Ref: Report on 'Economic Freedom Rankings for the States of India, 2012' Cato Institute Washington.Measures considered minutely in the report include ease of doing business; starting a new business, ease in

import and export, time taken for construction or paying taxes. At global level, New Zealand tops the ranking instarting a business, which requires only one procedure and takes only one day. Eastern Europe and Northern

Africa are not far behind. Georgia has three procedures that take just three days. Compared to this in Ludhiana,

starting a business takes 33 days, and the city is rated the best city at world scale for doing any business. Punjabreport also takes a look at a number of myths or excuses given by the policy makers and implementing agenciesincluding government. One by one all the myths have been discussed and compared to similar status in otherstates. While there may be some reasoning in the paper, comparing insurgency of central Indian states to theterrorism of Punjab is itself a myth. Mr Aiyer believes, that just one measure, paying for the electricity consumed, can bring in over Rs 2000 crore per annum to the state exchequer and has related benefits to the state. Onpositive trends, public private partnership has been stated as the most important initiative.
