admissionin Lady Hardinge Medical College only and have to report on the day of Counselling on the datesmentioned at page no. (i) under the heading Important Dates. They would be offered admissionto Lady Hardinge Medical College, on the basis of their merit in the AIPMT-2015.

    Note: (a) Merit list of SC, ST, CW categories of NCT of Delhi (who have passed qualifying examinationfrom Delhi) shall be operated first for allotment of MBBS seats strictly accordingly to meritin terms of clause 2 (b) (i) of BOI- 2015-2016

  • (b) In case some seats remain unfilled after operating the merit list of SC, ST, CW categoriesof NCT Delhi, the same will be filled up by operating the merit list of the candidates whohave passed qualifying examination from outside NCT Delhi in term of clause 2(b) (ii).

    (f) Counselling procedure:-

    (i) The candidates would be called in the counselling hall in a batch of 10 for counselling to allot a course(MBBS/ BDS) in a particular college (LHMC/ MAMC/ UCMS/MAIDS). At his/ her turn of thecounselling the candidate would be informed of the courses and the colleges in which the courses areavailable. From the courses and the colleges available at the time of his/ her counselling, he/ she wouldbe entitled to select only one course in any particular college and he/ she would be allotted a seat in theselected course in the selected college. Female candidates from Delhi, opting for MBBS Course wouldbe entitled to opt for MAMC, UCMS and LHMC (the first two being co-educational colleges and thethird one being exclusively for female students). Male candidates would be entitled to opt for eitherMAMC or UCMS only both being co-educational colleges.

    (ii) The counselling of a particular day shall close as soon as all the candidates called for counselling andpresent have been counselled or 2:30 P.M. whichever is later.

    (iii) The candidates who have been provisionally admitted in a course shall appear before a Medical Boardon the dates given by the concerned College/Institution for medical examinations. A candidate shall notbe allowed to join the course if he/she is found medically unfit for the course.

    (iv) Wait list candidates: The candidates who were present for counselling and were not offered any seatdue to allotment of all seats before their turn of counselling, shall be waitlisted and will be required tosubmit their options in respect of course and college on the prescribed proforma.

    The candidates who were absent on the specified date of counselling shall not be waitlisted. Thecandidates who have not opted any seat at the time of counselling shall also be waitlisted.

    (g) An undertaking is to be given by the candidate at the time of counselling to the affect that they have notpursuing MBBS/BDS course anywhere in India. In case admitted/pursuing MBBS/BDS Coursesanywhere in India they will be required to produce cancellation certificate from the concerned College/Institution within 4 working days from the date of provisional allotment of seat.

    (h) 2nd Counselling:-

    The vacancies of MBBS/BDS seats arising after the 1st counselling shall be filled-up in 2ndCounselling on 24-07-2015 (for MBBS Course ) and 25-07-2015 (for BDS Course ) at ConferenceCentre, Opposite Department of Botany, University of Delhi, Delhi-110007 according to themerit cum choice basis from waitlisted candidates.

    (i) The vacancies of MBBS/BDS seats arising after the 2nd counselling shall be filled-up in 3rd counsellingon 10.09.2015.

    (ii) The vacancies of MBBS/BDS seats arising after the 3rd counselling shall be filled-up in extended 3rdround counselling on 24.09.2015.

    Note: In case of change in the venue of the counseling the same will be notified in the Faculty websitei.e. www.fmsc,ac.in. The candidates are advised to visit the website of the Faculty. No individualcommunication will be sent.

    8. Joining:

    (a) The candidate will be issued admission letter by hand after counselling.

  • (b) The candidates must report to the college concerned upto the date mentioned in their admission letterfor completing the requirements for admission, failing which his/ her admission is liable to be cancelled.

    (c) The candidates who have been provisionally admitted in a course shall appear before a Medical Boardon the dates given by the concerned College/Institution for medical examinations. A candidate shall notbe allowed to join the course if he/ she is found medically unfit for the course.

    (d) The candidates who do not appear before the Medical Board or are found medically unfit shall not beallowed to join the course.

