Well here it is, my third Christmas as MPP’s editor. Who would have thought almost two-and-a-half years ago when we gathered together to create a new property magazine for the Sunshine Coast that it would have such an impact on the local property industry. As Christmas looms closer it’s a time for refl ection and aft er 121 issues, we continue to grow. We have a big 2011 planned and it’s an incredibly exciting time for the team here – both with the magazine and our new website. Ask people why they live on the Sunshine Coast and the answer usually relates to the natural environment, from the

beaches and rivers to the bush and mountains. Great climate, distinctive character, outdoors lifestyle. But there’s a catch. In order to allow more people to live and work locally and support economic prosperity, the Coast must provide more housing, plus schools, offi ces, shops, hospitals and industry. Th at means more roads, water, sewerage and rubbish facilities. So where does that leave the pristine fl ora and fauna? What are the impacts on our natural resources? How do we fi nd a happy medium, especially with climate change looming?

Governments and industry are working through the big issues of sustainability. Th e State’s South-East Queensland Regional Plan 2009-2031 tackles land-use patterns, sustainability and climate change, natural environment and resources, for example.

Th e Urban Development Institute of Australia (UDIA) recently developed a scientifi cally based branding system called EnviroDevelopment. Th e brand makes it easier for buyers to recognise and select more sustainable developments.

Sunshine Coast Regional Council has been incorporating community feedback into a dozen or so new strategy documents on topics such as aff ordable living, housing needs, biodiversity, open space and canelands. A summary called the Statement of Proposals, based on sustainability principles, will guide the council’s new regional planning scheme due by early 2012 (see following page).

Th e statement notes that the Coast is one of the most biodiverse areas in Australia, with signifi cant ecological areas between Pumicestone Passage and Noosa Biosphere. “Th ere are ecosystem types ranging from coastal wallum to dry and wet eucalypt forests and subtropical rainforest,” it says. It also describes the variety of geographical and cultural places, from small hinterland towns such as Kin Kin to urbanised coastal centres such as Maroochydore, and discusses the pressures of population growth. About 330,000 people now call this region home.

Every day, departmental and council offi cers assess the applications of land owners, private developers and other stakeholders according to myriad criteria. Th e extent of consultation, negotiation and legislation may surprise those outside the process. As the community puts more value on retaining and rehabilitating the natural environment, environmental engineers, landscape architects and ecologists are becoming as common as surveyors and town planners in the process – before a sod is even turned for housing.

MPP spoke to some of those working at grassroots level and found optimism about the Coast’s eff orts to inject more sustainability into development.

New housing can be created in a variety of ways, from redeveloping small parcels of

infi ll land to subdividing huge tracts of greenfi eld land for master-planned communities. On big projects, developers may hire dozens of specialists to work on the plans and construction. While architects design the buildings, landscape architects design the landscapes.

“My profession has one foot in each camp,” says landscape architect Greg Th omas, who’s practised on the Coast for 14 years. “We work between the built and natural environments. If we’re engaged early enough on a greenfi eld site, we can help identify existing features

worth retaining, such as mature trees. Th en we work with engineers, surveyors and other design and planning professionals to come up with a subdivision layout.”

Greg is from Gamble McKinnon Green, which has consulted on projects from Lake Kawana and Kawana Forest to a 26-hectare new community co-ordinated by the Urban Land Development Authority in Gladstone.

Landscape architects combine artistic fl air with their environmental knowledge to create a community’s image. “We’ve always been in the background doing these things,” says Greg, who has been in the industry for more than 20 years including work in the UK and Ireland. “But as society’s perceptions have brought the environment to the fore, the expectations of both government and private

management that’s increasingly popular on the Coast. Stormwater runoff from hard surfacing, such as roads, roofs and carparks, fl ows through swales (vegetated ditches) and wetlands to ‘clean’ the water. Th is water can be used for on-site storage and re-use, off setting changes caused by the development.

