ASSTT. COMMISSIONER
Mumbai Municipal Corporation is independent institution and Municipal Commissioner is the Chief
Administrative Officer of the same.
For the convenience of the Administration, Municipal Corporation is looked after by Addl.Municipal
Commissioner as City, Eastern Suburb & Western Suburbs. Further it is divided into 7 zones & 24 Ward Offices.
Each zone is supervised by Dy.Municipal Commissioner and Ward by Asstt.Commissioner.
Asstt.Commissioner of respective ward is working under the control, supervision & guidance of respective
Zonal D.M.C. / Add. Commissioner and he is responsible to his these superiors in day to day working of ward.
As per the staff chart shown there are 18 Sectional Head of the Ward working under the control of
Asstt.Commissioner out of them though Sectional Heads of Sr.No.7 to 18 of the chart are working under
Asstt.Commissioner of the ward but for policy matter of their sections they are responsible to their respective
departmental heads.
Duties & responsibilities of Asstt.Commissioner :- 1. To attend official meeting.
a) Meeting with M.C./A.M.C./D.M.C./Head of Department.
b) Attend Committee Meeting
c) Ward Prabhag Samiti
d) Time to time Special meetings with respective higher authorities.
2. Co-ordinate with all departments of MCGM including Government Departments.
3. Coordinate with all utility services.
4. Liaise with Head Office and other civic departments.
5. Submit monthly reports of progress of work in Wards to M.C.
6. Supervise central dispatch and dispose of watch cases and important papers received from MC, Addl.MC,
Jt.MC, DMCs, etc.
7. Help and encourage private companies to beautify traffic islands, gardens, rockeries, footpaths and also
provide road railings and sanitary conveniences.
8. Exercise supervisory control over all staff working in the ward, inspire and encourage them in their day to day
work and liaise with Central Agency works.
9. Supervise urgent demolition and encroachment removal work.
10. Arrange for the removal of debris in the Ward, irrespective of whether it is from a Central Agency, private party,
contractor or departmental work. If the contractor from the Central Agency falls to remove the debris, the
Assistant Commissioner has to remove the same at the cost of the contractor.
11. Recruit labourers in place of those who remain absent for desilting work.
12. Carry out desilting work at the risk and cost of the Central Agency contractor, if not done by him within 24
hours.
13. Employ daily labourers in place of absentees in the drainage section.
14. Arrange to have all statues installed in the Ward, cleaned every week and replace the missing or defaced
name plates of roads and municipal premises. Also arrange to remove all unauthorised hoardings, banners
and posters in the Ward.

15. Grant permissions for Circus, Fair, Lokanatya, Drama, Exhibition, etc.
16. Submit house collapse reports to the City Engineer (CE) in the prescribed form.
17. Submit reports about fallen trees and house collapses with complete details to MC through zonal DMCs.
18. As the planning officer of the Ward, the Assistant Commissioner should ensure proper development of the
Ward and propose suitable provisions in the Budget.
Delegation of Powers
Under the powers vested in under Section 152(1) of the Maharashtra Regional & Town Planning Act, 1966,
I, Shri S.S Kshatriya, Municipal Commissioner for Municipal Corporation of Greater Mumbai, do hereby appoint
Shri H.A.Kale, Assistant Commissioner, F/South Ward, Municipal Corporation of Greater Mumbai, under Section
152(1) of the Maharashtra Regional & Town Planning Act, 1966, to exercise and perform the powers and functions
of the Planning Authority throughout Greater Mumbai under the following sections of the aforesaid Act.

commencement certificate for carrying out development work with reference to
application received under section 44 of this Act and to take all actions
mentioned in the said provisions of Section 53.
52 To impose penalty for unauthorised development or for use otherwise than in
conformity with Development Plan.
53 To issue notice for unauthorised developments and to demolish unauthorised
building or work and to recover expenses incurred for the same from the owners
as arrears of land revenue and to take all actions mentioned in the said
provisions of Section 53.
54 To issue notices, to stop unauthorised development forthwith.
55 To issue notices to remove unauthorised development of temporary nature and
to remove the same on failure to comply with the said notice.

89 To evict summarily any person who continues to occupy any land which he is
not entitled to occupy under the final scheme. In case of opposition by such
person, to request to police authority to enforce such eviction.
90(1)(a) To issue notice and to remove or to pull down or alter any building or work
contravening the scheme in the area included in the scheme.
90(1)(b) To execute any work which a person, liable to execute under the scheme, delay
its execution.
90(2) To recover the expenses incurred under this scheme.
107 Recovery of net amount from the owner of the final plot under the scheme.
112 To levy penalty for removal of boundary stones.
135 To enter with or without assistance into or upon any land or building for the
purposes enumerated in Section 135(1)(a) to (e) of this Act.
142 To sanction prosecutions for any offence punishable under this Act or rules
made there under.

Section 68 the Mumbai Municipal Corporation Act, 1888, to exercise and perform the powers and functions of the
Planning Authority throughout Greater Mumbai under the following sections of the Act.

and functions conferred upon me my and under the Mumbai Municipal Corporation Act, 1888 do hereby under
Section 68 of the said Act, delegate to Shri Harshad Anil Kale, Asstt.Commissioner, F/South Ward, the powers,
duties and functions vested in me under the following section of the Mumbai Municipal Corporation Act.

The brief description of the said act are as follows :

Under Section 68 of the Mumbai Municipal Corporation Act as amended upto date, Asstt.Commissioner, F/South Ward, Shri Harshad Anil Kale, is hereby empowered to exercise, perform and discharge under control and subject to the revision of the Commissioner, the several powers, duties and functions conferred or imposed upon or vested in the Commissioner by the several sections, sub-sections and clauses of the said Act herein below mentioned. WARD EXECUTIVE ENGINEER
List of duties assigned to the Ward Executive Engineer.
1. Executive Engineer to be posted for ward will be designated as ‘’Ward Executive Engineer’’
2. He will be technical hand in respect of all civil works except water works in the ward.
3. He will work under Assistant Commissioner.
4. He will co-ordinate with various central agencies carrying out works within the ward limits.
5. He will get prepared the budget with proper scheme and planning to that required repairs to the
damaged is carried out.
6. He will ascertain that the quality and quantity of works carried are maintained.
7. He will scrutinize the estimates of various works of ward including slums after verifying 25% of
measurements for its correction.
8. He will sign/certify the measurement of the works carried out.
9. He will submit the proposal for the extension as and when required to Zonal D.M.C. through Assistant
Commissioner.
10. The power of sanctioning the extra/excess occurring during execution of various works will be
governed as per the circular bearing No. CE/30149/I date 1.4.2003 or any subsequent circular in this
regard.
11. He will review and monitor the progress of the works and take proper action for delays and
discrepancies in works.
12. He will prepare schemes and plan the various works to be carried out in consultation with Assistant
Commissioner / Ward Councillors / Concerned department.
13. He will get maintained the quarterly Appraisal Report of C.W.Cs.
14. He will get maintained pre work order register and post work order register so as to review and control
the works and issue the work orders timely after getting estimates prepared with due sanction.
15. The Ward Executive Engineer will scrutinize the unauthorised work / repair works, proposal etc. in
accordance with various policies and will submit the report pertaining in this regards to A.C.s
proposing suitable action.
16. He will be responsible to carry out the departmental works timely.
17. He will inspect the dilapidated buildings private as well as Municipal himself and will take proper action
like propping and evacuating etc. as the case may be and he will maintain record of the same.
18. He will give special attention to the departmental school repair works / housekeeping works and he will
monitor the Maintenance etc. he will inform the Central agency to carry out major repair works of
various properties / road / S.W.D.
19. He will get maintained the various approval copies received from Building Proposal Department so as
to check that the work is carried out with due sanction. However, he will have no say in other matters
pertaining to Building Proposal Department.
20. He will carry out cleanliness drive in Municipal Properties.
21. He will carry out any other duties assigned by M.C. / A.M.C. / A.C.

