    GENERAL INSTRUCTION

The Monthly Statistical Bulletin is one of the oldest editions of the State Statistical Office, in which data for the last month, as well as statistical series for a longer period of time are published.

Following the requests of users, as well as the changes in the statistical system of the Republic of Macedonia, the State Statistical Office has included new topics in the Bulletin.

The data in the Monthly Statistical Bulletin are preliminary data, and minor errors and omissions are corrected in the next issues of the Bulletin.

The part on “Methodological explanations” contains explanations on the used methodology and the method of data collection, which should make easy the use of data.

All data published in the Monthly Statistical Bulletin are a result of the work of the official statistical institutions and therefore represent official data.

    METHODOLOGICAL EXPLANATIONS

    NATURAL CHANGE IN POPULATION

The data on births, deaths and marriages are taken from the administrative sources-relevant registers, while the data on divorces from the records of the relevant courts.

Statistics on births comprise live births and still births. Statistics on deaths comprise all cases of death.Statistics on marriages scopes the marriages contracted according to the legally prescribed manner, i.e.

marriages registered in the Record of Marriages.Statistics on divorces refer to divorces in the relevant court.Taking into account the need of presenting as much as possible realistic picture of the demographic

appearances in the Republic of Macedonia and of the adaptation to the standards of the European Union, starting from 2004, the State Statistical Office made changes in the methodology of presentation of vital statistics. The number of births, deaths, marriages and divorces shows only the events which occurred in the Republic of Macedonia.

DefinitionsLive birth child is any child who after separation (complete removal from its mother) shows any signs of

life (breathing or heart beat), irrespective of how long that child was alive. If the child died soon after separation, first it is registered as live birth child and then, as an infant death.

Stil birth (foetal death) child is any child separated from the mother’s body without any signs of life, but only if the gestation period was not less than 28 weeks.

Deceased person is every live birth person in which there is a permanent disappearance of all vital functions.

Infant deaths - deaths of infants before reaching first year of age.Natural increase of the population is the difference between the number of live birth children and the

number of dead persons in a given period of time. The natural increase could be positive, when the number of live birth children is higher than the number of

dead persons, and negative, when the number of live birth children is lower than the number of dead persons.Vital index is a relative indicator which shows the relation between the number of the live birth children

and the number of dead persons.Marriage is a union between a man and a woman, arranged in accordance with the valid legal regulations,

in which the interests of the partners, the family and the society are realised.Divorce is recognised institution in which the rights and obligations of both partners have been disconnected

according to the final judgment of the court.

    LABOUR FORCE SURVEY

Sources and scope of the SurveyThe Labour Force Survey is the most voluminous research on the economic activity of the population and

its demographic, educational and other characteristics in the period between the censuses. The Survey is conducted on a sample of 10000 households (7200 households until 2003) on the whole

territory of the country, which is approximately 1,8% of the total number of households in the country. Until 2003, the Labour Force Survey was conducted as an annual Survey and since 2004 it is being conducted as a continuous Survey, on a weekly basis, throughout the year, while the data processing is done quarterly and annually.

Units under observation in the Survey are: the households and the persons from 15 - 79 years of age.The respect of international recommendations - the International Labour Organization (ILO) and the EU

Statistical Office (Eurostat) - enables international comparison of the data, but also means an application of the definitions on labour market’s basic categories that differ from the ones established by the national legislation in this area.

The final concept of the Survey is established with respect of the specifics of the Republic of Macedonia in this area.

DefinitionsWorking age population is consisted of every person between 15 to 79 years of age.Economically active population is consisted of the employed and the unemployed (labour force).Following the recommendations of the ILO in the employed are included persons of 15 years of age and

over who:- During the reporting week have worked for money (in cash or in kind) or for profit at least one hour;- During the reporting week were temporary absent from work (because of illness; leaves; studies; break

in the activity in the firm etc.), but had a job.- Were helping on the family estate or in the family enterprise without pay.According to the EUROSTSAT and ILO standards as unemployed are considered the persons from 15 to