“At Kawana Forest, that means stormwater is treated on site before any goes into Currimundi Creek,” says Greg. “Th at cuts the amount of pollutants and sediment going into rivers and eventually the ocean.”

Stormwater is a major focus for environmental engineers, who use scientifi c principles and computer modelling to prevent or solve problems with natural resources. Th ey diff er to civil engineers, who design roads and bridges, and structural engineers, who help design buildings.

Paula Duke, who has been an environmental engineer on the Coast for 15 years, says concept plans for stormwater management aim to mimic the natural design of a site. “Th at’s why a wetland is so benefi cial to a development,” she says. “Its end use is twofold – as a bio-retention system to treat runoff from the subdivision and as an ecosystem for existing fl ora and fauna. Melaleucas on the Coast need their roots in moist soil, for example.”

Paula, whose Minyama-based fi rm Duke Environmental also does fl ora and fauna assessments, environmental impact studies and water-quality reporting, has noticed a “defi nite improvement” over the past fi ve years in local developments maintaining and even enhancing biodiversity. She says the

development process has been aided by legislation to protect trees of certain heights and types, and by the council’s landscaping bond, which is repaid only aft er performance criteria are met.

Paula says well-designed new communities can have a role in raising public awareness of environmental values. “If we recommend saving a particular stand of vegetation that’s endangered, it can become a focal point of the development,” she says. “Th at’s what we did for the Atrium at Buderim.”

Th e Atrium, where construction started last year, is a mix of townhouses and units on more than six hectares close to the university. “Th ere was a stand of endangered swamp stringybark trees and people asked us why we were leaving ‘those straggly things’ there,” she says. “We put up signs and built a mini-boardwalk so future residents could see why they’re a worthwhile species. Th en we did the same for some acacia attenuata, a slender shrub that’s listed as vulnerable.”

Paula says retaining habitat also means wildlife doesn’t have to fi nd other homes once people move in. “We found echidnas at Buderim so when they started clearing we were able to protect the nesting areas as ‘open space’ in the site design.”

Many experts strive to protect native animals when new housing is built. Creating wildlife corridors is another method of mitigating habitat loss and reducing animal injuries.

Greg points to the 215-hectare Sunshine Coast Industrial Park off Caloundra Road as a good example of balancing two confl icting land uses and actually improving the landscape. Th e site now has one of the biggest constructed wetlands on the Coast, covering about two hectares.

“If you drive through the industrial park, you may not realise the measures in place to preserve three species of endangered frogs, for example,” he says. “When we started designing, the site was mostly degraded farmland and remnant exotic pine forest with a wetland in the middle. We planted

developers have changed and our role is valued a lot more.”

It’s a theme refl ected by other industry professionals with an eye on the environment. Developers are spending more money to ensure ‘greener’ estates because that’s usually what home buyers and approval authorities want.

Kawana Forest, completed in 2008, is a community of detached dwellings set among an open space network that includes green linear parks connecting to melaleuca forest fringes and wetlands. While new residents may enjoy it simply for the street appeal, there’s a lot more behind its design.

“My role is to examine ecosystems and assess the impacts relating to any new infrastructure,” he says. “With Maleny, for example, we have a genuine opportunity to achieve long-term conservation objectives.” Replanting rainforest on steep topography downstream of the township, for example, will help retain the site’s biodiversity.

Cameron still has plenty of work across the Coast removing trees to allow for house construction. “Th at’s inevitable with our rate of population growth, but it can be managed,” he adds.

He says Coast residents may not realise that a street full of homes adjoining small pockets of bushland isn’t good practice for wildlife preservation. Th e ideal design is to group the housing together to provide a big remnant bush area and, if possible, buff er it with a low-impact land use like parkland. “Th at minimises a range of impacts on bushland and wildlife such as pets and rubbish dumping, surface runoff and even artifi cial night lighting,” he says.

Motorists on the Caloundra Road overpass may have seen another wildlife strategy – rope ladders strung between vegetation corridors for aboreal mammals (those that live in trees). “Th e system works well for common species but its success depends on the size of each population and the size of bushland remnants being linked,” Cameron says.