17 ASSISTANT ENGINEER (MAINTENANCE)
In the Ward Office set up Maintenance Deptt. is a very important deptt. under the control of
Asstt.Engineer(Maint) and Asstt.Engineer (Maintenance) is the Head of the Department.
Duties 1. To demand transport facilities for the works as per the request of Sub-Engg. /Jr. Engg.
2. To make arrangements for recovery with the help of Sub-Engg. or Jr. Engg. and to give machinery like
rollers on rent as per usual terms & conditions for smaller period (less than one week).
3. To check all major roads whether they are in order and to check that no drains are overflowing in the region
by taking 3 rounds in a week.
4. To be attentive to see that all the complaints are immediately cleared. Record books are to be checked at
least once in fortnight. To check daily diaries of the staff working under him once in a month.
5. To keep proper control over Municipal Funds through the help of head Clerk (Expenditure) and to see that
proper distribution of the same through concerned Sub-Enggs. so that the Sub-Engg. shall be responsible
for the use of said funds.
6. The orders passed by seniors shall be obeyed.
7. To check the unauthorised works in Municipal properties by himself & staff & to take action on dangerous
and dilapidated bldgs. responssibility. To make transit arrangement for the affected persons in the case of
building collapse & to make arrangements for their alternate accommodation.
8. To remove the unauthorised encroachments on roads & drains with the help of S.E. & J.E. or to remove the
small unauthorised encroachments with the help of the staff of Senior Inspector of Licence.
9. To clear all the proposals of setbacks received.
10. Supervision is the base of good governance, hence, Sub-Engg. Maintenance shall supervise the works of
staff as listed below :-
a) Departmental works in progress or the works carried out by Petty Works Contractors.
b) Position of funds under different heads.
c) To produce all sorts of requisitions, bills, remittances in time.
d) Major repair in Municipal properties.
e) Collection of pending requisitions & revenue.
f) Samples of works & materials (at least once in a month)
g) Supervision of labourers / staff musters for the checking of the attendance in time and to see that
wrong entries are avoided.
h) To supervise the documents/registers regarding all sets of leaves, service records, and heavy
materials and to check for its proper maintenance. To see that actions are taken in time about the
same and to inspect the Court cases and to see that the orders passed are complied in time.
i) To search the reasons and to see that the improvement action is taken in time as regards frequent
chocks & overflowing drains.
11. To act in time regarding propping of dangerous Municipal properties, to fence them or to demolish the
same. To issue demolition notices on production of orders from Executive Engg. (Spl.) or Senior Officer.
18 12. At least 20% checking of the P.W.C. bills and the material supplied in the quantities. To chock
the estimates of repairs of Municipal properties, drains & roads repaired by S.E. & J.E.
13. To procure notices under various sections of M.C.G.M.Act, to prepare and serve the same to concerned
immediate further necessary action.
14. To check the work registers of Sub-Engg. and other staff at least once in a month.
15. To visit all major works in their regions at least once in a week.
16. To supervise the works of repairs & cleaning of the properties in the work jurisdiction of Estate Deptt. and
Estate properties and other Municipal properties like Schools & Hospitals.
17. To contact Law Officer or his Legal Assistant regarding the Court Cases admitted by M.C.G.M. in the Court
and the cases against M.C.G.M.
18. To vacate the dangerous M.C.G.M. buildings with the help of Police.
19. To visit the works where workers are working and to check the attendance register.
20. To co-ordinate with the central agency regarding major repairs to Municipal properties and maintenance of
major roads and to suggest improvement in drainage & storm water drains.
21. Cleaning of flooding spots, major nallas, closed drains, storm water drains, water entrances shall be get
attended through the Central Agency of concerned deptt. (Storms water drains maintain & functioning).
22. To attend the ward committee meeting taking place in the Ward Office

(Maint.), F/South is hereby empowered to exercise, perform and discharge under the control and subject to the
revision of the Commissioner, the several powers, duties and functions conferred or imposed upon or vested in the
Commissioner by the several Sections, Sub-Sections and Clauses of the said Act herein below mentioned :-

ASSTT.ENGINEER (BLDG. & FACTORIES) Asstt.Engineer (Bldg. & Factory) of the ward work as per Mumbai Municipal Act, 1888, Maharashtra
Regional & Town Planning Act, 1966 and Development Control Rules. His work includes issuing permissions to
construction/repairs works of minor nature, permit to new factory unit and it’s renewal, identify dilapidated buildings
and take legal actions, provide help in case of building collapses or landslides and keep check on unauthorised
constructions and unauthorised factory activities. Powers are delegated to Asstt.Engineer (Bldg. & Factory) of the
ward to do his duties as per section 68 of Mumbai Municipal Corporation Act, 1888 and section 152 of MRTP Act.
Asstt.Engineer (Bldg. & Factory) of the ward is responsible to Asstt.Commissioner of the Ward and Zonal
Dy.Municipal Commissioner for day-to-day work of the department in respect of Administrational and policy work.
He is also responsible to Ward Executive Engineer in respect of political and technical matters.
Asstt.Engineer (Bldg. & Factory) of the ward is assisted by Sub-Engineers (Building Section) and Sub-
Engineer (Factory Section) and these Sub-Engineers are assisted by respective Junior Engineers of the
department, to execute daily work. Respective building Mukadams help Junior Engineers of the department.
Factory clerk helps Sub-Engineer (Factory Section) for clerical work and keeping factory section’s records.
Asstt.Engineer (Bldg. & Factory) of the Ward executes following duties/works from his staff working under his
control :-
1. Issuance of Repair permissions to locate structures in private premises.
2. Issuance of repair permission to hutments prior to hutments prior to 01.01.2005 in notified slums.
3. Issuance and renewal of factory permits.
4. Issuance of permissions to loft, cabins, balcony enclosures, erection of temporary structures (e.g. Pendals,
Monsoon sheds, etc.) in private premises.
5. Inspection of private dilapidated buildings and taking legal actions including propping or demolition of
dilapidated buildings.
6. Providing help in natural calamities, landslides, building collapse incidents in case of private premises.
7. Taking legal action on unauthorized construction works and unauthorised change of user in private premises.
8. Taking legal action on nuisance (e.g. leakage of water in buildings) in private premises.
To execute above mentioned works Mukadams, Junior Engineers and Sub-Engineers inspect their
respective sub-sections and report to the Asstt.Engineer (Bldg. & Factory) of the ward. Based on these reports,
further necessary actions are taken by the Asstt.Engineer and the Asstt.Commissioner of the ward and under
guidance of the Ward Executive Engineer (Special) in case of technical matters.
In case of court cases, Asstt.Engineer (Bldg. & Factory) of the ward co-ordinates with the Legal department
to vacate stay and make correspondence to that effect.
Following registers are maintained by the office of the Asstt.Engineer (Bldg. & Factory) of the ward :-