74 years of age who meet the following three conditions:- During the reporting week they did not work (according to the above mentioned criteria);- Have searched actively for a job or have taken concrete activities to find a job;- Were prepared to accept work in the reporting week or in the week that followed. The persons that are not included in both categories make the group of those that are not labour force:- Pupils and Students- Pensioners- Housewives (who only perform activities in their household)- Persons who are supported by others or by the state or who support themselves with a different kind of

income (interests, rents). The main indices for following the changes of the labour force are:- Activity rate as a participation of the labour force in the total population aged 15 years and over;- Employment rate as a participation of the number of employed in the total population aged 15 years and

over;- Unemployment rate as a participation of the number of unemployed in the total labour force. The reporting period to which the questions are related is the week before the week of conducting the

    Survey.

    WAGES AND EMPLOYMENT

Sources and scope of statistical survey Labour - 1Monthly Statistical Survey Labour. 1 monitors the average paid gross and net wages per employee, as

well as the employees from the personnel evidence through collecting reports from the business subjects, with a monthly periodicity. The reporting units in private and other (public, state, cooperative and mixed) ownership in different activities occur as data source. The survey excludes the Macedonian representatives in foreign countries, the persons who independently perform activity - profession and their employees and the individual farmers.

The Monthly Survey is based on the sample of reporting units intentionally chosen respecting the criterion of at least 70 % from the employed in every section of the National Classification of Activities. The reporting units fill in reports every month, which provide data on the total paid gross and net wages per employee, the total number of employees at the end of the pre-reference month, the number of persons hired during the reference month, the number of persons who had left the job during the reference month, the total number of employees and the number of employed women at the end of the reference month.

DefinitionsTotal paid gross wages cover: paid net wages for the reference month, paid personal tax and paid

contributions for: retirement and disability insurance, for health insurance, for employment, for professional disease.

Total paid net wages cover: paid net wages for the reference month for the work done in the full-time work, less than full and more than full-time work (overtime work), payments in respect to annual vacation by the enterprise, as well as public holidays, paid leave up to seven days, paid leave for educational purposes, for sick-leave up to 21 days, etc., payments for time spent in the army upon invitation of a state body, protection and civil services, etc., payments on net wages for previous months paid during the reference month (backward payments), payments based on periodical and final account, profit-sharing bonuses, regardless of the period they are referred to.

The survey includes all employed that have work contract (on definite or indefinite time), as well as whether they work full-time, less than full or more than full-time in business subjects of all kinds of ownership and the Government departments, the departments of the local self-government, the political parties, the public organizations and associations in the Republic of Macedonia.

This survey does not cover: persons such as Macedonian representatives in foreign countries, persons who perform independently an activity-profession and their employees and the individual farmers.

Methods of calculation and indicesAverage paid gross wage and net wage per employee are a result of the relations between the total gross

wages and the net wages with the total number of employees who receive the payments. Nominal indices of paid gross wages are calculated from the absolute value of the average gross wages,

while the real indices are a result of the relations of the nominal indices and the indices of life costs. Nominal indices of paid net wages are calculated from the absolute value of the average net wages, while

the real indices are a result of the relations of the nominal indices and the indices of life costs.

PRODUCERS’ PRICES OF INDUSTRIAL PRODUCTS, INPUT AND OUTPUT PRICES IN AGRICULTURE,

    AND PRICES OF CATERING SERVICES

Sources and methods of data collecting

Producers’ prices of industrial products are collected monthly from selected industrial enterprises, for a defined number of products. The selection of enterprises is carried out according to their significance in the total production. Average annual prices are calculated according to the system of unweighted prices taken as an average for 12 months.

The prices of manufacture of builder’s carpentry and joinery are defined on the basis of the special list of selected products - samples from the Monthly Survey on Producers’ Prices of Industrial Products, C.41.

Data sources on prices of input and output are the monthly reports gathered from business entities in the gross trade, cooperatives and agricultural holdings that sell goods for current expenditures in agriculture and products from agricultural sector sold out of sector.

Prices of catering services measures the level of the retail prices of catering services carried out in catering units (hotels, motels and restaurants).