    9. General instructions for the candidates:

    (i) This Bulletin of Information (BOI) along with application form is obtainable by hand against a BankDraft/ Bankers Cheque Rs.750/-(Rs. Seven Hundred Fifty only ) for General/OBC Category and Rs.550/- (Rs. Five Hundred Fifty only) for SC/ST /Persons With Disabilities (PWD) from theoffice of the Joint Registrar, Faculty of Medical Sciences, 6th Floor, V.P. Chest Institute Building, Universityof Delhi, Delhi 11000 on all working days from 11.05.2015 to 12.06.2015 between 09:30 AM to 05:00PM.

    (ii) The cost of BOI including application form for Persons With Disabilities (PWD) shall beapplicable at par with Schedule caste/Schedule tribe candidates.(EC Resolution No. 64(24) dated23.06.2006) candidates on submission of valid permanent physical disability certificate issued by dulynotified Medical Board of a District/Government Hospital set up for examining the physically challengedcandidates under the provision of the Persons with Disabilities (PWD) (equal opportunities, protectionof rights and full participation) Act 1995 with reference to MCI notification No. MCI.18(1)/2010-Med./49070 dated 21.12.2010 (amended from time to time).

    (iii) The Persons With Disabilities (PWD) are required to submit disability certificate from the followingauthorities:-

    (a) Duly notified Medical Board of a District/Government Hospital set up for examining thePersons With Disabilities (PWD) under the provision of the persons with Disability (equalopportunities, protection of rights and full participation) Act 1995. The certificate shouldindicate the extent of permanent physical disability (i.e. percentage) and it should bear thephotograph of the candidate concerned and it should be countersigned by one of theDoctors constituting the Board issuing the certificate.

    (b) Any Other competent authority/medical institution/ medical board vested with the powers toissue a disability certificate under the Persons with Disabilities (equal opportunities,protection of rights and full participation) Act 1995. The certificate should indicate theextent of permanent physical disability (i.e. percentage) and it should bear the photographof the candidate concerned and it should be countersigned by one of the Doctors constitutingthe Board issuing the certificate.

    The Persons With Disabilities (PWD) shall be exempted from payment of fees, includingexamination fee and other University fees, except Admission fee, subscription towards DelhiUniversity Students Union and Identity card fee. (vide DU circular no. Aca.I/082/2001/PwD/2012-13/355 dated 13th September, 2012)

    (iv) The Application Form may also be downloaded from Faculty website www.fmsc.ac.in and the samemay be sent to the Joint Registrar, Faculty of Medical Sciences, 6th Floor, V.P. Chest Institute Building,University of Delhi, Delhi 110007 duly filled in along with requisite Demand Draft/Bankers Chequein favour of the Registrar, University of Delhi payable at Delhi as per Clause 9 (i) above.

  • Note: The Faculty of Medical Sciences, University of Delhi will not be responsible for delay/loss in transit of submission of Application Form.

    (v) The payment for obtaining BOI should be made by submitting a crossed MICR Bank Draft/BankersCheque/Pay Order drawn on any Nationalized Bank in favour of the Registrar, University ofDelhi payable at Delhi. Money in cash will not be accepted in any case for supply of Bulletin ofInformation.

    (vi) Candidates, before filling in the form, should satisfy themselves of their eligibility for admission to thecourses. The candidates are required to go through the BOI carefully and acquaint themselves withall requirements with regard to the filling-in of the application form and admission process.

    (vii) This BOI contains only brief extracts of the ordinances, rules and regulations of the University. Thecandidates should, therefore, acquaint themselves with the relevant ordinances, rules and regulationsof the University regarding payment of fee, attendance, examination and other matters pertaining totheir respective courses.

    (viii) The candidate should seek the information with regard to the hostel and other facilities from thecollege concerned.

    (ix) The various terms & conditions mentioned in the BOI are subject to changes made in the ordinances,rules and regulations by the University from time to time as per the decision of theUniversity/ MedicalCouncil of India. The University reserves the right to amend the rules at its discretion as and whenconsidered necessary.

    (x) In case candidates are found to have furnished false information or document(s) etc. or are found tohave withheld or concealed any material information while submitting their application, their candidature/result/ admission will be cancelled and fee deposited by him/her shall be forfeited.