2. Detection Register for records of unauthorized works detected as per complaints or departmentally.
3. Notice Register for notices issued under section 351, 354(A) and MRTP notices.

Above mentioned registers are the main registers of the department. Besides these registers, other
registers are maintained separately for monsoon shed permissions, Pendal for election/festival etc., Audit, etc.
Asstt.Engineer (Bldg. & Factory) of the ward executes his works as per provisions of Mumbai Municipal
Corporation Act, 1888, MRTP Act, 1966 and Development Control Rules. Although there is no specific target
outstanding for the department, as the work of the department is based on the repair applications received and
unauthorized works, review of the departmental work is carried out by Higher Officers time-to-time and in review
meetings.

ASSTT.ENGINEER (ENVIRONMENT) The duty list of the Asstt.Engineer (Env.) working in Wards is as under :-
1. The Asstt.Engineer (Environment) will report to Asstt.Commissioner in respective Ward for administrating
purposes and to the Executive Engineer (Environment & Transport) of the zone for technical purposes.
2. Day to day operations and maintenance works of SWM Section alongwith improvement schemes
introduced time to time.
3. Periodical cleaning, maintenance and operation of drainage system i.e. sewer lines and other
appurtenances of sewer networks, inspection and identifications of defects in the sewer network affecting
its smooth functioning including street connection and other related works.
4. (A) In respect of City Wards of Zone-I & II and A.E.(Env.) shall be responsible for periodical cleaning of
SWD lines and other appurtenances of SWD networks, inspection and identification of defects in the
S.W.D. networks affecting its smooth functioning including street connection lateral and other related works
in City area.
(B) In respect of E.S. & W.S. i.e Zone-III to Zone-IV, A.E.(Maint.) Civil shall be responsible for periodical
cleaning of SWD lines and other appurtenances of SWD networks, inspection and identification of defects
in the S.W.D. networks affecting its smooth functioning including street connection lateral and other related
works in City area.
5. Enforcements of various actions related to SWM, Drainage and SWD system and as per various sections
i.e. 61(a), 227, 228, 229, 257, 258, 260, 368. 372 of MMC Act.
6. Remedial work related to Sewerage network and repairs, improvement of SWM Section in respective Ward.
7. A.E.(Env.) in Ward shall approve estimate upto Rs.3 lakhs and execute the work of SWM and Sewerage
related on sanction of Competent Authority. For the work beyond 3 lakhs, the proposal will be scrutinized
by E.E.(Main Sewer) / E.E.(Civil) S.O. for Sewerage works and by E.E.(Env.) for S.W.M. works in
respective wards.
In respect of City wards of Zone-I & Zone-II, the proposal of S.W.D. works initiated by A.E.(Env.) will be
scrutinized by E.E.(O&M) S.W.D. and the work will be executed by E.E.(City) O&M.
8. Day to day maintenance of Electrical & Mechanical equipment and installation of Municipal properties,
tenements in Ward.
9. Co-ordination with various department viz. Ch.E.(SWM), Ch.E.(S.O.), Ch.E.(M.S.D.P.), Ch.E.(SWD),

10. A.E.(Env.) shall scrutinize the proposal in respect of P.S.C. blocks on pay & use basis operated and
maintained by the N.G.Os. The periodical inspection & enforcement of actions against the N.G.Os. found
not maintaining the P.S.C. blocks in proper manner.
11. The duties, responsibility and powers already allocated to AHS / Supervisors / J.O., S.E.(Drainage),
S.E.(Elect.) shall remain unchanged and they will work and report to A.E.(Env.) in respective ward.
Under section 68 of the Mumbai Municipal Corporation Act, as amended upto date, Assistant
Engineer (Environment) is hereby authorised to exercise, perform discharge the several powers, duties and
functions respectively conferred and imposed upon and vested in the Commissioner for Brihanmumbai
Mahangarpalika by the several sections of the said Act, mentioned hereafter.

MEDICAL OFFICER HEALTH
Services given by MEDICAL OFFICER OF HEALTH, F/SOUTH
1. Registration of Birth and Death –
The registration of Births and deaths in F/South Ward area is done as per provisions laid
down under the ‘Registration of Births and Deaths Act, 1969’. The reporting as well as registration
for births, still births and deaths has been made compulsory. The act lays down that the information
about live births/still births and deaths should be given to the Registrar/Sub-Registrar i.e. Medical
Officer of Health, F/South in the respective forms prescribed for the purpose within 21 days from the
date of occurrence of the event.
It is the duty of Medical Officers of Medical Institutions (Municipal Government and Private)
to report to the Sub-Registrar i.e. Medical Officer of Health, F/South in the prescribed form about the
birth (still births / deaths) that takes place in their institution. Delay in reporting involves payment of
late fees and compounding charges for registration in addition to production of documentary
evidence such as affidavit made before notary or order from the Metropolitan Magistrate. (As the
case may be).
Correction in birth/death Certificate (Erroneous entries) can be done after production of at
least 2 documents which are prior to the date of event of birth or death. “Declaration” made by 2
credible persons is required along with above documents.
No cause of death will be mentioned in the Certificate of death as per provision of RBD Act.

