    The 201 st meeting of SEAC was held in Directorate of Environment, U.P. on

    30/01/2015. Following members were present in the meeting along with Secretary,

    SEAC:

    1. Dr. M. S. Khan, Chairman

    2. Shri S.C. Bramhchari Member

    3. Dr. D. C. Gupta, Member

    4. Dr. R.K. Sardana Secretary

    The Chairman welcomed the members to the 201 th

    SEAC meeting.

    The minutes of 200 th

    SEAC meeting dated 12/01/2015 were confirmed.

    The Members of SEAC unanimously taken following decisions on the agenda points

    discussed:

    General Discussion:

    1. The SEAC committee has decided that the project proponent/Consultant while submitting the project/reply/EIA/mining plan and all related documents at the

    Secretariat, SEAC will have to make assure that the copy of the same shall be

    made available to all committee members and also be e-mailed.

    2. The reply should be point wise and that should be be e-mailed to all committee members.

    3. In case of mining plan summary should also be posted to all committee members.

    1- Sand/Moram Mining at Arazi No-107, Khand-8, Vill-Surawandalapur, Meja, Uafaabad. (Leased Area-5,00 Acre) Sri Amarjeet, Mahuarikala, Allahabad. File

    N0.-2141/AD(Sub)

    The project proponent did not appear in the meeting. Request application from

    the project proponent for not appearing in the meeting dated 30/01/2015 due to the

    illness was received. The committee directed to consider the case in the next meeting

    if a request to this effect is received from the project proponent and that to be

    considered along with the medical certificate.

    2- Sand Moram mining project at vill-Adawal Ahatmali, Tehsil & District-Fatehpur (Leased area 1.2780 ha.) Shri Shiv Kumar, Vill-Dareyapur, Bindki, Fatehpur (File

    No. 2147 DD(Y).

    The committee noted that the matter was earlier discussed in SEAC meeting dated

    12/01/2015 wherein the consultant of the project was not present alongwith the project

    proponent in that case the Committee deliberated that the matter should be closed and shall

    be open only after submission of request letter from the project proponent alongwith

    commitment of the consultant they shall appear for the presentation, as and when scheduled

    for SEAC.

    The case was considered in the SEAC meeting dated 30/01/2015. The committee

    noted that an application dated 10/03/2014 was made by the project proponent for

    environmental clearance of Sand Moram mining project at Gata No. 346 ka, 348, 350,

    351, 352, 353 and 354 ka, Vill-Adawal Ahatmali, Tehsil & District-Fatehpur (Leased area

    1.456 ha.). Later, howsoever the mining lease for Gata no. 352(lease area 1.2780 Ha.)

    only is conditionally granted by the concerned authority, vide letter no. 103/30 Khanij

    (2014-15) dated 08/01/2015 to the applicant Shri Shiv Kumar for 03 months i.e. for 90

    days from the date of execution of lease and is also directed to stop the mining work till

    submission of environmental clearance in the matter. Renewal of the mining lease shall

    be applied after issuance of environmental clearance.

    A presentation was made by project proponent alongwith their consultant M/s Ind Tech

    House Consult. The proponent, through the documents submitted and the presentation

    made, informed the committee that:

    1. The environmental clearance as per the revised application is sought for Sand Mining project at Gata no. 352, Vill-Adawal Ahatmali, Tehsil & District-Fatehpur (Leased

    area 1.2780 ha.).

    2. As per revised form-1, collection of 20,000m3 sand/moram is proposed from 1.2780 ha. mining lease area.

    3. Mining Lease area was granted to the applicant Shri Shiv Kumar for 03 months i.e. for 90 days from the date of execution of lease District Magistrate, Fatehpur through

    his letter dated 08/01/2015 directed to stop the mining work till submission of

    environmental clearance in the matter. Renewal of the mining lease shall be applied

    after issuance of environmental clearance.

    4. The mining is proposed from the open field which is in close vicinity of river Yamuna flowing at the distance of 1.2 km. The sand acclimated on to the field due to the flood

    occurrence.

