    PRESIDENTS COLUMN

Innovation is critical to drivinggrowth in developed as well asemerging economies.Opportunities for innovationcareers in Asian countries are notuniform. India has a long traditionof innovation and a significantpool of qualified people, bothwithin country as well as the

diaspora, presently engaged in innovative activities. Realizing, the potential available in our country,Government of India is formulating major policies relatedto higher education to meet the changing needs withinthe country and to be an effective player in theglobalized knowledge economy. A World Bank reportalso details the need for strengthening innovationecosystems with better skilled human capital, information infrastructure and finance. The NationalScience and Technology Entrepreneurship DevelopmentBoard (NSTEDB) was setup to promote knowledgebased and innovation driven enterprises under theMinistry of Science and Technology by the Governmentof India.

The National Innovation Council (NInC) has undertakenan effort to create University Innovation Clusters. AUniversity Innovation Cluster will enable enhancementsin multiple aspects of the University, while providing a betterenvironment for innovation to flourish. A Cluster InnovationCentre will act as a resource, a guide and an arm of theUniversity to foster, facilitate and further innovation cultureand spirit in the University and the cluster. NInC will actas a platform to faci li tate this engagement andcollaboration with domain experts, stakeholders and keyparticipants to create an innovation movement in India. The CII & INSEAD Global Innovation Index Report ranksIndia at 56 out of 132 countries overall.

India has taken steps in nurturing diverse higherlearning insti tutions such as research-intensiveuniversities, teaching universities & colleges, andtechnology and industry oriented universities & colleges.Such diverse human capital is essential for sustainingthe value chain of innovation. This is contributing to thegrowing capacity and capabilities for innovation in India. The value chain of innovation should be further enhancedby internationalization, strategic partnerships, appropriatefunding support, and f ine tuning of national andorganizational policies and systems.

Technological Innovations in IndiaNInC has been working with MHRD to set up Design

Innovation centres, an Open Design School and a NationalDesign Innovation Network (NDIN) in the leading Institutesof nation importance to promote creativity and nurtureinnovations. It has also planned to start a Meta Universitytaking advantage of the National Knowledge Network(NKN) of India and to start Innovation Centres in all theDistrict Institute of Education and Training (DIET). Tobridge the demand-supply gaps in multiple aspects of abusiness, the creation of Cluster Innovation Centres (CICs)in each industry cluster is also proposed by NInC. EachCIC will act as a networking hub for the cluster, connectingthe various regional/national actors and stakeholders insymbiotic relationships. NInC will catalyse the creationof at least 50 such Industry Innovation Clusters acrosssectors spreading the geographic width of the country.

If our countrys development is to be sustained, then itis imperative that we have to reform our systems of highereducation.Highereducation is continuing toexpand, mostly in an unplanned manner, without even minimumlevels of checks and balances. The Governmental controlin the Universities must be reduced reasonably, so thatthe University autonomy and accountabil i ty arestrengthened and academic decisions are taken on merit.Regulatory bodies should ensure that quality educationis imparted to the youth of this country and should play afacilitating role in guiding the institutions for enhancingquality.