Prices of catering services are monitored with the survey C.31 in the selected catering units: hotels with restaurants, motels with restaurants and restaurants, in the period from 18th-20th of a month. Prices are monitored from the menu with quoted sell-prices on the day of monitoring. Unit measurements according to which prices are monitored are quoted in the survey form and they are usual for determined products and services.

    Scope

Producers’ prices of industrial products are monitored in the Monthly Survey on Producers’ Prices of Industrial Products, C.41 in 258 industrial enterprises in the Republic of Macedonia. 23 activity areas with purposive sample where almost 615 industrial products are included.

The list of products of manufacture of builder’s carpentry and joinery consists of 142 products produced in the Republic of Macedonia, in 73 enterprises-reporting units, which monthly send data on the producers’ prices of industrial products on the domestic market. The products of builder’s carpentry and joinery that are produced outside of the Republic of Macedonia are excluded.

The price index of manufacture of builder’s carpentry and joinery excluded the prices of equipment, plant, construction work and other elements.

Input prices in agriculture are monitored monthly for approximately 80 products in the area of business entities that are sold to individual agricultural producers for current uses in agricultural production. Output prices in agriculture are monitored monthly for approximately 110 products that business entities purchased from individual producers, as well as sales of public enterprises’ own production.

Price indices of catering services are monitored monthly in 27 selected business units with 65 catering services in 8 cities in the Republic of Macedonia.

    Definitions

The production price of an industrial product is the price at which the producer sells the products to the network of wholesale and retail distributors in the largest quantities, on the domestic market, loaded free on rail or truck where the producer is located, or it is the price by which the producer deals with other producers. This price includes producer subsidies, if the seller receives them according to the regulations, but deducts commercial rebates, discounts, cash discounts and similar reductions offered by the seller. VAT is also deducted from the price.

Input in agriculture covers goods, services and investment that agricultural producers invest currently for continuous development in agricultural production. Output in agriculture covers production in the agricultural sector, purchased or sold outside the sector.

Input prices are prices that agricultural producers have paid for purchasing the necessary goods and for the performed services and the investments which were necessary for unobstructed agricultural production. VAT is deducted from the prices. Output prices are prices paid for purchasing of agricultural products produced by agricultural producers or they are sold from own production to agricultural enterprises. VAT is deducted from the prices.

  • Monthly statistical bulletin 1.2.9.07 9

Prices of catering services are prices at which catering units sell their services to customers for food, beverages and accommodation. VAT is included in the prices.

    Method of calculation

Producer price indices of industrial products are calculated by the system of weighting prices index with the structure of values of products realized on the domestic market.

The compilation of the input and output price indices is based on Laspeyres formula with fixed weights and prices.

Price index of catering services is calculated by weighting the prices indices with the structure of values of services realized in the catering units.

Price indices are calculated by the following formula:

    Pn Σ Po

    * Wo

    I = Σ Wo

Pn= price in the current periodPo= price in the base periodWo= value of the total sale on the domestic market, as well as value of the total realized catering services

    in the base period

    Classifications

Producer Price Indices of Industrial Products are calculatied accordingt to: the National Classification of Activities (Official Gazette of the Republic of Macedonia No. 09/2006) and the National Nomenclature of Industrial Products (Official Gazette of the Republic of Macedonia No. 43/2006).

Data on output price indices in agriculture are collected and computed according to the National Nomenclature of Agriculture Products and Services.

    RETAIL PRICES AND CONSUMER PRICES

Data on retail prices of goods and services are the result of regular monitoring of prices, including agricultural and industrial retail prices, as well as service prices. Retail prices are monitored in 8 cities of the Republic of Macedonia. Prices of industrial products and services are monitored once a month, while agricultural products are monitored twice a month (the first and the third week of the month).

Starting from January 2006, the prices of oil derivates are monitored from the 26th day of previous month till the 25th day of the current month, in order to scope all price movements within the reported month.

Average monthly prices in the Republic of Macedonia are calculated by weighted arithmetical mean, whereby average prices in particular cities are weighted with the sold quantity of certain articles in those cities. Average monthly prices for the agricultural products are calculated as average of both reported periods.

Average annual prices of the products and services are provided by an unweighted average - arithmetic mean of prices for 12 months.