3. Permission to removal of dead body out of limits of Mumbai –
This permission is issued at the office of the Executive Health Office in his office between 10.30
A.M. to 5.30 P.M. during any working days and also by office of Medical Officer of Health, F/South between
8.30 A.M. to 11.30 A.M. & 3.00 P.M. to 5.30 P.M., during any working days (i.e. except Saturday afternoon
and holidays / Sundays). Permission for removal of dead bodies by motor vehicle or places which can be
reached within 24 hours from the time of death is also granted by the heads of the Municipal hospitals.
Such permission is also issued during non-working hours and on Sunday and Holidays by the Medical
Officer on emergency duty at the Municipal General Hospitals. E.g. K.E.M. Hospital and Kasturba Hospital.
4. Pre-conception and Prenatal Diagnostic Techniques Act –
Under this Act of the year 2003, Medical Officer of Health of F/South Ward has been appointed as
Appropriate Authority. Under this act, all Genetic Centers / Genetic Counseling Centers / Genetic
Laboratories / Ultrasonography Centers / Imaging clinics etc. are required to be registered.
5. Food Sanitation and Adulteration of food Act –
Food sanitation comprises control and supervision over the food premises where articles of food are
manufactured / prepared, stored and kept of sale. The control is exercised by enforcing a license under
Maharashtra Prevention of Food Adulteration Act, 1962. Licenses given under this Act, stipulate conditions
for hygienic maintenance of such trade activities. Control is exercised by implementing provisions under
Prevention of food Adulteration Act, 1954 and rules there under.
6. Control over trades under Mumbai Municipal Corporation Act –
Trades mentioned under schedule ‘M’, of Public Health Department, e.g. Eating houses, Bakery,
lodging houses, Sweetmeat shops, Panpatti shops, etc. are issued trade licenses under Section 394 / 412A
of Mumbai Municipal Corporation Act. The control is exercised by enforcing a licence under Mumbai
Municipal Corporation Act.
Cinema theatres and Drama Hall etc. are controlled by Police Department by imposing licence
under the provisions of “Maharashtra Cinema Regulation Act, 1953 and Rules for licensing and controlling
place of Public Amusement 1960”. Health department issues, “No Objection Certificate”, by ascertaining
maintenance of requirement from Public Health point of view at the time of issue of new licences as well as
at the time of renewal of licence every year by Police Department.
Destruction of unwholesome and exposed food kept for sale by hawkers and shopkeepers is done
by carrying joint raids by Junior Oversear (Food Destruction) of Medical Officer of Health, F/South Office
who works under the control of Supdt. of Licenses with a view to preventing food borne diseases.
7. Registration of Nursing Homes –
Such establishments require license under the provisions of the Bombay Nursing Home Act, 1949
and the rules there under. Such permission is given by Medical Officer of Health, F/South after obtaining
sanction from Assistant Health Officer of Zone-II. For ‘Change of user’, “No objection Certificate” of
Executive Engineer (Building Proposal) is required.
42 8. Malaria Control –
Under National Malaria Eradication Programme, Malaria staff working under Medical Officer of
Health, F/South office carries out ‘Active surveillance’, by covering specified areas. They visit the houses
for collection of blood slides of fever patients and for giving ant malarial tablets. After examination of the
blood slides specified treatment is given to the patient and a report is sent to Pest Control Officer of F/South
Ward.
9. Health Posts –
In F/South Ward there are 7 Health Posts. In these health posts, guidance is given for spacing of
births, distribution of tablets for family planning, “Copper – T” insertion and other family planning and
welfare works. Guidance and help is also given for Sterilization Operations for male (Vasectomy) and
female (Tube Ligation). Immunizations are given to children under 5 years of age. The staff of Health Post
organizes camps in area of their area of jurisdiction, for giving immunization for giving doses of Vat A (For
‘Night blindness’), for distributing tables for ‘Iron deficiency anemia’ etc. (free of cost). Also under National
Leprosy Eradication Programmer, Anti leprosy tablets are given free of costs. The programmes like Pulse
Polio and other programmes advocated by Central / State Government are also organized / launched.
Community training is given by health post staff by distributing poster, leaflets and other material etc. by
which health messages are spread in the community. Under ‘Information Education and Communication’
activities like Health talks, meetings, community talks, group talks / discussions are also held by which
community is made aware of and dealing with their and community’s Health problems etc.

Assessment & Collection Deptt. is the major pillar of Municipal Corporation for collecting revenue.
As per M.M.C.Act 154 the “bldgs.” and “Land” in the jurisdiction of Municipal Corporation of Greater
Mumbai are assessed & property Tax, Theatre Tax, M.T.O.B.Tax is levied and collected by Assessment Deptt.
on each ward level.
The working of Assessment Deptt. is controlled under the Supervision of Ward A.A. &C /Dy.A. &C (Zonal)
and A & C.
The Municipal Election Branch is a branch of Assessment & Collection Deptt. & functioning for conductions
Municipal General / By Elections of the Councillor.
There are two wings in each administrative Ward via Indoor & Outdoor Section Ward Supdt. is the in
charge of and responsible for Outdoor Section.
WORKING OF INDOOR SECTION To issue half yearly Repair Cess bill, yearly Property Tax bills & M.T.O.B. bills, to take action against the
defaulters such as levy of penalty, attachment , auction sale etc., to refund excess payment or double payment if
admissible, Authentication of Rateable Value, Preparation of Administrative Report, to furnish Statistical
Information. Proposals for deletion of water tax & sewerage tax, SRA & SRD 33(7) & 33(10), telescopic
concession and exemption from property etc.
Issue of Form I Extract, Inspection Extracts, No Objection Certificates, Category Certificates, First date of
Assessment of the property, duplicate bills of property taxes. Put up Tabulated Ward Reports and receive
complaints thereupon. Audit Notes & General Correspondence as per provisions of M.M.C.Act.
WORKING OF OUTDOOR SECTION Outdoor staff takes posting of bills paid at C.F.C., service of bills, Notice of demand, Penalty Notices in the
respective Bill Books of Property Tax and Repair Cess which are maintained every year. In case of defaulters, for
260 for penalty notices and attachments are submitted. Papers / RTI applications pertaining to P.T. / R.C. are
disposed off within time limit, as well as replies to the M.C.A. / Govt. Audit notes submitted.
As far as executive duties are concerned, Outdoor staff attends field work, prepares a list of buildings
containing taxable premises including their proportionate Rateable Value by inspecting the premises / Buildings.
The tax payers are contacted and persuaded for payment of taxes, arrears, outdoor staff serves Special Notices
wherever the annual letting value of the property is proposed to be revised and service of complaint intimations
where the property owner has objected to the proposed revision of R.V. of the property.
All these duties are performed under the Supervision of Dy.Supdt. / Supdt. of the ward.
Over and above, staff members are engaged in assisting Election staff and Census authorities whenever
necessary.
WORKING OF ASSESSMENT DEPARTMENT
To make collection of property taxes to achieve the target contemplated in income Budget of the
Corporation maximum efforts are initiated by the Ward Staff. To issue property tax bills under Section 154 of
M.M.C.Act, to serve notices of Demand, Penalty Notices, Attachment Schedule and the work connected therewith,
50 to refund the amount on account of vacancy, excess payment etc. by obtaining sanction from Higher
Authority, To levy/delete Sewerage Tax / Water Tax as per provision, Issue N.O.C. for tax payment etc. activities
are performed under the Supervision of Head of the Deptt. or Assessor & Collector. Daily collection Abstract is
prepared by Asstt.Supdt. and his staff and remitted to Cash Section. Transfer of property applications made to the
Zonal Deputy Assessor & Collector are disposed off after proper verification & scrutiny at Zonal level. M.T.O.B. is
also imposed and collected by the Assessment Deptt. While disbursing the activities appropriate sanction is
obtained from the Higher Assessing Authority.
Duties attached to the post of Asstt.Assessor & Collector in the Assessment & Collection Department
1. General Administration, Supervision & Control over the function of his ward in relation to the working of the
Assessment of Properties & Collection of Property Taxes & Government Taxes.