He recalls a good result for the rare acid frog and other species at Caloundra’s Bellvista estate, where low-lying areas grew wallum heath. “When clearing land, the developer used bulldozers with special buckets that cut the heath into big slabs to preserve the vegetation. Th ese salvaged slabs were laid intact into drainage lines through the site.” Th ese boosted aesthetics and improved the quality of water for the acid frogs downstream of the housing development.

Th en we constructed a series of culverts [tunnels] underneath the roads for small fauna to travel through.” Th ere are wet culverts for the frogs, dry culverts for more terrestrial fauna and even a skylight to make one tunnel more enticing to animals afraid of the dark.

Ecologist Cameron Milne has extensive experience in environmental planning for both the council and major private developers on the Coast over the past 15 years. “I started doing bush regeneration two decades ago and moved to development assessment,” he says. “I realised that to be more eff ective in terms

With so much Sunshine Coast land formerly used for agriculture, does that mean there’s no environment value in degraded sites? Quite

the opposite, says surveyor Greg Downes, who’s worked on the Coast for 35 years. Greg’s Nambour-based company Downes Survey Group – which also employs town planners – manages estate projects for clients.

“Development can provide opportunities to restore threatened landscapes and provide good-quality housing at the same time,” he says. “Restoration can create an attractive, private, natural backdrop for people to live in.”

Clustering is particularly useful on rural-residential or low-density sites proposing detached dwellings. “First you identify the site’s advantages and constraints, not just in terms of trees but its overall function in the landscape,” Greg says. “A cleared parcel or one that’s covered in weeds may still have great signifi cance as a riparian corridor, for example.” Riparian areas border a water course.

“Then you cluster the best-quality home sites, leaving the rest of the land free for rehabilitation.” This type of planning can attract fi nancial benefi ts for developers, such as council incentives or bonuses for restoring degraded areas or repairing habitat fragmentation.

Greg used this method at Buderim Escape, a rural-residential project on the western side of the mountain. “Clustering lots made better use of cleared areas; provided fl atter, elevated home sites with views; and transferred existing approved lots away from an important wildlife corridor,” he says.

It was diffi cult to co-ordinate multiple land owners but the result was worthwhile. “The Martins Creek gorge system was fully protected while the value of the 74 clustered lots, averaging about 2000 square metres, was also improved.”

Greg, who is a member of the UDIA (Qld) EnviroDevelopment Board of Management and the local sustainability committee, believes it is possible to balance the natural and built environments. “Industry is getting better at it. Balance also means fi nding economical solutions because affordability is an important element of sustainability. It’s not sustainable if people can’t afford to buy a home.”

T he Statement is a council document that will guide the new Sunshine Coast Planning Scheme, due to be fi nalised by 2012. The Statement backs

sustainable development, meaning “activities, practices and systems that are able to continue indefi nitely and strengthen the economy, enhance the natural environment and protect the character and identity of communities”. of conservation, I needed to be involved in strategic planning. Once a site’s been subdivided to house level, a lot of the ecology battles have been won or lost.”

Cameron’s Mooloolah-based company Stringybark Consulting works on policy and planning scheme preparation and ecological mapping for developments and infrastructure projects. Th ese include the Maleny Community Precinct, with residential and golf course components, and the council structure plans for thousands of new dwellings at Caloundra South and Palmview. He says while ecologists have become standard for large developers and governments, it’s diffi cult for smaller developers to warrant the extra costs.

The Real Estate Institute of Queensland has released the latest fi gures for unit and townhouse

prices and there’s good news for those looking to buy. Demand for properties usually targeted by fi rst-home buyers and investors has dropped signifi cantly and, says REIQ managing director Dan Molloy, “as it appears interest rates will be left on hold for the time being, opportunities currently exist for buyers”.

Glenfi elds Estate to get emergency roadAn emergency road linking Mountain Creek with Sunshine Motorway will preserve an important environmental area.

