NOTICE is hereby given pursuant to the provisions of Section 83(1) of the Local Government Act 1999, that the next Gawler Heritage Collection Committee meeting for the Town of Gawler will be held in the Council Chambers, Gawler Civic Centre, 89-91 Murray St, Gawler SA 5118, on Thursday 9 May 2019, commencing at 4:00pm.
A copy of the Agenda for the above meeting is supplied as prescribed by Section 83(3) of the said Act.

1 STATEMENT OF ACKNOWLEDGEMENT
We would like to acknowledge this land that we meet on today is the traditional lands for the Kaurna people and that we respect their spiritual relationship with their country. We also acknowledge the Kaurna people as the custodians of the greater Adelaide region and that their cultural and heritage beliefs are still as important to the living Kaurna people today.

OFFICER’S RECOMMENDATION
That the Gawler Heritage Collection Committee recommends to Council that:
1. The Gawler Heritage Collections Enquiries: February 2019 to April 2019 report benoted.
BACKGROUND
At its meeting held on 24 January 2017, Council adopted the following recommendation from the Gawler Heritage Collection Committee:

That Council adopts the recommendation from the Gawler Heritage Collection Committee made at item 5.1 of the meeting of that Committee meeting held on 16 January 2017, being:
Motion No: GHCC:2017:01:07 The Gawler Heritage Collection Committee recommends to Council that a monthly report is prepared by staff and presented to the Gawler Heritage Collection Committee that details the current use of the Gawler Heritage Collection. This would include details of all enquiries that can and cannot be met.
At a subsequent meeting held on 23 January 2018, Council adopted the following recommendation from the Gawler Heritage Collection Committee, to alter the report from monthly to quarterly;

The Gawler Heritage Collection is comprised of three unique collections: 1. The Gawler Institute Archives Collection2. The Gawler Civic Collection3. The Gawler Local History Collection (also known as the Wendy Treloar Local History
Collection) The quarterly Gawler Heritage Collection Enquiries Report presented to this Committee will therefore include details of enquiries made into any of the three collections listed above.
COMMENTS/DISCUSSION
In the period February 2019 to April 2019, staff received 6 enquiries that involved the Gawler Heritage Collection. The details of these enquiries are included at the end of this report. Staff were able to provide information or assistance for all enquiries.

That the Gawler Heritage Collection Committee revoke Resolution GHCC:2019:04:08 resolved on 18 April 2018:
That the Gawler Heritage Collection Committee amend the budget of $3,300 to reduced to $2,500 so that the revised shortfall of $800 is eliminated for this financial year.
SUMMARY
This report requests the Gawler Heritage Collection to revoke a resolution that it made at its previous Meeting.
BACKGROUND
At the 18 April 2019 Gawler Heritage Collection Committee Meeting the following was resolved:

That the Gawler Heritage Collection Committee amend the budget of $3,300 to reduced to $2,500 so that the revised shortfall of $800 is eliminated for this financial year.
This report seeks to revoke this resolution.
COMMENTS/DISCUSSION
As verbally discussed by Council’s Manager Business Enterprises and Communications, Mr David Barrett, at the 18 April 2019 Gawler Heritage Collection Committee Meeting, the Gawler Heritage Collection Committee does not have the delegated authority to amend Council Budgets. The resolution made by the Committee is seeking to amend the Council Budget and consequently is invalid.
In addition, the Gawler Heritage Collection Committee does not need to take any action regarding the reported “shortfall” within the Opening Exhibition Budget. This shortfall is a consequence of fundraising/external grants not achieving a desired level of income. This is beyond the control of both the Committee and Council and will be absorbed within Council’s End of Financial Year Statements.

Acknowledgement of Ms Denise Schumann OAM

That the Gawler Heritage Collection Committee recommend to Council to acknowledge the positive involvement of Ms Denise Schumann OAM (Schuman and Associates) over the last 8 years in the advice given to the Gawler Heritage Collection Committee and the creation of the ‘Into the Light’ display she has organised within the previous Council Chambers. Denise’s constant input of valuable advice, coupled with her vast experience and great knowledge of Gawler’s history has made a most significant difference to achieve the fabulous end result which we can enjoy now and in the future.