52 ADMINISTRATIVE OFFICER (ESTATE) Estate Department is an independent department under supervision of Assistant Commissioner (Estate) of
Municipal Corporation of Greater Mumbai. The rent recovery of Estate property is recovered through
Administrative Officer (Estate)’s supervision at Ward level.
The Administrative Officer is in charge of Estate properties with their staff Rent Supervisor, Junior Project
Officer, Rent Collector as an Outdoor staff at F/South Ward and Head Clerk, Clerks are there to look after Indoor
proceedings. The job duties of all staff and particulars are described as under.
The Rent Supervisor should recovery the rent under his supervision through Rent Supervisor of F/South
Ward Estate properties. To guide staff according to their requirement to keep control on their work. To assist
regarding Estate departments proceedings to Assistant Commissioner and Dy.Municipal Commissioner. To
transfer the room after verification of documents and proper recovery thereof. To prepare first Information report
regarding disputed properties prior to submission before Hon’ble Court. To solve the difficulties and complaints of
tenants and to make the staff perform their office duties regularly. To submit the Reports and Annual Reports
expected by Superiors accordingly etc., Also to take action regarding unauthorized work and take action according
to Act 105-B.
The Rent Supervisor is working under Administrative Officer (Estate) and Rent Collectors are working
under them. To control the Rent recovery work properly. To guide Rent Collectors in their work. To submit the
proposal of transferring properties after verification of legal documents. To submit the Legal reports and to be
present whenever disputes proceedings process before court. To help Administrative Officer to visit and inspect
the Estate properties whenever require and submit the report. To take action on unauthorized work. To inspect
the tenements and to take action on sub-let of property. To solve complaints made by tenants. To process and
prepare report expected by Authorities and submit before them. To take charge of tenements. To prepare
redevelopment proposals and submit them etc. duties of Estate departments are performed by them.
The Rent Collector is working under Rent Supervisor. To recover the rent of Estate properties and remit
the same to Municipal Treasury. To issue Notice to the defaulters and take action against them. To submit reports
as well as information about the Estate properties to Rent Supervisor and inspect the property regularly and submit
report. To report about unauthorized work and take action against them. To take over and handover Municipal
tenements. To take action as per M.M.C.Act 105-B. To process transfer documents after due verification and
submit the same to superiors. To solve the queries and take action against the complaints of tenants. Thus, the
duties are performed as per directions of Senior Authorities.

54 ADMINSITRATIVE OFFICERS (SCHOOLS)
Administrative Officer (School) is such a Head of Section on whom the responsibility of Municipal Primary &
Upper Primary Schools of the ward is entrusted. The A.O. (Schools) is answerable to the Education Officer.
Nevertheless he is expected to be in close contract with the Asstt.Commissioner of ward and carry his work and
also expected to submit the reports to him from time to time. Similarly for the maintenance of Municipal Schools
and in regards to Municipal Schools housed in private buildings he has to act upon the Landlords in co-ordination
with the Asstt.Engineer (Maintenance) and Asstt.Engineer (Bldg. &Factories).
There are 44 schools and they run through 7 mediums under jurisdiction of Administrative Officer (School)
F/South Ward. These schools are housed in 22 buildings.
The functioning of the Administrative Officer (School) is as under He exercises supervision on Schools and Officer Work. He attends the meeting of the Superiors. In
connection with the repair works he accomplishes such tasks in co-ordination with the Ward Officer. He
implements in schools the activities like Balakotsav, Tree Plantation, Cleanliness Campaign and Offer Govt.
Projects. He carries on duties such as giving away Scholarship Money to the School Employees giving uniforms to
the IV Class employees and supplying Educational Aids/Materials to the schools. To give admissions to the new
children when schools re-open and to motivate school children to participate in cultural program are some of the
functions of A.O. (School). Regarding the thefts in schools or accidents he urgently establishes contacts with
Superiors and executes them accordingly Solid Articles, broken wooden furniture, torn and unusable library and
text books, answer books are allowed to be written off from Dead Stock register after getting them verified by the
Officers Concerned and making arrangement for carrying such things away. Science Laboratories are also run in
Schools. The A.O. (School) gets various tasks of Sarva Shiksha Abhiyan Project completed.
The contingence money given to the office of the Administrative Officer (School) is disbursed to the
employees after sanctioning their travel expenses and other expenditure bills. The A.O. (School) sanctions and
sends school electricity bills, Water Bills and property bills to the higher officers for the approval. He conducts
meeting of complaints redressed committee in the office and get those complaints redressed.

with the other officers in the ward and execute such repair/maintenance work as per the instructions of the

papers is getting done under the Supervision & guidance of Asstt.Comm. / Office Supdt. A) Complaint Officer
He is primarily concerned with the complaints regarding Ward Civic Services received from members of
Public, Councilors and other dignitaries either directly or through Central Control Room.
He drawn fixed conveyance allowance for field work.
INDOOR:-
1. To receive complaints in the office directly from public and councilors and to register them in the Complaint
Register.
2. To deliver the complaints to the concerned departments in the Ward for compliance.
3. To obtain compliance reports from the respective departments.
4. To reply complainants in cases of written complaints.
5. To inform the councilors and such other officials required to attend the meetings of D.M.C. with Councilors.
6. To make reference to the concerned departments wherever the matter pertains to agencies outside the ward
for compliance and to obtain compliance report.
7. To persuade the concerned officer to expedite the report whenever complaints are not attended a timely.
8. To submit reports to Central Control Room regarding disposal of complaints received from them.
9. To prepare minutes of meetings of D.M.C. s/ A.M.C./ M.C. / Mayor and other dignitaries.
10. To collect, consolidate and submit reports of compliance in respect of various meeting.
11. To ensure co-ordination amongst different departments whenever the Complaint pertains to more than one
deptt.
12. To guide the members of the Public whenever they approach for any help concerning Ward matters.

and prepare draft report thereon.

D.M.C. and prepare draft reports to respective authorities.