Council traffi c studies also showed such a road, if built, would not carry much local vehicle movements, but could instead become a ‘rat-run’ for non-local traffi c.

Th e proposed Berrigan Place access will remain locked and inaccessible until required, with access keys held by emergency services and council staff , ensuring local residents are not troubled.

Th e council is currently arranging a meeting with residents of Berrigan Place living adjacent to the proposed emergency exit point.

“We are also organising a mail-out to all Glenfi elds residents to advise them of this decision,” he says.

“As mentioned at the last community meeting, it is no kept secret that the council does not support the link to Karawatha Drive.

“As previously off ered, residents are very welcome to make comments on the report and I will seek responses to these in due course. I look forward to conducting the mail-out and meeting with local residents to address the emergency access route.”

A new emergency access from Glenfi elds Estate in Mountain Creek will be located at Berrigan Place.

Last Wednesday, Sunshine Coast Regional Council decided not to build a second road through environmentally sensitive land, opting instead to provide access for residents to Sunshine Motorway in an emergency situation.

Division 6 Councillor Christian Dickson says there are numerous valid reasons for the council not to further consider a road leading north-west to link with Karawatha Drive.

“Th e fi rst was the environmental cost,” he says. “A road would not only traverse one of the most signifi cant conservation areas adjoining Mountain Creek’s national park, it would divide the land and breach an important wildlife corridor.

“Th e road, if built, would likely result in property resumptions at the Karawatha Drive end, as well as the requirement for at least two new intersections.

Coast to get more affordable rentals

In its fi nal meeting for 2010, the Sunshine Coast Housing Aff ordability Taskforce has reaffi rmed its commitment to improving

aff ordable housing in the region by supporting the National Rental Aff ordability Scheme.

Th e nationwide NRAS program aims to increase the supply of aff ordable rental housing by 50,000 dwellings in Australia by providing incentives to investors to allow them to off er reduced rent to qualifying tenants. Th e council’s Social Strategy Portfolio holder and Housing Aff ordability Taskforce chair, Counsellor Anna Grosskreutz says the NRAS program is an important step to improving aff ordability on the Coast.

“Th e taskforce is very excited and encouraged by the amount of interest by developers and investors in the program and has been working with the applicants to make sure their ideas and applications are solid,” Anna says.

“Th ere have been more than 300 applications from the Sunshine Coast, which is a signifi cant number and very encouraging. If successful, the outcome is more aff ordable rental housing for workers in sectors such as education, emergency services, retail, hospitality, construction, health care, child care and social support.”

Anna says the council recently launched the Aff ordable Living Strategy as a clear direction to improve aff ordability on the Sunshine Coast.

“It’s no secret that the Coast is an area of high housing costs relative to income,” she says. “High levels of housing stress and poor aff ordability can undermine social cohesion and community bonds and also impacts the local economy by reducing the potential labour supply.

“NRAS is one of the many strategies that can mitigate that impact.

“Both council and the taskforce have worked to strengthen partnerships with the State and Federal governments to improve aff ordability in the region and we encourage the government to consider the need to increase the amount of aff ordable housing on the Sunshine Coast when assessing applications.”

Banking reforms introduced

Last Sunday, the Gillard Government announced its approach to creating a better banking system with a package of reforms. Th is includes three

broad streams of reform to empower consumers to get a better deal, to help smaller lenders put more competitive pressure on the big banks, and to secure the fi nancial system so it can continue to provide a sustainable fl ow of credit to households and businesses.

Deputy Prime Minister and Treasurer Wayne Swan says this strategy will also apply to the big banks. “We’ve worked carefully and methodically with our fi nancial regulators to develop a package of reforms that will be eff ective and enduring, and won’t let the big banks off the hook.

Th ere’s no silver bullet here – the challenges fl owing from the global fi nancial crisis can’t be solved overnight – but we’ll keep working hard to give all Australians a fi ghting chance.”

