MPP gets the latest on the Australian economy and property market in an exclusive interview with St George Bank
senior economist Kate King.

Affordability is at record lows, which is frustrating for people outside the housing market. In many areas of Australia, governments have been slow to release land or process development approvals
Which direction is our economy headed? How healthy is the property market? St George Bank senior economist Kate King offers her outlook for the rest of this year. Kate has 20 years experience in economic research and recently spoke to members of the Urban Development Institute of Australia in Maroochydore. Her wealth of knowledge stems from jobs with Commonwealth Treasury, National Australia Bank and leading coal consultancy Barlow Jonker.
1. How would you describe our current economic situation?Over the past decade, in real growth terms, Queensland has outperformed most other states. This refl ects the strong rise in population as well as above-average employment (see graph, following page). However, it underperformed during the global fi nancial crisis (GFC) and experienced a technical recession two successive quarters of negative growth. The main reasons were that, outside mining, the private sector part of the economy took a signifi cant hit and interstate migration slowed considerably.
On the Sunshine Coast there has been a slowdown in demand for holiday houses and local tourism. This has been caused by the GFC, higher interest rates and the strength of the Australian dollar. A record number of Australians are visiting
2. What is the relationship between economic conditions and the
property market?There tends to be a healthy relationship between the two. When incomes rise there is usually a corresponding lift in property prices
and vice versa. Changes in interest rates also have an impact on prices. In some Queensland markets there has been a fl attening-out or a
decline in prices over the past two years because of the global downturn.
This is part and parcel of the housing market cycle and familiar to those involved in it.
In other sectors of the housing market, house prices and disposable incomes are at record highs and there has
been little to no correction. This

overseas rather than holidaying at home. More recent data suggests conditions are turning. This includes improving employment and better wages. Unfortunately, until our dollar depreciates, tourism will probably struggle.
The Queensland economy is improving. An important driver is our terms of trade (a ratio of export prices to import prices), which is at record highs. This means were receiving unprecedented income for our commodities, in particular coal and iron ore. Thats very positive for profi ts and has considerable fl ow-on for wages, income and tax revenues. Its also about to drive an enormous increase in business investment in Queensland and Western Australia (see graphs, on right).

The fi rst chart shows which Queensland industries have yet to recover from the GFC. Regarding industries important to the Coast, employment in rental/real estate, construction and other services has yet to return to pre-GFC levels. Employment in accommodation and food, which includes tourism services, has expanded. The second chart shows what sectors are driving recovery. Retail has jumped to number one and construction to number two. Mining has picked up. The number of jobs in rentals/real estate has yet to recover 2008 levels but the industry has started re-employing. Health care has dropped into the red statewide but the largest hospital precinct in Queensland is getting underway at Kawana.
is more likely to refl ect supply constraints either because governments are slow to rezone more residential land and/or local councils are restricting development. Factors such as the lack of capital tax on homes and negative gearing also interfere with the housing market and house prices.
3. What do you predict for interest rates this year and why?St George believes interest rates will rise as early as May/June, followed by another increase before the end of the year (a total rise of half a per cent). Unemployment is about fi ve per cent, which suggests the labour market is nearing full capacity. As employers demand more labour, there will be upward pressure on wages. Many businesses will have no alternative but to pass on these higher costs as higher prices. The Reserve Bank of Australia, which sets the offi cial cash rate, has talked extensively about this scenario. This was largely the reason it raised the rate in November as a pre-emptive step against wage infl ation.
The booming resources sector will drive this strength in the labour market. Record mining income fl owing into the Queensland economy and the phenomenal increase in private investment is likely to create new jobs and push incomes higher. In addition, the extra labour required to rebuild following the Queensland fl oods and the broader economic recovery of sectors outside mining should result in higher wages.
4. How would you describe the property market and how might it change?House prices in capital cities including parts of Brisbane appear to have hit a ceiling and there are unlikely to be any great capital gains in the short to medium term. Over the past 10 years house prices across Australia have appreciated much more than infl ation and rents, suggesting theres a housing bubble. Our view is there is no bubble. House values are refl ecting two key trends in the market.
First, people have been able to take on more debt to buy their homes because of ongoing low infl ation, lower interest rates and more competition in the mortgage market. This has fed house prices. Second is the supply issue. Affordability in many suburbs is at record lows, which is frustrating for people outside the housing market. In many areas of Australia, local and state governments have been slow to release more residential land or process development approvals. Once land is zoned residential, its price can increase multiple times despite its previous use. In comparison, construction costs have stayed relatively low. The result is the number of houses being built is marginal.
However, some other areas with suffi cient supply have seen demand soften because of the GFC. In certain coastal areas prices have fallen between 10 and 30 per cent. This has affected the luxury end of the market, such as holiday homes

