Topic: “Alternative development strategies for job creation”

The General Assembly,

Reminding all nations of the Millennium development goals (MDGs) of 2000, which

include eradication of poverty and hunger, achieving universal primary education, and

developing global partnership for development,

Recalling its resolution 63/303 of 9 July 2009 entitled “Outcome of the Conference on

the World Financial Economic Crisis and its Impact on Development,”

Further recalling the resolution 65/168 adopted by the General Assembly on 20

December 2010, which recognizes the increasing interdependence of national

economies in a globalizing world and the need for identifying and implementing

mutually reinforcing policies and practices for sustained, inclusive, and equitable

economic growth,

Noting with deep concern the rising level of poverty and income inequality in the

world as the consequence of the global financial and economic crisis,

1. Encourages member states to support the local enterprises, cooperatives, and not-

for-profit initiatives that boost employment and revenue in their economy by investing

in human capital and skill development for equal job opportunities;

2. Recommends the Canadian International Development Agency’s Sustainable

Economic Growth Strategy, which includes:

i) strengthening public financial and economic management capacity and institutions

at the local, regional or national level, also in increasing the role of the banking sector

ii) improving legal and regulatory frameworks and systems and their implementation,

by building national and local capabilities in managing national resources;

3. Requests states to direct resources for the development of alternatives sectors like

tourism to increase job opportunities and revenue;

4. Recommends the member states to enhance the financial viability, productivity, and

competitiveness of micro, small and medium-sized private sector enterprises;

5. Encourages member states to invest in Research and innovation, and also provide

free primary education to all its citizens and to work in cooperation with multilateral

financial institutions for poverty eradication;

6. Urges developed member states to invest in the enterprises and support

technological advancement of developing countries to increase their competitiveness;

7. Calls upon member states to comply with the objectives of ILO and to enhance the

level and coverage of minimum wages, and expanding the coverage of social

protection systems and Corporate Social Responsibility Model.

There has been enormous progress and technological advancement in last fifty years.

This has resulted into Globalization, which is international integration between

various nation states. And further the dependency of nations has also increased in

various aspects like views, culture, ideas, products etc. There is also competition

between countries and continents for resources, survival and progress. Though there

has been tremendous progress but this has also resulted into depletion with extreme

poverty. Poverty is mainly a result of exploitation, corruption and population

explosion. Until and unless developing countries reduce their population growth jobs

can never be created for all. Looking into Africa and India’s scenario where

malnutrition and low energy level is very common due to more population, less

money, more mouths to feed and exploitation. Also gender inequality and wage

disparity has been a great concern even in developed nations but ILO has framed

many objectives and taken initiatives to overcome these issues. Further if

environmental risks increase in pollution level, heat, depletion of ozone layer, raise in

sea level and asthma related issues. And this concern is to be seen globally, even if a

country has proper environmental laws still due to poor administration of

neighbouring nation even it gets affected. Another concern is clean drinking water and

proper sanitation which has a direct coherence with less number of jobs in the market

because this would result into less earning and inability to get clean drinking water.

Therefore every nation should in this age of globalization work together in simulation

and exchange their own ideas and resources for their own benefit and development.

Therefore it is the duty of the Economic and Financial Committee has its duty to look

into all these aspects and create a resolution, a framework to balance the

interdependence and development of nations. Developed nations definitely have fewer

roles to play in their own country than in other; though we should not forget Global

Economic Crisis and recession in USA. Therefore General Assembly debates always

provide a forum for discussion and resolution framework between nations to benefit

all.