To empower comsumers to get a better deal, the competitive and sustainable banking system will:• Ban exit fees outright on new home loans from

July 1, 2011 • Boost consumer fl exibility to transfer deposits

and mortgages• Introduce a mandatory key fact sheet for new

home loan customers• Empower the ACCC to prosecute anti-competitive

price signalling• Fast-track legislation to get a better deal for

Australians with credit cards • Launch a national community awareness campaign

to empower consumers in banking• Set up a taskforce with the Reserve Bank of

Australia to enhance ATM competition reforms.

To support smaller lenders so they can put more competitive pressure on the big banks, the strategy will: • Build a new pillar in the banking system based on

the combined competitive power of our mutual credit unions and building societies

• Confi rm the Financial Claims Scheme as a permanentfeature of our fi nancial system, to secure critical deposit funding for smaller lenders

• Introduce a further $4 billion investment to support the Residential Mortgage Backed Securities (RMBS) market, which many of our smaller lenders rely on to make cheaper loans

• Accelerate the development of a ‘bullet bond’ structurefor RMBS issuance to strengthen and diversify RMBS funding for smaller lenders.

To secure the long-term safety and sustainability of the Australian fi nancial system, the strategy will: • Allow all banks, credit unions and building societies

to issue covered bonds to broaden access to cheaper, more stable and longer-term funding, and harness our national superannuation savings to domestically fund more productive investment in our economy

• Develop a deep and liquid corporate bond market bylaunching the trading of Commonwealth Government Securities on a securities exchange, to reduce our reliance on off shore wholesale funding markets.

“Th e Gillard Government has worked hard to help smaller lenders compete with the big banks by supporting their access to vital funding sources including our deposit and wholesale funding guarantees and our $16 billion investment in AAA-rated RMBS,” says the Treasurer. ”We’ve also introduced tough new laws to crack down on unfair mortgage exit fees – to ensure that customers can walk down the road and get a better deal. Th e mix of home types range from charming Queenslanders and post-war homes with ornate features and high ceilings, to more contemporary and modern brick or clad homes.

One Craig has listed at 26 Glenys Street, Nambour for $317,500 is surprisingly large and has three bedrooms, a modern bathroom, open-plan living and dining areas and a separate lounge and media room.

Nambour is a great value-for-money market and with the revamping of the town centre and the return of Coles, this Sunshine Coast hub is moving forward.

Play it cool There’s no reason why you should sacrifi ce looks for functionality and fun. We show you how to create a contemporary kids room where your child can grow up in style.

Even the most enthusiastic amateur interior designer can be stumped by how to create a stylish child’s

bedroom. How do you keep the room tidy and well-presented, but still provide your child with a fun, functional space that they’ll want to hang out in? It’s really not that hard. Th e contemporary bedroom is all about simplicity, and perhaps ironically, borrowing some ideas from the past.

Fantastic furniture Choose furniture in durable, natural materials – timber is best. Simple pieces not necessarily designed for children, such as chairs, drawers, wardrobes and chests

are fi ne in the kids’ room – cheap moulded plastic pieces in overbright colours will not do in a contemporary space. Keep the furniture simple and let the wall colours, toys and soft furnishings (which can be easily modifi ed and changed) express the child’s likes and personality. Buy quality furniture your child can grow up.

Nap timeBob the Builder, Spiderman, Dora and Barbie are great, but for a stylish contemporary kid’s room, stick to simpler styles and more muted colours in the soft furnishings. You like your bedroom to be a calming place to relax and sleep and kids are no diff erent. Organic natural fi bres are healthier and cleaner too and old-fashioned quilts and embroidered doona covers are great – there is a lot of choice out there for the style-conscious parent. Remember to layer with cushions and throw rugs – kids like a cosy bed as much as you do.

What’s in store?A large cupboard or built-in where you can establish diff erent levels of storage is probably all you will need in the room to pack things away. Inside the cupboard include drawers of various sizes, shelving and plenty of free space where you can put clear plastic boxes to arrange toys and shoes. Th e smaller the child, the

less hanging space you will need, so keep this in mind when planning the cupboard space – most kids clothes can be folded into drawers, but a shoe hanger is a great idea. On a free wall, pop up a few simple shelves to show off photos, precious toys and knick-knacks.