RESPONSIBILITIES
To ensure that the complaints received by him either directly or through Central Control Room are
redressed.
B) Establishment Section :-
The administrative work in progress as per provision of M.M.C.Act, Municipal Service Rules, Provident
Fund Rules, Pension Rules and as per provision of Industrial Dispute Act, Minimum Wages Act, Employees
Compensation Act, Gratuity Act as and when required.
1) Establishment Schedule - To prepare necessary yearly Establishment
Schedule by taking into account increase & decrease of different posts and to make necessary budget
provision for the year on account of expenditure for wages and allowances.
To get the approval of Competent Authorities by presenting necessary proposals if there is
requirement of additional staff.
2) Maintain Attendance of Staff.
3) To scrutiny of leave applications for certification, sanction etc.
4) To get the approve for yearly increments.
5) Monthly Wages Pay sheets – As per the establishment date provided by the establishment clerk within
specific time period the required monthly pay sheets of the respective staff Section wise / Paysheet code
59 wise prepared on Computer (by taking into account of time to time leave, transfer,
promotion and reservation) by Master creating forms.
After receipt of monthly pay sheets from Computer Department before allowing actual payment
those pay sheets are sent to respective Account Office along with effective reports where in instruction for
with holding or allowing payment to the respective employee are given. Accordingly, respective employee
is getting his monthly payment through his respective bank account.
The monthly pay bills of Suspended employees, part time employees & khada badalee employees
are being prepared manually by the Establishment Staff of Ward.
Preparing monthly effective report of the staff on duty, by taking note of their transfer, removal,
reversion or promotion etc.
6) On proper sanction to prepare pay sheets for Advance Leave Salary, Encashment of Leave, Leave Travel
Assistant etc.
7) Making correspondence in case of enquiry of the respective staff as per guidance of the Administration /
Sectional head or Enquiry Officer as the case may be.
8) To maintain service record of the respective staff and get the same audited as and when required.
9) To work out claim under Workman Compensation Act as and when required.
10) To make correspondence with Labourer Officer whenever required.
11) To prepare overtime wages bills whenever applicable.
12) To prepare final claims of the employee such as Superannuation Pension Claim, Voluntary Retirement
Claim, Provident Fund Claim to get necessary payment to the ex employee as early as possible.
C) Expenditure Section
The main work of this section is to certify the bills and pay the amount. The procedure is as follows –
1. To make provision in the Budget Estimate. This provision is recurring and non-recurring both.
2. To make liability for the indent for purchase of proposed works.
3. To submit indent and give work order.
4. To certify bills, abstract.
5. To maintain record of departmental work. To make abstract of expenditure of labour, material and
supervision.
6. To prepare proposal for supplementing fund.
7. To work in consultation with Asstt.Engineer (Maintenance) and Asstt. Accountant about departmental work
and P.W.C. Work.
8. Table of expenditure of liability register.
9. To keep balance sheet of last years expenditure and current year recurring expenditure of telephone and
electricity, so that the double payment will be avoided.
D) Revenue Section
This section does the works of collecting revenue by giving the receipt of rent, licence, factory permit,
Birth & Death Certificate fees etc.
This section gives the permits and licence as follows.
2. Trade license of Licence & MOH Deptt. under section 394 of B.M.C.Act.

7. Prepare permission letter for construction of temporary mandap for Ganesh Festival, Navaratri and other
religious activities.

E) Despatch :-
To give facilities to the tax payers the dispatch section is working in C.F.C. & its working is as detail given
below :-
1) To accept the letters from the citizens directly or by post as well as to accept the papers from the other
offices of the Corporation. The important papers letters to be distributed departmentally after marking the
papers to the notice of the Asstt.Commissioner. To send the papers with the printouts to the different
departments after taking note on the Computer.
2) To send the letters of the different department by post & to maintained postage register & the account of
postage stamp for the same.
3) Arranging the meetings for the action of the pending Audit notes.
F) Citizen Facility Center :–
The C.F.C. in ward office is started from 23.01.2004 to provide different civic facilities to the tax payers
citizens easily & without delay the said C.F.C. is situated on the ground floor. C.F.C. works under the control of
Asstt.Commissioner & the Supervision of Office Supdt. with help of Supervisor C.F.C.
There are three windows in C.F.C. Cash Section for accepting the cash. On three windows as per the
one windows Scheme all kind of Cash/Cheques are accepted departmentally e.g. All type of permission fees,
different deposit, Mandap permission fees & deposit for Reinstatement of Trenches. The deposit fix for the
tenders, the amount recovered from the different contractors. The Birth & Death Certificate Fees, Property
Tax, Ground Rent etc. The amount /Cheques under the Budget ‘A’ are accepted. The computerise receipt are
issued for the amount/cheques accepted and such amount/cheques are remitted to the Municipal Treasury
after tallying of account daily.
The counter of the birth & death certificate as well as the issue fees of Shop & Estt., Licence, is working
from 9:00 am to 1:00 pm in C.F.C. for the facilities of the citizens.
The working of the cash windows of C.F.C. is from 9:00 am to 1:30 pm.
For accepting the water charges under Budget ‘G’ the provision of separate window has been maintain on
the First floor of F/South Ward Office.
The Dispatch Section is working in C.F.C. & the applications from the citizens, reference postage, papers
of the office work are being accepted in dispatch section & the acknowledgement of the same is being given.
61 The working time of the C.F.C. for the citizens is from 10:30 am to 5:00 pm.
G) Slum
The activities of Head Clerk (Slum) working in slum indoor, section of Colony Officer Deptt. under Colony
Officer are as under :-
1. To prepare record of 1995 Photo passes & noting of up to date recovery with the help of used Receipt Books
daily.
2. To issue Receipt Books, I Cards & Holograms to Rent Collector & keep up to date record of the same as and
when required.
3. To check the Receipt Books used for daily collection, prepare Remittance Statement to remit the daily cash
collection to Municipal Treasure and take up to date noting of the same in concerned registers daily.
4. To take noting of transfer & conversion cases in Demand Registers & send them to Account Officer’s Dept. for
verification whenever cases received.
5. To maintain daily dispatch.
6. To keep the record of M.C.A.’s Audit Note and forward the same for necessary action and note the recovery of

63 PEST CONTROL OFFICER
Pest Control Department works under the Control of Insecticide Officer. Insecticide Officer decides policies
and at ward level the work methods are implemented under the guidance of Pest Control officer. Though the
department is entrusted for the control of all types of pest, the priority is given to control breeding places of
mosquitoes which are responsible for Malaria Transmission, for that under the administrative control of Asstt.
Commissioner of ward, Pest Control Officer works as a Liaison Officer of Insecticide Officer.
Duties :- 1. To formulate the plan of work for the control of insect pests and to organize the work in the ward.
2. To direct and guide the staff under him in day to day work.
3. To keep the ward area under constant surveillance to know the sites of Mosquito breeding and Rat infestation
to enable to take control measures.
4. To organize and execute at control work in the ward according to seasonal variations in the pattern of work.
5. To organize & supervise antifly work; intensifying antifly campaign during monsoon months.
6. To organize and supervise insecticidal fogging work on the basis of the field inspections.
7. Monsoon actions, inspections, service of notices, accepting advances and rendering insecticide treatments for
control of mosquitoes in private/commercial premises during monsoon months/during the fair season on the
basis of actual inspection.
8. To attend to disinfestations of premises in case of epidemic spread of diseases like plague, cholera, typhoid,
polio, Diarrhea etc.
9. To survey and detect malaria vector species of mosquitoes in their larval and adult stages and to take
adequate measures for their control.
10. To organize and execute a focal indoor residual spraying in the locality as per specific orders from the
Insecticide Officer.
11. Attending ward committee meetings, etc.
12. To organize and execute indoor residual spraying according to the directive of N.V. B.D.C.P. (National
Vector Borne Disease Control Programme)
13. To participate in the filarial survey as and when required.
14. To procure and stock pesticides and spraying equipment and to effect control over the use of pesticides.
1. Field observations and supervision of ensuring effective kill of pests with optimum dosages
of pesticides.