    5. 300 working days is proposed from mining activity. 6. The mining plan has been prepared by Shri UPS Chauhan (RQP No.-

    RQP/DDN/165/2005/A).

    7. 18 persons shall be employed for mining work. 8. Mining will be opencast type and manual method. No drilling and blasting is

    proposed.

    9. The water requirement will be limited to 10.0 KLD (Domestic use- 0.8 KLD and dust suppression- 8.0 KLD and 1.2 KLD from Green belt). Water requirement shall be met

    through nearby existing dugwells/borewells.

    10. The ultimate depth of mining will be restricted to 03 meter/water table, whichever is less.

    11. The mining would be restricted to unsaturated zone only above the phreatic water table and will not intersect the ground water table at any point of time.

    12. The mining operation will not be carried out in safety zone of any bridge or embankment or in eco-fragile zone such as habitat of any wild fauna.

    13. Only sand lying on the field by flood occurrence shall be collected. No earth is to be evacuated or will be removed.

    14. There is no litigation pending in any court regarding the project. 15. The District Magistrate letter dated 12/01/2015 has been submitted by project

    proponent that there is no existing operating mine with environmental clearance

    accorded within 500 m from the periphery of the proposed site.

    16. This project does not attract any of the general conditions applicable on mining projects specified in EIA Notification 14/09/2006.

    17. The project proposal fall under category 1(a) of EIA Notification, 2006 (as amended).

    The committee discussed the matter and recommended grant of environmental

    clearance for the project proposals as above with general and specific conditions attached as

    annexure-1 and annexure-2 to these minutes.

    The committee also stipulated following conditions:

    1. The mining will be carried out above the mean sea level.

    2. Mining will be carried out strictly according to the approved mining plan.

    3. Approach road should be made motorable.

    4. A buffer/safe zone shall be maintained from the habitation as per mining guidelines.

    5. Only sand lying on the field by flood occurrence should be collected. No earth shall

    be evacuated or will be removed.

    6. The CSR to be increased to Rs. 01.0 Lacs/annum and detail of works to be executed is

    to be submitted with an affidavit.

    3- Sand /Morum Mining at Gata N0- 22Kh, Vill-Nagwa Medwa, Sakaldiha, Chandauli (Leased Area 1.72 Hac) Smt Shanti Devi, Vill/Post-Kethi, Varansi. (File No.2183/

    AD-Sub.)

    The project proponent did not appear in the meeting dated 30/01/2015. The

    committee directed to consider the case in the next meeting. The proponent should be

    informed accordingly and also that no mining is to be done without conceiving the

    environmental clearance.

    4- Sand Mine at Vill- SifathNagar, Mohanlalganj, Lucknow. (Leased Area 4.04Hac) Sri Brijmohan, Vill-Hamirpur,Banthara,District Lucknow, (File no.-2224/DD-Y)

    The committee noted that the matter was earlier discussed in SEAC meeting dated

    14/11/2014 wherein the project proponent did not appear. The committee directed to close the

    case and to reopen only, if a request to this effect is received from the project proponent

    The case was considered in the SEAC meeting dated 30/01/2015. The committee

    noted that an application dated 21/03/2014 was made by the project proponent for

    environmental clearance of Sand Moram mining project at Gata No. 111Zha, 111DA, 111Ga,

    111Cha, 111Chay & 88, Village-Sifathnagar Tehsil-Mohanlalganj & District- Lucknow (U.

    (Lease area 4.04 ha.).The mining lease for aforesaid Gata no. is conditionally granted by the

    concerned authority; vide letter nos. 441 dated: 10/09/2013 and 380/ vari. Saha. Khanan

    /2014 dated 16/12/2014 to the applicant Sri Brijmohan for 01 year 23 days from the date of

    execution of lease and is also directed to stop the mining work till submission of

    environmental clearance in the matter. Renewal of the mining lease shall be applied after

    issuance of environmental clearance. And in furtherance it is also made clear that there is no

    mining area or mining lease / mining permission granted within 500 mt. in vicinity of the

    aforesaid lease area.