For art’s sakeKeep the wall colour the one shade and add fl ourishes with wall decals and stickers. You can buy blackboard stickers shaped like animals and a range of other great decals such as large animals and trees, fl owers and fairies which you can pop on the walls or the ceiling to add a bit of fun.

Keep it simpleCreate some ambience with a large fl oor lamp in the corner and a smaller lamp on a shelf– a simple design will do. Night lights are also a good idea – you can buy varieties that plug into powerpoints and automatically light up when the sun goes down. Babies and young toddlers love mobiles. Th ere are a range of inexpensive mobiles on the market – some made of paper or the lightest wood. Th ey look beautiful, are inexpensive to buy and the movement can be soothing, especially for little babies. Just remember, for safety’s sake, keep them well out of reach.

Play timeWooden blocks, old-fashioned toy soldiers, wooden trains and metal cars, teddy bears and simple dolls are perennial favourite toys. When buying new toys for the contemporary child, think about the kinds of playthings that baby boomers grew up with – no plastic in this room, though you can make an exception for quality products like Lego. And keep the electronic toys out of the bedroom for as long as you can. When packing away, have one box for each type of toy – stuff ed toys in one, Lego in the other, cars and trucks in a third.

Read all about itKids accumulate plenty of books and while a bookshelf is great when you’re an adult, keeping books tidy on a shelf in your child’s room might be asking too much – just watch your toddler try to grab one book and the whole lot ends up on the fl oor. Keep books in a toy box, too.

Season’s settingsMake your outdoor Christmas lunch a memorable one with these tips on decorating the table.

We’re lucky in Australia that Christmas falls in the middle of summer. Prawns and salads sit

alongside the traditional roast turkey and ham on the Christmas table. And with our fondness for outdoor living, many of us Sunshine Coasters will be eating Chrissy lunch outdoors. To make the day really special, don’t forget to decorate your outdoor table with as much care as you would with the one inside.

When designing any table setting, remember the basics of good design. Pop the dinner plates about two centimetres from the edge of the table with the knife on the right (blade side in) and the fork on the left . Glassware is placed above the plate on the knife side. Don’t skimp on crockery and cutlery with bread plates and butter knives, spoons for dessert and forks for salads. Place a folded napkin on each plate, then top with the bread plate to give the setting height and interest.

Summer has arrived and it’s time to spend more time outdoors, but if your backyard isn’t enticing you out

of the house, there are things you can do – it’s pretty easy to create an inexpensive tropical garden in a weekend.

Th e tropical garden is all about layering – lush green plants against natural stone and wooden architectural elements look great. To start, section off parts of your garden and create a variety of plant beds in various sizes and shapes. You can use old wooden sleepers or rows of rocks to separate your various plantings.

When choosing plants,

go for broad-leafed varieties

Between the beds, lay down some simple stone pavers or a smooth pebbled path that meanders around the garden. Th e tropical garden is an informal one, so you don’t want the backyard to seem too structured – smooth fl owing lines rather than harsh angles are the way to go.

When choosing plants, go for broad-leafed varieties and mix it up so you end up with various layers of height, depth, colour and texture. Start off with a few large pandanus – they are slow to grow so buy the largest plant you can aff ord. Ginger and heliconias provide great colour, but they do require a bit of love. Agaves make the perfect undergrowth and they multiply, so you’ll never be short of new plants. Yuccas are fashionable but very expensive. Dracena, cordylines, and foxtail and bamboo palms (which add that lovely rainforesty feel) are also made for the tropical garden.

Finish off with a few personal touches. A stone fi sh pond fi lled with lilies and a trickling water feature beside an old timber Buddha statue will make your garden look established. And a comfortable wooden bench scattered with colourful cushions surrounded by tealights or fairy lights will bring a touch of romance. But beware, you might never want to go back inside.