    (xi) The medium of teaching and examination for MBBS and BDS courses shall be English.

    (xii) The candidature for MBBS/BDS Course is strictly provisional and merely appearance at the AIPMT-2015 will not entitle the candidate for admission, which will be subject to the candidates fulfilling allthe requirements for admission. Those candidates who are not eligible would apply at their own riskand their candidature/result/ admission will be cancelled if at any stage it is detected that they are noteligible. Once fee paid for Application Form (Bulletin of Information) will not be refunded inany case whatsoever.

    (xiii) Candidates who fulfill the eligibility requirements for admission to MBBS/BDS course may apply onthe prescribed form appended at the end of the BOI. The candidate shall fill-in the application form inEnglish in his/ her own handwriting in BLOCK LETTERS written neatly and legibly with blue/ blackink within the prescribed space/ boxes.

    (xiv) The candidates shall comply with all the instructions while filling-in the application form. The formsduly filled-in should be signed by the candidate and his/her parent/ guardian. Overwriting, cuttings,erasings in the application form may lead to rejection of application form and should be avoided. Anyerror arising on this account shall be the responsibility of the candidates.

    NOTE: THE CANDIDATE SHOULD FILL IN THE FORM IN HIS/HER OWNHANDWRITING:

    (xv) Application forms, which are incomplete in any respect, will be summarily rejected and nocorrespondence will be entertained in this regard. Further, no alteration will be allowed to be made inthe Application Form after it has been submitted to the Faculty Office. The declaration at the end ofapplication form should be signed by the candidates.

  • (xvi) No communication would be sent to the individual candidates for appearance before the MedicalCourses Admission Committee for counselling. The candidates holding merit positions should reportfor counselling for admission to MBBS/BDS Courses at the Conference Centre, opposite Departmentof Botany, University of Delhi, Delhi-110007 at 9:00 A.M. on the dates specified on page (i).

    Female eligible candidates from outside Delhi, belonging to SC/ST/CW category are eligible to seekadmission in Lady Harding Medical College only and they are required to come for counselling. Theywould be offered admission to Lady Harding Medical College, on the basis of their merit in theAIPMT-2015.

    Note: (a) Merit list of SC, ST, CW categories of NCT of Delhi (who have passed qualifyingexamination from Delhi) shall be operated first for allotment of MBBS seats strictly accordingly tomerit in terms of clause 2 (b) (i) of BOI- 2015-2016

    (b) In case some seats remain unfilled after operating the merit list of SC, ST, CW categories of NCTDelhi, the same will be filled up by operating the merit list of the candidates who have passed qualifyingexamination from outside NCT Delhi in term of clause 2(b) (ii).

    (xvii) No TA/DA is admissible for appearing in the Counselling.

    (xviii) The selected candidates will be required to undergo medical examination by a duly constituted MedicalBoard at the assigned institution at their own cost on the notified dates (to be notified by the concernedCollege). The admission will be confirmed only when he/ she is found medically fit for the course.The candidates who fail to attend the medical examination on the notified dates (to be notified by theconcerned College) are liable to forfeit their claim for admission. A candidate found medically unfitwill not be admitted and the decision of the Medical Board will be final and binding on him/her.

    (xix) Admission shall not be claimed by any candidate as a matter of right. The admission shall be entirelyat the discretion of the Medical Courses Admission Committee of the University which may refuse toadmit any candidate without assigning any reason thereof.

    (xx) In case of any dispute, the decision of the Medical Courses Admission Committee shall be final.However, an appeal may lie to the Vice-Chancellor, University of Delhi against such decision.

    (xxi) For all legal matters, the jurisdiction will be the National Capital Territory of Delhi only.

    (xxii) Applications in the prescribed form complete in all respects should reach the Joint Registrar, Facultyof Medical Sciences, 6th Floor, V.P. Chest Institute Building, University of Delhi, Delhi 110007 on orbefore 12th June 2015 by Hand, by Registered Post or by Speed Post only. The University of Delhiwill not be responsible for any delay or loss of the application form in the postal transit. The applicationform received after the last date (i.e. after 12.06.2015) shall not be accepted even if the completedApplication Form is posted on or before 12th June 2015.