Australia has escaped theworst of the GFC, avoiding high unemployment, large falls in house prices and the sharp contraction in activity seen in the United States and Europe. Offshore revenue from commodities is a big factor.
During the downturn,Queensland underperformed the rest of Australia because its non-mining sectors were more affected by the GFC, interest rates and the Australian dollar.
Queensland has since shownsigns of turnaround, although the strength of recovery has been temporarily disrupted by the fl oods. Rebuilding efforts should eventually add to growth in coming quarters.
Private investment is about to go through the roof on the back of a mining boom in Queensland.
There are promising signs of recovery in industries such as resources, manufacturing, construction and retail but tourism will continue to struggle until the Australian dollar weakens.
Theres no house pricebubble but dont expect property values to surge this year.
Investors will have to workhard to fi nd bargains unless councils and developers free up land to increase housing supply.

and units. Many of the people who would normally demand these properties had their pay packets cut or faced retrenchment during the downturn. Before the GFC, it could be argued some of these markets had become overvalued and then corrected lower. There is potential for these markets to bounce back quite strongly over the next year or so and see good capital gains.
5. Who will the property market suit for the rest of this year?First-home buyers will probably start to return in 2011, although its still diffi cult for them to get a foot in the door fi nancially. They were missing for most of 2010 following the removal of the government boost.
Investors will need to do their homework to make a gain. Potential new mortgagees in Queensland should look for areas with high-quality amenities such as transport, schools and hospitals, or areas likely to benefi t from the mining boom. This includes greater Brisbane, where mining companies have head offi ces.
Australian Bureau of Statistics projections suggest Queenslands population could double to 8.7 million over the next fi ve decades. This is another reason for long-term optimism among property investors.
6. How could the Queensland fl oods affect the property market?Its estimated that 20,000 properties were fl ood-affected and the rebuilding effort will be substantial over the next two years. This should boost the construction industry. Additional spending by state and federal governments will also be stimulatory, even if it is partly funded by a levy. Ironically, this could result in further shortages of skilled labour, affecting wages and prices and prompting interest rate rises.
Rents have risen in some areas as people sought alternative accommodation but the extent of this wont be known until the ABS releases the March quarter Consumer Price Index.

This chart shows that over the past decade Queensland has outperformed all states except for Western Australia. However, it slowed more than the other states during the GFC.

Key factors for house prices are whether local councils will change the rules surrounding development in fl ood-prone areas and whether people will be willing to live in such areas. If Queenslands population grows quickly again, this may push up house prices.
7. Which industries will show strongest growth this year?Mining is expected to bring huge economic benefi ts to Queensland more jobs, stronger incomes and higher growth than the other states. This should trickle into property markets including the Sunshine Coast. Health and education will continue growing. Industries such as manufacturing, construction and retail should show greater recovery in 2011 and 2012.

Tourism will be hamstrung by the higher Australian dollar. Until that weakens, Australians who represent 70 per cent of the domestic tourism market will holiday overseas because its cheaper and many believe the currency wont stay high for long. The Sunshine Coast Council recently granted development approval for Emporio, the mixed-use development designated for the heart of Maroochydore. The development includes nine residential and commercial buildings, landscaped open space and more than 240 residential apartments.
Reed Property Group manager of development Carl Nancarrow says the approval marks an important milestone for the Sunshine Coast, with the mixed-use development bringing a whole new style of living to the region.
In contrast to any other development in the area, Emporio features a blend of residential apartments as well as commercial offi ce and retail space, and combines the Coasts relaxed lifestyle with an urban sophistication that is generally only found in larger cities, Carl says.

$420,000 was the magic number at auctions across the Sunshine Coast last weekend, with two properties selling under the hammer for that price. Marketing agent Peter Cox of First National Coastal says the four-bedroom home at 12 Vauxhall Street, Minyama was sold by auctioneer Darren Lockwood to local fi rst-home buyers, in front of a crowd of around 45 people that included four other registered bidders. Out at Nambour, 50 Henebery Road also went for $420,000 in front of a small crowd, and marketing agent Gary de Paoli of Riddell Real Estate says the buyer is a local man who is looking forward to moving in soon. On Sunday Steve Perry of RE/MAX Property Sales Nambour also sold the three-bedroom home on half an acre at 286 Petrie Creek Road at auction. The buyers are locals who were helping their daughter get a start in the property market, Steve says, adding that he was pleased with auctioneer Grant Cheathams performance on the day. Also excited to have secured their fi rst home are the buyers of 12 Kepplegrove Drive in Sippy Downs: Laura Vaisnys and Shaun Hammill secured a contract on the three-bedroom home two weeks before the auction. The buyers viewed it at the fi rst open home and put a contract down straight away, Laura says.

Sunshine Coast median unit and townhouse prices December quarter 2010The Queensland unit and townhouse market held its ground over the December quarter last year, even as buyer activity remained relatively subdued.
The unit and townhouse market at the end of last year was impacted by less overall demand from investors and the lower number of fi rst-home buyers in the market compared to the same period in 2009, REIQ acting CEO Ian Murray says. It is hoped the steady interest rate environment and the stable property pricing that now appear to be in play will result in a strengthening unit and townhouse market by years end.
On the Coast, Sunshine Beach and Caloundra recorded increases in preliminary sales numbers, while unit sales numbers in the region as a whole were steady.