17. The attending to complaints from the public and to direct instruct the staff for redressing their grievance
through the Public Redressal System at Civic Facility Centre.

The Licence Department has to play an important role in the ward wise set up of Greater Mumbai Municipal
Corporation. Nature of that role is as under:
There are two posts of Sr.Inspectors (Licence) in each ward i.e. Sr.Inspector (Licence) & Sr.Inspectors
(Encroachment). They work as Head of the Department in the ward working under Asstt.Commissioner. Nature of
work of each Sr.Inspector is separated as follows and both Head of Departments work under Superintendent of
Licence for plan of action.
1. Licensing Section: - In this section Licensed Trades and Storages are incorporated in Section 394 of Mumbai
Municipal Corporation Act appended to Schedule ‘M’ of Government of Maharashtra Gazette.
2. Advertisement Section :- In this section, as per section 328/328A, Advertisement boards/ Hoardings Sky sign
Boards, Glow sign/Neon Sign Boards, Posters Banners, Wall paintings and advertisements on mobile vehicles
are incorporated on Municipal road / footpath.
3. Stall Board Section (Projection Licences) :- In this sections, as per section 313(1)(b) (C) of Mumbai Municipal
Corporation Act, Weather frames – OHA, Stall boards, show cases, steps and rolling shutters on the frontage
of the shops are incorporated.
4. Hawkers Licensing Section : In this section, as per section 313(A) & 313(B) of Mumbai Municipal Corporation
Act, Licences granted for hawking on road / footpaths in terms of stalls, pitches, rowing handcarts, standing
handcarts, PCO’s and also licences granted for skilled works like cobblers & Hajams etc. are incorporated.
With reference to above, the Sr.Inspector(Licence) have to perform the following duties.
DUTIES : 2. To consider and dispose off all applications received for grant of licence under section 394, 328/328A,
313(1)(b) (C) under one window system / SAP System.
3. To take action against unauthorized Trades and storages, advertisements, projections, O.H.As. Weather
frames stall boards rolling shutters of the shops etc.
4. To take action against violation of terms & conditions of the licenses granted various sections such as sections
394, 328/328A, 313(1)(b) (C) & 313(A), 313(B).
5. To take action u/s. 394 & 516AA of Mumbai Municipal Corporation Act against dangerous storages.
6. To take cognizance of complaints received from citizens and take action and dispose off the said complaints.
7. To send offence sheets duly signed to Legal Department for lawful Court cases.
8. To renew licences and to take action against unrenewed licenses.
9. To attend Audit Notes received from Municipal Chief Auditor, take action and report compliance.
10. To attend meetings called by Asstt.Commissioner, Dy.Commissioner/Addl. Commissioner and Superintendent
of Licence, to collect required information for such meetings, to attend meetings called by Chairman of Prabhag
Committee and prepare information regarding agenda of such meeting.
11. To supply information to Legal Department in Court matters, to file affidavit and to attend court as per orders of
the courts.
12. To attend visitors during visiting hours and solve problems if any and give direction to such visitors.
13. To attend day to day correspondence and mark to Inspectors/Head Clerk (Revenue) for disposal and give
replies to the letters of the parties.

the ward to guide them as and when necessary regarding there work to check field books of outdoor staff and
to record confidential history sheets of such staff.
15. To attend and participate other work as per directions of the Asstt.Commissioner, such as cleansing
campaigns, take action with surveillance team to help in works during various festivals and other incidental
works.

Works of encroachment section working under Sr.Inspector (Encroachment) are performed as follows :-
Encroachment removal action is taken against unauthorised hawkers/stalls/Advertisement on roads and
footpaths under section 314 of Mumbai Municipal Corporation Act. For this work, in each ward, generally there are
two licence inspectors on lorry in morning and evening shift and in each shift with six workers on each Lorry and
one godown clerk for redeeming seized goods on scheduled charges. Sr.Inspector (Encroachement) keeps watch
on day to day work of this staff, takes cognizance of complaints received from citizens and to give the same to
Encroachment Removal Inspectors for taking suitable action, collects action report from Licence Inspector
(Encroachment) disposes off the complaints. Non-perishable goods which are not redeemed are auctioned by
public auction after forty days from date of action.
Sr.Inspector (Encroachment) arranges special mass removal action, implements hawking/non-hawking
zones in the ward as per direction of Hon’ble Supreme Court, files affidavits in court matters and attends court as
per direction of the respective courts, also attends meeting called by Asstt.Commissioner, Dy.Commissioner,
Addl.Commissioner and Superintendent of Licence, prepares information required in such meetings, attends
meetings arranged by the Chairman of Prabhag Committee and keeps ready information as per agenda of such
meeting, supplies information to three member committee regarding implementation of hawking/non-hawking
scheme. The Sr.Inspector (Encroachment) has to perform other works as per direction of Asstt.Commissioner
such as cleaning campaigns, take action with Surveillance team, to help in works during various festivals and other
incidental works.

72 SR.INSPECTOR (SHOPS & ESTABLISHMENT)
The particulars of the department, function and duties
The main function of the Shops & Establishment Department is to enforcing the provisions of the following
Labour enactment in area of Municipal Corporation of Greater Mumbai.
1. Bombay Shops & Establishment Act, 1948
2. Payment of Wages Act, 1936
3. Minimum Wages Act, 1948
4. Maternity Benefit Act, 1961
5. Workmen’s Compensation Act, 1923
6. Industrial Employment (Standing Order) Act, 1946
7. Child Labour (Prohibition and Regulation Act, 1986
The object of these labour enactments is to regulate the condition of work and employment in respect of
employees working in different categories of establishments viz. shops, commercial establishments, residential
hotels and restaurants, theatres and other public amusement centers, etc. The State Government exercises the
supervisory powers on working of the Acts through the Commissioner of Labour, Mumbai and other designated
officers as provided under Rule 16 of Maharashtra Shops and Establishments Rules, 1961.
The Senior Inspector has to process the applications received for registration under the Shops &
Establishment Act and he has to register the new establishment under the Shops & Establishment Act and renew
the registration certificate periodically. The Inspector appointed under section 48 of the Act not only acts as an
Advocate for the employees working in various establishments but also has to see that cordial relations are
maintained between the owner and the servant in the interest of smooth running of the business/trade or
profession. He is deemed to be a “PUBLIC SERVANT” within the meaning of Section 21of the Indian Penal Code.
He is also an “Assistant Public Prosecutor” when appears in the Court of Law to conduct proceedings in respect of
cases filed by him against the offenders under various provisions of the Bombay Shops & Establishment Act and
Rules thereunder. He pleads the cases filed under different provisions.
The inspectorial staff has to perform indoor and outdoor work. During outdoor work, the Inspectors are
supposed to perform outdoor duties for 3½ hours in aggregate for which no scheduled time is fixed. They are
expected to adjust their duties in such a way that the time required for checking major breaches of the Act is
covered within their duty hours for outdoor work. During the course of outdoor work, the Inspectors have to visit
various establishments and to detect breaches of the provisions of the Acts and rules framed there under and to
launch prosecutions on defaulting employers. The major breaches of the provisions of the Act are non-registration,
non-renewal of Registration Certificates, opening of establishments before prescribed hours, exceeding total hours
of work, continuous work without rest interval, spread over, not granting privilege leave, keeping the
establishments open on weekly closed day, employing female employees after prescribed hours, employing child
labours, not providing Identity Cards to certain class of employees and not paying wages in accordance with the
rates prescribed under the Minimum Wages Act, 1948. The major breaches of the provisions of rules are of the
nature of procedural lapses viz. non-maintaining prescribed registers of employment and leave, visit-book, not
providing leave book to the employees and not making suitable entries therein, not producing requisite record,