    Scope

Retail turnover prices are monitored in 8 cities of the Republic of Macedonia, for 48 agricultural products, 143 food-industry products, 258 non food- industry products and 148 types of services.

When selecting products for monitoring of prices, only products with significant retail turnover are considered.

    Definitions

Retail prices are considered to be the prices at which the products and services are sold to the final consumers by retailers, individual producers and service providers. VAT is included in retail prices.

    Price indices

Retail price index and the Consumer price index are calculated on a base of average monthly retail prices, their dynamics, as well as on the turnover and the personal consumption.

Indices can be calculated by means of the following formula:

    P n Σ Po

    * Wo

    I = Σ Wo

Pn = price in the current period

Po = price in the base period

Wo = retail turnover concerning Retail price index i.e. the value of consumed quantities concerning Consumer price index in the base period

Consumer price index is calculated on the basis of a special list of products and services for personal consumption of households, the average monthly retail prices of these goods and services, and their individual price indices weighted according to a personal consumption pattern.

While calculating the consumer price indices, besides the national classification also is used COICOP (Classification of Individual Consumption by Purpose) as an international standard, which is a classification of the personal consumption by purpose. It is used by the European Union member states for calculation of the Harmonized Index of Consumer Prices which is used as an indicator of inflation.

    GROSS DOMESTIC PRODUCT

The quarterly gross domestic product calculations are based mainly on the short-term indicators produced by the State Statistical Office and other relevant institutions.

The data on the respective quarter are published 75 days after the end of the quarter. Along with the publication of data on each quarter, revised data on the previous quarters are also published. With each revision of the annual gross domestic product data, a revision on the quarterly gross domestic product data is done, as well.

Definitions Gross domestic product at market prices is the final result of the production activity of the resident

producer units and is a sum of the gross value added of the various institutional sectors or the various industries at basic prices plus value added tax, import duties less subsidies on products (which are not allocated to sectors and industries).

Value added at basic prices is the basic category of the gross domestic product and it is defined as a balance between the gross output and the intermediate consumption.

The GDP according to the expenditure method presents the final consumption, i.e. the consumption of final goods and services produced in the domestic economy, the gross capital formation and the net export and import of goods and services.

Data sources For quarterly GDP estimations the following sources are used: annual GDP estimations, data from the

Ministry of Finance for the respective quarter, data from the National Bank, data from the regular monthly and quarterly surveys of the State Statistical Office and additional data from different institutions.

Method of calculationGDP data by production method at constant prices, on quarterly level, are obtained by extrapolation of

GDP values by current prices, on annual level, from the previous year, with quarterly volume indices calculated in the State Statistical Office.

    PURCHASE AND SALE

Sources and methods of data collectionData on the total purchase of agricultural products are taken from the regular monthly statistical surveys

Purchase of Agricultural Products fromIindividual Producers (trade-31) and Sales of Agricultural Products of Own Production to Agricultural Enterprises and Agricultural Cooperatives (Agri-Trade - 33), which results in monitoring of 140 agricultural products.

ScopeAs reporting units for these surveys occur all legal units that (enterprises and agricultural cooperatives)

according to the National Classification of Activities are registered in the sector A, department 01, sector B, department 05, as well as enterprises that have registered local unit in the sectors A and B.

DefinitionsPurchase of agricultural products from individual agricultural producers is a purchase of agricultural

products directly from the individual agricultural producers by enterprises for processing or selling.Sale of agricultural products of own production is external or internal sale and delivery of agricultural

products of own production to enterprises and agricultural cooperatives.

Method of calculation Value indices are calculated by a relation between the monthly values on a level of products, groups and

total, in the current and the base year.

ClassificationsData are presented according to the National Classification of Activities (NCA), while the products are

partly adjusted to the Classification of Products by Activities (CPA, 1996).

    INDUSTRY

Sources and methods of data collection Sources of data are the results from the Monthly Report on Industry IND.1 for industrial production, stocks

and persons in paid employment in the field of industry. In the collection of data is used the reporting method. The reporting units send the Monthly Report on

Industry to the regional statistical office in the determined period of time, according to the Programme for Statistical Researches in the Republic of Macedonia for the determined year.