    (xxiii) Candidates are required to submit only one application form. If a candidate submits more than oneapplication form, his/ her candidature is liable to be cancelled.

    (xxiv)The candidates nominated by the Government of India (NGOI) and female candidates belongingto SC & ST categories, having qualifications of a University/ Board which are not recognized by theUniversity, should submit an equivalence certificate from the Association of Indian Universities (AIU).The admission of these students shall be subject to recognition of their qualifications by the University.The list of foreign qualifications recognized by the University equivalent to 12th class examinationunder 10+2 system is contained in Appendix-I.

    (xxv) Any change in the address for communication should be promptly communicated to the Joint Registrarthrough Registered Post-AD or by speed post by the candidate. Every effort will be made to send

  • communications on the new address, however, no responsibility can be undertaken for the same andthe candidates are advised to make their own arrangements to collect the correspondence from theaddresses given in the application form.

    (xxvi)Candidates should preserve their Admit Card till the completion of admission process and produce thesame during counselling and at the time of joining the college.

    10. Ragging: Ordinance XVC:-

    (i) Ragging in any form is strictly prohibited, within the premises of College/Department or Institution andany part of Delhi University system as well as on public transport.

    (ii) Any individual or collective act or practice of ragging constitutes gross indiscipline and shall be dealtwith under this Ordinance.

    (iii) Ragging for the purposes of this Ordinance, ordinarily means any act, conduct or practice by whichdominant power or status of senior students is brought to bear on students freshly enrolled or studentswho are in any way considered junior or inferior by other students and includes individual or collectiveacts or practices which-

    (a) involve physical assault or threat to use of physical force;

    (b) violate the status, dignity and honour of women students;

    (c) violate the status, dignity and honour of students belonging to the scheduled castes and tribes;

    (d) expose students to ridicule and contempt and affect their self-esteem;

    (e) entail verbal abuse and aggression, indecent gestures and obscene behavior.

    (iv) The Principal of a College, the Head of the Department or an Institution, the authorities of College, ofUniversity Hostel or Halls of Residence shall take immediate action on any information of the occurrenceof ragging.

    (v) Notwithstanding anything in Clause (4) above, the Proctor may also suo moto enquire into any incidentof ragging and make a report to the Vice-Chancellor of the identity of those who have engaged inragging and the nature of the incident.

    (vi) The Proctor may also submit an initial report establishing the identity of the perpetrators of ragging andthe nature of the ragging incident.

    (vii) If the Principal of a College or Head of the Department or Institution or the Proctor is satisfied that forsome reason, to be recorded in writing, it is not reasonably practical to hold such an enquiry, he/shemay so advise the Vice-Chancellor accordingly.

    (viii) When the Vice-Chancellor is satisfied that it is not expedient to hold such an enquiry, his/her decisionshall be final.

    (ix) On the receipt of a report under Clause (5) or (6) or a determination by the relevant authority underClause (7) disclosing the occurrence of ragging incidents described in Clause 3(a), (b) and (c) theVice-Chancellor shall direct or order rustication of a student or students for a specific number ofyears.

    (x) The Vice-Chancellor may in other cases of ragging order or direct that any student or students beexpelled or be not for a stated period, admitted to a course of study in a college, departmental examinationfor one or more years or that the results of the student or students concerned in the examination orexaminations in which they appeared be cancelled.

  • (xi) In case any students who have obtained degrees of Delhi University are found guilty under this Ordinanceappropriate action under Statute 15 for withdrawal of degrees conferred by the University shall beinitiated.

    (xii) For the purpose of this Ordinance, abetment to ragging whether by way of any act, practice or incitementof ragging will also amount to ragging.

    (xiii) All institutions within the Delhi University system shall be obligated to carry out instructions/directionsissued under this Ordinance, and to give aid and assistance to the Vice-Chancellor to achieve theeffective implementation of the Ordinance.

    (xiv) The Medical Council of India (presentation & prohibition of ragging in Medical Colleges/Institutions)regulations 2009 notified in the part III section 4 of the Gazette of India on 03.08.2009 amended fromtime to time be also adhered to.

    11. Sexual Harassment:-