Duties :
1. To accept ‘A’, ‘B’ and ‘E’ forms alongwith prescribed fees.
2. To attend to table work comprising of writing of Monthly Abstracts, Court Registers, G diary, Field book,
information sheets, offence sheets etc.
3. To investigate complaints.
4. To check the verification work (of A & E forms) done by Inspectors (Shops & Estts.)
5. To propose Mass Raid Programme.
6. To visit the establishments for routine check up and test checking of visits paid by Inspectors (Shops &
Estts.)
7. To attend various courts, for filing the cases, as also for conducting them.
8. To conduct Mass Raids, both day and night.
9. To exercise supervision and control as a representative of C.I.S.E. over the Inspectors, Clerks and Peons
attached to the Wards.
10. To issue Registration Certificates as per verified A forms.
11. To assign the work to the Inspectors (shops & Estts.) under him in the matter of registration, renewal and
routine check as also to solve their practical difficulties.
12. To attend to the members of the public coming to the Ward office for elucidation of the various provisions of

12. To check weekly holidays of the establishments.
13. To see that no child is allowed in any establishment and no young person or female workers are allowed to
work during the prohibited hours.
14. To check weekly holiday of the establishments other than shops and commercial establishments, specified
in the notice displayed at the establishment.
15. To check the rest intervals as specified in the employment register.
16. To see that identity cards are given to the employees working in residential hotels, restaurants and eating
house.
17. To see that attendance cards are given to all employees concerned by the Minimum Wages Act, 1948.
18. To see that the provisions of the Act and rules regarding leave are properly observed.
19. To see that provisions of Act and rules relating to cleanliness, lighting and precautions against fire are
properly observed.
20. To see that the provisions of the Act relating to the payment for Overtime work are duly observed.
Duties of Clerk working in various wards in Shops & Estt. Department 1. He should attend the Ward Office regularly and punctually.
2. The usual records i.e. offence-sheet register and ‘A’ form, ‘E’ Form Register etc. must be maintained by
him. Dead Stock Register, Sale of A, B form register, the stock register of A, B, E receipt book be properly
maintained and preserved.
3. He should prepare Registration Certificates of ‘A’ form given by the Sr.Inspector every day. He should
prepare dockets etc. and keep them duly arranged.
75 4. ‘C’ Register should be maintained up-to-date by him and entries of changes as per ‘E’ form,
cancellations etc. should be carefully taken under attestation of the Sr.Inspector. He should thoroughly
check the ‘C’ Register for detecting non-renewals every year and submit his report to the Sr.Inspector.
5. He should maintain and submit daily worksheet in proforma ‘C’ and enter outdoor and indoor despatch.
6. He should see that all the dockets are arranged serially category-wise, all B & E forms, closed day notices
and other relevant papers are kept with the respective dockets. Cancelled dockets should be kept serially
again after cancellation entries are taken. This work should be kept up-to-date.
7. He should carry out the duties entrusted to him by the Sr.Inspector from time to time.
Sr.Shop Attendant Duties :
The duties of Sr.Shop Attendants will be that of Shop Attendant and in addition he will have to supervise
and control the work of other Shop Attendants working in the Ward. He will ensure that the dockets of the
registered establishments maintained at Ward level are up-to-date with ‘E’ form in it. He will accompany the
Sr.Inspectors in the field. Similarly, Sr.Shop Attendant who will ensure that summons are served on the party
in time. He will be responsible for the overall of the Shops Attendants working in the Ward.
Shop Attendant
Peons working in the Ward Offices are to be treated as Shop Attendants.

Security Deptt. in Ward Office Works under Asstt. Security Officer. Asstt. Security Officer works under the
Control of Asstt. Commissioner but, for practical purpose, his superior i.e. Security officer given instructions and
orders to him.
The responsibility of the security of various municipal properties in F/South Ward i.e. hospitals, gardens,
depot, stores, swimming pool etc. lies with head of the department i.e. Asstt. Security Officer.
The said officer looks after the following works also.
(1) To handle Morchas and other striking events smoothly with the help of police and manage the situation
without any wrong consequences.
(2) To visit the municipal properties / buildings by taking night watch and inspect the Security Guards on duty
to prevent theft and other wrong event.
(3) To guide properly the persons, visitors who come in the Ward for various works.
(4) To do preliminary enquiries regarding theft and misappropriate events.

In Brihanmumbai Municipal Corporation, Colony officer (Slum) Deptt. is Independant Department and is
working under control of Dy.Municipal Commissioner(Special). In each ward, Colony Officer Department is under
control of concerned Asstt. Commissioner, Collection of Compensation from Hutment Dwellers on Municipal Land
and Supervision over them is main duty of Colony Officer Deptt.
The main duties of Colony Officer Department are collection to compensation from Hutment dwellers and
providing information about unauthorised construction, regarding hut to concerned Asstt. Engineer (Bldg. &
Factory). Transfer & conversion of hut in the name of Hutment dweller by obtaining sanction of higher authorities.
DUTIES OF COLONY OFFICER 1. Supervision over work of Rent Collectors working under him.
2. To verify whether Rent Collectors visit Colonies and collecting compensation from hutment dwellers.
3. To sign on the notice which are to be signed by Asstt.Commissioner for vacating and taking over possession of
hut.
4. Checking of notices issued to hutment dwellers for possession of hut and verify the recovery of compensation.
5. To attend the hearing in the office of Enquiry Officer (Legal).
6. While vacate/taking possession of the hut, Colony Officer has to remain present at site. Also make
arrangement for labours and police force.
7. In case of disputed matter, visit the hut.
8. To initiate demolition action against unauthorized construction is Slum Colony.
9. In case of transfer/conversion of hut in the name of hutment dwellers, verify the inspection report prepared by
Rent Collector and put up for sanction of Dy.Municipal Commissioner after obtaining signature of Sr. Colony