The data sources are the book keeping and the personnel evidence, as well as the documentation available at the reporting unit.

Coverage and observation unitsThe observation units are the enterprises and the local units distributed according to the National

Classification of Activities in the industry sections: C - Mining and Quarrying, D - Manufacturing Industry and E - Electricity, Gas and Water supply.

The Monthly Report on Industry, IND. 1, also includes the local units whose main activity is industry, but their legal unit does not belong to the industry, but to forestry, construction etc. The enterprises that act in more than one municipality are divided in units as much as there are municipalities they act in.

Calculation methodThe industrial production index for different levels of the National Classification of Activities (total, group,

division and section) is calculated in two steps: in the first step the indices are calculated by weighting the individual indices of the quantities of industrial products, and in the second step, by weighting with adequate weight coefficients for different activity levels.

The monthly industrial production indices are calculated by the Laspeyres formula.Weighting coefficients of the products in the National Nomenclature of Industrial Products, which are used

in the calculation of Industrial Production Index, are calculated on the basis of the production value of the 2005 Industrial Annual Report and the value added for 2005 from the Sector of National Accounts and are revised every five years.

Indices of stocks are calculated on the basis of the volume of stocks of industrial products, on the last day of the reporting month..

Indices of the persons in paid employment in the field of industry are calculated from the data on persons employed by type of activity.

ClassificationsClassifications used for the Monthly Report on Industrial Production, Stocks and Employees in Industry,

and for publishing of the results are: the National Classification of Activities (according to the decision on the National Classification of Activities published in Official Gazette of the Republic of Macedonia No. 09/2006) and the National Nomenclature of Industrial Products 2005 (Official Gazette of the Republic of Macedonia No. 43/2006).

RecommendationsThe Monthly Report on industry, IND.1, is based on the EUROSTAT Recommendations in the Methodology

for Short-Term Business Statistics, 2002, and is harmonized according to the Regulation No.1165/98 of the European Commission on Short-Term Statistics.

    CONSTRUCTION

Sources and methods of data collection

The data are obtained from the Monthly Statistical Report on Constructions - GRAD. 21.

    Coverage

The Monthly Statistical Report on Construction - GRAD. 21 covers the largest business entities engaged in construction activities, as well as business entities that according to NACE are not classified in construction business, but they perform some construction activities of larger extent. This scope covers more than 90% of the total value of the completed construction works in the Republic of Macedonia.

    Definitions

The value of completed construction works presents a value of really completed construction works (regardless if they are paid on unpaid) from the beginning of the year till the end of the reporting month. The value of completed construction works is obtained from the temporal monthly documents given in thousand denars, in current prices.

The data on effective hours refer to all employees according to the human resources evidence and it includes the hours realized in regular or overtime work, regardless if they are paid per hour or accord.

The number of employees refers to the situation on the last working day of the reporting month, but only for employees according to the human resources evidence, regardless if they are unable to work or absent because of illness. The pupils on working practice are not included.

    Classifications

The construction works which are covered by the Monthly Statistical Report are in accordance with the Nomenclature of Constructions and Construction Works, which is made according to the classifications of Eurostat: for the part of the constructions the Classification of Types of Constructions is used, and for the part of construction works the statistical Classification of Products by Activity is used.

This adjustment of statistical surveys provides international data compatibility.

    EXTERNAL TRADE

Data sourceThe only data source for the external trade statistics is the Single Administrative Document (SAD) for

exports and imports, whose contents is adjusted to its multiple assignments. The document is filled in with data for customs purposes, as well as for statistical and banking purposes.

The contents, the form and the way of the filling in of the SAD are prescribed by the Manual for the Single Administrative Document and the other documents in the customs procedure.

Data scopeThe external trade data are processed according to the special trade system, based on the concept of the

commodity crossing at the customs border. The export, according to this principle, comprises all the goods exported abroad and in the foreign customs

warehouses and industrial free zones, and whose origin is from our domestic market, the premises for further processing and the industrial free zones.

The import comprises all goods, imported from abroad, from customs transit, customs warehouses and industrial free zones. That means that in import are comprised all the goods for which are paid all the duties and taxes, and which are put in the internal market, the premises for further processing or in the commercial free zones.

Observation unitsObservation unit for the statistical survey on external trade of goods is each good’s dispatch in exports

or imports, which is homogenous by the kind of good, country of origin or destination, way of payment and the moment of border crossing.

TerritoryThe borders of the statistical territory are usually the same as the state borders, except when the external

trade is performed through the free customs zones.

Time of observation and processingStatistical external trade data processing is performed on a monthly base.Export and import data are processed in the month in which the transaction is done, according to the time

of the SAD acceptation. Monthly data on the current year are corrected regularly each month. With the first data processing, about 98% of the total data are compiled. The additional data and the corrected data are added in the month when the good’s transaction was done (the time of the SAD acceptation). Because of this, the external trade data during the current year are treated as preliminary, until the final data are published.

ClassificationsStatistical data processing and publishing are performed according to thess classifications and

    nomenclatures:

    - Customs Nomenclature, based on the Harmonized System of Commodity Codes and Names;- Standard International Trade Classification (SITC);- Classification of the Economic Activities;- Country Classification - 3166 ISO alpha - 2 code- Commodity Classification According to Intended Use of Products- Commodity Classification According to the Degree of Processing

Basic principles, standards, definitions and procedures for statistical processing of the external trade are based on the United Nations concepts and definitions for the external trade statistics (International Trade Statistics: Concepts and Definitions “ United Nations Statistical Papers, Series M, No.52, Rev 1 New York, 1982) , on which is based also the ExternalTtrade Methodology of the Statistical Department of the European Union (EUROSTAT).

    INTERNAL TRADE

Sources and methods of data collection The data on turnover in retail and wholesale trade are given based on monthly and quarterly reports. They

are given by trade enterprises and their stores, as well as stores of manufacturing enterprises and agriculture communities.

In order to provide complete scope of data on turnover of retail and wholesale trade in the cases when some of the data are not covered by the collected reports, additional sources are used.

For data collection for the above mentioned surveys, a report method is applied: each reporting unit fills in the report itself and for all its business units. The business units of manufacturing enterprises (stores), fill in and send their own reports.

ScopeThe collection of reports for the above mentioned surveys is done on the basis of a purposive sample thus

providing partial coverage. Covered units are those having activity-retail and wholesale trade as a main activity, and units (stores) which have trade activity, but are in non-trade organizations.

The units which have trade activities are covered by the National Classification of Activities (NACE), the sector G, division 50; 51; 52.

The value of turnover is presented at current prices.DefinitionsWholesale trade is a purchase of goods for further sale to merchants, processors or big customers at

home or abroad. Goods can be sold unchanged or after processing, packing or re-packing that is characteristic for the wholesale.

Retail trade is a purchase of goods for further sale to final users (for personal and household use) or to others who use purchased goods for performing activity under certain conditions.

Value added tax (VAT) is the general consumer’s tax, which as multi-phases tax is calculated and paid in all phases of production and turnover of goods and services. The subject of taxation is domestic and imported goods and services. It is calculated by the tax payer in all phases of production, trade and services sector. In total it is paid by the final consumer, not by the tax payer. It is presented at current prices.

Turnover including turnover tax is the whole value of the sale including turnover tax on goods and services. It is shown at current prices.

Turnover without turnover tax - is the value of the sale of goods and services to buyers within the observed period and for which invoices (or some other accounting documents) were issued. It includes all costs and charges linked to the buyer and excludes the turnover tax, the possible sale of fixed assets and other extra income.

Methods of calculationThe estimations of the value of the retail and wholesale turnover for the next month is made based upon

the indices for the retail and wholesale turnover calculated from the monthly report data. The final results for the retail and wholesale turnover value are calculated from the quarterly report - final

results at the end of the quarter.Classifications and standardsIn the internal trade statistics is applied the National Classification of Activities (NACE).The basic principles, standards and procedures for conducting statistical surveys of realized turnover in

retail and wholesale trade are based on the recommendations of the Statistical Office of the European Union (EUROSTAT), their concept and definitions of internal trade statistics and methodology of internal (distributive) trade statistics.
